AccuWeather reported last week that the “withering grip of prolonged drought draining the Southwest of life and agricultural prosperity continues to worsen, raising concerns about the future for sustainable reservoirs, energy, agriculture, wildlife and healthy ecosystems.” More than 58 percent of California is now experiencing “exceptional” drought, or the most severe on the scale, with an additional 23 percent of the state cast in extreme drought, according to the U.S. Drought Monitor. With drought conditions extending for more than a decade in the southwestern United States, states are now reinforcing preparations for the impending water shortage. The mighty, blue Colorado River is one of the country’s most vital natural resources, and supplies more than 40 million people with precious water. A healthy river and reservoir system in the Southwest is essential to hydroelectric power generation, fish and wildlife. In addi-

tion, the Colorado River supplies water for municipal, industrial and agricultural use, according to the U.S. Department of the Bureau of Reclamation. By 2017, officials said there is a greater-than50-percent chance of a water shortage in the state of Arizona. The U.S. Environmental Protection Agency warns the Southwest will continue to thirst as warming decreases spring snowpack and Colorado River flows. Severe water restrictions continue in Williams, Arizona, northwest of Flagstaff, where the city has faced a critically low reservoir level since February after an extremely dry winter. In July, the California Water Resources Control Board gave local agencies the ability to go to court seeking fines on those who fail to implement water conservation. If provided the infrastructure, they’d gladly use recycled water or water-efficient technologies to wash cars and irrigate lawns. Many cities have vast reservoirs of recycled water. If offered a market, they’d gladly allow the water to be used for more than just landscaping medians. Drought-scorched California moved one step closer to a sensible marriage of these interests, passingtwo key pieces of legislation both authored by Assemblyman Mike Gatto (D-Los Angeles). AB 2282, which requires the state to adopt building standards for recycled water in newly constructed commercial and residential

buildings, passed the legislature today by a vote of 71-0. This bill was followed by a companion bill, AB 2636, which establishes CalConserve, a revolvingloan program to finance water-efficiency projects for home owners and businesses, and help cities and counties reach their waterreduction goals. AB 2636 passed the legislature by a vote of 70-0. Conserving water has long been a goal of California policymakers, but with the state in the midst of a disastrous drought, conserving precious water resources has never been more important. The California Public Utilities Commission (CPUC) has approved a request by the Metro Gold Line Foothill Extension Construction Authority to implement noise mitigation for the street-level (or at-grade) rail crossings near residential areas along the Foothill Gold Line from Pasadena to Azusa. The mitigation measures approved by the CPUC include the installation of shrouds (or covers) that direct the sound of the warning bells down to the intersection, as well as the ability to silence the bells once the crossing gates are in the horizontal position when a light rail train is approaching. “We are very pleased that the CPUC agreed to

allow the Authority to install these measures not only in the areas of the corridor that will be served solely by light rail, but also within the shared corridor that is served by freight as well,” commented Construction Authority CEO Habib F. Balian. “It has been our experience that these simple measures provide a significant quality of life benefit for the area residents.” Earlier this year, the CPUC approved the requested mitigation measures within the nonshared corridor, including crossings in the cities of Monrovia and Duarte. Simple is a simple does ... just take a 4-cylinder*, front wheel drive, compact car, remove the rear wheels and replace them with wheels that feature a 20” x 8” piece of 3/8 inch thick plate steel welded to the bottom. Chain that combo up in the rear wheel well (so it won’t dig in) and, there you have it. Skid Plate Cars don’t really “handle” as much as they skitter along. As a veteran driver once said after a stint in a Seidner’s Collision Skid Plate Car, “... NASCAR Open Comp is precisely what the name says ... Any regular

There’s no doubt a major earthquake will hit California, the only questions are when and where. “I believe an integrated earthquake earlywarning system is essential to save lives and property. Two bills from the Senate Appropriations Committee move us toward that goal. The bill to fund the Department of the Interior includes $5 million to begin work on an early-warning sys-

tem, while the bill to fund the Department of Homeland Security urges FEMA to prioritize grant funds for such a system. These bills will advance this fall and I will continue to prioritize funding for this system. “An earthquake earlywarning system would provide crucial time to carry out lifesaving actions. A warning of even a handful of seconds would allow for emergency notifications to be sent; trains and traffic to be slowed or stopped;

supplies of oil, gas and chemicals to be turned off; nuclear plants to be safeguarded; even elevators to be safely emptied. “What we need is the political resolve to deploy such a system. Officials in Washington and along the West Coast should partner with the private sector to make an interoperable earthquake early-warning system a reality, and we should do so as soon as possible before a much larger earthquake strikes.”

