Citizens Angered at Pasadena’s Embezzlement Scandal BY NICK KIPLEY Following suggestions made in a 43-point audit report by KPMG (a global network of professional firms providing Audit, Tax and Advisory service)., Pasadena City Council Monday elected to reconvene at a later date in order to form a committee on risk and corruption. Monday’s special meeting was called for after Danny Wooten, a former management analyst of Pasadena’s Public Works Department, allegedly stole $6.5 million from a taxpayer fund and directed it to the Southern California Evangelist Jurisdiction Center and the New Covenant Christian Fellowship Center in Pomona, claiming it was used to bury power lines in the city of Pasadena. In the wake of the scandal, many Pasadena’s residents were outraged by the council’s lack of accountability. Brian Weiss voiced his opinion on this lack of accountability at the podium microphone, “I’m a taxpayer in this system and

It should be multiple managers managing multiple funds. Because […] you get people looking in different funds and being able

Zamperini, represented by his family, was also Grand Marshal of the 2015 Rose Parade with the theme “Inspiring Stories”. Louis’s positive attitude, resilience and endurance are an inspiration to all of us. The movie is based on the book “Unbroken” by Laura Hillenbrand which has been on The New York Times bestseller list for more than 180 weeks! On New Year’s Eve. 2014, on the steps of Tournament House, Martin Gordon read a statement at a press conference alleging Tournament of Roses has adopted a racist policy in its executive branch. Flanked by one of his sons and Gene Washington, Mr. Gordon expressed dismay that the Tournament had not responded to an open letter he sent to numerous media outlets, The TOR and NFL. The Tournament told this newspaper that they’d respond to Mr. Gordon directly when we asked for their comment. At the press conference attended by only

print and digital local media, and one Pasadena Police officer, Mr. Godon said: “The Pasadena Community Coalition’s letter to the Executive Board of the Tournament of Roses, received in their offices on November 24, 2014, requesting that they address the lack of hiring of any African-American males on their staff has yet to be formally acknowledged or responded to by the Board. Ruth and Charles Gilb Museum of History, Arcadia Spotlights Beacon Media Photographer’s career January 17-March 14 Curated by Dr. Dana Hicks, a retrospective of Terry Miller’s 30-plus years in photojournalism kicks off January 17, marking the opening of the show with a 2PM reception. Miller has been with Beacon Media’s family of newspapers for over 16 years and covered just about everything his quest for honest, insightful and meaningful journalism. Miller has garnered some highly respected industry awards for his photographs including a First Place Spot News award from the Press Photographer’s Association of Greater Los Angeles depicting the aftermath of a police shooting; a rotating exhibit on the Queen Mary in Long Beach featuring some of the best Los Angeles County photojournalists’ work over the past 50 years. Miller was also honored by The Visual Arts Guild of New York for his extensive coverage of protests regarding the Beijing Olympics when the Tournament of Roses float depicting the city of Beijing and the Olympics became a target. Prior to Beacon Media, Miller worked as Chief photographer for a Pulitzer paper called, Five Cities Times Press Recorder on the Central Coast and prior to that, fourteen years with newspapers in Santa Barbara County including; Carpinteria Herald; South Coast Community Newspapers,

Inc; Goleta Valley News and Goleta Sun. The exhibit will show some rare and extraordinary images of politicians behind the scenes as well his images of some of life’s more difficult and complex issues. Of all the stories Miller

has covered over the years, one truly stands out from the crowd. It happened in August 1991 when his editor assigned him to shoot a major train derailment at Seacliff ( Between Ventura and Santa Barbara off the 101.) This was a big story, and Miller had to get there fast. Aqueous Hydrazine ( an odorless rocket fuel headed for Vandenburg AFB) was escaping into the atmosphere unbeknownst to the eager newsman. Miller got through the CHP barricades with his

