Glendale Approves Phase 2 Water Conservation The Glendale City Council has declared Phase II of Glendale Water & Power’s (GWP) Water Conservation Ordinance and water use restrictions to become effective August 1, 2014. In response to the on-going drought, the State Water Resources Control Board (SWRCB) approved an emergency regulation on July 15, 2014 to ensure that all water agencies and their customers increase water conservation. The regulation is intended to curtail excess outdoor water use since most Californians use more than 50% of their monthly water for outdoor use. The City of Glendale for the past several years has encouraged voluntary conservation by keeping in effect Phase I of the Water Conservation Ordinance that has similar limitations in preventing wasteful use of water. But, due to the drought conditions, and in recognition of the drought’s severe impacts in other parts of the state, much more conservation is needed due to diminishing water supplies. Phase II of the Mandatory Water Conservation Ordinance will limit outside watering to three days a week: Tuesday, Thursday, and Saturday for 10 minutes at each watering station. The City appreciates the efforts that our residents have made to conserve water, and continue to encourage our residents to be diligent in their water usage. GWP has issued a notice to all Glendale residents regarding Phase II of the Mandatory Water Conservation Ordinance. Customers who do not comply with Phase II of the Water Conservation Ordinance will receive a violation warning notice. Repeat violations can result in a fine up to $1,000.00. A 150-pound tortoise was found wandering in Alhambra this past weekend has slowly been reunited with its family, officials announced Sunday. When found, “the tor-

toise did try to make a run for it, but our officers are pretty fast,” the Alhambra Police Department said on its Facebook page. Handcuffs, it noted, were “not practical in this situation.”

The tortoise is named Clark ( Not Dirk as originally published )and belongs to an Alhambra family, the Police department said. The tortoise apparently

Southern California Water Committee (SCWC) and Clear Channel Outdoor (CCO) were joined by state and regional water leaders last week as they announced a partnership to encourage Californians to save water during the ongoing drought. SCWC and CCO launched an advertising campaign featuring

a water-saving character, @ Lawn_Dude, who will be gracing digital billboards across Southern California and sharing conservation tips with an integrated social media campaign. CCO donated space on 25 digital billboards throughout the Southland to help @Lawn_Dude get this important message across.

LASD Seeks Public Assistance in Locating Hit and Run Suspect Detectives from the Los Angeles County Sheriff’s Department (LASD) Norwalk Sheriff’s Station, are seeking the public’s help in locating the driver of a car who left the scene of a fatal traffic collision. On Saturday, July 26, 2014, at approximately 1:00 A.M., a woman was crossing Hopland Street, just east of Elaine Avenue, when she was struck by a car. The car is described as a white, Chevrolet Impala, possibly 2000-2010 model. The car’s rear window was broken out during the incident and minor front end collision damage was also sustained. The car is believed to frequent the Hawthorne and Inglewood areas. The victim was transported to a local hospital where she was pronounced dead. City of Burbank Introduces eComment Comments now available on select agendas

The City of Burbank will release a new communication tool that will make it easier for the public to comment directly on specific government issues beginning in August. “eComment” allows residents to submit comments online through the City’s website. Public comments will be welcomed on all agenda items up to 24 hours prior to the City Council; Park, Recreation and Community Service Board; and Planning Board meetings. The City has a number of requirements for eComment submissions,

and reserves the right to delete any inappropriate material. The following requirements must be met: Comments must be related to a specific agenda item. Users must complete identification information. Anonymous or incomplete forms will not be accepted. Users must post their real name, no pseudonyms will be allowed. Naked Runner nabbed by Eagle Eyed Alhambra PD “Never a dull day” according the Alhambra Police Dept.’s Facebook Page post on Monday At about 8pm Sunday, an officer was driving northbound on Garfield, near Linda Vista, when he saw something that just did not look right to him. He saw a man running up the street

Former Montebello Tax Preparer Pleads Guilty to Preparing False Returns Filed with the IRS A self-employed income tax return preparer pleaded guilty this morning to preparing and submitting false tax returns on behalf of clients to the Internal Revenue Service. Eduardo Ramos, 44, of Whittier -- former operator of E Tax Income Tax Services, in Montebello -- pleaded guilty to one count of aiding and assisting in the preparation of a false income tax return. In his plea agreement, Ramos admitted that while operating E Tax Income Tax Services during the 2010, 2011 and 2012 tax years, he prepared dozens of fraudulent tax returns on behalf of clients causing a total tax loss to the government of at least $96,909. The single count to which Ramos pleaded guilty relates to a 2010 federal income tax return prepared on behalf of a client. Ramos prepared the

tax return and reduced the tax liability by including false itemized deductions including gifts to charity and job expenses. The inclusion of the false deductions on this return resulted in a tax loss to the government of $4,175. As a result of today’s guilty plea, Chavez faces a statutory maximum sentence of three years in federal prison and a fine of $250,000 when he is sentenced on January 12, 2015 by United States District Judge S. James Otero. In addition, he may be ordered to pay restitution to the government of at least $96,909. The investigation and prosecution of Ramos was conducted by IRS Criminal Investigation’s Los Angeles Field Office, in conjunction with the Tax Division of the United States Attorney’s Office for the Central District of California.

