The recent conviction of a woman who left her two young children locked in a car parked on a Pasadena city street on a hot summer day serves as an important reminder that the Pasadena City Attorney/City Prosecutor’s Office will rigorously seek convictions in similar cases. “There is no such thing as a quick errand when it comes to leaving kids or animals in the sweltering heat inside a car,” Pasadena City Attorney/City Prosecutor Michele Beal Bagneris said. “Our message is clear: don’t leave children inside a car in the heat.” Recently, Highland Park resident Corina Lopez, 35, pled guilty on Aug. 5, 2014 to two counts of child endangerment stemming from an Aug. 1, 2014 incident in which she left her two children, ages 3 and 7, inside a car parked on the Please see page 3

Landmark $400 Million Film and Television Job Creation Act Passes Final Committee, Headed to Senate Floor Bill by Assemblymen Gatto and Bocanegra Takes Aim at the Flight of Film
The long saga of AB 1839, the California Film and Television Job Retention and Promotion Act of 2014, continued but passed its final committee barrier today, clearing the Senate Appropriations Committee by a 5-0 vote. The legislation, authored by Assemblymen Raul Bocanegra (D-Pacoima) and Mike Gatto(D-Los Angeles), contained numerous amendments today which represent the culmination of nearly a year of research and negotiations and
would expand and significantly improve the state’s current program to keep production jobs in California. The most anticipated amendment to the bill expands the program’s allocation to $400 million a year. Other changes include: allowing big-budget blockbusters – which create the most jobs – to qualify for the incentive; spending requirements to protect jobs and wages for below-theline workers; creating cer-
tainty for television series by guaranteeing credits if the show is renewed; and providing larger incentives for film and television productions that move to California from out of state and those that film outside of Los Angeles. “I’ve heard from so many people over the past year, who have told me about their family being torn apart because production left the state,” said Gatto. “This proactive efPlease see page 2

Pasadena Independent has learned that beleaguered PCC chief Dr. Mark Rocha is to get a whopping severance package as a parting gift August 31. On top that, his attorney fees will also be paid, up to $160,000 worth according to a report obtained under the Public Records act by this newspaper. What those attorney fees could be is somewhat unclear. However, the terms of the “severance agreement” would require an attorney so no doubt this is part of the equation. Nevertheless, it is duly noted that Dr. Rocha’s time at PCC has be peppered with considerable controversy almost from the time he was introduced four years ago. Tecolote Fire burns hundreds of acres in Angeles National Forest A fast-moving brush fire scorched at least 300 acres along Highway 39 in the Angeles National Forest several miles above Azusa and Glendora starting at2:30 pm, on Sunday afternoon. The Tecolote Fire is specifically located above the East Fork of San Gabriel Canyon and is moving towards Crystal Lake. So far, it has burned approximately 300 acres. There is currently no threat to either city or the City of Duarte. Highway 39 is shut down in both directions at the base of the mountain and all canyon traffic is closed. Coldwater Campground was evacuated.

Since its creation in 2009, the California Film and Television Job Retention and Promotion Act prevented as many as 51,000 well-paying jobs from leaving the state, and helped generate $4.5 billion in economic activity. Carbon Pollution Limits Can Help Save Lives and Improve Health BY HAROLD P. WIMMER, NATIONAL PRESIDENT AND CEO, AMERICAN LUNG ASSOCIATION, AND THOMAS FERKOL, MD, PRESIDENT, AMERICAN THORACIC SOCIETY Few things are more frightening for a parent than racing to the hospital with a child who can’t breathe. Few things are more difficult for a physician than telling a family that a loved one will not recover from an asthma attack. We work with people who know those experiences far too well and –because of those experiences– support reducing carbon pollution. The American Lung Association and the American Thoracic Society members and volunteers understand the impact of polluted air. We know that, as a nation, we have to do more to protect the ability of people to breathe, and that requires us to reduce carbon pollution from power plants. It isn’t enough for physicians to educate patients about the health risks of air pollution, and for parents to keep their children with asthma indoors on bad air days. We must reduce pollution before it takes a further toll on our children and families. As a nation, we have cut
air pollution by over 70 percent since 1970, but today more than 147 million Americans (nearly half of the U.S. population) still live where the air is unhealthy to breathe. Warmer temperatures from climate change will make it even harder to reduce air pollution in many places, and increase the likelihood of drought, wildfires and other threats to our health. Fortunately, we can fight those threats. Recently, hundreds of people attended public hearings hosted by the U.S. Environmental Protection Agency (EPA) in Denver, Atlanta, Pittsburgh and Washington, DC to speak out in support of the proposed Clean Power Plan to place first-ever limits on power plant carbon pollution. They spoke up because they recognize that reducing carbon pollution benefits the health of communities across the nation. The EPA’s Clean Power Plan provides states with tools to reduce the carbon
pollution from power plants by 30 percent, moving us forward in the fight against climate change. But the plan would do more than that. When fully implemented, the carbon reduction plan will also reduce lethal air pollutants such as nitrogen oxides, sulfur dioxide and mercury by 25 percent, preventing up to 6,600 premature deaths and 150,000 asthma attacks in children each year. The plan would also help prevent heart attacks, hospital admissions and missed days of work or school due to illness. Public health experts call this prevention. For the rest of us, it’s just simple common sense. That is why both our organizations support efforts of the EPA to establish national limits on carbon pollution. If we, as a nation, act responsibly now to reduce carbon pollution we can simultaneously improve our air quality now and prevent many of the adverse health and environmental impacts for future generations.

