After a year and a half, a damning report on the Pasadena Police Department’s detectives was finally released: a 74-page executive summary of the outside civilian review. The report makes 58 recommendations for reform of the Pasadena PD’s detective operations. Elbie J. Hickambottom, Jr., and Dale Gronemeier – the civil rights attorneys who successfully litigated in the trial court the release of 80% of the City’s independent civilian review of the Kendrec McDade shooting -hailed the belated release of the report by Veritas Assurance Group as “proving the need for an Independent Police Auditor and for reopening the investigation of the Joseph Jones murder.” Hickambottom said “Veritas functioned as the

California Housing Market Bounces Back in February After Slow Start to Year Slowing home price appreciation and improving inventory combined to boost California’s housing market in February as existing home sales and median home prices increased from both the previous month and year, the ARCADIA ASSOCIATION OF REALTORS® (A.A.R.) said Tuesday.. Closed escrow sales of existing, single-family detached homes in California totaled a seasonally adjusted annualized rate of 368,160 units in February, according to information collected by C.A.R. from more than 90 local REALTOR® associations and MLSs statewide. Sales in February were up 4.7 percent from a revised 351,480

in January and up 2.4 percent from a revised 359,600 in February 2014. The year-over-year increase was the largest observed since December 2012. The statewide sales figure represents what would be the total number of homes sold during 2015 if sales maintained the February pace throughout the year. It is adjusted to account for seasonal factors that typically influence home sales. “While February’s statewide improvement in the housing market was moderate, it’s an encouraging sign, nevertheless, as we head into the spring home-buying season,” said 2015 A.A.R. March 19, beginning at 11:30 a.m. in the City Council Chambers, 425 S Mission Drive. The count will be completed by the end of the day. Although the recount would typically be paid for by the requesting party, the city has agreed to incur all costs. The cost is estimated to be about $4,000. City officials remain in consultation with the city attorney and elections consultant Martin and Chapman. “The City Clerk’s Office has responded promptly to the request for manual recount,” City Clerk Eleanor K. Andrews said. “The city will also absorb the cost of the recount as part of its continuing commitment to a transparent

and accurate election process. It’s just the right thing to do.” Menchaca and Costanzo received an equal number of votes (1,276) in the election, in which voters were asked to choose two city council members from among three candidates. The third candidate, John Harrington, received 1,747 votes. If, after the recount, the tally remains in a tie, the city will move forward with a lot, or random selection process, to break the tie, as delineated by state law (Elections Code 15651). The City Council will determine the manner of lot to be used at its March 17 meeting. Also on March 17,

the Council will be asked to certify the results of the election for the highest vote-getter John Harrington, as well as select a new mayor and vice mayor. The meeting will begin at 7:30 p.m. in the Council Chambers, 425 S Mission Drive. equivalent of an Independent Police Auditor because it reviewed the Pasadena PD’s detective operations and, contemporaneously as it audited, it informed the PD of its deficiencies. That’s exactly what the proposal for an Independent Police Auditor reporting to the Public Safety Committee would be doing – but across-the-board for all of the PD operations and not stopping its auditing at an arbitrary moment. “It would cost Pasadena less for a full time Independent Police Auditor than farming audits out to outside agencies and doing limited audits. Pasadena relies upon part-time councilmembers to provide legislative oversight of the PD; the Veritas report documenting detective misconduct dramatically illustrates that – despite all the good things about the PD – there remain serious problems that require meaningful civilian oversight. That oversight can be done more systematically and cheaper with an Independent Police Auditor.” Gronemeier said that “the Veritas Report scathingly condemns the investigation techniques used by Pasadena PD homicide detectives – improper suggestive techniques contaminating photo identifications,

inaccurate photo ID reporting, improperly coercive interrogation techniques, inconsistent interview recording, faulty investigative documentation, etc. The Veritas audit was prepared before the murder of Joseph Jones, but it reads like a catalogue of the misconduct that led the jury last summer to quickly acquit Rashad McCoy. “There’s been a core group of homicide detectives who believe the end justifies the means who have not been held accountable. Sadly, the jury in the Jones murder trial

