30 Arrested in Operation Silent Night Probation Sweep On Wednesday morning, December 17, 2014, the West San Gabriel Valley Anti-Crime Task Force, with assistance from neighboring local law enforcement partners, conducted Operation Silent Night – a large-scale regional effort aimed at conducting compliance checks on people currently on probation under Realignment (AB 109) guidelines. The “Zero Tolerance” focus of the enforcement sweep was aimed at apprehending AB 109 absconders with outstanding warrants, and conducting compliance checks in accordance with the terms of a person’s probation conditions. Many of the probationers contacted during the course of the operation were known to have previous court violations to include weapons charges, assault charges

City of Torrance Honors Louis Zamperini With Rose Float Tournament of Roses Honors Zamporini in a car that belonged to Joseph Stalin The inspirational life story and recent passing of the City of Torrance’s hometown American hero, Louis Zamperini, is celebrated in this floral tribute to the 2015 Tournament of Roses Grand Marshal. Books and movies have been written about his remarkable life, his courage, resilience and ability to forgive his captors. Growing up poor in Torrance he discovered running as a means to better himself and to help out his family. He set world interscholastic racing records while attending Torrance High School helping him gain a scholarship at the University of Southern California where he held the national collegiate mile record which stood for 15 years. He was America’s best finisher in the 5000 meter race at the 1936 Berlin Olympic Games. He enlisted in the U.S. Army Air Corps and while on a rescue mission the B-24 Lib-

78th Santa Anita Winter Meet Begins Friday December 26 With more than $30 million in purse money up for grabs, it’s no wonder a deep and competitive group of some of America’s top trainers have lined up to compete at Santa Anita’s upcoming Winter Meet, which begins Friday, Dec. 26, and will conclude April 19. Led by perennial kingpins, Bob Baffert, Jerry
Hollendorfer, John Sadler, Doug O’Neill, Peter Miller and Tom Proctor, fans can expect great racing and keen competition beginning opening day, which will be highlighted by the Grade I Malibu and La Brea Stakes, and the Grade II Mathis Brothers Mile (turf). Hollendorfer and Sadler, who dead-heated
atop the 2013-14 standings with 34 wins, finished one win clear of Baffert, who checked in with 33. For Hollendorfer, it was his first major meet title in Southern California, while Sadler bagged his third Santa Anita Winter Meet crown. Hollendorfer has anPlease see page 4
Judy Chu Castigated for Interfering in House Ethics Investigation Concluding a probe it launched in March 2012 into allegations that Rep. Judy Chu tasked her official staff with campaign work while they were on the clock, the House Ethics Committee rebuked the California Democrat Thursday for interfering with its investigation, according to Roll Call, Capitol Hill’s daily newspaper. “Investigators learned a staffer had drafted a memo for an August 2011 fundraising lunch at the direction of Chu’s legis-
lative director. They also discovered a second staffer spent several hours sifting through emails to Chu’s campaign account that were sent in response to a “military hazing” email.” That committee later determined Chu didn’t know about the improper work, and therefore had not violated House rules. But investigators learned over the course of the probe that the three-term congresswoman talked to her staff about the probe, violating House rules re-
lated to conduct. In a 17-page report, Please see page 3

