SWAT Officer dies after being shot serving warrant in San Gabriel
A Pomona police SWAT officer shot in the back of the head while serving a search warrant in San Gabriel has died, Pomona Police Chief Paul J. Capraro said Tuesday eveing. “It is with a heavy heart that we must deliver the news that early this morning Pomona police SWAT Officer Shaun Diamond had succumbed to his injuries,” the Pomona Police Department said in a statement Wednesday. Diamond, 45, was hospitalized early Tuesday morning and listed in very critical condition at Huntington Memorial Hospital in Pasadena after authorities said he was shot by 36-year-old David Martinez during a predawn search warrant operation that was part of a investigation
into a motorcycle gang. Martinez, who remains in custody, is due in court Thursday. Diamond was a 16-year law enforcement veteran, having also served with the
LAPD and Montebello police. He joined the Pomona police in 2006 and was a member of the SWAT team since 2008. The shooting happened around 4 a.m. at a home in

In 2006, African American inmates of the California High Desert State Prison had been locked down for 14 months deprived from outdoor exercise, rehabilitation programs, and prison jobs after two guards had been attacked by prisoners. The lockdown was solely based on race and unjustly included inmates who didn’t take part in the incident. According to the Los Angeles Times, another incident concerning a “riot between northern and southern Mexican gangs at Pelican Bay State Prison, resulted in a three-year lockdown” during which prisoners “were denied family visits, issued housing and work assignments and assigned outdoor exercise times all based on race.” Because some gangs are associated with a

certain race, these lockdowns happen. Lawyer Rebekah Evenson told CBS that out of 600 annual lockdowns in California prisons, 200 are based on race. No other state has such race-based policies, reported the Times. Prison officials claim these lockdowns are safety measures, so that they can conduct investigations after violent occasions. Following the incident at the California High Desert State Prison, lawyers for inmates filed a civil rights lawsuit against the unfair lockdown. Out of the resulting settlement, last Wednesday’s decision of California officials to end these lockdowns came forth and ruled them to be unconstitutional because they violate the equal protection granted by the 14th Amendment.

John Wick is Supremely Entertaining and Ultimately Forgettable By MIKE GONZALEZ It’s clear that The Matrix trilogy instilled in Keanu Reeves a fascination with fantasy films containing martial arts and gunfire. John Wick is his latest action-adventure film in a string of similarly themed movies where the lead character must use extreme violence to carry out his goals. In Wick, Reeves plays a retired super hitman grieving the death of his wife, but when a cute puppy arrives at his door, he begins to feel better after learning that it’s the last parting gift from her. The respite from sorrow doesn’t last long, however, as the very son of Wick’s former employer—a top level Russian gangster—along with his henchman invade Wick’s home to steal his
classic ’69 Mustang, killing Wick’s beloved dog while they’re at it. “It’s not what you did, son… but who you did it to,” says Viggo to his spoiled, psychopathic son before Wick embarks on a killing spree all over New York City that pins him against low-level gangsters and other high-level assassins hired to kill him as well. This is filmmakers David Leitch and Chad Stahelki’s directorial debut, and it’s an incredibly strong entrance into the big budget, Hollywood machine. The visuals are spectacular and the action sequences, both the fighting and the gunplay, are supremely entertaining. Derek Kolstad’s screenplay doesn’t escape the typical clichés of pulpy, B-movie,
dialogue, but he succeeds in moving the story along at an enjoyable pace, as unbelievable as it may be. Keanu Reeves delivers a wooden performance, but despite this, his uniquely good looks and trademark verbal cadence make him somehow fashionably appropriate for this film. And veteran actor Michael Nyqvist is especially enjoyable as Viggo, making the character feel a little more grounded in reality as opposed the campy, silly version he could have been in the hands of a less capable actor. Watching John Wick on an IMAX screen makes the less than two hour running time feel like a thrill ride, but it’s not much more than that.

