Partnership on climate change was one of

Nicholas Conway, the former Executive Director of the San Gabriel Valley Council of Governments (SGVCOG), and the SGVCOG’s Governing Board have resolved their legal disputes and reached a settlement agreement and a mutually agreed-upon letter of apology to Mr. Conway. The agreement and letter reflect what Los Angeles County Superior Court Judge Norman Shapiro explicitly found in dismissing the charges against Mr. Conway: “Everything Mr. Conway did was open. It was approved. I don’t see a crime here.” Attorney Kenneth P. White, who worked with former California Attorney General John Van de Kamp in Mr. Conway’s defense, remarked: “As we have said from the start of this case, Mr. Conway was wrongfully being blamed Please see page 3

State Schools Chief Tom Torlakson invites comment on draft history Social Science Framework State Superintendent Tom Torlakson announced today that California is moving forward to improve the way educators teach history and social science by gathering public comment on a new framework. “By updating the framework, California is making sure students benefit from the latest methods of teaching history and social sciences,” Torlakson said. “Learning these subjects helps students understand and shape the world around them, which will better prepare them for college and careers.” The draft History–Social Science Framework for California Public Schools,

Kindergarten Through Grade Twelve (Framework) will provide guidance for teachers, administrators, and parents on how to implement a curriculum, based on content standards in the classroom. The draft covers more recent historical events, reflects changes in the law since the last framework was adopted in 2001, and helps educators teach the critical analytical skills students need for 21st century careers. The draft Framework and a “field review” survey are now posted on the California Department of Education’s History–Social Science Curriculum

Frameworks Web page. In addition to participating in the online survey, people may also send comments on the draft Framework to hssframework@cde.ca.gov. The comment period will remain open until November 25, 2014. All public comments received during the field review survey will be presented to the Instructional Quality Commission this winter for review and possible inclusion into the finalFramework. There will be a second public review in the spring of 2015. The State Board of Education is scheduled to take action on the final Framework by May 2015.

for the San Gabriel Valley Council of Governments’ chosen structure and business model. In 1994, after conducting a national search for a private firm, the COG selected Conway and his firm to staff and mange the joint powers agency. They did that rather than employ public employees in order to save money. During the last 17 years, Conway’s performance was outstanding, and he provided leadership to the COG in securing more than $3 billion in federal, state and local funds. Those funds now support a wide range of transportation, energy and environment infrastructure projects and many health and human service programs provided to the Valley’s cities and businesses.” The charges against Mr. Conway were premised on activities he undertook in public meetings, on the record, with the advice and consent of the COG’s legal counsel and the COG’s 35-member Governing

Board. Even the Governing Board members who later complained to the District Attorney’s Office about certain contracts voted at the time to approve those very contracts. Mr. Conway and his counsel believe that the meritless complaints to the District Attorney’s Office were in retaliation for Mr. Conway expressing concerns about financial reporting, cost overruns, and delays associated with the Alameda Corridor Construction Authority’s grade crossing projects located in Industry, Walnut and Diamond Bar areas. As Superior court Judge Norm Shapiro stated in dismissing the charges against Mr. Conway in July 2013, “the DA may have gotten involved with people in city government who maybe had an ax to grind with Mr. Conway”. Mr. Conway said he was pleased that “this chapter was finally settled and that all of facts surrounding this unwarranted case were made known to the public”

Pasadena resident completes semester-long wilderness expedition Graham Hancock, 21, of Pasadena recently completed a semester-long wilderness expedition traveling in Alaska with the National Outdoor Leadership School (NOLS). NOLS believes people thrive when challenged. During the Semester in Alaska course, students did not have access to modern conveniences and were challenged to step outside their comfort zones. A NOLS education stresses leadership can be learned and is based on the belief that the outdoors is a challenging environment where students will learn technical skills and about themselves. Hancock, his 10 coursemates and three-instructors began the semester-long adventure sea kayaking. Overall the group paddled 189 miles around the western part of Prince William Sound and experienced winds up to 12 miles per hour. On this first section, curriculum focused on leadership skills, expedition mentality, weather awareness and navigation. During these travels, students visited Bainbridge glacier and Chenga glaciers and had numerous wildlife sightings. High-

lights of this section included a crossing from Lone Island to Eleanor Island and a long travel day of 26 nautical miles. Next Hancock and his coursemates transitioned to 25 days of backpacking in the Northern Talkeetna Range. Formal and experiential education included navigation, river-crossing assessment, snow travel, movement through steep terrain and camping practices in brown bear habitat. Instructors focused on teaching decision-making frameworks, facilitation skills, personal leadership styles, natural history and environmental studies. The hiking route began at Pyramid Creek and ended at Hurricane Gulch, spanning 65 miles of travel on tundra. Students experienced rain, snow, sleet or hail on 21 days of this section. After instructors deemed the group competent wilderness travelers, they completed a four-and-ahalf-day independent student group expedition. Mountaineering was the culminating section of this semester. Hancock and his coursemates spent 22 days traveling in the Nelchina and Science Glaciers in the

