By Terry Miller and Jennifer Schlueter A 19-year-old man has been arrested in connection to a fire at a tire shop in South El Monte that left three people dead early Saturday morning. A surveillance video

led homicide detectives to Roberto Fuentes of Baldwin Park, who was seen at the shop before the attack. A witness told police he saw several men throw a Molotov cocktail

into Cheque Tires in the 1200 block of Santa Anita Avenue and then run from the scene at approximately 5:30 a.m. On Sunday, Fuentes was arrested for murder and is being held

Bumble Bee Foods, Two Others Charged in Death of Employee Trapped Inside Industrial Oven

Los Angeles County District Attorney Jackie Lacey announced Monday that Bumble Bee Foods LLC and two others were charged with willfully violating worker safety rules, allegedly causing the 2012 death of an employee who became trapped inside an industrial oven at the company’s Santa Fe Springs plant. “We take worker safety very seriously,” District Attorney Lacey said. “For the past year, prosecutors

and investigators from my office have begun rolling out to major industrial incidents involving serious worker injuries and death. Our goal is to enhance the criminal prosecution of workplace safety violations. Although the Bumble Bee investigation began in 2012, this case represents our commitment to protecting workers from illegal – and, potentially, deadly – on-the-job practices.” Please see page 2

A 7.8 magnitude earthquake struck Nepal on 25 April. Authorities report over 2,000 people have been killed and many buildings have collapsed in the capital, Kathmandu. As search and rescue efforts continue, hospitals in the capital continue to function but are stretched to the limit. Powerful aftershocks continue to be felt, so further damage is a risk, increasing the climate of fear amongst the local population.

Major relief organizations, including the Red Cross, have already arrived on scene and describe the indescribable destruction this massive quake caused. While details of the impact continue to come in, the Nepal Red Cross, which has extensive experience in responding to natural disasters, is providing first aid, search and rescue, blood to medical facilities in the capital and support to first responders.

Reports vary, but well over 3,000 people have been killed in Nepal, Tibet, Bangladesh, and at the Nepal-China border, with some 5,800 more injured. Many are feared trapped under rubble and the number of casualties is expected to rise. Some eight million people have been affected by the quake. At least 15 aftershocks, ranging from magnitude 5 to 6.7, caused further damage to buildings and increased the risk of col-

lapse. Tremors were felt as far away as Lahore in Pakistan, Lhasa in Tibet, and in Dhaka, Bangladesh. More than six million people live within 60 miles of the epicenter, located some 50 miles northwest of the densely populated capital Katmandu which itself has a population of 2.5 million. Buildings and infrastructure have been damaged and destroyed. ElecPlease see page 3

Thousands of people marched in Los Angeles Friday, April 24th to commemorate the 100th anniversary of the killings of an estimated 1.5 million Armenians under the Ottoman Empire. Throngs joined for Friday’s six-mile walk from the Little Armenia neighborhood to the Turkish Consulate, carrying flags and signs denouncing Turkey. The event comes after President Barack Obama once again stopped short of calling the 1915 killings a “genocide.” Historians estimate that up to 1.5 million Armenians were killed by Ottoman Turks around the

time of World War I. Turkey denies that the deaths constituted genocide, and earlier this month recalled its ambassador to the Vatican after Pope Francis described the killings as genocide. Michael D. Antonovich issued the following statement on the 100th anniversary of the Armenian Genocide: “Today, we mark the 100th anniversary of one of the darkest chapters in human history. ing to escape. He later succumbed to his injuries. The bodies of Christopher “Munch” Jimenez, 18, of El Monte; Destiny Aguirre, 18, of Azusa; and Rodrigo “Baby Spanky” Gonzalez, were found at the scene by firefighters. Earlier, Christopher had just celebrated his 18th birthday party at the tire shop. Friends now had to leave their birthday cards and balloons as mementos in front of the shop.

