Parent Charged For Allowing Child To Take Loaded Weapon To School City Attorney Mike Feuer today announced that his office has filed multiple criminal charges against a parent for allowing her juvenile son to take a loaded firearm and ammunition to a Van Nuys High School. The case represents the first ever filing of a criminal case by the City Attorney’s Office for safe storage violations. “Guns have no place in or around our schools,” said Feuer. “Our office will continue to take aggressive action to protect our kids. And I call on parents to prevent potentially devastating consequences by safely storing every firearm they own.” The defendant was charged with four criminal counts including: allowing a child to carry a firearm
off-premises; allowing a child to take a firearm to school; contributing to the delinquency of a minor; and permitting a child to be placed in a situation where their person or health is endangered. Each count carries a maximum penalty of one year in jail and $1,000 fine. The City Attorney will also be seeking weapons conditions which could prohibit the possession of any weapons. Deputy City Attorney Greg Dorfman of the City Attorney’s Gun Violence Prevention Unit is prosecuting the case. Charges stem from an incident on May 13, 2014 when the defendant’s 17 year-old son is alleged to have brought a fully loaded .45 caliber semi-automatic handgun, with an addition-
al fully loaded seven round magazine, to Will Rogers High school in Van Nuys. A witness reported seeing the firearm to school police who recovered the firearm and ammunition in the student’s backpack. During the course of the investigation, the defendant refused to cooperate with officers in recovering the weapon. On May 14, 2014, LAPD officers served a search warrant on the defendant’s home and recovered a shotgun and four additional handguns. None of the weapons were locked or properly stored including one weapon found in a kitchen cabinet near the sink. In addition, Women Against Gun Violence will Please see page 6

Rico Omarr Harris, 37, of Alhambra went missing 12 days ago. The former Harlem Globetrotter left Alhambra Oct. 10 and was apparently driving to Seattle. The Yolo County Sheriff’s Department found his car Oct. 14 but Harris has not been located.

The Petersen Automotive Museum Celebrates Its First 20 Years, Announces New Partnerships At Its 2014 Bold Moves Gala Party The Petersen Automotive museum celebrated the penultimate day before major renovation at its 2014 Bold Moves Gala. New partnerships were announced and three industry icons were honored at this annual benefit for the Robert E. Petersen Free School Bus Program. The fund-raising efforts more than doubled last year’s total. At the Gala, Petersen Automotive Museum Executive Director Terry Karges announced two strategic partnerships. Both will help make “The New Petersen” a bucket-list destination for automotive enthusiasts and museum-goers worldwide upon its projected late-2015 re-opening. First, The Petersen and Xbox are pleased to announce plans to create the Forza Motorsport Experience. Visitors to the 1,500 square-foot simulation room will be able to experience legendary racing circuits from behind the wheel of stateof-the-art Forza Motorsport simulators, or experience the beauty of the automobile up close in ForzaVista™. The experience will open in the museum next year, with plans to create programmatic and event experiences to follow shortly thereafter. METRO UNVEILS NEW RAIL CAR FOR EXPANDING METRO RAIL SYSTEM Vanguard of the Expanding Rail Fleet To continue unprecedented growth in public transportation in the region and to fulfill the promise made to voters when they passed Measure R in 2008, the Los Angeles County Metropolitan Transportation Authority (Metro) today unveiled the first of 78 light rail cars for use on the expanding Metro Rail system. The first pilot car was delivered on time by Kinkisharyo International, which will assemble all light rail vehicles for the Metro order in Palmdale, Calif. “This pilot car is the vanguard of our expanding rail fleet. It will undergo extensive testing over a
period of months and the results will be passed on to Kinkisharyo for analysis before moving forward with Metro’s initial order of 78 production vehicles,” said Metro Board Chair and Los Angeles Mayor Eric Garcetti. The base order of 78 rail cars was augmented after Metro exercised an option to purchase an additional 97 vehicles for a total cost of $739 million. Metro has two more options pending for an additional 60 rail vehicles. All cars in the base order of 78 are destined for the Metro Gold Line Foothill Extension to Azusa and the Metro Expo Line Phase
II extension to Santa Monica that are currently under construction with expected completion by summer 2016. The option cars will be used on the Metro Crenshaw/LAX Transit Line and the Metro Blue Line. “Kinkisharyo has an excellent on-time performance and the company has committed to delivering the first production unit by summer 2015,” said Metro CEO Art Leahy. “All 78 vehicles in the base order are scheduled to be in service by January of 2017.” The El Segundo-based Kinkisharyo International, the U.S. arm of Kinki Sharyo Co. LTD or Osaka, Japan,
was awarded a contract by Metro in August 2012. The rail cars are partially constructed in Japan and shipped to Kinkisharyo’s facility in Palmdale for final as-
sembly in compliance with Buy America contract provisions. An estimated workforce of 250 persons will be hired in the Antelope Valley to meet Metro’s order.

By terry miller It has already been a banner year for Marshall High School academically, but Tuesday evening’s announcement was indeed the proverbial icing on the cake when The Tournament of Roses named Madison Elaine Triplett as the 97th Rose Queen in an official ceremony at the Pasadena Civic Auditorium Plaza. The announcement concludes a monthlong process that began with more than 700 Pasadena-area young women who participated in the Royal Court tryouts. The ceremony was emceed by KTLA Rose Parade® host and television personality, Stephanie Edwards. Rose Queen Madison and the Royal Court will make as many as 100 community and media appearances, culminating with the 126th Rose and the 101st Rose Bowl Game® serving as the first College Football Playoff Semifinal
on New Year’s Day. “Leading up to America’s New Year Celebration®, Rose Queen Madison Elaine Triplett and
the six Rose Princesses will serve as ambassadors for the Tournament of Roses and the City of Pasadena,” said Tournament
of Roses President Rich Chinen, who officially crowen Queen Madison. “We are eager for Rose Queen Madison and each