Retelling of Beatles Story on Stage No Easy Task When Brian Epstein first saw The Beatles playing at the Cavern Club in 1961 he wasn’t overly impressed. The four members were dressed in black leather jeans and leather jackets and looked completely out of control. “I was actually quite put off by the Beatles. They wore black leather jackets, smoked as they played and generally acted unprofessional on stage,” said Epstein. “But they gave a captivating performance and had an amazing ability to connect with the audience - especially the girls.” So begins “In My Life,” the smash hit, musical biography of the Beatles told through the eyes of Epstein and featuring the live music of accomplished Beatles tribute, Abbey Road. The nationally touring musical plays the Downey Civic Theatre on Friday, January 16 at 8 pm. Sets such as the Cavern Club are established by images projected on a large screen behind the musicians and actors. The show has been touring for five years with a critic for the Orange County Register at one point declaring, “If you see one tribute show, see this one --smart and loads of fun.” The show is widely considered by industry insiders to be the most unique Beatles show in decades. The California High School string quartet will accompany the musicians on stage for five songs. The task of trying to write a script telling the history of the Beatles from their point of view – a glimpse inside the world of
the Fab Four – was a difficult undertaking. Producers Tom Maher and Andy Nagle spent six months reading everything they could find that was written about the Beatles, but there is so much discrepancy about what actually happened behind the scenes. “When we found the same account of facts told by several different people, we placed weight on those story lines,” said trial-lawyer-turned-music-producer Nagle. “One of the problems was that even the Beatles themselves changed their stories over time.” More than just a Beatles tribute concert, “In My Life” gives the audience a chance to “be there” at pivotal moments in the extraordinary career of the Beatles - from Liverpool’s legendary Cavern Club, to the Ed Sullivan Show, Shea Stadium’s 50,000 + screaming fans and their final live performance on the rooftop of their Apple Corp offices. “It’s nice to learn some things about the Beatles that people may not have known, but in the end the audience really wants to hear the music,” said Maher. “So the band plays 33 Beatles hits during the show.” The cast rehearsed Beatles music for six months and then performed Fab Four tribute concerts in clubs and bars for over a year under the name “Abbey Road” before the producers began booking the musical. “The audience knows every vocal harmony and guitar riff,” said Maher,
who was on the management team of hard rock band Guns ‘N Roses and currently manages world class bands such as Motorhead and Anthrax. “There is absolutely no room for error performing Beatles music live.” The band features Chris Paul Overall (“Paul”), Nathaniel Bott (“John”), Jesse Wilder (“George”) and Axel Clarke (“Ringo”). Brian Epstein is played by Murphy Martin. The production includes multimedia, period costumes and vintage instruments. Cast members in their 20s and early 30s were selected to be age-appropriate for the Beatles. Be transported on an incredible journey and relive how four young lads from Liverpool were propelled to the dizzy heights of fame and fortune from their humble childhood beginnings and hear some of the greatest music ever written on Friday, January 16 at the Downey Civic Theatre. CALENDAR LISTING: “In My Life - A Musical Theatre Tribute to the Beatles” comes to the Downey Civic Theatre on Friday, January 16 at 8 pm. Tickets are $35-$55 and may be purchased online at www.downeytheatre. com, by phone at (562) 861-8211 or at the box office. The Downey Civic is located at 8435 Firestone Blvd. Downey, CA 90241. The show is appropriate for all ages. The California High School string quartet will accompany on stage for five songs.

Mining for Adventure on the Mighty Colorado River
-Courtesy Photo
Besides house boating on Lake Mohave, I also discovered a couple other treasures on my recent trip to the Colorado River near Boulder City, NV. I got a rare, behind the scene tour of the Hoover Dam, and also explored an authentic, historic gold mine. Located a couple miles off the river, in Eldorado Canyon, the Techatticup Mine is the oldest, richest and most famous gold mine in Southern Nevada. It is part of a surreal ghost town that has been restored and preserved by Tony and Bobbie Werly, and today looks like a giant movie set, with original structures from the 1800s, along scores of old vehicles and signs, and a general store/museum building with historic miningequipment and period photographs, frozen rattlesnakes, a bedroom full of aliens and more. But the highlight of the town is the original mines, which visitors can now tour. Led by Tony, the Old El Dorado Mine tour I went on began at a small doorway into the side of a sandy, rock mountain. Here, Tony turned on his flashlight and led a group of us back in time to the 1850s, when men used donkeys and dynamite to tunnel through rock, dirt and ore in search of gold and silver. It was a bit scary and claustrophobic at first, but the tunnel soon opened up a little and I was able to relax and follow Tony through the maze of dimly lit corridors and learn
