The Los Angeles Zoo and Botanical Gardens observes African American History Month and the rich diversity of African American culture with AFRICAN AMERICAN HISTORY CELEBRATION AT THE LOS ANGELES ZOO on Saturday, Feb. 7 and Sunday, Feb. 8, 2015, 10 a.m. to 4 p.m., featuring programing co-curated by the research library at the California African American Museum (CAAM); a vibrant array of music and dance entertainment; crafts; and animal feedings, keeper talks and up-close visits with small animals, all spotlighting animals from Africa. Selections from the museum’s permanent collection will be highlighted with educational signage adjacent to related animal exhibits and landmarks. Also on hand are Ragin Cajun, Sista Soul Food and Peaches Truck food trucks offering

authentic flavors. Throughout the weekend, guests will find photographs of paintings, sculptures, masks and head dresses depicting animals displayed next to their inspirations (or similar animals) and other figurative art from CAAM’s collection with information and a QR code through which to access more via the STQRY app. Performances by the Lula Washington Dance Theatre take place from 10:30 to 11:30 p.m. both days; by Michael D. Man accused of killing Girlfriend in Monrovia Cleared of All Charges By susan motander A 31 year-old Monrovia woman died late last year at Arcadia Methodist Hospital while on life support. Earlier in the day, the young woman had been transported to the hospital by paramedics after they received a call to her home where she was reportedly found unconscious. Panos Hawandjian made the 911 call. On November 25, 2014, Panos Hawandjian was arrested by the Monrovia Police Department on charges of domestic violence. When the alleged victim died, the case was

turned over to the sheriff’s Department’s Homicide Bureau for further investigation. The District attorney has not filed charges against the defendant to date and he has been released from custody, After the coroner’s office released the toxicology report, it was discovered that Hawandian’s longtime girlfriend died from a ruptured pancreas as a result of a longtime medical condition. Charges were immediately dropped and Hawandjian has been cleared of any wrongdoing.

Lakewood Woman Pleads Guilty of Embezzlement A Lakewood woman who pleaded guilty to a protracted embezzlement scheme which resulted in the failure of a credit union was sentenced today to 21 months in federal prison. Wendy Wall, 50, was sentenced by United States District Judge James V. Selna, in Santa Ana, California. In addition to the prison term, Judge Selna ordered a four year term of supervised release, to include 12 months of home confinement, and ordered Wall to pay $480,273.77 in restitution. Wall pleaded guilty to bank fraud on September 2, 2014, for engaging in the embezzlement scheme while employed at the Pepsi Cola Federal Credit Union. Beginning in 1993 and continuing to February 2014, Wall was the manager and sole employee at the Pepsi Cola Federal Credit Union, a small financial institution in Orange County that served local Pepsi Bottling Company employees. While employed there, Wall operated an embezzlement scheme over a period of more than a decade by using her position to create fictitious bank accounts. Wall withdrew funds against those accounts by creating fictitious loans

and by writing checks using the accounts. Wall then deposited the misappropriated funds into bank accounts belonging to Wall or her family members. The scheme was discovered following an audit by the National Credit Union Association, whose personnel contacted the FBI to investigate further. Analysis indicates that the embezzlement scheme led to the eventual failure of the Pepsi Cola Federal Credit Union; however, members were indemnified against losses under an agreement with the National Credit Union Administration. This investigation was conducted by the Federal Bureau of Investigation and prosecuted by the United States Attorney’s Office in Orange County.

Officers found a handgun inside the subject’s apartment, according to police. The suspect is identified as Henry Sinclair Hsieh, Asian male, 20 years of age, Pasadena resident. He was arrested for assault with a firearm. Bail is set at $50,000. Suspect-Hsieh is currently on probation for a prior robbery arrest. The suspect was booked on suspicion of assault with a deadly weapon. No injuries were reported. Operations at a nearby school were not affected by the police activity, according to authorities.

It appeared the electrical set-up was bypassing the meters and also tapping directly into the electrical service at each location. Approximately 750 marijuana plants were found in various stages of growth throughout the Baldwin location and approximately 500 marijua-

na plants at the Woodruff location. No evidence was found at either location to indicate a medical marijuana grow operation. The investigation is continuing as to property ownership, utility theft, and possible child endangerment. Miniature Therapy Horse “Valor” to Become Newest Sheriff’s Station Volunteer The Malibu/Lost Hills Sheriff’s Station is excited to announce that miniature therapy horse “Valor” and her trainer/ handler, Victoria NodiffNetanel are now in the process of becoming the station’s newest volunteers. Valor and Victoria are part of “Gentle Carousel Miniature Therapy Horses,” a nonprofit organization dedicated to visiting and assisting a range of people, from children suffering from extended illnesses to survivors of natural disasters and terrorism. Volunteers from the Gentle Carousel Miniature Therapy Horse Organization take these horses all over our local communities, as well as the nation, to heal hearts and bring smiles to hurting people. A recent example was when Gentle Carousel Miniature Therapy Horses was dispatched to Sandy Hook Elementary School in Newtown, CT, after the school suffered a horrific active shooter incident. The organization works with 35,000 adults and children each year inside hospitals, hospice programs, law enforcement community outreach programs, Ronald Mc-