press credentials and started shooting the tangled mess with a 20MM wide angle lens … Miller was concerned that no one else was in the spot he was shooting and quickly realized with the help of a screaming Ventura County Firefighter’s voice off in the distant south ( upwind of the toxic mess), that he was in a dangerous area. “ Get the hell outta there…..,” he screamed. Miller jumped back into his car and took cover at the nearest Fire Station. One firefighter was concerned that Miller had been contaminated. They immediately cordoned off his car and body with that ever-present yellow warning tape. Upon further examination it was deemed that he had, in fact, been contaminated and needed to go through a decontamination process and be airlifted to Ventura County Medical Center. Hence Miller who was send to cover a major news story, actually became part of the news. The following day’s national newspapers ran a vivid photo of Miller being decontaminated by a Ventura County Hazardous Materials Crew. His colleagues dubbed him ‘Toxic Terry ‘upon his return to the newsroom. The Museum is located at 380 West Huntington Drive in Arcadia. The exhibit Runs January 17-March 14. Please call 574-5440 for more details.

portable TV’s and old recliners and various fire making materials, including gallons of lighting fluid along the route of the TOR Parade on Colorado Blvd. There were food containers, knives and forks and lots of candy wrappers. Obviously, it was felt simpler to leave their stuff in the middle of the road - to dispose of as normal human beings would be unthinkable in this ‘me me mine’ age of self-importance. What in years past seemed an efficient clean up system by Pasadena Public Works, now appears to be a lost cause. We observed heavy machinery bulldoze the miles of garbage and a few street sweepers. But mostly what caught the attention of Beacon Media was the excessive use of water to wash the remaining filth down into the storm drains so Colorado could look all nice and shiny again… like the previous evening didn’t even happen. Now, here’s the sixty four thousand dollar question: If we Pasadena residents hosed down our walkway or driveway on January 1, we’d be fined and heavily – right? I proposed a fine to the city in the form of a rebate to every Pasadena Water and Power customer, along with a mug shot of the idiot who gave the ‘go-ahead’ cleanse Colorado Blvd., wash debris, dirt and contaminents into our storm drains for future genera-

medal has many interesting and funny stories about Louie having spent a year with him as they toured the country together giving motivational speeches. Both, loyal to their alma mater USC, are amazing athletic champions. Harry Sneider was not supposed to even walk after a tragic fall during World War II in a Displaced Persons camp in Germany as a young child eight years old which left him handicapped for life. At age 22 he was packed in ice at a hospital and given the last rites. Yet over the next 50 years with his positive mental attitude and perseverance he not only walked but played multiple sports and became a coach and trainer to many world champions. At age 61 he became a world champion in powerlifting benchpressing 451 lbs! TV ads, billboards, newspaper articles and posters are appearing everywhere promoting the film “Unbroken”. Louis

was a man of resilience, humor, and humility, not large in stature, but a giant of a man. We are all blessed that a movie was made of his life that will teach us all valuable lessons of patience, endurance, hope, faith, and forgiveness. I will always cherish the memories of lunch with Louis, John and Harry, an unforgettable experience to be among such champions. Studies have shown that many of us use only about 10% of our capacities. What is possible? Exercise is a key to quality in living as well as productivity in life. Gov. Brown Swears in New Justices Following his inauguration, Governor Edmund G. Brown Jr. swore in Justices Mariano-Florentino Cuéllar and Leondra R. tions to enjoy. How does a city that has “just discovered” a $6.5 Million embezzlement scheme explain the waste of water in such a thoughtless and potentially harmful way to our ecosystem? Washing down a roadway with serious potential contaminants i.e. lighter fluid), cigarette butts, condoms and all sorts of para-

phernalia into our storm drains cannot be good. It shouldn’t be rocket science either. A broom is the answer…perhaps Pasadena Public Works is just plain lazy! The city has 2000 employees. Surely a few overtime hours with a broom could have been authorized! Just ask Lawn Soaker Larry.