about the arduous life of miners. These hard working individuals worked tirelessly in pitch black, dangerous conditions with little air and light. They dug 100 ft down into the earth and built wooden support frames and rail tracks to move massive amounts of rock and dirt in hopes of finding veins of gold. I was fascinated to learn that that many of the supplies for the mines came down the Colorado River on Steam Boats. The Techatticup Mine site has also been in numerous movies, including the 1997 thriller Breakdown, starring Kurt Russell and Kathleen Quinlan, as was 2001’s 3000 Miles to Graceland. The latter film, which featured Kurt Russell, Kevin Costner, Courtney Cox, Christian Slater and David Arquette, shot several scenes here including one in which the Lucky Strike gas station blows up. Props from this movie, including a crashed airplane are scattered about the site. The Techatticup Mine Tour is put on by Black Canyon River Adventures (www.blackcanyonadventures.com), a part of the tour company Forever Resorts. The company also offers an awesome behind-the-scene raft tour of the Hoover Dam, the Colorado River and Black Canyon. Called the Black Canyon Raft Tour, this unique day trip aboard a motorized pontoon takes guests through spectacular Black
Canyon - a natural gorge of the Colorado River immediately below Hoover Dam. The excursion is led by a knowledgeable captain/guide who steers the boat down river, while telling the historic story of the mighty Colorado and the building of the Hoover Dam. Located a short distance from the Las Vegas Strip in Lake Mead National Recreation Area, the trip starts in restricted area behind the 726-ft tall dam and gives visitors incredible vistas of Black Canyon and its 2,000 ft rock walls, which were formed over millions of years by volcanic activity. The adventure also passes beneath the Mike O’Callaghan-Pat Tillman Memorial Bridge. At 840 ft above the Colorado River, the 2,000 ft-long bridge is the second-highest in the country, after the Royal Gorge Bridge. It opened in 2010 and is the main section of the Hoover Dam Bypass Project, which spans Black Canyon, connecting Arizona and Nevada. Besides being the world’s highest concrete arch bridge, it is the first concrete-steel composite arch bridge built in the US. It incorporates a 1,060 ft-long, twinrib concrete arch, which is the widest concrete arch in the Western Hemisphere. the committee details a “troubling” series of conversations and email that took place on March 19, 2012, the day after the Ethics Committee notified Chu’s office of the investigation. After a staffer expressed concerns to Chu’s chief of staff about the probe, Chu tried to offer reassurance. Additionally, it appears Chu tried to cover up the March 20 email exchange. She later apologized for the inappropriate contact with her staffers, but it wasn’t enough to keep Ethics Chairman K. Michael Conaway, RTexas, and ranking member Linda T. Sanchez, D-Calif., from publicly rebuking her actions.. “The Committee acknowledged that my intention was to ease the staff member’s anxiety
and that I expressed regret for this one moment of contact,” Chu said in a lengthy statement responding to the letter, which included an explanation for the behavior. ‘When I became aware of these issues, I put strong measures in place to ensure that staff understand the separation between official work and volunteer work,” she said. “This includes additional ethics training, requiring signed forms acknowledging the separation of roles, and consistent reminders that the work is voluntary. I will continue to uphold and enforce these strong measures.” Chu was re-elected to a fourth term in November. The committee has closed its probe.

