DUI Congressman Schiff Announces Federal Apply Now Crackdown Funding for Earthquake Early Warning System for the by Law California Enforcement Senate Across the Fellows State Through Program January 1 In an effort to stem the rise in impaired driving crashes traditionally seen around the holiday period, the California Office of Traffic Safety (OTS) announced the start of the December DUI Crackdown today, which will continue through Jan. 1. The crackdown kickoff coincided with the launch of the agency’s designated driver mobile app, DDVIP. “This is a time which should be for families and celebrations, not for tragedies on our roadways,” said OTS Director Rhonda Craft. “It is easy to avoid a DUI arrest or crash - don’t drive impaired. Designate a sober driver, or be one yourself.” During the crackdown period, the California Highway Patrol (CHP) and over 200 participating law enforcement agencies throughout California will be conducting increased sobriety checkpoints and saturation patrols. These measures are not only meant to keep impaired drivers off the roads, but also to raise public awareness about the dangers of driving while impaired by either alcohol or drugs. All efforts reinforce the Report Drunk Drivers--Call 911 and Drive Sober or Get Pulled Over messages, which aim to keep impaired drivers off the road. During the 2012 Christmas and New Year’s holiday weekends alone, 70 lost their lives due to alcohol-related crashes in California. During that entire year, alcohol was responsible for 1,169 deaths and nearly 24,000 injuries in the state. “It is important not to Please see page 3

Judy Chu Castigated for Interfering in House Ethics Investigation Concluding a probe it launched in March 2012 into allegations that Rep. Judy Chu tasked her official staff with campaign work while they were on the clock, the House Ethics Committee rebuked the California Democrat Thursday for interfering with its investigation, according to Roll Call, Capitol Hill’s daily newspaper. “Investigators learned a staffer had drafted a memo for an August 2011 fundraising lunch at the direction of Chu’s legislative director. They also discovered a second staffer spent several hours sifting through emails to Chu’s campaign account that were sent in response to a “military hazing” email.”

Fellowship opportunities are also available in the California State Assembly, the Governor’s Office and the California Judicial Council. “This is one of the best opportunities any student could ever ask for when it comes to gaining first-hand knowledge of how the California Legislature works,” said Senator Huff. “This experience can often guide students into future political careers. Volunteers Needed for Duarte 2015 Homeless Count DUARTE, CA, December 11, 2014 – The homeless population, although often silent and in the shadows, are part of the demographic makeup of Southern California. To accurately count this often-vulnerable group, the City of Duarte recently voted to participate in the 2015 Greater Los Angeles Homeless Count sponsored by the Los Angeles Homeless Services Authority (LAHSA). The actual count is scheduled for Tuesday, January 27, 2015 from 8p.m until approximately 12am. The City also participated in the 2012 Homeless Count.
Interested individuals, 18 years and older, are invited to volunteer and assist. The City will need approximately 20-25 volunteers to successfully complete this task. Volunteer counters will receive training and refreshments that evening and be deployed from the Duarte Community Center in groups to count blocks within a specified area. One of those vehicles hit then struck several pedestrians on the sidewalk. He said the pedestrians and vehicles’ oc-
cupants were watching a Christmas light display at a house. The 13 injured included Soto, eight people in the vehicles hit and four pedestrians. Soto is being held at Alhambra Superior Court on $130,000 bail. Soto was scheduled to be arraigned Wednesday at Alhambra Superior Court.
Students at Voorhis School Purchase Blankets for Needy What began as a classroom project to raise awareness about helping people in greater need turned into a wonderful outpouring of support by students, staff and families of Voorhis Elementary School in El Monte. Under the direction of 3rd grade teacher Juan Orellana, students spent the past two months raising money through the recycling of plastic bottles and soda cans to buy blankets for the homeless in the community. Week after week, the cans and bottles came in and once recycled, the students deposited the money in their classroom piggy bank. Soon after the project started in Orellana’s classroom, other teachers, staff members, and parents jumped on board and began sending their recyclables in and the classroom project soon turned into a school and community effort. “This was a great project and my students learned that waste material that could have easily ended up in a landfill or the ocean polluting our environment can actually help us help others,” said Orellana. “Once we counted the money, we