also have not replied to us about the concerns listed in our correspondence. Three years ago, the lack of African-American males on the staff of the Tournament of Roses, better known as the “Tournament of Racism,” and the traditional non-hiring of them, was brought to the attention of the organization through a meeting arranged by Joe Brown of the NAACP. Attending that discussion were leading members of the Tournament, including former President Sally Bixby, and Tournament members Gerald Freeny and Otis Triplett, and Executive Director Bill Flynn. The Tournament promised to address this issue head on, yet here we are at the end of 2014 and they have not only reneged on their promise but have also refused to even respond to recent questions about the situation. For the Tournament of Roses to not honor its commitment going back 3 years is truly unacceptable and a sign of egregious indifference. Moreover, this same issue of the “Tournament of Racism” was raised over 20 years ago, presented to the organization’s executive director at the time, Jack French. He stated that African-Americans were not qualified to be on the Executive Committee. This provoked an outcry not only in Pasadena, but nationally and beyond, to the point that Nelson Mandela, Coretta Scott King and Jesse Jackson vowed to hold a counter-parade to the Rose Parade. At that moment, the Tournament of Roses recognized

ALHAMBRA• BURBANK• Canoga Park OLD PASADENA • PASADENA SAnta Ana• West Covina

their Executive Committee should be more diverse, and eventually moved to have women, Asians and Latinos on the Committee. In a recent article in one of the local Pasadena newspapers mentioning this ongoing issue, and according to the query of the reporter, the response of the Tournament of Roses to its lack of, in particular, African-American male employees will be directed to Martin A. Gordon of the Pasadena Community Coalition. But more than 30

the Tournament of Roses, which also receives great value from these teams and their players, not be greatly concerned about the lack of any African American male on their staff? After all, so much of the worth and fame of the Tournament of Roses’ annual parade is dependent on the Rose Bowl game, which much of the public immediately identifies with the parade, and which, in turn, involves men of African descent. It’s long overdue that

Martin Gordon -photo by Terry Miller

days have passed and the silence of the Tournament continues and is deafening. Ignoring this issue is hardly a credible response! We describe the current outcome in that way – and with great emphasis – because over 70 percent of the players of football teams under the auspices of the NCAA are African-American males. Furthermore the economic benefit they bring, which involves hundreds of millions of dollars to each college campus and sports program, including that of the Pac 12 (UCLA and USC), and the Big 10, is tremendous. How can

the “Tournament of Racism” and their “inspiring story” should be one about the Executive Committee announcing that Executive Director Bill Flynn is resigning from the Tournament for his lack of leadership and promotion of diversity. That way the “Tournament of Racism” can again be the Tournament of Roses.” After a few brief questions, Mr. Gordon personally handed a copy of the letter to Tournament officials inside the executive offices.

By Terry Miller Less than 24 hours after a standing room only public meeting on Pasadena’s biggest financial scandal in the city’s history, The Crown City’s media relations dept. sends out a press release announcing the State of the City address slated for next week which is paradoxically entitled “Rediscover Pasadena.” As in any good Holly-

wood scenario, they say ‘the show must go on.’ Despite the huge negative publicity and calls for heads to roll, Pasadena Mayor Bill Bogaard, City Councilmembers and other civic and business leaders will attend the annual Mayor’s State of the City event on Thursday, Jan. 15, 2015 at the Pasadena Playhouse, 39 S. El Molino Ave. Doors open

at 6:30 p.m., with the formal program starting at 7 p.m. This will be Mayor Bogaard’s final State of the City address, capping nearly 16 years in office as Pasadena’s first directly elected mayor. Mayor Bogaard retires from service as Pasadena’s top elected official later this year.

