Pasadena Tax Limitation Committee filed a Notice of Intent to Circulate Petition to place a measure to repeal the South Pasadena Utility Users Tax (UUT) on the ballot for a future election. This is the group’s second attempt to repeal the UUT. In May of 2014, a similar petition failed to meet the requisite number of signatures. The County Clerk found 456 signatures were sufficient, falling short of the requisite 518 required to make the ballot. The UUT makes up $3.7 million of South Pasadena’s operating budget of $24 million. Many residents choose to live in South Pasadena because it offers a high quality of life and outstanding city services. UUT Funds help our

Unlike the majority of the nation, election night in California seemed to defy the odds. Democrats prevailed widely across the state in early returns. Jerry Brown gets a fourth term. One big upset, however, was Proposition 47 which voters overwhelming said YES to. This potentially means the release of 10,000 felons from state prison; reduces penalties for stealing guns. Reduces penalties for possession of “date rape” drugs. The proposition was strongly opposed by prosecutors, law enforcement, and the business community and by crime victims and sexual abuse victims. Rep.Adam Schiff
(D-Burbank) who was returned by a large percentage released the following statement after being reelected to represent the

The Ice House Fundraiser Raises More Than $10,200 for Pasadena Charity Hillsides Hillsides annual fundraiser held at The Ice House Comedy Club in Pasadena, CA on October 12 raised more than $10,200 for the children who live at Hillsides residential treatment center. The sold-out show featured several top comedic talents, including talk show host and comedian Arsenio Hall, Chelsea Lately phenom John Caparulo, Wendy Liebman from America’s Got Talent, and actor/producer/comedian Jason Stuart. Before the show, guests attended a reception and a silent auction benefiting Hillsides. Each year, The Ice House owner Bob Fisher puts on a special anniversary show and donates the proceeds to a volunteer group of Hillsides, the Hillsides Volunteer Network. The funds raised provide outings and activities for the children. Hillsides Residen-
tial Treatment Services provide a safe and stable environment where children and youth who cannot live at home, have suffered trauma, or face emotional and behavioral challenges, can thrive. Sixty-two children

Blair High School Photography Students Promote Breast Cancer Awareness With Impactful And Informative Photos In honor of October being Breast Cancer Awareness Month, photography students at Blair High School in the Pasadena Unified School District (PUSD) were given a special assignment: create a public service announcement (PSA) that will generate awareness about breast cancer. Through creating a black, white and pink portrait, students were able to share their personal experiences and messages of hope. “I wanted to give the students an assignment that went along with the theme of October being Breast Cancer Awareness Month,” said Steve Solis, photography teacher at Blair High School. “Many high school students use social media. When they share their finished portraits online, I believe they can make a difference by helping to get the word out about getting checked.” Part of the assignment was to research statistics and facts about breast cancer awareness from various reliable sources. With research in hand, each photography
student was instructed to write on their hands or arms, a statistic or short phrase that they wanted to make the public aware of about breast cancer.
Included in the portrait, the subject was to have on one pink item or wear the breast cancer aware-
ness ribbon. The inspiration for this project came from “Dear World”, a business/art project/social experiment (http:// www.dearworld.me)
where people write messages on their bodies to tell a visual story. “Through this proj-
ect I learned that there were more than 2.8 million women with a history of breast cancer. This stood out to me because that’s a huge number and my grandma is a part of that group,” said Blair photography student India Epps. “I’m now more enlightened on what many women go through and I am very thankful for her survival.” (See the attached photos for India Epps’ project featuring herself and her grandmother). “We are hoping to display the gallery of work in the front office at the school and/or district office for people to view,” continued teacher Solis. “If just one person sees the students’ work and is encouraged to get checked, we’ve reached our short-term goal. Now someone, in his infinite wisdom, has placed the mail boxes on the sidewalk on the street with the openings to boxes facing north. Now, this is all well and good, if we simply drive on the right, as we do in the U.K. You see my point, I hope. Stay with us… So you see , everything is backwards. Also, as my esteemed eagleeyed colleague, Kimberly Eshoo, pointed out the bloody twits also put the mail boxes in a RED ZONE. I know it’s the Federal Government but really it makes no sense, creates driving hazards
as people get out of their cars confused albeit trying to mail off that Christmas card to Granny. Additionally, cars back up while drivers attempt to outstretch their arms to the passenger seat and hopefully jettison a letter into the box. This just doesn’t work. Thank God Granny has email! You add that to the fact that people driving west on Santa Clara illegally turn left all the time over a double yellow line just to get in to 24 hour Fitness parking

