Williams was 63. “He has been battling severe depression of late,” publicist Mara Buxbaum told CNN. “This is a tragic and sudden loss. The family respectfully asks for their privacy as they grieve during this very difficult time.” Coroner investigators suspect “the death to be a suicide due to asphyxia,” according to a statement from the Marin County, California, Sheriff’s office. Hundreds of thousands of tributes and a makeshift memorial at his Hollywood star mark the end of one of the most illustrious comedic careers in history. Two Men Who Helped City of Glendale Kidnapped-for-Ransom Prevails in “Comfort Set Colby Fire Sentenced Victim Found Four Women” Lawsuit To Federal Prison Suspects Arrested Los Angeles County Sheriff’s Department’s Major Crimes Bureau became involved in a kidnap for ransom case last week. The victim, a 44-year-old female adult, had been forcibly kidnapped in the Rowland Heights area and a ransom demand of $110,000 dollars for her safe return had been made to a family member. The
caller indicated that the victim would be harmed or killed if the ransom was not paid. United States District Court Judge Percy Anderson recently dismissed a lawsuit against the City of Glendale, which sought the removal of a monument in Glendale’s Central Park that memorializes the more than 200,000 Dutch and Asian women who were coerced into sexual slavery by the Japanese Imperial Army between 1932 and 1945. The Lawsuit (Michiko Shiota Gingery, et al. v. City of Glendale, et al.) was filed against the City by Michiko Shiota Gingery, a Glendale resident and the so-called Global Alliance for Historical Truth (GAHT-US), a nonprofit corporation. The plaintiffs claimed that the placement of the monument interfered with the Executive Branch’s primary author-
ity to conduct foreign relations and was an unconstitutional interference with the federal government’s Foreign Affairs Power. In response to the City’s motion to dismiss the case, the court ruled in the City’s favor. Preliminarily, the court ruled that the plaintiffs did not have “standing” to bring suit as they suffered no tangible harm from the City’s placement of the monument in the park. Substantively, the court ruled that the plaintiffs could not articulate a clear conflict between the City’s approval of the monument and the federal government’s policies regarding recognition of the plight of the Comfort Women. At today’s hearing, Clifford Eugene Henry Jr, 22, of Glendora, received a prison term of 6 months, plus a three-year term of supervised
release, and Steven Robert Aguirre, 21, of Baldwin Park, received a prison term of 5 months, plus a three-year term of supervised release, from United States District Judge George H. Wu. 150 firefighters battle brush fire at Peck Road Water Conservation Park
Arcadia Firefighters responded to a reported brush fire in the Peck Road Water Conservation Park, in the 5400 Block of North Peck Road, Arcadia mid-Saturday afternoon. Upon arrival, Arcadia Fire Battalion Chief Cody Cerwin reported a brush fire burning freely in the basin. Firefighters immediately began suppression and search and rescue operations. High temperatures, low
humidity, dry conditions, and moderate winds contributed to the rapid growth of the fire, which quickly encompassed nearly ten acres. Approximately 150 firefighters from Arcadia, Monrovia, Pasadena, San Gabriel, and Los Angeles County Fire Departments joined forces to battle the blaze, including air support and hand crews from Los Angeles County Fire Department. The fire extended to a
nearby automobile salvage yard, where several vehicles were burned. Firefighters suppressed the fire within an hour and continued to monitor and extinguish spot fires. Although the exact cause of the fire remains under investigation, fire investigators are on scene and have identified the origin of the fire in a homeless encampment in the gravel pit. No injuries or loss of life have been reported.

(one felony and three misdemeanors) related to the fire. At today’s hearing, the government agreed to dismiss one of the misdemeanor charges. One other defendant in the case, Jonathan Carl Jarrell, was also found guilty of a felony offense of unlawfully setting timber afire and a misdemeanor offense of illegally starting a fire. Jarrell is scheduled to be sentenced by Judge Wu later this month. The Colby Fire started on the morning of January 16. By that evening, the fire had consumed more than 1,700 acres of federal, state, local and private lands. The fire destroyed six residences, damaged eight other residences and 17 additional structures, and resulted in injuries to one civilian and two firefighters. Prosecutors argued that the damages and costs associated with fire-fighting efforts were in excess of $6,000,000.