were delighted to see that we raised over $200.” The $200 was used to purchase 60 warm and cozy blankets which were given to the El Monte Resource Association (ERA) to distribute to the homeless in the community. Lillian Rey, ERA’s director was happy to visit Voorhis to pick up the generous donation. “What you did is awesome!” said Rey. “These blankets will help so much and bring comfort to many people. People who are homeless also include children and families who live in their cars or in motel rooms and they will love having a warm blanket. Thank you so much for your generosity and kindness.” Each blanket was wrapped in hand-made wrapping paper and decorated with a special touch. Mr. Orellana’s third graders, joined by students from Nick Mckinin’s class formed a long line and passed the blankets from the cart, down the line of students and to Rey and her driver who loaded them in ERA’s van. “We are like Santa’s helpers!” exclaimed one stu-
dent as he cheerfully passed blanket after blanket down the line. “Our class came up with the idea because we wanted to help people,” said Claudia Ramirez. “It’s really important to think about the needs of others, especially this time of year,” said Flower Cruz. “It feels really good to help others. I feel happy and excited to give the blankets to people who need them,” said Megan Wong. According to Orellana, this was a very meaningful experience for many students, parents, and staff members at Voorhis who are committed to giving back to the community. “I’m so proud of everyone at Voorhis for their efforts and thanks to them, many homeless people will have a warm and cozy blanket this holiday season,” he said. “On behalf of those in need, I appreciate this so much,” said Rey. “You all did this from the heart and it means so much. Thank you again,” she added.

A critical component of the earthquake early warning system is maintaining the existing real-time broadband and strong motion seismic networks along with geodetic monitoring networks. As the earthquake early warning system is developed, USGS is directed to collaborate with universities, companies and other Federal agencies with expertise and existing digital seismic observing networks to continue precise observation of critical fault locations.

Admirals Elite Baseball Club Garners Victory The Admirals Elite Baseball Club completed its inaugural season in winning style Sunday night, taking the consolation title of the AA State Fall Championships at chilly Big League Dreams in Riverside. The Admirals got off to another quick start with an eight-run first inning and then cruised to an 11-3 victory over the South Bay Curve, finishing third in a strong tournament field. The victory capped a marathon day for the Admirals, who played three games over more than 12 hours, and concluded a highly successful fall for a talented team comprised of several California District 17 little league all-stars playing on the same team for the first time. Kellen Gewecke of Arcadia American continued his torrid hitting with a booming two-run triple and Pasadena Central’s Germaine Harvey added a two-run triple of his own to pace the Admiral offense as Arcadia American’s Michael Gruppie picked up another Sunday pitching victory by tossing two scoreless innings.
The Admirals just missed getting into the championship final but were edged by the OC Kings, 3-1, earlier in a semifinal game where pitching and defense dominated. Arcadia American’s Julian Eskridge threw three steller innings in relief, but the Admirals’ offense was kept in check but two strong Kings’ pitchers who combined for 11 strikeouts. The Admirals lost despite outhitting the Kings, six to five. In their tournament opener, the Admirals rallied from an early deficit and
went out to defeat the Tustin Scorpions by a score of 11-3. Colin Noble of East Altadena and Eddie Jin of Arcadia American were sharp on the mound, combining on a sixhitter as the Admirals’ bats came alive late but in a big way. Eskridge knocked in three runs but it was Noble’s big two-run double that broke the game open as the Admirals advanced to the semifinals. East Altadena’s Jackson Stuart had a big day at the plate with two hits, three runs scored and two driven in.
A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This issue is now squarely before the California Supreme Court in Yvanova v. New Century Mortgage Corp. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners. dards. “It saves on initial costs by using cheaper building construction than traditional non-combustible materials such as concrete, masonry or steel and puts buildings under construction at a greater risk of fire.” The model building code used as the basis for most city and state building codes is the International Code Council International Building Code (IBC). The 2012 edition of the IBC, limits the height of load-bearing combustible construction to four stories for residential construction. A building using load-bearing walls of combustible wood construction can have a total height of five stories if the
building has sprinklers and at least the first floor is constructed of fire resistance rated noncombustible construction, such as concrete or masonry. But, a sprinkler requirement cannot protect the building and structures around if a fire breaks out during construction. Structures built with non-combustible materials prevent the spread of fire, even when a sprinkler system fails - as can happen in an earthquake or when a building is still under construction and the sprinkler system has not yet been installed. In 2007 when construction was at an all-time high, the most common form of five- and six-story residential construction
used load-bearing concrete masonry walls with precast concrete floors. “Common sense shows that buildings build of non-combustible materials are not at the same risk of fire damage,” says Szoke. “According to a recent National Fire Protection Association report, during a five-year span, departments responded to nearly 830 construction fires. Aftermath pictures routinely show that it is only the wood portion that burned away. Concrete staircases and elevator shafts are still intact. The Los Angeles fire only caused structural damage. Domestic Violence Charges Filed Against TV Reporter Prosecutors have filed felony charges against a television reporter allegedly involved in two separate domestic altercations, the Los Angeles County District Attorney’s Office announced today. Deputy District Attorney Lou Holtz said Carlos Zapata (dob 7/23/63) of Sherman Oaks is facing two counts of injuring a spouse. Case LA079898, which was filed yester-
day, also alleges one of the felony counts resulted in great bodily injury. Arraignment is scheduled at 8:30 a.m. on Dec. 24 in Department 100 of the Los Angeles County Superior Court, Van Nuys Branch. Zapata, a local reporter for MundoFox 22, threw a flower pot at his wife’s head causing serious injuries during an argument on Dec. 3, the prosecutor said. After the
defendant was arrested, the victim reported a Nov. 4 attack, which was the result of another argument, the prosecutor added. If convicted as charged, Zapata faces a possible maximum sentence of 10 years in state prison. The case remains under investigation by the Los Angeles Police Department, Van Nuys Division