Over 60% of those surveyed supported continuing our UUT measures for an additional ten years. The UUT is a local tax, passed by local residents, used for local services. In 2011, a ballot measure was approved by a majority of voters, reducing utility user’s taxes from 8% to 7.5%, beginning
July 1, 2012, and extending the tax for 10 years. Losing UUT funds would immediately place many of South Pasadena’s services at risk. The Library, parks and city facilities, all recreation and community services programming and staffing levels in all departments would be in jeopardy. Law Enforcement/ DA unhappy with passage of Proposition 47 According to a report from the DA’s office obtained by this newspaper officials were extremely displeased that voters approved Proposition 47. The changes enacted by this measure are effective immediately. (Cal. Const. Art. 2, sec. 10.) Numerous drug and theft-related crimes that were previously felonies or “wobblers” are now misdemeanors, unless committed by “Prop 47 Ineligible” criminals—namely, 290(c) registrants, and those with a prior for the very serious crimes listed in PC 667(e) (2)(c)(iv)—such as homicide offenses and crimes punishable by death or by life in prison. A high ranking Law Enforcement officer, who preferred to remain anonymous ,told Beacon Media this new proposition not only means more crime but the number of people being let out of prison ( who really deserve to be there) could reach 10,000. “Your houses are going to get broken into more often with these lenient laws…” Except as to “Prop 47 Ineligible” individuals, the following are now misdemeanors: • PC459.5—the new misdemeanor crime of “shoplifting” is entering a commercial establishment, during business hours, with the intent to steal, where value does not exceed $950. “Shoplifting” as defined may not be charged as theft or burglary.
• PC 473(b)—forgery of checks and related instruments of not more than $950. • PC 476a—NSF checks totaling not more than $950 (unless 3 or more specified priors). • PC § 490.2—grand theft (any form) not more than $950. • PC 496(a)—receiving/concealing stolen property not more than $950. • PC 666—”wobbler” “petty theft with a prior” applies only to “Prop 47 Ineligible” defendants with specified priors, and certain elder abusers. For all other defendants, petty thefts are misdemeanors, regardless of the number of priors. • H&S 11350—simple possession of heroin, cocaine, listed controlled substances. • H&S 11357(a)—simple possession of concentrated cannabis. • H&S 11377—simple possession of methamphetamine, ecstasy, GHB, listed substances. . In addition to these reductions, Prop 47 also enacted new PC 1170.18, which sets forth procedures for those previously convicted and sentenced for a felony that is now a misdemeanor under this proposition to petition for resentencing under the misdemeanor provisions. Unless a court determines that the person poses an “unreasonable risk” of committing one of the crimes listed in PC 667(e)
(2)(c)(iv), the petitioner will get resentenced, and his/her conviction will be deemed a misdemeanor for all purposes, except possessing firearms. The provisions of “Marsy’s Law” will apply to the resentencing. Whereas many of the previous felonies carried 3-year statutes of limitation and resulted in arrests, bookings, higher bail, in-custody filing deadlines, DA prosecution, preliminary hearings and felony sentences, the new misdemeanor classifications will generally mean 1-year statutes of limitation, citation and release per PC 853.6, city attorney prosecution in some jurisdictions, shorter trial deadlines, and lighter maximum sentences. In those cases where a loss above $950 makes the crime a felony, value will need to be established and included in crime and arrest reports, and must be pled and proved at prelim and trial, and included in the factual basis for a guilty plea. Officers should especially remember to obtain evidence of value from victims (or other sources) in cases where amount of loss was not previously relevant, such as theft of firearms and vehicles, and thefts from the person. Proposition 47 reduced specified offenses to misdemeanors, created a new “shoplifting” crime, and allows resentencing of certain convicted felons as misdemeanants.