Prior to the public event, all members of the Royal Court received a pearl necklace from Mikimoto. Rose Queen Madison Elaine Triplett, 17, attends John Marshall Fundamental High School and lives in Altadena. Madison is active with the Pasadena City Youth Council, Black Student Union and with the student government at her high school. She plays on the varsity volleyball team and enjoys watching movies and tumbling in her free time. Madison plans to attend Tulane University to study economics with a minor in French. She aspires to develop a nonprofit organization that educates minorities on financial literacy. Madison is the daughter of Reggie Triplett and Jouslynn Griffin and has two siblings: Reggie and Paige. President Obama, in signing this proclamation last week, declared portions of the Angeles and San Bernardino National Forests as the San Gabriel Mountains National Monument. That particular action is distinct and different from the proposed legislation introduced by Congresswoman Judy Chu (HR 4858), which sought to create the San Gabriel Mountains National Recreation Area. But what does it mean? “The action taken by to President to declare the National Monument was conducted under the auspices of the Antiquities Act. It is important to note that under the order, only federal lands are included in the National Monument designation, which means that no property owned by the City was impacted as a result of the Presidential action,” according to Monrovia Councilman Larry Spicer. According to numerous NRA opponents, The San Gabriel Mountains National Monumen is a “surprising bypass of the democratic process and did not follow standard protocol for creating National Monuments, which usually require years of formal study and community outreach.” In point of fact, many have called the Chu bill and subsequent National Monument a “land grab.” Two months ago, on August 18, Congresswoman Judy Chu asked the President to use his executive order to fast-track her legislative bill, HR4858, which calls for the creation of a “San Gabriel Mountains National Recreation Area.” This bill is being reviewed by a Congressional committee and does not currently have enough support to pass. The president has apparently used the Antiquities Act of 1906 to create this National Monumentwhich he is legally entitled to do. The National Recreation Area requested by Congresswoman Chu’s HR4858 is not be interchangeable with a National Monument because they have differing land use implications and legal consequences which have not been studied, according to numerous reports. Additionally, some lo-
cal elected leaders have concerns over the impact to our water supply if the San Gabriel River is included in a National Monument. Many foothill cities receive their drinking water from this river, which could be restricted. Additionally, recreation access and land usage will be altered if this plan is implemented. New fees and permits are expected for winter sports, off road biking and hiking, and ATV’s. Originally, Rep. Chu stated that an additional 270,000 acres the San Bernardino Mountains were also going to be included, but after mountains of objections from local leaders she backed down this week and removed San Bernardino and Mt. Baldy from the plan. Opposition too came from Monrovia. ““However, under the National Recreation Area proposal that was advanced by Congresswoman Chu, many parcels of private property, including land currently owned by the City of Monrovia, would have been absorbed and taken over as a federal recreation area. Given these distinctions, the actions of the President to declare the San Gabriel Mountains National Monument does not currently have any impact on property owned by the City of Monrovia. It is still unclear at this time, though, if there will be any future actions taken by Congresswoman Chu and / or the federal government to continue pursuit of a National Recreation Area. If those efforts persist, they could result in an impact on land owned by the City. Outdoor Watering Limited To One Day Per Week Starting Nov. 1 In Pasadena As part of the City’s Level 1 Water Supply Shortage Plan now in effect, Pasadena property owners will be limited to watering outdoors one day per week, on Tuesday, Thursday or Saturday, effective Nov. 1, 2014. Additionally, with the close of daylight saving time on Nov. 2, 2014, Pasadena Water and Power (PWP) reminds customers to adjust their sprinkler timers to water before 9 a.m. or after 6 p.m. The City Council approved Pasadena’s existing Water Waste Prohibitions and Water Supply Shortage Plans Ordinance in 2009 and enacted the Level 1 plan on July 28, 2014. The key water waste prohibitions currently in effect for all PWP water customers include: Outdoor watering one day per week, on Tuesday, Thursday or Saturday, during the fall and winter months, Nov. 1 through March 31. Property owners can water three days per week April 1 through Oct. 31. • No watering outdoors between 9 a.m. and 6 p.m., except with a handheld container or hose with a shutoff nozzle. • No watering during periods of rain.
• All water leaks must be fixed within 72 hours. • No excessive water flow or runoff onto pavement, gutters or ditches from watering or irrigating landscapes or vegetation of any kind. • No washing down paved surfaces unless for safety or sanitation, in which case a bucket, a hose with a shutoff nozzle, a cleaning machine that recycles water or a low-volume/high-pressure water broom must be used. • No washing vehicles except by using a handheld bucket or similar container or hose equipped with a water shutoff nozzle. Foothill Gold Line Celebrates Major Milestone With Track Completion Ceremony in Azusa The Foothill Gold Line from Pasadena to Azusa Saturday held a Track Completion Ceremony which celebrated construction completion of the light rail track systems needed for the 11.5mile Foothill Gold Line light rail project from Pasadena to Azusa. The event took place near the future Azusa Downtown Station in the City of Azusa with more than 300 community members, project stakeholders, and elected officials in attendance. The event culminated in the installation of the last of nearly 300,000 e-clips (e-clips permanently attach the steel rail to the concrete railroad ties), marking the permanent connection between the cities of Pasadena, Arcadia, Monrovia, Duarte, Irwindale and Azusa, via this new light rail line. A sidewalk marker was also unveiled during the ceremony, recognizing importance of the day to these corridor cities. “Installing 28-miles of light rail track is an enormous milestone for our project,” stated Glendora City Council Member and Chairman of the Foothill Gold Line Board of Directors, Doug Tessitor. “It took many months and the hard work of many talented people to get to this point.