The vehicle used in the murders, a gold 2002 Nissan Altima, is being held for evidence. Earlier reports of a white Chevrolet Silverado pick-up truck seen leaving the scene at the time of the fire were determined to not be related. Anyone with further information on this incident was encouraged to contact the Los Angeles County Sheriff’s Department’s Homicide Bureau at (323) 890-5500.

The Bumble Bee Death Investigation Began in 2012

Bumble Bee’s former Safety Manager Saul Florez (DOB 3/7/73), the company’s Director of Plant Operations Angel Rodriguez (DOB 1/30/52), and Bumble Bee Foods LLC were charged in case BA435950 with three felony counts each of an Occupational Safety & Health Administration (OSHA) violation causing death. The defendants are expected to be arraigned on May 27 in Department 30 of the Foltz Criminal Justice Center. The case will be prosecuted by Hoon Chun, assistant head deputy of the Consumer Protection Division, and Deputy District Attorney Christopher Curtis of the Environmental Crimes/OSHA Section. Prosecutors said on Oct. 11, 2012, victim Jose Melena, 62, of Wilmington, entered a 35-foot-long cylindrical oven as part of his job duties at Bumble Bee’s Santa Fe Springs plant. The oven is used to sterilize cans of tuna. Coworkers

were unaware that Melena was inside the oven when they loaded multiple carts, collectively containing about 12,000 pounds of tuna, closed the front door and started the oven. The victim inadvertently became trapped in the back of the super-heated, pressurized steam cooker. During the two-hour heat sterilization process, the oven’s internal temperature rose to about 270 degrees. Melena’s severely burned remains were discovered by a coworker, prosecutors said. Melena worked for the company for about six years. If convicted as charged, Florez of Whittier and Rodriguez of Riverside face a maximum sentence of three years in state prison and/or a $250,000 fine. San Diegobased Bumble Bee Foods faces a maximum fine of $1.5 million. The case remains under investigation by the Cal/OSHA Bureau of Criminal Investigations.

tricity and telephone connectivity is intermittent and mobile services are experiencing heavy congestion. Hospitals continue to function but are stretched to the limits. Accessibility and transportation are challenging in Nepal in the best of times. Before the earthquake, many rural communities where the Nepal Red Cross worked were only accessible by foot. The main international airport in Kathmandu is a very basic facility, and planes often have to wait long hours in queue to land. With the destruction, this situation is even more dire and getting supplies and transporting them within country is going to be a major challenge. The Nepal Red Cross is headquartered in Kathmandu and has branches in all 75 districts, more than 1,300 sub-branches, 1.1 million members, and 100,000 active volunteers. The American Red Cross has been working with the NRCS since 1999, with its first long term project, focused on earthquake preparedness in Kathmandu, dating back to 2003. The 57 –member USA2 (CA-TF2) Medium Urban Search and Rescue team deployed Sunday April 26, to assist the United States Agency for International Development’s Office of U.S. Foreign Disaster Assistance (USAID/ OFDA) with rescue and recovery efforts in Nepal. They arrived Monday. USA -2 (CA-TF2) has partnerships with Federal Emergency Management Agency for domestic response and the United States Agency for International Development/Office of U.S. Foreign Disaster Assistance during international missions. As a part of the Los Angeles County Fire Department, USA- 2 (CA-TF2) maintains constant operational readiness for international deployments and as a local resource for residents of Los Angeles County and the Southern California area. Upon request of the Government of Nepal, the United States has deployed a USAID Disaster Assistance Response Team (DART), including the Los Angeles County Fire Department Urban Search and Rescue Team (USAR). The USAR component of the DART