Former South Pasadena Coach Charged With Sexual Battery of a Minor A former South Pasadena High School track coach accused of groping a student pleaded not guilty yesterday, the Los Angeles County District Attorney’s Office announced. Pierre Jonas Hernandez (dob 5/3/82) of South Pasadena is charged with four misdemeanor counts: one count of child molesting and three counts of sexual battery in case 4AH02817. The defendant appeared before Judge Cathryn F. Brougham at the Los Angeles County Superior Court in Alhambra. Deputy District Attorney Amy Murphy, who is prosecuting the case, said Hernandez inappropriately touched a female student in April. Authorities were noti-

fied about the alleged assault and Hernandez was charged in connection with the crime on May 12. The defendant’s next court appearance is scheduled for Sept. 23 for a pretrial hearing at the Alhambra Courthouse in

Department 4. If convicted as charged, Hernandez faces jail time and lifetime sex offender registration. The case is being investigated by the South Pasadena Police Department.

The Ice Bucket Challenge: fun or controversial? Have you asked yourself why so many of your social media friends and people like former president George W. Bush, LeBron James, and Oprah Winfrey recently have been pouring ice buckets over their heads? Not only in the United States have people joined this trend where you donate to the ALS Association if the chilling thought of ice water does not appeal to you: Thanks to challengers nominating three other individuals, the ice bucket challenge has quickly gone viral all over the world, and the ALS Association has received over $30 million as of August 20, according to the official website. Compared to the same period of last year, from July 29 to August 20, donations amounted to $1.9 million. According to Slate, the Ice Bucket Challenge was not an invention of Pete Frates, an ALS patient, or the ALS Association, but of a few pro athletes, who were dared to contribute $100 to a charity of their choice, if they declined an ice bath. Proving this are videos by Matt Lauer, Martha Stewart, and others, who predate any videos mentioning the ALS Association. Frates, 29, however, initiated people donating to the ALS Association should they refuse his Ice Bucket Challenge. The non-profit organization is committed to research the fatal nerve disease ALS (amyotrophic lateral sclerosis), or “Lou Gehrig’s Disease,” with which former baseball star Frates was diagnosed. Critics of the #icebucketchallenge, as it is referred to online, have expressed their concerns about the dare being a bandwagon trend. Today’s web narcissists join to collect “likes” or because they feel peer pressure. The challenge was supposed to help charities by donating

money to them; however, more people seem to enjoy freezing their brain cells because their friends do it rather than raising awareness for a good cause. That’s probably why some videos do not even mention ALS. Yet, there are those outstanding people who have done both the challenge and a donation. Especially in droughtstricken California, the Ice Bucket Challenge videos are viewed with raised eyebrows and shaking heads. According to Reddit, less water than people believe is wasted: “Comparatively speaking, very little. People use much, much more water for everyday activities than they do for the ALS ice bucket challenge. The most obvious example: you use as much water in one minute in the shower as you would use for one bucket of ice water. (The average showerhead uses about five gallons per minute, while the average bucket holds the same amount.) And most people take showers every day, for often quite a bit longer than one minute.” With California authorities issuing fines for unlawful outdoor water use such as hosing down asphalts and watering on certain weekdays, it is interesting to note that, according to a 2012 Pacific Institute report, households only use about 4 percent of California’s water, whereas agriculture takes up 93 percent. Cows drink 23 gallons of water, and automatic flushing systems for them can use up to 150 gallons a day. The One Green Planet article which compiled this data therefore suggests replacing animal products with a plant-based diet to save water. Whether you choose to engage in the Ice Bucket Challenge or not, please keep in mind that it intends to promote donations to charities, and not a trend.

been steadily decreasing for more than a decade. For Vegas casinos, which are vital gears in the city’s economic engine, water conservation is a necessity. Municipal water agencies in Arizona, California, Colorado and Nevada have now signed a water conservation agreement which will form the Colorado River System Conservation program. The program will protect water resources provided by the Colorado River. Farmers in one the country’s richest agricultural regions have been plagued by the drought and have resorted to mining for groundwater in order to maintain their crops, but it comes at a price. Mining groundwater for agricultural use in the the San Joaquin Valley has not only created one of the most productive agricultural regions in the United States, it has also simultaneously altered the surface of the land causing noticeable subsidence or sinking in the region. According to U.S. Department of Agriculture National Agricultural Statistics Service Pacific Region Office Deputy Director Dave DeWalt, nearly 11.3 percent of the total value of U.S. agriculture commodities comes from California’s prime agricultural region. The costs of the drought will continue to increase consumer prices. Worries mounted earlier this year due to due water shortages for wineries in California. In addition, ongoing drought has caused a severe impact on the nation’s beef cattle supply, causing an increase in consumer prices because areas from Texas to northern California can no lon-