Henry and Aguirre were detained by Glendora Police Officers after they were seen fleeing from area of the fire in a flood control channel. During interviews with Glendora Police and personnel with the Los Angeles County Fire Department’s Arson Investigations Unit – interviews that the jury heard during the trial – both defendants admitted playing a role in the starting the illegal campfire that led to the Colby Fire after wind blew burning paper into the brush in the hills above Glendora. Strong Santa Ana winds drove the fire into the residential communities below the hills. A United States Forest Service fire investigator determined that the origin of the Colby Fire was at a point near a fire ring built by the three men at a location on federal lands within the Angeles National Forest. “The devastation directly
caused by defendants conduct points to the incredible seriousness of their offense,” prosecutors wrote in a brief filed in relation to the sentencing. “But the fact that it could have been worse underscores that degree of seriousness. But for the quick thinking and courageous reactions of the Glendora and Azusa Police Departments to evacuate the residents in harm’s way; but for the heroic actions of individual fire fighters, helicopter pilots and aircraft tanker pilots in battling the blaze; but for the winds dying down and the humidity increasing…this could have been so much worse.” The investigation in this case was conducted by the United States Forest Service, the Glendora Police Department, the Azusa Police Department, the Los Angeles County Fire Department’s Arson/Fire Investigation Unit, and CAL FIRE.

ing the L.A River four years ago, I never imagined that the fates would converge to give the city its first fishing derby in the 21st or any other century,” said Jim Burns, proprietor of the blog lariverflyfishing.com. “The sudden rush of events from its designation by the EPA as navigable to the Corps decision to seek $1 billion in funding makes the revival of this beautiful, lush waterway for fishing, boating and family recreation a forgone reality.” The establishment of the recreation zones along the Los Angeles River beginning in 2011 opened the river to uses that few would have previously associated with the 51-mile channel and its concrete beds. Since then, summers along the river have seen visitors and neighbors hiking along the river or exploring it in kayaks. And fishing has been legal with the purchase of a state fishing license. In addition to celebrating the river’s availability for fishing, “Off tha’ Hook” will demonstrate stewardship for would be anglers, informing the public about the responsibility to clear all lines, hooks, and trash from the river and its environs. To attract interest from all levels of fishers, “Off tha’ Hook” will be held on one of two “free” days desig-
nated by the California Department of Fish and Wildlife, when licenses are not required. After an 8:30am press conference featuring the elected officials who made this happen, Flyfishing and Traditional Derbies will begin at 9 a.m. sharp. At 10 a.m. a “Family Fish” will begin for children with supervising adults. An awards ceremony will be held at 11 a.m. In addition to calling at-
tention to the river’s recreational possibilities, the fishing derby’s haul will help scientists understand the health of its riparian ecology. “FoLAR has said for years that our work will be done when the steelhead trout return to the river,” said Lewis MacAdams, FoLAR co-founder and president. “Los Angeles cares about its river more than ever before, and with the selection of the Locally Preferred Plan by the U.S. Army Corps of Engineers, the river’s true revitalization is a greater possibility than ever before. Who knows what we’ll catch?”
Steelhead, who once flourished in the L.A. River but have not been seen there since 1948, would provide both evidence of the river’s returning health and a call to action to restore it further. The fish is anadromous, meaning it changes from a freshwater to a saltwater fish over the course of its life. While fly fishing as a sport has long focused on catching trout in quiet hardto-reach settings, urban fly fishing has developed in recent years, with carp tournaments in Denver and Seattle. The Los Angeles River Fish Derby will be the most urban yet, in a city who until recently was more likely to think of its river as a concrete storm drain that a diverse wildlife habitat. “When people hear ‘fly fishing’ they probably don’t think of Atwater Village as the place to be,” said Karen Barnett, River Committee Chair of the Atwater Village Neighborhood Council. “But our community is a great place to live, to work and to play, and because ‘A River Runs Through It,’ that’s about to include the first annual L.A. in Rowland Heights. Detectives obtained a search warrant for the location and on Wednesday, August 6th, at approximately 9:00 a.m., the warrant was served. Detectives discovered the victim, who was bound and hidden in a dark, cluttered garage at the location. One of the victim’s captors, Suspect Francisco Inacua, who was guarding her at the time of the encounter, was immediately arrested. The victim, obviously dazed and traumatized by the ordeal, emerged from the garage in tears, hugging one of detectives who had rescued her. Quickly following the rescue of the victim and the arrest of Suspect Francisco Inacuna that same day, Detectives arrested Inacua’s sister, Suspect Rocio Inacua, and Rocio’s common-law husband, Suspect Uziel Figueroa, for their active involvement in the kidnapping of the victim. Ironically, it was Francisco Inacua whose wife (Suspect Ju-
dith Maldonado) had befriended the victim while the two worked alongside each other for many years at a factory in the City of Industry, and had offered the victim a ride home following work after the victim had missed the bus to go home. While driving the victim towards her home, Suspect Francisco Inacua coordinated the kidnapping with Suspect Rocio Inacua and Suspect Uziel Maldanado. Suspect Francisco Inacua pulled into a restaurant parking lot and exited the vehicle, while Suspect Rocio Inacua and Uziel Figueroa kidnapped the victim at gunpoint, forcing her to the floorboard of the vehicle. She was driven to the garage bound and blindfolded by duct tape, and kept in squalid conditions until her rescue two days later. Suspect Judith Maldanado was arrested the following day, and all of the suspects have admitted their role in kidnapping the victim.