City of West Hollywood’s Annual Halloween Carnaval Will Take Place on Friday, October 31 Each year, the City of West Hollywood hosts its elaborate Halloween Carnaval — one of the most unique Halloween gatherings in the world. With an estimated attendance of approximately 500,000 people, the Halloween Carnaval is the world’s largest Halloween festivity. Akin to Times Square in New York City on New Year’s Eve, it is one of Southern California’s largest events of any kind. “Come for the costumes and stay for the fun,” said West Hollywood Mayor John D’Amico. “Once again the world’s largest Halloween party will feature the most outlandish costumes, live music performances, dancing, prancing, and parading — and this year’s Queen of the Carnaval, Lisa Vanderpump. The 15-year veteran Pomona police officer was reportedly shot in the upper torso and taken to Huntington Memorial Hospital in Pasadena for surgery, where he was listed in very critical condition Tuesday. One suspect, who reportedly has been previously arrested for domestic violence and weapons charges, was in custody. The shooting occurred while officers were serving a search warrant that involved “outlaw motorcycle gangs” and were coordinated with multiple agencies and at multiple locations, according to police. “We are hoping for the best,” Pomona police Lt. The Breeders’ Cup originally was rotated among various host tracks including Hollywood Park, Belmont Park, Aqueduct, Churchill Downs, Santa Anita, Gulfstream Park, Monmouth Park, Woodbine, Arlington Park, and Lone Star Park. The Oak Tree Meet at Santa Anita became the first ever to host the Championship
races in consecutive years in 2008 and 2009, followed by Churchill Downs in 2010 and 2011. Santa Anita (not Oak Tree, whose lease was not renewed by track owner Frank Stronach) hosted in 2012 , 2013 and 2014. There had been talk of a permanent 10 year rotation of tracks but this appears to have fallen to the wayside. It is appar-
ently also very unlikely that Churchill Downs will host again due to rumored failed negotiations with Breeders’ Cup Limited. Belmont Park, which had been a regular host in the past, has not had the event since 2001 and is “certainly overdue for it again,” according to many experts in the field.

