Rain and mountain snow returning to California this week is a welcome sight but will do little to ease the historic drought gripping the state. A storm will pushed across California through Tuesday night, spreading rain across the state as well as delivering much-needed snow to the Sierra Nevada. This comes just days after California Gov. Jerry Brown announced the firstever statewide mandatory water restrictions in an effort to reduce water usage due to the drought. Senator Bob Huff to Seek Michael Antonovich’s 5th District Seat Bob Huff will announce his bid for Antonovich’s seat this Thursday afternoon in Monrovia. Huff is the Senate Republican Leader and has represented Los Angeles County in the State Legislature since 2004. Prior to his service in the Legislature, Bob served on the Diamond Bar City Council from 1995 to 2004. He has nine years of experience in local and regional government, and ten years in the State Legislature representing Los Angeles County. The California League of Cities named Senator Huff their “Legislator of the Year” for his efforts to protect local government’s authority to create economic opportunity for their residents. Even as the worst drought in decades overwhelms California, and its cities face mandatory cuts in water use, crops like oranges, tomatoes and almonds, eager for a constant supply of water, manage to get into stores nationwide, despite the dearth of the state’s longest drought in history. According to an article in the New York Times on the weekend, how California farmers have pulled off that feat is a case study in “the unwise use of natural resources, many experts say.” According to the Times, farmers are drilling wells at “a feverish pace and pumping billions of gallons of water from the ground, depleting a resource that was critically endangered even before the drought, now in its fourth year, began.” The article continues … “California has pushed harder than any other state to adapt to a changing climate, but scientists warn that improving its management of precious groundwater supplies will shape whether it can continue to supply more than half the nation’s fruits and vegetables on a hotter planet.” Please see page 5
Gang Member Arrested
On Jan. 15th 2015, at about 6:00 a.m., Pasadena Police officers responded to the 500 block of Marengo Avenue regarding a call of shots fired at an inhabited dwelling -- no one was hit by the suspect’s gunfire. The preliminary investigation was handled by patrol officers and subsequently assigned to Detective Anthony Russo, who believed the shooting was gang related. With the assistance of gang officers assigned to the Special Enforcement Section (SES), Anthony subsequently identified Kefvon Camp, an admitted local gang member, as the suspect in the shooting. On March 26, Camp was arrested in Altadena without incident through the combined efforts of Pasadena Police detectives, SES, WSGATF, and Los Angeles County Probation. ICE Arrests 87 Los Angeles-Area Gang Members and Associates in Nationwide Surge Nearly 1,000 gang members and associates, including 87 individuals from the Southland, were arrested during Project Wildfire, a nationwide six-week operation targeting transnational criminal gangs led by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). Project Wildfire, which ran from Feb. 23 to March 31, led to the arrest of individuals tied to more than 40 street gangs in the Los Angeles area, including Barrio Van Nuys, the Eastside Wilmas and 18th Street. Of the individuals taken into custody locally, 70 are being charged criminally, primarily with state violations. The remaining arrestees, including foreign nationals from
Mexico, Guatemala, El Salvador and Honduras, were processed on administrative immigration violations and will now face deportation. In the Southland, the Project Wildfire arrests

The Life and Wild Times of Aviatrix Pancho Barnes will be presented on Friday, May 8, 7:00 p.m. at the Duarte Historical Museum, 777 Encanto Parkway, Duarte, by Historian-Author Terry Terrell. Pancho Barnes, born in 1901, was the granddaughter of Thaddeus Lowe of Mount Lowe Railway fame. Her extraordinary life is an adventure that is true, but quite unbelievable. She rubbed elbows with Hollywood’s finest, established the Happy Bottom Rid-
ing Club in Lancaster, and among her good friends were Buzz Aldrin and Chuck Yeager. Mark your calendar! Terrell has collected many vintage photographs of Pancho and tells the compelling story of her rise to fame and the obstacles she face. Pancho was truly a emancipated woman before her time. FEMA Challenges Communities to Take Actions Now and Prepare for Natural Disasters
The second annual America’s PrepareAthon! campaign launches Wednesday, April 1st and will continue throughout the entire month culminating in a day of community action on April 30th. Events will take place throughout Region 9, an area that includes California, Arizona, Nevada, Hawaii and pacific territories. America’s PrepareAthon! is a national community-based campaign for action to increase emergency preparedness and resilience through hazard-specific drills, group discussions, and exercises. America’s PrepareAthon! encourages Americans across the country to practice preparedness actions before a disaster or emergency strikes. The campaign will bring individuals, families, workplaces, schools and organizations together to practice simple activities to stay safe before, during,