CITY RECEIVES GRANT FOR BICYCLE SAFETY OUTREACH The City’s Department of Transportation has received a $172,000 grant from the California Office of Traffic Safety (OTS) for a year-long bicycle safety outreach program to Pasadena-area children and their families. In Pasadena, there were 98 reported collisions involving bicyclists in 2013, including 91 injuries and 2 fatalities. This grant funding will provide an opportunity to make bicycling safer by providing more visibility to bicyclists at night, providing properly fitting bicycle helmets to bicyclists and educating both bicyclists and motorists about bicycle safety. The program includes distribution of bicycle lights and bicycle helmets in addition to the public education and outreach campaign. The grant also includes funding to upgrade the collision database system to help identify high crash rates. The first bicycle light distribution event will be held on Tuesday, November 4, 2015, from 4 p.m. to 7 p.m. at the intersection of Marengo Avenue and Orange Grove Boulevard. The City’s Department of Transportation; Human Services and Recreation Department; Police Department; Pasadena Complete Streets Coalition, Day One and the Los Angeles County Bicycle Coalition will be providing free bicycle headlights and taillights to bicyclists who are riding without lights. City staff and volunteers will outfit the bicycles with the new lights while educating bicyclists about bicycle safety. Similar bicycle light distribution events
will continue throughout various Pasadena locations during the next several months until spring 2015. When riding at night in California, a white front light and reflectors are required by law (CVC21201). More importantly, riding without lights and reflectors may be hazardous, since the bicyclist is less visible to motorists who are sharing the road. About 69% of bicyclist fatalities in 2012 in the U.S. were in urban areas, and 48% of the bicyclist fatalities occurred between 4 p.m. and midnight, according to the most recent data from the National Highway Traffic Safety Administration, (NHTSA “Traffic Safety Facts” April 2014 DOT HS 812018). “California’s roadways are still among the safest in the nation,” said OTS Director Rhonda Craft. “But to meet future mobility, safety, and sustainability objectives, we must create safer roadways for all users. NEW GIRL SCOUT PULSE POLL FINDS GIRLS HAVE INTEREST IN POLITICS BUT RELUCTANT TO PURSUE CIVIC CAREER LOS ANGELES, Oct. 31, 2014 -- With the midterm Congressional elections upon us, the national Girl Scout Research Institute has just released results of a “pulse poll” targeting girls’ attitudes, interest, involvement, and perceptions with regard to the world of politics. The research found that a majority of today’s teen and tween girls are interested in politics (67 percent), and most are engaged in political, civic, or leadership activities (93 percent), but that only a minority (37 percent) are interested in pursuing a career in politics. The pulse poll was conducted in September by the Girl Scout Research Institute with a national sample of more than 1,000 girls in the U.S. between the ages of 11 and 17, with demographics matched to the U.S. Census distribution of girls in this age range. While the vast majority of girls (83 percent) have already participated in civic activities such as a cause or campaign, or engaged with an organization they believe in, they stop short of envisioning political careers for themselves, seeing politics as a man’s world, partially attributable to a media lens that favors men. Interestingly, the fact that girls by and large don’t want to enter politics does not point to a lack of faith in their own abilities. Eighty-four percent of girls say “I am smart enough to have a career in politics.” What they are calling for is more support and encouragement from society, the media, and adults, to pursue a career in politics. Sixty-five percent of girls feel more mentoring from current politicians and positive stories in the press would encourage them to pursue political careers. This study underscores the goal of Girl Scouts’ national ToGetHerThere campaign, which hopes to balance the American leadership landscape in one generation. Mirroring the cause locally, Girl Scouts of Greater Los Angeles (GS-
GLA) actively recruits women in a variety of leadership positions to serve as Girl Scout volunteers, role models for its 40,000 girl members. The council also seeks partnerships with corporations and like-minded organizations in order to lead more special events and programs where girls can engage with women leaders in the fields of business, government, STEM, and more. “We’re here to make sure girls can envision themselves in any career,” said GSGLA CEO Lise L.
