L.A. County Citizens Can Now File Limited Incident Reports Online, 24/7 The Los Angeles County Sheriff’s Department will now accept limited propertyrelated reports online. The Sheriff’s On-line Reporting and Tracking System (SORTS) has been created for the convenience of the public we serve. Citizens can submit these reports via computer or a smartphone 24 hours a day, 7 days a week. Through the use of technology, citizens can submit a report to document limited property-related incidents and receive a copy of the report via email. SORTS is not intended to replace our current tradition of service to the public, but to enhance it by providing an additional option. No emergency reports or tips will be taken through this system. This was my first visit to the Republic of China, Taiwan and it was most certainly full of revelations and genuine wonder. I was invited to attend the 10-10 celebration in Taipei last month and, along with journalists from all over the world to cover the events leading up to and surround-

Increasing the Use of Body Worn Cameras, and Improving Community Policing Top of Obama’s Priority List The President has proposed a three-year, $263 million investment package that will: • Increase police officers’ use of body worn cameras • Expand training for law enforcement agencies (LEAs) • Add more resources for police department reform • Multiply the number of cities where the Department of Justice facilitates community and local LEA engagement Part of the proposal is a new Body Worn Camera Partnership Program, which would provide a 50 percent match to states and localities that purchase body worn cameras and requisite storage. In fact, the proposed $75 million, three-year investment could help purchase 50,000
body worn cameras. As noted in a recent report released by Community Oriented Policing Services (COPS) and the Police Executive Research Forum (PERF), evidence shows that body worn cameras help strengthen accountability and transparency, and that officers and civilians both act in a more positive manner when they’re aware that a camera is present. Colby Fire Starters Slapped with $9 Million Restitution Order Three men convicted of setting the Colby Fire earlier this year have been ordered to pay $9 million in restitution. The three men, Clifford Eugene Henry Jr., Steven Robert Aguirre and Jonathan Carl Jarrell must pay $4.4 million to the United States Forest Service, $1.9 million to the Los Angeles County Fire Department, $1.1 million to the California FAIR Plan Association, as well as hundreds of thousands to the Glendora Police
Department, Azusa Police Department, Los Angeles County Department of Public Works, and other government entities and private citizens. The court ordered that “restitution be paid first to the individual victims, second to the insurance companies and their insured’s, and as the last order of preference, to the government entities.” The 1,925-acre Colby fires on Jan. 16, destroyed five homes and 17 structures.