Float Protester to Argue Unusual Legal Necessity Defense Dozens of PETA Supporters Will Gather in Support of Woman's Resolve to Stop Orca Abuse Amanda Slyter—one of 16 protesters arrested for “interfering with a special event” after blocking the SeaWorld float at the Rose Parade last year—goes to trial on Thursday, and her defense counsel will argue that the cruel capture and lifetime confinement of orcas in SeaWorld’s tiny concrete tanks constitute an emergency that necessitates action and that, therefore, her disruption of a propaganda plan to support continued captivity must be permitted under law. This is the first time that “necessity” (also known as the “less of two evils” or “greater good” defense) has been argued exclusively to justify action taken to prevent harm done to captive animals used in entertainment. Outside the courthouse, dozens of PETA supporters will hold signs that read, “Boycott SeaWorld!” “Every day that orcas suffer in captivity, denied everything that is natural and important to them for the sake of a theme park’s bottom line, is an emergency,” Slyter says. “PETA and I are pleading with
everyone to help these orcas by rejecting SeaWorld’s prisons—and by demanding that the orcas be moved to coastal sanctuaries.” In nature, orcas swim upward of 100 miles per day, but at SeaWorld, they’re forced to swim in tiny circles in diluted urine in a concrete tank and spend most of their lives virtually motionless without the use of sonar, without their families, without a life. At least 25 orcas have died in U.S. SeaWorld facilities since 1986—and not one died of old age. Since the release of the critically acclaimed documentary Blackfish in 2013, SeaWorld’s attendance and profits have dropped every quarter. PETA—whose motto reads, in part, that “animals are not ours to use for entertainment”—has purchased enough of SeaWorld’s tanking stock to be able to call on the company to fund the creation of seaside sanctuaries. Protestors will gather at 1PM outside Pasadena Superior Court on Thursday.
Attorney Pleads to Smuggling Drugs Into Jail An attorney pleaded today to smuggling $30,000 worth of heroin inside a greeting card he delivered to one his clients incarcerated in county jail, the Los Angeles County District Attorney’s Office announced today. Stephen Beecher, 63, returns to court on Jan. 27 for sentencing before Superior Court Judge Craig Veals in BA409719. The Sherman Oaks resident is expected to receive two years in custody in exchange for today’s no contest plea to one felony count of bringing drugs into jail. Deputy District Attorney Arisa Mattson with the Justice System Integrity Division is prosecuting the case. One of two co-defen-
dants charged with Beecher also pleaded and was immediately sentenced today. Jessica Paredes, 21, pleaded no contest to one felony count of conspiracy and was sentenced to two years in custody and given credit for time served. Paredes “ironed and flattened” packages of heroin to fit inside a greeting card envelope to be delivered to her boyfriend, Jesus Antonio Duenas, 21. Duenas, Beecher’s client who is charged in the same case, returns to court on Jan. 27 for pretrial. He is awaiting sentencing for attempted murder in a separate case. The Los Angeles County Sheriff’s Department investigated the case.