The State Water Resources Control Board enacted mandatory water conservation measures this week that impact all Californians, banning excessive watering, hosing of sidewalks and driveways, washing cars without a turnoff valve, and using fountains without recycled water. “During this time of unprecedented drought, we appreciate creative partnerships, like the one announced today, that utilize interesting and unique ways to spread the word about the importance of conserving water,” said State Water Resources Control Board Vice Chair Fran Spivy-Weber. “Lawn Dude’s presence on digital billboards is going to be a great way to engage people and share water saving tips.” The digital billboard campaign partnership was announced at a press conference that brought together various water

Community Bulletin: Coyote Awareness Coyotes are indigenous to the Verdugo Mountains and sightings of them in adjacent residential areas are common during this time of year. Typically, they are more active in the spring when caring for their young and in search of food and water. Coyotes are naturally fearful of humans, but they may become less apprehensive if given easy access to

human food and garbage. The following precautions have been provided by the California Department of Fish and Game to assist residents in communities where coyotes frequent: • Never feed or attempt to tame coyotes. • Do not leave small children or pets outside unattended. • Install motion-sen-

sitive lighting around the house. • Trim ground level shrubbery to reduce hiding places. • If followed by a coyote, make loud noises. If this fails, throw rocks in the animal’s direction. • Put garbage in tightly closed containers that cannot be tipped over. • Remove sources of water, especially in dry

climates. • Do not leave pet food outside • Bring pets in at night. • Put away bird feeders at night to avoid attracting rodents and other coyote prey. • Provide secure enclosures for rabbits, poultry, and other small pets. • Pick up fallen fruit and cover compost piles.

LASD Deputy Involved shooting in Pico Rivera kills resident and parolee Probation Officer went to a house in search of wanted Parolee, Cedric Ramirez. When Ramirez spotted the Officers, he ran from the residence. Neighboring patrol units were notified the parolee had fled into the neighborhood. A short time later Deputies discovered Ramirez on the driveway of a nearby home. Ramirez saw the Deputies and immediately fired at them. A deputy returned fire and may have wounded him. Ramirez then ran behind a house and broke into the home through a rear window. Pursuing Deputies, fearful the occupants would be harmed, went to the home’s front door and began evacuating the residents from the house. An adult and two children were rushed from the house when Ramirez appeared in an interior hallway and began shooting at the Deputies. The Deputies returned fire and then retreated to the front yard, seeking cover. Within seconds of their exit, an adult male suddenly appeared in the front doorway. Believing the man was Ramirez, a deputy fired two shots at the man. The man dropped unconscious in the doorway and was subsequently recognized to be one of the residents. Preliminary information indicates those shots likely struck Mr. Frank Mendoza. Within minutes, deputies commenced a dangerous recovery of Mr. Mendoza while the armed parolee remained inside the home with a hostage. Mr. Mendoza was taken to awaiting paramedics but they regrettably could not revive him. Ramirez remained armed and inside the

house holding the hostage throughout the night. At 1:30 am, after hostage negotiators failed to convince the man to release the hostage and give himself up, a Sheriff’s special weapons team entered the house and rescued the hostage. In that process, Ramirez was shot by deputies. The hostage was not harmed, and no Deputies were injured. However, Ramirez died as a result of the gunshot wounds. This incident was beyond tragic, and all of law enforcement grieves with the Mendoza family. We have made personal contact with the family, and have expressed our regret and sadness over these events. This investigation continues, and every aspect of this incident will be assessed for compliance with the law and Department policy. Sheriff John Scott will conduct a follow up press conference as early as Monday afternoon once the Department obtains the results of the autopsy.” There is no further information at this time and the investigation is ongoing. Whenever an OfficerInvolved Shooting occurs involving Los Angeles County sheriff’s deputies, and it results in a fatality of a suspect, multiple independent investigations immediately begin at the scene. These include separate investigations by the Offices of the L.A. Co. District Attorney and the L.A. Co. Coroner, in addition to Sheriff’s Homicide Bureau and Internal Affairs Bureau. Once concluded, every aspect of the shooting is reviewed by the Sheriff’s Executive Force Review Committee.