It’s not every day one hikes through a giant lava tube or cuts through a lush rainforest in a raging downpour to stand at the precipice of a thunderous waterfall. But then, Hawaii’s Big Island is not an everyday excursion. A friend and I recently escaped to the island, trading the December chill of Southern California for the warm tropical breezes of Hawaii. Our getaway began at Sheraton Keauhou Resort & Spa in Kona. The name is pronounced kay-ahh-ho. Set atop an ancient lava flow cascading into the Pacific, the Sheraton sits on 22 ocean-front acres and resembles a giant, modern, Mayan pyramid with restaurants, shops, a spa, numerous activities, and well appointed guest rooms with gorgeous landscape outside each window. The property boasts 485 rooms and 24 suites. Our room overlooked black volcanic rock and the ocean a few feet beyond. From our balcony we could see boats and kayakers drift by and hear the crash of waves. Each night beginning at 7pm, with the help of a boat offshore and powerful hotel lights, we could see giant manta rays swim in the waters near the restaurant bar. And since it was Christmas-time, the place was decked in holiday trees, lights and ornaments throughout. Once settled in, we explored island, Hawaii’s largest and youngest landmass. Our first stop was 90 miles south to Volcano National
Park, home of the Kilauea and Mauna Loa volcanoes. Kilauea is the earth’s most active volcano and has been erupting practically non-stop for the past 20 years. And at more than 33,000 feet, Mauna Loa is the world’s tallest mountain when measured from the ocean floor. We began at Kilauea Overlook, where we saw volcanic steam rising through fissures and giant clouds of gas erupt from the Summit Caldera. While here it started raining, so we hurried to our next stop, Thurston Lava Tube. Formed 500 years ago by a river of lava, this wondrous cave is about 100 yards long and tall enough to walk through with some bending. It is lit by electric lights, so I could see the puddles on the floor, the colorful minerals shining on the walls, and water dripping through the ceiling cracks. Our next stop was Akaka Falls State Park, where we encountered a two unforgettable waterfalls in a thick rainforest along the northeastern Hamakua Coast. To reach the falls, we descended a staircase into a lost jungle and hiked in pouring rain through thick orchids, bamboo groves and draping ferns. Following a footpath into the forest, we past the 100-ft Kahuna Falls and then came to the massive and thunderous Akaka Falls, which plummets 442-feet into a stream-eroded gorge. After a long, adventurous day on the road we headed back to the Sheraton for a fabulous dinner at Rays
on the Bay, the hotel’s signature restaurant, specializing in fresh “hook-to-cook and farm-to-table” cuisine. Our meal began with Ahi Poke, featuring freshly caught yellow fin tuna and guacamole mousse. I followed this with Chef Malla’s Island Catch, a Hawaiian-styled cioppino with macadamia nut and blue crab crusted-fresh fish, Manila clams, and shrimp. My friend went with the mustard rubbed ribeye steak, with garlic hamakua mushrooms, charred tomatoes and creamed spinach. After dinner we relaxed with a couple mai tais in the lounge bar, overlooking Keauhou Bay. While sipping our drinks we breathed in the warm tropical air and thought about the history around us. This bay was the birthplace of King Kamehameha III and the area was once known as a playground for Hawaiian royalty. Highly significant events in Hawaiian history took place at or near Keauhou, most notably the battle of Lekeleke in 1820 which abolished the kapu (religious) system and changed Hawaiian beliefs forever. Peter Sun from the Ministry of Foreign Affairs taught me so much about Taiwan, particularly with the complex political system – However it was the rich history of struggle and economic growth that fascinated me. But perhaps the most common discussion was political with so many changes afoot. Everywhere you go in Taiwan, you’ll see portraits of Chiang Kai-shek and a rather ornate memorial adorns central Taipei – an extraordinary and opulent monument to a long-time leader of China. But echoes of the past are slowly being questioned on the island. Taiwan’s ruling Nationalist Party lost ground in midterm local elections last Saturday which is significant. This election is a show of agitation that led to the Cabinet head’s resignation and could seriously affect the party’s 2016 presidential bid. The dwindling support of President Ma Ying-jeou’s Nationalists concerns mainland China which claims sovereignty over self-ruled Taiwan. Under Ma’s leadership since 2008, Beijing and Taipei have, for the most part, agreed to differ and to work out agreements on expanding trade, transit and investments. China sees the agreements as steps toward unification, while Ma Yingjeou’s looks upon [the agreements] as chances to stabilize relations with Beijing and improve Taiwan’s economy. The opposition Democratic Progressive Party (DDP), which picked up six major mayoral and county magistrate seats last Saturday, takes a more vigilant view toward deals with China and prefers more detachment from the mainland, China has claimed sovereignty over the island since the Chinese civil war of the 1940s, when the Nationalists under Chiang Kai-shek lost and set up a rival government in Taipei. Taiwan became democratic in the 1980s and elected its first opposition president in 2000. In last Saturday’s election, the Nationalists won only six of 22 top mayoral and county magistrate posts, with the Democratic Progressive Party taking 13 and independents three. Among the positions the Nationalists lost was the mayor’s job in Taipei, won by independent

The National Assembly, under emergency law, reelected him to the presidency. His elder son, Chiang Chingkuo, was his successor. Dissenters were jailed under martial law. The rugged central mountain range was free of rebel bands, and alliance with the United States pro-

