BY TERRY MILLER The 33rd Annual Black History Parade was celebrated last Saturday with a huge show of community spirit, local leaders and local celebrities. Hundreds of people lined Fair Oaks to cheer on such notables as Councilwoman Jacque Robinson, Former State Assemblyman Anthony Portantino as well as Phillip Sanchez, Pasadena’s Chief of Police who was out in force with his key staff shaking hands with as many people as possible. The community policing such as Chief Sanchez is spearheading was very well-received in the community that has seen a lot of violence in recent months, particularly shootings. Sanchez and the Pasadena PD made it loud and clear that they are here to protect everyone in the community. One woman yelled, “We love you Pasadena Police…” as a Motorcycle

State Agencies to Work Together to Help Students with Disabilities The CDE is teaming up with the Department of Rehabilitation, Department of Developmental Services, and Disabilities Rights California to develop a blueprint to prepare people with disabilities for meaningful employment. The blueprint will support employment settings where people with disabilities can get fair wages and compensation; and establish goals, responsibilities, requirements, recommendations, and a resolution process for disputes. This stems from Governor Edmund G. Brown’s “Employment First” Executive Order issued in 2013, making California one of a growing number of states supporting Integrated, Competitive Employment (ICE). ICE is defined as
helping people with disabilities typically get part- or full-time work in the community, minimum wage or above, and compensation equal to other workers. The CDE is responsible for monitoring school districts in providing appropriate services to help students with disabilities transition into the workforce. By supporting the state’s Employment First policy, students with disabilities will acquire the skills, knowledge, and experience necessary to obtain jobs in integrated settings at a competitive wage that promotes community participation and self-sufficiency. Los Angeles County Sheriff’s Department Temple Station detectives have made an arrest in the assault of a man at an ATM machine in Temple City that occurred last Saturday. The victim, a male Hispanic, 79 years old, was standing on the sidewalk in the 9500 block of Las Tunas Drive, Temple City, attempting to use an ATM machine. A male white adult approached the victim and began screaming at him for no reason, and without provocation. The suspect then pushed the victim, causing him to fall into the street. The victim lost consciousness when he struck his head. A witness reported the victim was pushed to the ground in the street by the suspect. The suspect then began to assault the victim by punching and kicking him. There was no known motive for the assault. The suspect fled on foot prior to the deputies arriving. The victim was transported to a local hospital where he was treated for his injuries. While working several investigative leads, detectives were able to positively identify the suspect. A search and arrest warrant was written and served at the suspect’s residence in Temple City Tuesday, Please see page 3

New Training Tool for School Workers to Report Suspected Child Abuse and Neglect Last Monday, State Superintendent of Public Instruction Tom Torlakson announced the availability of an online tool to help school employees receive the annual training they need to identify and report suspected cases of child abuse and/or neglect. “Nothing is more important than the safety of our students,” said Torlakson. “The new online training lessons will help school employees carry out their responsibilities to protect children and take action if they suspect abuse or neglect.” Starting this year, Assembly Bill 1432 (Assemblyman Mike Gatto, D-Los Angeles), which was strongly supported by Torlakson, requires every local educational agency (LEA) to train all its em-
ployees each year on what they need to know in order to identify and report suspected cases of child abuse and/or neglect. “All employees” is defined as teachers, teacher’s aides, classified employees, and all other workers whose duties bring them into direct contact and supervision of students. LEAs must also develop a process to provide proof that employees received training. The California Department of Social Services, with input from the California Department of Education (CDE), created the online Child Abuse Mandated Reporting Training lessons. These teach school employees how to identify suspected cases of child abuse and/or neglect, the obligation they have to make a report, and the ap-
propriate process to follow when making the report. The self-paced lessons are continuously available at no charge to the public. The CDE also updated its Child Abuse Prevention webpage (http://www.cde. ca.gov/ls/ss/ap/) to provide LEAs with resources on training, reporting guidelines, and procedures, and other information to create safe environments for children. Torlakson has long urged LEAs to provide school employees with training on the duties of reporting child abuse and/ or neglect long before it became mandated. His support for AB 1432 was part of his “A Blueprint for Great Schools” initiative, designed to meet the needs of the whole child.