is what is called a “Medium team,” with 57 specialized personnel and all necessary equipment to make live rescues from collapsed structures and confined spaces. According to Caltech and USGS: “Seismicity in the Himalaya dominantly results from the continental collision of the India and Eurasia plates, which are converging at a relative rate of 40-50 mm/ yr. Northward underthrusting of India beneath Eurasia generates numerous earthquakes and consequently makes this area one of the most seismically hazardous regions on Earth. The surface expression of the plate boundary is marked by the foothills of the north-south trending Sulaiman Range in the west, the Indo-Burmese Arc in the east and the east-west trending Himalaya Front in the north of India. “The India-Eurasia plate boundary is a diffuse boundary, which in the region near the north of India, lies within the limits of the Indus-Tsangpo (also called the YarlungZangbo) Suture to the north and the Main Frontal Thrust to the south. The Indus-Tsangpo Suture Zone is located roughly 200 km north of the Himalaya Front and is defined by an exposed ophiolite chain along its southern margin. The narrow (<200km) Himalaya Front includes numerous east-west trending, parallel structures. This region has the highest rates of seismicity and largest earthquakes in the Himalaya region, caused mainly by movement on thrust faults. Examples of significant earthquakes, in this densely populated region, caused by reverse slip movement include the 1934 M8.1 Bihar, the 1905 M7.5 Kangra and the 2005 M7.6 Kashmir earthquakes. The latter two resulted in the highest death tolls for Himalaya earthquakes seen to date, together killing over 100,000 people and leaving millions homeless. The largest instrumentally recorded Himalaya earthquake occurred on 15th August 1950 in Assam, eastern India. This M8.6 rightlateral, strike-slip, earthquake was widely felt over a broad area of central Asia, causing extensive damage to villages in the epicentral region.”

A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This issue is now squarely before the California Supreme Court in Yvanova v. New Century Mortgage Corp. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners. It is highly suggested that homeowners take this window of opportunity to get relief before the banks get Congress to close this door with national legislation. Contact us so we can help you.

On a cloudy and fleetingly rainy Saturday afternoon, hundreds of people showed up to say a special thanks to a remarkable and fair politician who has served Pasadena for longer than most can remember. The well-loved Mayor Bogaard was celebrated at City Hall Saturday by illustrious councilmen and women, congressmen, and former senator Jack Scott along with hundreds of well-wishers including, his two daughters, who traveled from Spain to be with their Dad on this special day. The afternoon activities culminated in a special solo guitar performance by Chris Pierce in which he asked the Mayor (on behalf of those in the know) to “Please … just stay just a little bit longer …” As The Four Seasons’ hit written by Maurice Williams and the Zodiacks rang out in the Rutunda, Pasadena’s first lady laughed and shook her head to indicate her disapproval of the concept. First Lady Claire is looking forward to having her husband back around the house, according to his kids. As the Council mem-

bers started off the classic song, the family countered on another mic with “No” and then a large group of dancers ostensibly known as a “flash mob” appeared and danced to Pierce’s excellent guitar work and vocals. The song lasted several minutes and culminated in uncontrolled applause and laughter, to the delight of the outgoing Mayor Bogaard. The mayor took it all in his stride and thanked everyone for the breathtaking accolades and seemed genuinely touched by the inundation. Referring to the sudden rains on Saturday, one person bantered that Mayor Bogaard was so unique in his abilities that, “One of his last official duties as Mayor was to see an end to the devastating California drought.” While the rainfall was inconsequential on Saturday to have any effect on the drought, the sentiment was loud and clear. If Bill Bogaard could, he would! Mayor Bogaard will officially step down from council next week, May 4th, where the new Mayor Terry Torneck will take his seat.

On Thursday, April 30th at 6 p.m. El Cholo Cafe Pasadena kicks off Green Corn Tamale season--a family recipe dating back to 1923! Stop by and enjoy these wonderful seasonal tamales along with other great family specialties. Don’t worry, they have you Tequila Aficionados covered, yes, they