Assemblyman Curt Hagman’s (R-Chino Hills) computer science education bill, Assembly Bill 1539, was unanimously passed by the Senate Appropriations Committee, with a vote of 5-0. AB 1539 would require the Instructional Quality Commission to consider creating and
adopting statewide content standards for computer science. “I am encouraged that members on both sides of the aisle have recognized the need for quality computer science education for our children,” stated Assemblyman Hagman. “Computer science content standards will help
prepare our students to become a part of the growing computing and technology workforce in California,” Hagman continued. The computer and mathematical sciences workforce has grown substantially over the last 10 years, with over 27,000 new jobs in 2010 alone.

street near the Pasadena Public Health Department. The Department’s security guard alerted public safety officials to the situation. Pasadena Fire officials at the scene determined the temperature inside the car was over 120 degrees. Authorities got the children to unlock the car door to free themselves prior to forcing entry into the car. The children were checked by paramedics who determined they were otherwise unharmed. Police questioned Ms. Lopez and she was taken into custody. Later, two
counts of Penal Code section 273a(a), child endangerment likely to lead to serious injury or death, one count per child, were filed. She pled guilty at her Aug. 5 arraignment and was sentenced to five years of probation; 120 days in county jail; mandatory year of parenting classes; pay court fines and fees; ordered to stay away from the children completely and to obey all orders from the Department of Children and Family Services. At the time of her arrest and conviction in this case, Ms. Lopez was on probation for conviction
of driving under the influence in a January 2013 case. Bagneris said such cases in Pasadena, while rare, will not be tolerated. Her office usually files about two such cases each year out of about 4,500 case filings. “Even one case is one too many when it comes to leaving children in cars on a hot summer day,” she added. “We have a great team of prosecutors in Pasadena and we are ready to seek the full extent of justice in order to protect the children.”

The facility will also feature wound care treatment, nine 23-hour observation beds and infusion services. On-site imaging
(X-ray) and laboratory services will also improve the efficiency and access to patient care. The new center, which will treat patients on a walk-in basis, features 45 treatment areas. Urgent care centers typically offer shorter wait times than hospital emergency rooms and may require lower co-payments from insurers. Two teenagers arrested in South Pasadena Monday For planning a ‘Huge Massacre’ at the high school BY TERRY MILLER At a press conference at South Pasadena Police station Tuesday morning media outlets from around the world were told of the arrest of two teenage boys who were plotting a ‘massacre’ at South Pasadena High School. The two young men allegedly exchanged detailed plans via social media and verified their intentions in police interviews, according to South Pasadena Chief of Police, Arthur Miller. Satellite trucks from CNN, Fox and other major television networks wire services plus local journalists crowed the exterior of South Pasadena PD for the
press conference. “It was very viable, what they were plotting. They were making a huge plan of a school massacre that identified three staff members at the school by name that they were targeting,” as well as “random” students, Miller said. Police learned initially of the plot by a concerned citizen who alerted South Pasadena police of the threat last Thursday. “They just wanted to kill as many people as possible,” he said. No weapons were found when the students were arrested, but the pair believed they had access to a firearm belonging to a relative, Miller said. The

They invited him again and Black spoke. – Rocha has consistently let the school be in the public eye, but for the wrong reasons. A negative stain has been etched on the walls of PCC, or as another journalist put it, a Rocha have given Pasadena’s City College “black-eye.” Faculty have taken two no-confidence votes in him and conducted an online review of Rocha’s leadership that produced scathing results, with most respondents saying he had done a poor job of guiding the school. “Fascist approach to leadership,” one wrote. “Rocha is destroying PCC,” another said, according to a report in the LA Times Rocha had been at Pasadena City College for nearly four years. Some faculty and students criticized Rocha for his management style and for approving the cancellation of a winter session. His resignation be-
comes effective Aug. 31, but his last official working day was July 31, according to the contract. Initially, Pasadena City College officials declined to disclose details about Rocha’s severance package. Rocha signed the agreement Aug. 4, three days before his retirement was announced. Fellow signed the agreement Aug. 7. Pasadena Area Community College District Trustees announced 2 weeks ago that Dr. Mark Rocha, SuperintendentPresident of the District and Pasadena City College, would retire from his position effective August 31. Dr. Anthony R. Fellow, President of the PACCD Board of Trustees, had the following comment regarding the terms of agreement between Dr. Rocha and the Board of Trustees. Rocha made $250,000 per year as PCC President. “The terms of the severance package are in the best interests of all parties. The financial and other components are consistent with severance terms for U.S. chief executive officers overseeing organizations with budgets of over a hundred million dollars.”

The Frostig Center Names Two Leaders in Education to Top Posts The Frostig Center has appointed Jenny Janetske Head of School and Chris Schnieders the new Director of Research, two highly experienced educators who will strengthen the organization’s mission to provide innovative and successful teaching methods to students who learn differently. “We want to make sure we are always teaching each child in the way he or she learns best,” said The Frostig Center’s Executive Director Dean Conklin. “Having a strong research department alongside our skilled teaching staff ensures that we always use best practices in how we educate our students.” New Head of School Janetske has extensive experience in special education, as well as curriculum, instruction, professional development, and school leadership, said Conklin. She has a master’s degree in educational leadership and 17 years of administrative and teaching experience in the Duarte, Monrovia and Hacienda La Puente school districts. “I am already very impressed with the teachers and staff at Frostig School,” said Janetske. “Everyone is so supportive and generous with their ideas and encouragement.