recognized that those detectives went after the wrong man, but the Department is in denial. Chief Sanchez responded to my inquiry as to whether the Department had reopened the murder investigation after McCoy was acquitted by saying the PD still believes McCoy was guilty. Monrovia’s World Vision Only Able to Contact 26 of Its 80 Staff Post Cyclone Pam One day after Cyclone Pam slammed into the Pacific islands of Vanuatu, the full extent of the damage remains unknown. However, it is believed that the cyclone may have impacted as much as 50 percent of the country. Early reports indicate that homes are damaged or destroyed, phone lines are unreliable and the airport remains closed to commercial flights. World Vision has only been able to contact 26 of its 80 staff on the island, and the agency is working as quickly as possible to reach the rest of its team on the

ground. The organization’s office was also damaged by the storm, and all operations are currently being run out of the country director’s home. The Category 5 storm also hit a number of remote islands as it moved across the eastern part of the Solomon Islands. This video from World Vision shows the storm hitting the island on Friday, March 14, 2015. “We’ve heard that whole villages have been blown away,” said Chloe Morrison, World Vision’s Emergency Communications Officer in Vanuatu. “The homes have been

Pacilio. “On the supply side, housing inventory improved overall with active listings growing at a faster pace of 5.3 percent when compared to last February. Regionally, both active listings in Southern California and Central Valley increased moderately from last year, while housing supply declined 10 percent in the Bay Area.” The median price of an existing, single-family detached California home was essentially flat from January’s median price, inching up from $426,660 in January to $428,970 in February. February’s median price was 5.5 percent higher than the revised $406,460 recorded in February 2014. While the statewide median home price is higher than a year ago, the rate of increase has narrowed significantly since early 2014. The median sales price is the point at which half of homes sold for more and half sold for less; it is influenced by the types of homes selling as well as a general change in values. “The California housing market regained some traction in February as sales activity improved on a yearover-year basis for the second time in three months,” said A.A.R. CEO Andrew Cooper. “At the state level, the market is moving in the right direction as the growth of sales continues its upward trend and home prices start stabilizing. At the regional

level, however, the San Francisco Bay Area continued to be hampered by constrained inventory and low housing affordability.” Other key facts from C.A.R.’s February 2015 resale housing report include: •The available supply of existing, single-family detached homes for sale statewide in February was unchanged from the 5 months reported in January. The index was 4.7 months in February 2014. The index indicates the number of months needed to sell the supply of homes on the market at the current sales rate. The statewide measure suggests that homes are selling at a median of 97.7 percent of the list price, down slightly from a ratio of 98.2 percent at the same time last year. The Bay Area is the only region where

homes are selling above original list prices due to constrained supply with a ratio of 104.2 percent. •The average California price per square foot** for an existing single-family home was $210 in February 2015, an increase of 2.5 percent from the previous month and a 4.1 percent increase from February 2014. Price per square foot at the state level has been showing an upward trend since early 2012, and has been rising on a year-over-year basis for 37 consecutive months. Naked Sex Offender Arrested in Arcadia Church Yard A convicted sex offender was arrested Friday after he was found naked, performing various sex acts upon himself at an Arcadia church. Paul Allan McQuown, 55, of Azusa is accused of indecent exposure following Friday’s arrest, which took place shortly after 4 p.m. at the Arcadia Congregational Church, 2607 S. Santa Anita Ave., according to Arcadia police and Los Angeles County booking records. A groundskeeper at the church called police after finding McGuown nude, sitting on the vibrator under some trees on the church property.

Responding police officers found McQuown and took him into custody without further incident. According to Los Angeles County Superior Court records, McGuown has a lengthy criminal history dating back to 1992. He already had a pending case for failure to register as a sex offender at the time of his arrest Friday. In the 2000s, McQuown was convicted of lewd conduct in public, possession of drug paraphernalia twice, and possession of a controlled substance. During the 1990s, he was convicted of indecent exposure five times, as well as trespassing.