Paul II. Yet, the President of the United States refuses to refer to the mass killings of Armenians as genocide. It is ‘necessary, and indeed a duty’ to remember that this was a genocide and today, 23 nations have officially recognized it. “In Los Angeles County, home to the largest population of Armenians in the nation, we are ensuring that those who died are never forgotten by consistently remembering — and openly condemning — the atrocities committed against the Armenians. “At Tuesday’s meeting of the Board of Supervisors, we will also have an official Board presentation to members of the Armenian community and clergy to proclaim the Day of Remembrance of the Armenian Genocide. Additionally, the Board of Supervisors will consider a motion co-authored by Supervisor Hilda L. Solis and me, to send a 5-signature letter to President Obama requesting him to reverse his decision and officially recognize the Armenian Genocide.” On Saturday at 5 p.m. in Grand Park, Mayor Antonovich unveiled a month-long interactive public art display which commemorates the centennial through public art. Conceived by artists Ara Oshagan, Levon Parian and architect Vahagn Thomasian, “iwitness” incorporates photography and architecture to educate and inform a new generation about the Genocide. The display consists of massive portraits of eyewitness survivors telling the story from the frontlines — people who were there — most of whom are Southern California residents who immigrated here to reestablish their lives. For the next 30 days, school children and other visitors to this remarkable memorial will hear the personal stories of survivors — first-hand eyewitnesses to one of the worst atrocities of the 20th century. For more information visit my website www.antonovich.com and click on the “iwitness” banner.

Monrovia and El Monte Health Clinics to Open Soon By Terry Miller Kathleen Sebelius, Health & Human Services Secretary, announced $19 million in new funding under the health reform law, the Patient Protection and Affordable Care Act (ACA), in order to expand access to community health centers. ChapCare is one of only 32 U.S. health centers that will receive funding through these grants. Good news for Monrovia and El Monte, as new clinics are underway and scheduled for completion in July. The Monrovia location will be Lime and Jasmine and will have at least nine examination rooms and employ between 1012 health professionals, according to Steven Abramson, Director of Development and Marketing for the new facilities. They estimate they’ll see and assist about 4,500 patients a year. The facility will assist those with low incomes primarily and focus on preventative medicine. Most patients will probably pay little to nothing thanks to the New Access Patient Grant. Currently, Chapcare has one facility in Pasadena at 1460 N. Lake. The Bill Moore Clinic has been in that city for some time now. "Since the enactment of the Patient Protection and Affordable Care Act (ACA) three years ago, countless individuals in San Gabriel Valley communities have benefit-

ted," said Congresswoman Grace F. Napolitano (32 District - El Monte). "The ACA New Access Point Grant award to ChapCare will only build on that success, providing critical services to low-income and uninsured patients in my district. I look forward to more positive impacts as we increase access and affordability for all." Margaret B. Martinez, the CEO of ChapCare, adds that, "Locating community health centers in underserved areas supports healthy people and strong communities. The City of El Monte is one of the most impacted cities in Los Angeles County with over 50,000 low-income individuals who are currently not accessing primary health care services." ChapCare will receive $1.3 million over two years allowing it to open a health center in the City of El Monte located in the San Gabriel Valley and provide for 20,000 face-to-face visits with medical professionals over the next two years, plus it is estimated that 25 new jobs will be created in the area as a result. Louise McCarthy, the CEO of the Community Clinic Association of Los Angeles County (CCALAC), said, "ChapCare has been a high performing community health center for some time. This New Access Point Grant award will play an important role in enhancing the capacity of the

safety-net in Los Angeles County at a critical time, when more people than ever will be able to access health insurance as a result of the Patient Protection and Affordable Care Act (ACA). As one of only 32 NAP's awarded nationwide, this award speaks to the incredible need that remains in providing care for the underserved in LA County." Health center New Access Point grants, listed by organization and state, are available at www.hrsa.gov/ about/news/20]3tables/ newaccesspoints/. Community Health Alliance of Pasadena (ChapCare) was founded in 1995 by a group of community residents, city officials, and health care agencies to establish primary care health services for the low-income, uninsured residents in the Pasadena area. ChapCare began providing medical services in 1998 and dental services in 2001. Today, ChapCare is a network of HRSA-funded community health centers that provides health care services to countless under¬insured and uninsured residents of the San Gabriel Valley. The organization operates three health centers in Pasadena, a health center in South El Monte, and a mobile van in the El Monte region. ChapCare provides over 55,000 primary healthcare visits annually to over 14,000 patients.