By Terry Miller What could be more colorful than the Pasadena Rose Parade? Not much, you might say. However, one character stood out from the crowd and was far more colorful than any of his designs of extraordinary floats he mastered over the years. Raul R. Rodriguez, 71, died Wednesday of a heart attack at his home in Pasadena, publicist Harlan Boll announced. Rodriguez had won more Tournament of Roses awards for his float designs than any single artist. He presented his 500th design in 2012, and his last parade appearance came Jan. 1, 2013, when he and his ever-present macaw, Sebastian, rode the Dole float. Rodriguez was 15 when he designed his first float. Rodriguez also worked for the Walt Disney for the 50th anniversary Parade of Dreams in 2005. Rodriguez studied at

the Art Center School of Design and attended Cerritos College and California State University Long Beach. Rodriguez was part of the team that won an Emmy for coverage of the 2001 Tournament of Roses Parade on Univision, and he received the prestigious Arthur Nobel Award from the City of Pasadena. Survivors include his
spouse Robert Cash, sisters Irene and Teresa, and a number of aunts, nieces, nephews and cousins. A funeral mass is scheduled for 11 a.m. Mar. 7 at St. Andrew Catholic Church, 311 N. Raymond Ave. in Pasadena. A 10 a.m. Rosary will precede the funeral mass. The burial service will be private.

stitution,]” given that, inherent within all American Citizen’s First Amendment Right to petition the government for redress and grievances, “There is no meaning to a right to petition the government where the government willfully shields the public from viewing information that may not give rise to grievances.” In addition, Mr. Lomako and Koebel believe that this “gag order” would have effectively and deliberately concealed KPMG’s audit from the public from when it was completed on the 11th of November to when the scandal finally broke on the 30th of December, last year. The reason that the November 11th date is important is because that date lies just before the November 17, 2014 – December 12, 2014 window in which nominations for the quadrennial municipal elections are made. The complaint filed by Mr. Lomako and his attorney points out that because the public wasn’t informed of the scandal before the cut off for these elections, Councilmembers Masuda, McAustin, and Madison were able to run unopposed for reelection to the City Council. “The practical impact of the disclosure delay is that the public was kept unaware of vital public information during the nominations period. By the time it was disclosed to the public, the nominations period was closed …” Section 2.8 of the lawsuit states. Mr. Lomako’s suit then claims that after hearing this information about the time it took for information about the embezzlement to be released, it was already too late to submit an application to run in his district (2) against incum-

bent Margaret McAustin. “[Mr. Lomako], a prior candidate for the District Two Councilmember, alleges that he would have timely filed nomination papers if he had been timely informed of the embezzlement. [Mr. Lomako] is a registered voter with a longtime demonstrated commitment to civic engagement in the city. In 2007, [Mr. Lomako] received 39.1% of the cast votes in the election for District Two Councilmember,” the lawsuit notes. The document then explains that Mr. Lomako received 29 signatures of registered voters in District Two and took these signatures to City Clerk Mark Jomsky in hopes of jumping into the race against McAustin, but was denied. In an interview with Mr. Lomako outside the council chamber, he explained that what he hopes to gain from the lawsuit is for the city to cancel the current election and form a special election in which the three councilmembers who ran unopposed but with full knowledge of the scandal could be fought against by political opponents on the grounds and that the current election is an illegal expenditure or waste of taxpayer dollars [Cal. Code Civ. Pro. § 526a]. “It is a disregard for the public’s perception. Not even the public’s input, but the public’s per-
ception as to what’s going on, “ said Attorney Koebel, “fundamentally the lawsuit is that Jim Lomako says, ‘It is not sufficient to keep me in the dark for two-hundred and fifteen days—from May 28th until December 30th—because you’re trying to arrest some guy. You don’t get to keep me in the dark for over six and a half million dollars of my money—our money—taxpayer money, because you need to make your case against a guy. Anybody reading the audit on November 11th, would’ve been able to slap together a [criminal] complaint by November 12th. Anybody would have done it. A fifth grader would have.’’ Mr. Lomako hopes that the lawsuit will get taxpayers interested in participating in local government again, like they did back in 1994 when citizens worked together to defeat a lawsuit by a Real Estate firm seeking increased mansionization by forming a General Plan that gave birth to, “The Gold Line, the redevelopment only in certain commercial corridors; the Pasadena you see today.” The Independent would like to remind readers that Pasadena City Council Meetings take place on the 1st, 2nd, and 4th Monday of every month, 6:30 p.m., in the City Council Chambers at City Hall.