to compare them, and you also have cross-training with your employees so that they’re better trained when they move to the next management level.” Of all the people who went up to the podium to speak, a general consensus begun to congeal: if any department head in the private sector were to lose millions of dollars he/she were personally responsible for, there would be no appearing before a committee with a Power Point presentation, a request for more personnel, and an explanation of one’s actions. “Heads would roll,” Council Member Steve Madison clarified succinctly. Yet, despite the allusions to the private sector and the committee’s eventual decision to elect a third-party committee designed to provide accountability and assess, the tension over the lack of checks and balances in the embezzlement scheme could not be ignored. City Manager Michael Beck’s presentation to the Council included the city’s response listed in an itemized format. Treating the City of Pasadena as a victim, Beck suggested that the city complete a personnel investigation within 60

days of the meeting, seek civil remedies to recover the funds, follow up with the city’s insurance carrier

regarding their theft claim ($5 million limit), hire an internal auditor to ensure that going forward this would not happen while also, “Keeping an eye on the rear view mirror,” and finally expanding training and policy review across the organization. Council Member Terry Torneck asked the question everyone wondered about, “How could this have happened?” He added that, “KPMG’s report lists the things that could go wrong. We didn’t have a shortage of regulations [before this happened]. Fundamental information was missing without a series of color-coded graphs and diagrams.”

Pasadena feels victimized by Wooten and the alleged others who were able to write checks and invoices for municipal work that had not been done, kick that money into certain non-profits (one of which’s address was listed as a mere post office box), and then claim accountability for the work that hadn’t been done because the person in charge of monitoring that work was also the same person doing the work. City Manager Beck assured the Council that certain training measures that had once been elective would now become mandatory. Council Member Madison stated, “A third of the monies were used appropriately, rounding, and two thirds were stolen [and] we in the community expect checks and balances to prevent a very unsophisticated scheme like this to take place. When I hear, ‘We need more training,’ what are we gonna do, say, ‘Hey, don’t steal six million dollars?’” Towards the end of the meeting, an anonymous voice shouted: “Which one of you will get fired, and when?”

A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This issue is now squarely before the California Supreme Court in Yvanova v. New Century Mortgage Corp. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners. It is highly suggested that homeowners take this window of opportunity to get relief before the banks get Congress to close this door with national legislation. Contact us so we can help you.

of SMRFA, passed away unexpectedly. Think I Can”, Sierra Madre Rose Float Association’s 2015 entry in the Tournament of Roses Parade, was the city’s 83rd entry, going back to 1917. And for the ninth time in ten years, SMRFA’s entry won an award, The Mayor’s Trophy, described by the Tournament as “Most Outstanding City Entry, National or International. In 2006, the “Wonder of Reading”, designed by

In 2007, “Our Wonderful Wistaria” designed by Charles Meier was the winner of the Lathrop K. In 2010, “California Girls”, designed by Dick Sappington, won the Governor’s Award for best depiction of life in California. Sierra Madre also got the Governor’s Award in 2011 for “Suenos de California”, again designed by Meier.

First Black Rose Queen from 1958 – snubbed twice in a lifetime Joan Williams, 82, of Pasadena was selected as “Miss Crown City” by her colleagues in City Hall back in 1958 and was supposed to ride on the then city-sponsored Rose Parade float. When city officials found out she was black, they revoked the honor saying, the city couldn’t now afford a float. Almost 60 years later, Williams did finally ride in the TOR Parade but on the opening banner float during the 2015 Rose Parade - very few, if any saw her, at least on television. Joan Williams, the African American woman who was denied a chance to ride in the Rose Parade nearly 60 years ago, re-

ceived warm wishes from the crowd as was whisked down Orange Grove to

Colorado on New Year’s Day morning, but was not acknowledged by the parade’s major television

broadcasters as she had hoped – even despite The Mayor formally apologizing to her. The Tournament of Roses invited her this year to ride on the banner float at the head of the parade that carried the parade’s theme, “Inspiring Stories.” Williams said riding in the parade was fantastic even if it was an “icy cold” morning for a Southern Californian. Williams said with all of the tragic news that has come out at the end of 2014, including the death of Eric Garner at the hands of a New York City police officer, her story could have started 2015 on perhaps a more positive note.

You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property.