As part of their duties, Valor and Victoria will comfort those in need during traumatic events. Valor will also be an integral part of local reading programs and our community outreach events. With all of Valor’s and Victoria’s

experience, they will be well prepared to serve the Malibu/Lost Hills community. Lazzaretto gave a detailed rundown of Arcadia’s financial big-picture and profiled noteworthy issues and happenings set to take place in the coming year. Overall in 2014, the city received $56.9 million in revenue and spent $54.7 million. One lingering area of concern is projected shortfalls in funds to cover infrastructure improvements and equipment for city services such as police and fire department vehicles, furniture at facilities including the library and recreation center, and computers and street sweepers, to name just a few. “We were able to push about $2.2 million into our Capital [Improvement] and Equipment funds,” Lazzaretto told an audience of local businesspeople as well as a variety of past and present city officials at the chamber’s annual Planning Conference. “That sounds like a great thing, [but] we’d rather be transferring more like $3 million a year into those funds because we have that much demand on an annual basis.” The city manager credited Arcadia’s 7 percent tax on residents’ gas, electric and water usage and a 5 percent levy on telephone bills for generating the capital and equipment funding boost. “With the economic crash in 2008, the city stopped putting revenues into the funds and for several years we spent down the balances,” Lazzaretto explained in an email to Arcadia Weekly. “This made it possible to avoid layoffs and cuts to services so that the public didn’t feel the pinch of the downturn. But, as we looked to the future, we saw that the two funds would have run out of money as early as 2015 if we didn’t start putting money into them again.” City employees have made an effort to make due with existing equipment, Lazzaretto said. As an example he noted the Arcadia Fire Depart-

ment’s plans to forgo a new ambulance, instead opting to save two-thirds of the cost by refurbishing the existing ambulance box and replacing only the worn-out chassis and engine. Steadily rising real estate values throughout the last decade have increased property tax revenue, which narrowly edged sales tax as the city’s largest funding stream. Each provide about a third of the city’s tax revenue. The largest sales tax generators were the merchants that comprise the Westfield shopping mall along with the rest of the retail sector, Arcadia’s relatively numerous restaurants and hotels and Rusnak Mercedes-Benz, the sole representative of the auto industry which ranked third overall and is the only car dealership in the city. “We’d like this to be a more evenly-split-acrossthe-board kind of curve, but if we have to have a whole lot of money in one area retail’s a pretty good one to have — unless you start shopping on the Internet, so please, stop shopping on the Internet,” Lazzaretto quipped in reference to the city’s loss of sales tax revenue when residents shop online. “When someone buys a taxable item at an Arcadia based store, the city receives 1 percent of the purchase price,” Lazzaretto explained via email. “When someone buys that same item on the Internet, one of two things happens. In the worst case scenario the company has no physical presence in California, no sales tax is charged and the city receives nothing. ... “The other option is that sales tax is charged to the customer because the Internet company has a physical presence in California and is required to do so ... but the revenue goes into a county ‘pool’ of Internet sales,” he continued. “We then receive a proportional share of that tax based on the total traditional brick-and-mortar sales taxes generated

in the city.” Lazzaretto’s presentation also illuminated the $8.3 million earmarked for a range of infrastructure improvements including several street projects on Huntington Drive and Foothill Boulevard in the northeast sector of the city. “So bear with us, it’s going be a year of construction but at the end of all of that the city should flow pretty well,” Lazzaretto said. In addition to lots of street construction, a project to provide pedestrian access to the forthcoming Arcadia Gold Line station topped Lazzaretto’s list of capital improvements. The city’s share of the $2.4 million total is roughly $800,000 with the state funding the remaining $1.5 million, according to a document from the Southern California Association of Governments. “The Gold Line is coming ... and we’re doing everything we can to get ready for it,” said Lazzaretto, who then announced the Development Services Department’s receptiveness to ideas for community events at the new rail station. Several high-profile real estate developments were featured in the city manager’s address that included: two large Huntington Drive medical buildings — one that opened last summer by developer Hale Corp., and the other by Soo Properties that is currently being built; the new Rusnak Mercedes showroom under construction on Santa Anita Avenue; the Seabiscuit Pacifica project, a massive art-deco style hotel development near Santa Anita Park horse racing track; the proposed Dorn-Platz project featuring 38 residential units atop 16,200 square feet of ground-floor commercial space; and Walbern Developments’ proposed apartment complex in south Arcadia. Hate Crime Investigation West Hollywood Station During the early morning hours of Jan. 20, the victim exited a bus at the intersection of Fairfax Avenue and Santa Monica Boulevard, West Hollywood. As he was walking northbound, crossing Santa Monica Boulevard., he saw a white Audi Q4, facing southbound, waiting for him to cross the street. As he neared the curb, he heard the occupants yell numerous slurs related to his race and sexual orientation. The victim is African

American. The suspects are three male Hispanic adults. The suspects parked and got out of the Audi and approached the victim on foot. When the victim stopped to address the suspects, he was punched in the face which caused him to fall backwards, striking his head and losing consciousness. He was treated by Los Angeles County paramedics and transported to a local hospital. The suspects fled the scene and