ger sustain the livestock. Ranchers are faced with culling their herds, losing vital breeding stock and buying more expensive feed for their cattle. The driest year in California history was 2013, prompting Governor Jerry Brown to declare a drought emergency on Jan. 17. Almost half of the fruit and nuts grown in the United States come from California. California leads the country in the production of many different crops, including almonds, artichokes, grapes, kiwi, olives, peaches, pomegranates, rice and walnuts. The serious economic impacts for farmers and consumers will persist as the drought with no end in sight continues to deprive crops of water and animals of food. Livestock are not the only animals unable to sustain themselves in the dry, barren regions of the Southwest. Indigenous species are also falling victim to the harsh environment. Perpetual drought across the coastal regions of Southern California has left raptors emaciated, silencing in their once populated breeding grounds. In regions usually swarming with hawks and other birds of prey, nests remain empty, Audubon California Bird Conservation Program Director Andrea Jones said. “We’re losing an entire generation,” Jones said. “This has been going on for a while and we have seen significant declines in species including redshouldered hawks, golden eagles and White-tail Kites.” It is still uncertain where many of the birds have

gone, or the extent in which their numbers have dwindled at this time. In addition, baby salmon needed to be transported by taking a road trip by land instead of the normal river route to maintain California’s $1.4 billion a year, fishing industry. The salmon-truck run goes from Coleman National Fish Hatchery near Redding to the San Francisco Bay and its delta. California officials also planned similar efforts, Spokesman Andrew Hughan of the California Department of Fish & Wildlife said. In areas that are having more extended periods of drought, firefly populations are struggling. “They are a good indicator of environmental health because when their numbers decline, people notice,” Don Salvatore, coordinator of the Firefly Watch program at the Boston’s Museum of Science, said. “If all of the crane flies in an area disappear, no one other than a few entomologists would notice. However, if fireflies disappear, everyone notices and become concerned.” While fireflies struggle to gain ground in the drought, an increase in Mormon crickets is occurring in Nevada in places that haven’t seen their presence since the last major drought in the mid2000s. “There have been several sites across northern Nevada where we found crickets this year for the first time in five-plus years. It should be stressed that this year there are no real threats currently in Nevada from Mormon crickets,” Nevada State Entomologist Jeff Knight said.

Pak was ordered to not possess any firearms, attend Alcoholics Anonymous classes once a week for six months and perform five days of community service. The prosecutor said on Oct. 12, 2013, Pak allegedly chased after a group

of children who played a prank known as “dingdong-ditch” at his home. Pak then fired his gun into the air, the prosecutor said. The case was investigated by the Los Angeles County Sheriff’s Department.

and Southern California homes fell to zero for the first time in history. Crops are dying, cities are running out of drinking water, and streams are running dry. The drought is even forcing children in the Central Valley to leave school, as their parents are forced to abandon drought-scorched crops in search of work elsewhere. “The drought is a reminder that we need to make the best use of our limited water resources,” said Gatto. “The technology exists to save or recycle millions of gallons of water, but the infrastructure in our homes and businesses needs to be updated. Recycled water

is cleaner than most of the water in our natural aquifers. It’s wasteful and inefficient to dump this water into the ocean when we could use it for productive purposes.” It is expected that upgrading infrastructure to increase water-use efficiency and provide new sources of recycled water will reduce water bills for many. AB 2282 specifically protects homeowners and businesses by requiring state agencies to consider the cost of various recycledwater infrastructure and determine which methods will provide the greatest cost savings for consumers. AB 2282 and AB 2636 continue Gatto’s legislative efforts to ad-

dress important waterpolicy issues. In 2011, the legislature passed Gatto’s AB 849, which fostered the use of graywater technology, and in 2012, the legislature passed Gatto’s bill AB 2230, requiring all new carwashes to use 60% recycled water by 2014. AB 2282 and AB 2636 now move to the Governor for approval. “I am hopeful that the Governor will see the need to help homeowners and businesses conserve water,” said Gatto. “Investing in recycled water and wateruse efficiency will help us whether this drought, and future droughts, more easily.”

Assemblyman Hagman’s Computer Science Bill Heads to the Governor SACRAMENTO – Today, Assemblyman Curt Hagman’s (RChino Hills) computer science education bill, Assembly Bill 1539, was unanimously passed out of the Senate, with a vote of 29-0. This bill would encourage the creation and adoption of content standards for computer science in California. “The unanimous support that this bill has received throughout the legislative process is deeply encouraging,” stated Assembly-

man Hagman. “My colleagues on both sides of the aisle have recognized the importance of computer science education for our state and for our students’ futures,” Hagman continued. Establishing content standards in computer science will fill the gap that our state is facing in the computing and technology field by helping prepare our students to enter its highly trained workforce. Computing and technology careers have grown substan-

tially over the last 10 years, with over 27,000 new jobs in 2010 alone. However, less than 1% of California’s students are enrolled in computer science courses, which has contributed to a lack of representation of Californian workers in computing and mathematical science jobs. Thus, content standards have become a necessary step in ensuring that we remedy the deficit in computer science education and training in California.