Chugach Range. The course reversed their route out of the mountains to maximize their time up high. The group traveled a total of 90 miles from ATV road to gravel bar to bare glacier to fern zone and onto snow-covered glacier. Highlights of this course included a climbing day where students summited peaks, everyone performing a live crevasse rescue and a 200-foot top-rope ice climb. Curriculum on this section covered technical mountaineering skills, environmental studies topics related to alpine climbing, communication and practical leadership. On this final section, Hancock and his coursemates were given more responsibility with course planning. The semester in Alaska was full of exploration, cultural immersion and bonds that will last a lifetime. Students learned risk management, judgment, outdoor living and environmental studies lessons not taught in a traditional classroom setting. Hancock and his coursemates graduated from their NOLS course competent and responsible wilderness travelers and leaders.

John Mattos returns as official artist of the 2014 Breeders’ Cup World Championships The Breeders’ Cup has announced that multiaward winning illustrator John Mattos has been named the official artist for the 2014 Breeders’ Cup World Championships. The Mattos collection features two brilliant art deco images celebrating the 31st running of the event at Santa Anita Park in Arcadia, Calif., on October 31-November 1. The Breeders’ Cup is Thoroughbred racing’s most prestigious international event, consisting of 13 races and purses and awards totaling $26 million. It is also an annual gathering of stars from Hollywood entertainment, business, sports and celebrities from all walks of life, and held at one of the world’s most picturesque horse racing venues. The Breeders’ Cup will be televised live by the NBC Sports Group, with the $5 million Breeders’ Cup Classic shown live and in primetime on NBC. In his second year as the Official Artist of the Breeders' Cup World Championships, Mattos has evoked his retro-inspired style to capture the Art Deco setting of Santa Anita Park. The first image, which is the 2014 official

poster, consists of a monumental Thoroughbred and rider seemingly etched into the San Gabriel Mountains. Below the towering symbol, an elegant crowd watches as the best thoroughbreds in the world race toward a place in prestigious racing history. The second image depicts a flamboyant female wearing a fascinator showcasing a montage of the racetrack, and is complimented by her trendy aviator sunglasses which reflect the day’s racing action. Both images will appear on the Friday and Saturday official racetrack programs and on all event tickets to Santa Anita Park. “John's portrayal of this year’s event captures the elegance, style and excitement of the Breeders’ Cup at Santa Anita Park,” said Peter Rotondo, Breeders’ Cup Vice President of Media and Entertainment. “We are honored and delighted once again to display his images as part this year’s festivities, and to provide fans an opportunity to take home some treasured memories of their 2014 experience.” “Drawing the majestic Thoroughbred in such a stunning and picturesque back-

drop as Santa Anita Park has been an inspiring experience for the second consecutive year,” said Mattos. “It is a thrill once again to be a part of this tremendous international event and to share my work with fans attending from all corners of the world.” Since his 2013 Breeders' Cup debut, Mr. Mattos has lent his distinctive style to a number of high profile projects both in the US and abroad. His work has recently been featured on two United States Postal Service "Forever" stamps depicting classic hot rods. Showcased, are two 1932 Ford® “Deuce” roadsters. The fast, powerful vehicles that thrill-seeking enthusiasts have been modifying for nearly a century are celebrated on two eyepopping stamps. Each stamp depicts an iconic 1932 Ford® “Deuce” roadster. Mattos fans can enjoy an appearance on "Jay Leno's Garage" via You Tube, August 14, 2014, to learn about this exciting commission. Consummate Los Angeles based hot rod historian and owner of one of the quintessential cars, Bruce Meyer discusses the history along with Jay Leno in this fascinating video.

Concurrent with the unveiling of the Official Art of the 2014 Breeders' Cup Championship artwork is the eminent debut of a year-long Mattos installation at one of the London's hottest new hotels in Brown Hart Gardens, Mayfair. The Beaumont Hotel is located moments from Selfridges and Bond Street and is slotted to become a must see for Londoners and travelers alike. The work of famed British sculptor, Antony Gormley, has provided a controversial facade element to the building, the interior of which is a $2500 per night hotel suite. John Mattos' work is prominently featured in the fashionable restaurant called the "Colony Room". Named for various American "colonies" (cities), Mattos' images depict sporting events that reached their heyday in the 1930's in those particular towns. The series is titled, "American Geography Told Through Sport", and will be pivotal design elements in the Beaumont's American themed bar. Mattos’ twelve sporting scenes will be stretched like fine art installations, varying in size from 6' to 12' wide.

-Courtesy Artwork

American sporting themes such as spring board diving, greyhound racing, polo, and airplane races are but a few of the vintage themes. Mattos has numerous ties to the Los Angeles area. He graduated from internationally acclaimed Art Center College Of Design in Pasadena, and he has lectured

at UC Berkeley, Stanford, and C.C.A.C, among others. Another connection is his list of credentials for various film properties including Disney, MGM/UA and Coppola/American Zoetrope. The American Film Institute named his artwork for The Rocketeer in their 100 Best Movie Posters of all Time.