America’s Eclipse Champion 2-year-old Male of 2013, the 3-year-old gelding by Candy Ride experienced his first-ever defeat in the $5 million Breeders’ Cup Classic on Nov. 1, and will try to bolster his standing among Eclipse Award voters with an end-of-the-year victory going seven furlongs. Fiercely competitive, Hollendorfer maintains large stables in Southern California and at Golden Gate Fields, located on the East San Francisco Bay. Sadler, who topped Baffert and Hollendorfer in stakes-won by an 8-7-7 margin, has one of the most versatile stables on the west coast and is supported in large measure by top client Kosta Hronis. Known for his meticulous work ethic, Sadler’s horsemanship and organizational skills are second to none. Baffert, who has won a record 11 Winter Meet training titles, is once again well stocked with a talent-laden stable, headed perhaps by 2-year-old Dortmund, who is unbeaten in two starts and is the current winter book favorite to win the 2015 Kentucky Derby. Arguably the most recognizable figure in American racing, Baffert took the $5 million Breeders’ Cup Classic on Nov. 1

with top 3-year-old Bayern, who is expected to run at Santa Anita in the coming months. The unflappable O’Neill, who won three consecutive Winter Meet titles in 2005, 06 and 07, returns from suspension and is expected to again field a large stable and be amply represented in all categories. A backto-back winner of the Santa Anita Derby with I’ll Have Another in 2012 and Goldencents in 2013, O’Neill’s assistant, Leandro Mora, was the trainer of record for Goldencents’ final start—a thrilling victory in the Breeders’ Cup Mile on Oct. 31. Miller, who is currently based at San Luis Rey Downs, has proven a master tactician at the claim box and is known for his aggressive approach to the business. A former groom for the late Charlie Whittingham, Miller has attracted a broad base of owners that includes Academy Award winning producer Gary Barber and his brother, Cecil. A three-time leading trainer at Del Mar and at times reminiscent in style and demeanor of the late Bobby Frankel, Miller is refreshingly quotable and is expected to contend for leading trainer honors this winter. With six stakes victories and 20 wins overall, Tom Proctor finished sixth in the 2013-14 Winter Meet standings and has decided
to once again call Southern California home following a (full-time) hiatus of more than a decade. The son of legendary late trainer, Willard Proctor, Tom has assembled a well balanced stable that includes longtime client, Glen Hill Farm, which led all Winter Meet owners with 15 wins. Quick with a joke and blessed with a native Texan drawl, Proctor is known as an instinctive horsemen who uses veteran jockeys such as Mike Smith and Gary Stevens, and is also top apprentice Drayden Van Dyke’s biggest supporter. Hall of Fame conditioners Ron McAnally and Richard Mandella, who rank fourth and seventh, respectively, on Santa Anita’s all time races-won list, will also hope to make their presence felt over the course of the winter. Mandella’s multiple Eclipse Award Champion Filly, Beholder, who was forced to miss a defense of her title in the Breeders’ Cup Distaff due to illness on Oct. 31, will return to training soon at Santa Anita and McAnally’s multiple graded stakes winning mare, Miss Serendipity, is currently ensconced in McAnally’s Barn 99 on the Santa Anita backstretch. Special early first post time on Friday, Dec. 26, is at 12 noon. For more information, please visit santaanita. com, or call (626) 574-RACE.

PRESCRIBING FOR SLEEP APNEA? YOUR DME COMPANY LETTING YOU DOWN? If you’re frustrated with your DME provider, find out why thousands of physicians prefer “Classic”
Why Classic?
We relieve you from the burden of answering day-to-day equipment issues.
“Sleep” is our specialty. That’s right, no oxygen, scooters, wheelchairs, beds or other DME. We supply only PAP equipment and related replenishment supplies. This allows us to be real experts in what we do and to concentrate on delivering the patient care that matters. The fact we serve more than 18,000 patients over 18 states and are growing rapidly is testament to our focus and commitment to delivering timely setup and having happy and compliant patients.
able to continue to collect usage data.
Compliance through great patient care
When calling patients we use data generated from our proprietary Download on Demand® software. This takes the raw data streams from patient’s modems, parses the data to produce compliance reports containing key data points and a graph that our clinicians use so that they can have an intelligent conversation with the patient based on that patient’s actual use of their equipment. Of course patients can (and do!) call in to our patient care center for help and advice from our clinicians at any time.
is what really sets us apart from the pack. Our licensed respiratory professionals (respiratory therapists and registered sleep techs) work with patients from the time of setup and throughout their therapy with one goal in mind…to ensure they quickly adapt to their therapy and stay compliant over time.
Our CPAP Circle of Care® program
was carefully designed to achieve this. The first step of the program is for one of our licensed respiratory therapists to complete the setup faceto-face with the patient, either in their home or their doctor’s office, usually within 72 hours of approval. Our R/T will set the machine to the prescription and then educate the patient on its use, care and maintenance. And educate the patient on what to expect over the first days and weeks of their therapy. We set up all patients on the highest quality machines fitted with wireless modems (regardless of insurance). And we leave the modems on the machine indefinitely so as to be
Interested in learning more? www.classicsleepcare.com
After setup patients are passed to our patient care center for ongoing compliance care. Our licensed clinicians make outgoing calls at 72 hours, 30 days and 90 days after setup to interdict any problems patients may be having. A field R/T will make a re-visit to a patient in their home where a problem cannot be resolved over the phone.