and after all types of hazards – including floods, wildfires, tornadoes and hurricanes. The goal of America’s PrepareAthon! is simple: Build a more resilient nation by increasing the number of individuals who understand which disasters could happen in their community, know what to do to be safe and mitigate damage, take action to increase their preparedness, and participate in community resilience planning. A Mindfulness Based Stress Reduction (MBSR) group for women over 50 is forming in April. Sessions will be held at St. Luke’s Episcopal Church in Monrovia. The fee-based group will be facilitated by Dr. Jean Williams, a therapist with over 30 years’ experience in treating those suffering from stress-related problems and mood disorders. Dr. Williams notes that the program can be especially meaningful for women who have experienced a significant loss or been a caretaker of a loved one with a chronic illness. “In the past 20 years,
hundreds of studies have demonstrated that a brief program of mindfulness meditation can not only reduce stress, but enhance your immune system, relieve anxiety and depression, improve memory and concentration, and even reduce your risk of heart disease and stroke,” she says. “This group is designed to introduce a small group of participants to the basic practice.” Space is limited. A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This issue is now squarely before the California Supreme Court in Yvanova v. New Century Mortgage Corp. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners. To save lives and educate all Californians, especially young drivers, about the dangers of distracted driving, the California Office of Traffic Safety (OTS), California Highway Patrol (CHP), Impact Teen Drivers, and more than 200 law enforcement agencies statewide are working together on increased education and enforcement efforts for National Distracted Driving Awareness Month in April and California Teen Safe Driving Week, the first week of April. “Driving takes one’s full attention and any distraction can have deadly, dangerous consequences,” said Chief Phillip L. Sanchez, of the Pasadena Police Department. “Imagine driving for four or five seconds while blindfolded. That can be the effect of looking down to send a text message. In the average time it takes to check a text message – less than five seconds – a car travelling 60 mph will travel more than the length of a football field.” Throughout the month of April, Police, Sheriff and the
CHP will focus on educating the public about the dangers of driving distracted through local media interviews, visits to schools, and traffic safety presentations. In addition, two dates, April 1 and April 15, have been earmarked for special statewide high visibility enforcement days for all law enforcement agencies that are participating in the national traffic safety campaign. The urge to read and answer an incoming message when we hear the text sound can be almost overwhelming. The Office of Traffic Safety is using a message of “Silence the Distraction” in new public service announcements aimed at getting drivers to turn off their phones while driving so they won’t be tempted. “No text, call, or social media update is worth a crash,” said OTS Director Rhonda Craft. “With an average of less than a second to react to an urgent situation, drivers need to have all their attention on the roadway.”
While distracted driving can take on many forms and affects all road users, young drivers are at a greater risk. During “California Teen Safe Driving Week,” April1-7, Impact Teen Drivers will focus on educating teens that their number one killer – reckless and distracted driving – is 100% preventable. “People are realizing that everyday behaviors, such as texting or reaching for a dropped item, can be lethal when done behind the wheel,” Kelly Browning, Ph.D., Executive Director of Impact Teen Drivers, said. “Each of us must drive responsibly, keeping full attention to the task at hand - DRIVING. The Taipei Economic and Cultural Office in Los Angeles (TECO), together with Los Angeles County Economic Development Corporation (LAEDC), hosted a preview of the upcoming research report, Growing Together: Taiwan and Los Angeles County, on March 31. The event was cohosted by Steve Hsia, the Director-General of TECO-Los Angeles and Bill Allen the CEO of LAEDC. Representatives from Fortune 500 companies such as CBRE, as well as other well established companies such as China Airlines, Evergreen Marine Corporation, Yangming Marine Transportation Corporation, PricewaterhouseCooper, and Wells Fargo were amongst the distinguished guests in attendance. The report revealed the mutually beneficial
trade and investment relationship between Taiwan and Los Angeles County, its fourth largest trading partner. The TECO event included a presentation of key findings by LAEDC’s Kyser Center for Economic Research presented by Robert Kleinbenz and Ferdinando Guerra, Economists of LAEDC. The presentation received very high evaluations from the guests in attendance. Key findings included: -Taiwan is the Los Angeles Customs District’s (LACD’s) #4 trading partner. -Investment into Los Angeles County from Taiwan has increased by 30% over the past 6 years, with Taiwan becoming one of Los Angeles County’s top ten largest investors. -L.A. County has the largest Taiwanese population of any county in the nation at over 45,000.