The motive appears to be for financial gain only. 34-year-old Francisco Inacua, 32-year-old Rocio Inacua, 32-yearold Uziel Figueroa and 40-year-old Judith Maldonado were charged with kidnapping for ransom and conspiracy to commit kidnapping, and remain incarcerated. All four suspects are residents of Rowland Heights. Bail has been set at $2 million. The victim, who was deprived of food and water by her captors, was dehydrated and weak. She was transported to a local hospital, where she was treated and eventually released. She is expected to make a full recovery. The grateful victim was reunited with her family shortly after being rescued. Detectives have filled the case with the District Attorney’s Office today and the suspect will be arraigned later at the Criminal Courts Building in Downtown Los Angeles.
Detectives Arrest Man Accused of Abandoning his Six Year Old Son in South El Monte Park LASD Parks Bureau deputies responded to Legg Lake, located in the Whittier Narrows Regional Park, 750 South Santa Anita Avenue, South El Monte last Monday, regarding a found child. On Thursday detectives from the Los Angeles County Sheriff’s Departments (LASD) Parks Bureau arrested Juan Garcia for Child Endangerment. Suspect Garcia is a male Hispanic, 31 years of age, and a resident of Pomona. The deputies contacted a person who found a six year old boy crying and looking for his father. They attempted to locate the father with the limited information that the young child provided. The child, who was cold and hungry, was placed in the deputy’s patrol car and fed while the Parks Bureau personnel continued to search. A vehicle believed to
be driven by suspect Garcia was located nearby with a flat tire. The suspect was nowhere to be found. The child was placed into protective custody at 1:00 a.m. after all attempts to locate the father had been exhausted. The child’s mother was later located and took custody of her son. Suspect Garcia was located and arrested. He was booked at San Dimas Sheriff’s Station where he is being held in lieu of $100,000.00 bail. He will appear in court on Monday, August 11, 2014. Anthony’s motorcycle trip spanned 4,000 miles, covering 14 states. Anthony departed New York City on July 28, and made his final destination Los Angeles, California. In California, Anthony met with the Los Angeles Animal Services and Pasadena Humane Society & SPCA, at Petco La Brea, where he delivered toys, treats and supplies on behalf of Rock & Rawhide. Los Angeles Animal Services promotes and protects the health, safety

California Legislature Passes Assemblymember Holden's Bill to Recognize President Obama in High School Textbooks (AB 1912) The California Legislature has given overwhelming, bi-partisan approval to Assemblymember Chris Holden’s bill to encourage California schools to teach the story of President Barack Obama’s trailblazing election. Today’s vote in the Assembly on concurrence in language changes was approved unanimously – 73 to 0. Last Thursday the Senate overwhelmingly approved AB 1912. The bill now goes to Governor Brown for signature. AB 1912 asks the State
Board of Education and the Instructional Quality Commission to include the significance of President Barack Obama’s election in the state’s history and social science standards for grades seven to twelve. “The election of President Barack Obama is a significant part of history and should not just be a mere footnote within textbooks,” said Assemblymember Holden. “This bill would create an opportunity for our children to learn about the historical significance of electing our first Afri-
can-American President. Children need to understand that for years intimidation and physical violence prevented millions of African Americans from voting and alienated them from the electoral process, making the 2008 election of President Obama even more noteworthy.” California has not updated its standards for nine years due largely to the state’s fiscal crisis.