Detectives are requesting the public's assistance with the identification of the listed robbery suspect at Citi Bank On October 23, 2014, officers responded to a bank robbery at the Citi Bank, located at 414 N. Central Ave. Glendale. At approximately 12:00 pm, the listed suspect entered the Citi Bank and asked to cash a check and then demanded money, indicating he had gun. Hundreds of local kids create mini solar cars, participate in glider competition
California State University, Los Angeles and the Boeing Company partnered to present their 10th Annual Boeing Day and College of Engineering, Computer Science, and Technology (ECST) Open House today, October 18. The event provided students with a closer look at the College of ECST, exposed them to opportunities in the fields of engineering, computer science and technology, and engaged them in interactive activities and projects with professionals from Boeing. The firm’s chief technology officer, John Tracy, is an active Cal State L.A. graduate who received a master’s degree in physics from the University in 1981.
San Gabriel High School students Brian Dam and Anthony Huyhn won first place in the 11th12th grade category of the Wright Stuff Glider Competition, while Canoga Park High School students Isis Argueta and Alan Hernandez won first place in the 9th-10th grade category. City of Glendale Voter Information The October 30th meeting previously announced will be hosted by the Crescenta Valley Weekly and the Verdugo Woodlands Homeowners Association at the Sparr Heights Community Center, 1613 Glencoe Way, at 6:00 pm. The November 6th meeting has been cancelled. On November 20th, the Glendale City Clerk’s Office will host an informational meeting on Council Districting at the Glendale Police Department Community Room, 131 North Isabel Street, at 6:00 pm. The City of Glendale has been notified that our partners in the Glendale Unified School District and Glendale Community College are considering changing from their at-large election process. The City of Glendale also elects City Council members by an atlarge election process and is interested in the public’s input on potential changes in the election process to include district based elections. This change would result in city council members elected by geographically defined districts and only by the voters in those districts. State and Local Legal Framework The authority to change the election process and elect members by districts must be exercised through an adoption or amendment of the city charter. The Glendale Charter currently provides that members of the council receiving the highest number of votes shall hold office for terms of four years. Accordingly, the City has both the power and obligation to propose charter amendments if it wishes to provide for district or other forms of elections. A charter amendment may be proposed by the Council or through an initiative. Charter amendments to establish district or other forms of elections ordinarily must be submitted by voters at a statewide general election. However, a charter proposal that proposes to amend a charter in a manner that does not “alter any procedural or substantive protection, right, benefit, or employment status of any local government employee or retiree or of any local government employee organization” may be submitted to the voters at either a statewide general or primary election, or at a general municipal election.
A charter amendment to provide for district or other forms of elections appears to be appropriately submitted at any of these types of elections. The manner in which the council districts will be drawn should also be set forth in the charter amendment. Districts may be drawn by the Council itself, an advisory body established by ordinance, or another form of decision-making body such as districting commission established by ordinance or charter. At least one public hearing must be held by the Council before districts are drawn. Districts must be “as nearly equal in population as may be according to the latest federal decennial census,” follow other objective, non-discriminatory criteria, and be re-evaluated with each new decennial census, depending what the charter provides. Council districts are most often drawn by ordinance of the city council with the assistance of demographic experts. Types of Voting Systems Staff would recommend one of several types of voting systems: At Large From District By District By District, including Instant Runoff/Ranked Choice Cumulative Hybrids Some basic characteristics of each system are discussed below. At Large Glendale currently uses at-large voting. Under this system, council candidates may reside anywhere in the City. Each voter, regardless of the location of their residence, may vote for any candidate. This system may provide assurance that each councilmember will consider all voters to be his or her constituents. At large elections remain predominant system in small to mediumsized California cities. The California Voting Rights Act specifically targets for invalidation at-large electoral systems in which racially polarized voting and vote dilution are demonstrated. From District Under this system, council candidates must reside in a specific geographical district of the City. Each voter, regardless of the location of their residence, may vote for any candidate. This hybrid system
provides some assurance of geographical representation while possibly providing assurance that each council member will consider all voters to be his or her constituents. From district elections are used in Santa Ana and Newport Beach. A from district system is also vulnerable to attack under the California Voting Rights Act. By District The by district voting system requires each council candidate to reside in a specified geographical district of the City. Unlike at large and from district voting, only voters residing in the same district as the council candidate may vote for that candidate. In many by district jurisdictions, the mayor is separately elected at large. In other jurisdictions, all candidates are elected by district and the mayor is appointed by the council. The by district system may provide assurance that each councilmember will focus more attention on the geographical constituency that makes up his or her district. Where a racial, or language minority group resides in a geographically compact area, by district voting may provide a greater opportunity for the election of minority candidates depending on other circumstances. By district elections are used in each of California’s largest cities (Los Angeles, San Diego, San Jose, San Francisco, Fresno, Long Beach, Sacramento, Oakland, Bakersfield). By district elections are also used in numerous small to medium-sized cities including Berkeley, Pasadena, Redondo Beach, San Leandro, Chula Vista, Hanford, Colton, Watsonville, Hollister, Sanger, Seal Beach, Dinuba, Parlier, and Bradbury. The City of Whittier recently instituted by district elections with a separately elected mayor. A by district electoral system is not subject to challenge under the California Voting Rights Act, but may be challenged under the federal Voting Rights Act if the district boundaries are discriminatory. Instant Runoff/Ranked Choice Instant runoff/ranked choice voting can be combined with by district elections. It is used in lieu of a primary system in order to assure that each elected official has 50% or more sup-
port from the constituents of his or her district. This system is used in combination with by district elections in San Francisco, Oakland, Berkley and San Leandro. A ranked choice ballot is shown below. Cumulative Cumulative voting systems allow each voter several votes, typically the same number as there are open seats. Voters may vote for the candidates singly or cumulatively (thus assigning more than one vote for a given candidate). A cumulative voting ballot is shown below. This system is not used in any California City, but has been included as a potential remedy in the settlement of the City of Santa Clarita’s recent California Voting Rights Act litigation. Unlike by district voting, this system may provide greater opportunity for the election of candidates favored by minority groups, regardless whether the minority group voters reside in a geographically compact area. Cumulative Voting is an at-large system, and as such, may be vulnerable to Challenge under the California Voting Rights Act. Hybrids A charted city may design many creative hybrid forms of voting systems. As noted above, some cities combine by district elected councilmembers with a separately elected mayor; others elect all councilmembers by district, who then appoint the mayor. The hybrid at large/district proposal from Mayor Schneider and Councilmember White would have the mayor and two councilmembers elected at large and four councilmembers elected by district. This proposal may provide assurance that each voter would have a majority of the Council who consider them a voting constituent while providing for geographical representation as well. Hybrid electoral systems may be subject to challenge under the California Voting Rights Act.