According to a recent story in the Los Angeles Times “Just because students are used to seeing his statues doesn’t mean they think the statues are right,” said Tung Lee-wei, 16, a first-year student at Cheng Kung Senior High School in Taipei who helped organize the campaign. Attention to the 6 1/2-foot-tall statues, as well as to roads and landmarks bearing Chiang’s name, has grown since hundreds of protesters led by university students occupied parliament in March and April. That protest, known as the Sunflower Movement opposes ‘fast-track’ legislative approval of a trade pact with China. The Sunflower Movement grew exponentially. “The Sunflower Movement is an awakening movement among the young in Taiwan,” Joseph Wu, secretary general of Taiwan’s chief opposition group, the Democratic Progressive Party was quotes in Los Angeles Times. “The newest move by the high school students represents an awakening to question the existence of Chiang’s statues when Taiwan is supposed to be democratized.” Chiang Kai-shek was
China (ROC) from 1928 to 1948. Chiang led China in the Second Sino-Japanese War (the Chinese theater of World War II), consolidating power from the party’s former regional warlords. Unlike Sun Yat-sen, Chiang Kai-shek was socially conservative, promoting traditional Chinese culture in the New Life Movement and rejecting western democracy and the nationalist democratic socialism that Sun embraced in favor of an authoritarian government. Chiang’s predecessor, Sun Yat-sen, was well-liked and respected by the Communists, but after Sun’s death Chiang was not able to maintain good relations with the Chinese Communist Party(CCP). A major split between the Nationalists and Communists oc-
tected the island from invasion. After 1954 the island enjoyed a spectacular economic boom, making its standard of living second only to Japan’s among the nations of Asia. The year 1972 proved to be pivotal for Chiang Kai shek and Taiwan because United States’ President Richard Nixon visited the People’s Republic of China. President Nixon also agreed that Taiwan was a part of China. These diplomatic setbacks, mixed with a long bout of pneumonia, had many questioning Chiang Kai-shek’s ability to lead the country. His son, Chiang Ching-kuo, who was appointed premier in May, assumed most of Chiang Kai-shek’s duties. For the last three years of his life, Chiang Kai-shek was the
ceremonial leader of the Republic of China, but his son was the practical leader. Chiang Kai-shek suffered a fatal heart attack and died on April 5, 1975. Chiang Ching-kuo, Chiang Kai-shek’s son and successor as the president, began to liberalize the political system in the mid-1980s. Democratic reforms continued in the 1990s, with Lee Teng-hui re-elected in 1996, in the first direct presidential election in the history of the ROC. During the later years of Lee’s administration, he was involved in corruption controversies relating to government release of land and weapons purchase, although no legal proceedings commenced. In 2000, Chen Shui-bian of the Democratic Progressive Party was elected as the first non-Kuomintang (KMT) President and was re-elected to serve his second and last term since 2004. Polarized politics has emerged in Taiwan with the formation of the Pan-Blue Coalition of parties led by the KMT, favoring eventual Chinese reunification, and the Pan-Green Coalition of parties led by the DPP, favoring an eventual and official declaration of Taiwanese independence. On 30 September 2007, the ruling DPP approved a resolution asserting a separate identity from China and called for the enactment of a new constitution for a “normal country”. It also called for general use of “Taiwan” as the country’s name, without abolishing its formal name, the Republic of China. The KMT increased its majority in the Legislative Yuan in the January 2008 legislative elections, while its nominee Ma Ying-jeou went on to win the presidency in March of the same year, campaigning on a platform of increased economic growth and better ties with the PRC under a policy of “mutual non-denial”. Ma took office on 20 May 2008, the same day that President Chen Shui-bian stepped down and was notified by prosecutors of possible corruption charges. Part of the rationale for campaigning for closer economic ties with the PRC stems from the strong economic growth China attained since joining the World Trade Organization. We will continue to look at the land of Taiwan in an-on-going series.

nity to receive great patient care.” The city of Arcadia, home to the Santa Anita Park racetrack, is predominantly Asian, a population that is more susceptible to high myopia (near-sightedness), myopic retinal degeneration including retinal holes and retinal detachments and narrow angle glaucoma. “We specialize in understanding and treating both the common and the most complex and challenging eye diseases that other eye centers may not be able to manage,” said Varma. “Asian-Americans should pay special consideration to eye conditions such as myopia, narrow angle glaucoma, cataracts, dry eye, diabetic retinopathy, and age-related macular degeneration. We want our community in Arcadia and the surrounding cities to know that we have the expertise in the early diagnosis and treatment of these conditions before they can become blinding.” Varma, who also is professor and chair of the De-
partment of Ophthalmology at the Keck School of Medicine of USC, is a glaucoma specialist and has dedicated his career to studying the development of eye diseases in minority populations. He is the principal investigator for multiple National Institutes of Health-funded epidemiological studies, including the Chinese American Eye Study. The community-policing model In light of this review, President Obama is planning to issue an Executive Order directing relevant agencies to work together and with law enforcement and civil rights and civil liberties organizations to develop specific recommendations within four months.