Download on Demand® - Driving Compliance
Our goal is to have happy, compliant patients while taking the brunt of the every-day questions patients invariably have. This relieves the burden from our referring physician’s offices who otherwise have to deal with this call volume, and depending on the experience of the doctor in this field, may not be able to answer typical questions the patient has regarding equipment issues (e.g. how to fix a leaking mask).
Skeptical?
So you’ve heard it all before? All the DME’s brag that they’re the best and have a great compliance and supply replenishment program.... everybody talks the talk...so who do you believe? Your patients...that’s who! We’ll prove it to you. Send us two or three patients and then ask your patients about the care they received and their opinion of the process... then compare the results to your existing DME provider. Talk to your staff about the interaction they have with our office. Look at our documentation. Reach out to Bill Kleiman (contact info below) to set up an inservice over lunch with your staff to go over our program and answer any questionvs you may have.

Pursuant to a resolution entitled ``A Resolution Declaring Intention to Finance or Refinance the Installation of Dis-tributed Generation Renewable Energy Sources, Energy Efficiency Improvements, Water Efficiency Improvements, Seismic Strength-ening Improvements, Electric Vehicle Charging Infrastructure and Other Work, Infrastructure or Improvements Authorized by Law,`` adopted on December 12, 2014 (the ``Resolution of Intention``), the Board of Directors (the ``Board of Directors``) of the California
Municipal Finance Authority (the ``Authority``) has determined that it would be convenient, advantageous, and in the public interest to designate an area, which shall encompass the entire geographic territory within the boundaries of every California county and city that is a member of the Authority (collectively, the ``Covered Jurisdictions``), within which the Authority and property owners within the Covered Jurisdictions may enter into contractual assessments to finance or refinance the installation of distributed generation renewable energy sources, energy efficiency improvements, water efficiency improvements, seismic strengthening improvements, electric vehicle charging infrastructure and such other work, infrastructure or improvements as may be authorized by law from time to time that are permanently fixed to real property, all in accordance with Chapter 29 of Part 3 of Division 7 of the Streets & Highways Code of the State of California, as amended (``Chapter 29``) (the ``Authorized Improve-ments``). The Authority will not enter into contractual assessments to finance or refinance the installation of Authorized Improvements with the owner of any property in a Covered Jurisdiction until such Covered Jurisdiction has provided consent as set forth in the Resolution of Intention. The Resolution of Intention, includ-ing the exhibits thereto, is on file with the Secretary of the Board of Directors and reference is made thereto for the particular provisions thereof. 2. Report. Pursuant to the Reso-lution of Intention, the Board of Directors ordered preparation of a report (the ``Report``) at or before the time of the public hearing that contains all of the matters de-scribed in Sections 5898.22 and 5898.23. 3. Contract. Chapter 29 author-izes the Authority and property owners within the Covered Juris-dictions to enter into contractual assessments to finance or re-finance the installation of Author-ized Improvements. The Report will contain a draft contract (the ``Con-tract``) specifying the terms and conditions that would be agreed to by the Authority and property owners within each Covered Jurisdiction. 4. Financing Provisions. The Board of Directors determined in the Resolution of Intention that it is in the public interest for the Au-thority to finance or refinance the installation of Authorized Improvements in each Covered Jurisdic-tion. Under Chapter 29 and the Improvement Bond Act of 1915, the Authority may issue bonds that are payable by contractual assess-ments and the Authority may advance its own funds to finance work to be repaid through contrac-tual assessments, and may from time to time sell bonds to reim-burse itself for such advances. 5. Public Hearing. A public hearing will be held at 11:00 a.m., on January 16, 2015, at City Hall, 200 S. Anaheim Blvd., 6th Floor, Anaheim, California 92805, for the purposes of allowing interested persons to object to or inquire about the proposed contractual assessment program or any of its particulars. The public hearing may be continued from time to time as determined by the Board of Direc-tors for a time not exceeding a total of 180 days.
