A nationwide study of DUI incidents and deaths shows that Glendale had no DUI-related fatalities between 2010 and 2012, tying the city with the cities of Moreno Valley and Santa Rosa, California, for least deaths during the time period studied. DUIs have a high cost, both human and financial. In 2012 alone, 10,322 people were killed in alcohol-related vehicle accidents. There’s also the staggering economic cost of drunk driving — an estimated $199 billion a year in the U.S. And the financial burden after receiving a DUI can be crippling for drivers,

who have to pay expensive fines and court costs, then pay again after their car insurance premiums increase. Drivers in some cities are disproportionately affected by these costs. For example, you are more likely to encounter a drunk driver in Tulsa, Oklahoma, than in San Francisco, California. Even so, the cities with the highest number of fatal alcohol-related vehicle crashes per capita aren’t the cities where drivers see the steepest auto insurance increases after receiving a DUI. Rosemead man sentenced to 40 years for threatening woman

A Rosemead man was sentenced Friday to 40 years to life in prison for criminally threatening a young woman who had refused his romantic advances, according to the Los Angeles County District Attorney’s office. Frank Hernandez, 65, has been described as a “prolific sexual predator.” He cut off his GPS ankle bracelet and lured a church acquaintance to a coffee shop where he pulled a gun on her, according to a published report. Los Angeles County Deputy District Attorney David Ayvazian said Hernandez should be in jail the rest of his life as he must serve all 40 years of his sentence before being eligible for parole, which would make him 105 years old.

While being sentenced to 40 years to life, the jury was not able to reach a verdict on two other charges: attempted kidnapping and attempted carjacking. And Ayvazian said the district attorney would not retry those as they would have no bearing on Hernandez’s sentence. A lifelong criminal, Hernandez has spent time in jail for rape and bank robbery. He was paroled from prison in 2011 after being convicted of rape in 1990, Ayvazian said, and he also served time for a 1984 rape. Hernandez had robbery convictions in his youth in the 1960s and went to prison in 1970 for bank robbery, Ayvazian said. But it is important to note all of these convictions happened before 1994

when the state’s threestrikes law was passed. Hernandez met his last victim – a 23-year-old – in September through his church, according to the report. The woman – who had no idea of Hernandez’s past – rejected him. However, she was persuaded to meet him at a Starbucks coffee shop on Fremont Avenue in Alhambra, Alhambra police Sgt. Edward Rodriguez said. Before they met, Hernandez cut off a courtordered GPS tracking device that he was wearing. And when she arrived at the Starbucks, Hernandez went to her and pulled a gun on her, Ayvazian said. He also tried to foce his way into the car and hit her with the gun, Ayvazian said. With the growing number of homeless in the San Gabriel Valley, the city of Pasadena has decided to try a new approach to the problem. Called “Project House,” those living on the street are still given traditional outreach services with one bonus: they are also given a place to live, said Anne Lansing, a project planner with the city of Pasadena who oversees homeless services. “Once they are in housing, services are provided to them in order to keep them stable and housed permanently,” she said. Lansing said that is a change in thinking then how public agencies deal with the homeless. “That’s different from what used to be done – and is still done to a degree – which was homeless people would have to jump through hoops,” she said. “You’re homeless, you go into an emergency shelter. If you obey the rules of the emergency shelter, after a certain amount of time you’d move to transitional housing. Transitional housing was up to two years, and if you did what you’re supposed to do you would stabilize and go back into the community. For a lot of people that works really well.” However, it doesn’t work for everybody, and therein lies the real problem, she said. “But there’s a group of people – if you think of peo-

ple who are stereotypically homeless – there are those things combined to make that group of people follow the rules, to stay sober, to take mental health medication,” Lansing said. “The thought was, ‘What’s the best way to end this person’s homelessness to get them into housing?’” Lansing also said letting the homeless have some respect for themselves – and a little freedom – is better for them – and for public agencies – in the long run. “You move someone into housing and all those services that were provided to them if they met various rules are then provided to them in the housing,” she said. “They need it anyway. And instead of spending the money on programs people are going to wash out of, it’s cheaper – and more effective – to put them into the housing, provide them the services in that housing. The thing

that you’re looking at isn’t are you following the rules of your program. The thing you’re looking at is are you able to maintain the terms of your lease … It’s more human and more humane.” Being homeless can take its toll on a person. And that toll translates into dollars that have to be paid one way or another, she said. “The people who were washing out of these programs and staying on the streets for 20 years would have medical issues happen while they were out there,” Lansing said. “They would have medical emergencies. Paramedics would come pick them up. They would end up staying in the hospital for 30 days … It ends up being costly on society. 4 Smart investments beyond the stock market • Real estate is still growing. No area was hit harder by the recession than real estate. Since then, however, the getting has been good for prospective buyers looking for a profit, yet many remain gun shy due to the hard lessons of 2008-09. Meanwhile, the housing recovery continues as prices are getting back to where they once were. In many markets, buying is still cheaper than renting, “although this is not true everywhere,” Anastos says. “Ultimately, it depends on the area, the loan and how long you may be looking to live on the property – or, if you want to rent a property out, which continues to be very lucrative today.” • Banks have plenty of distressed debt; consider a deal. (www.apollofinancialgrp.com). “We buy distressed debt bank portfolios that aren’t generating cash for the bank and work with the families in the homes to refinance at affordable rates,” says Brava, senior partner at Apollo Financial Group, founded by Anastos, who adds, “If we can’t work it out with the owner, the property gets a second chance, rather than sitting vacant, when we sell the loans as non-performing first or second lien bank notes.” Conduct a thorough title search of the property to reveal any liens. Check with the county to ascertain what, if any, outstanding property taxes are due. Contact a local real estate agent to get an estimation on the property and

its as-is resale value. • Keep in mind tax-advantaged investments. Taxadvantaged investments can include real estate partnerships, oil and gas partnerships and suitability, which refers to how appropriate an investment may or may not be to an investor. Two of the most common types of real estate partnerships, for example, are low-income housing and historic rehabilitation. The federal government grants tax credits to those who construct or rehabilitate low-income housing or who invest in the rehabilitation or preservation of historic structures. • Pay attention to possible changes to Roth IRAs – still a good option, so far. This is still a good investment option for retirement, even though significant changes have been proposed by the White House. Your allotted money goes into a Roth after it’s already been taxed, but earnings aren’t taxed. Unlike traditional IRAs and 401(k) s, Roth owners currently don’t have to take annual distributions after turning 70½ — which means the money has even more years to grow if the owner doesn’t need it. And once the Roth owner dies, the beneficiary inherits the money tax-free. President Obama says this isn’t what was intended in a Roth and wants to change this advantage, yet his proposal continues to face mass opposition and many think it won’t pass.

The Governor first announced the Trade and Investment Mission to Mexico in his 2014 State of the State address and met with Mexican Consuls General from cities across California in March. Last week,

ahead of the trip, Governor Brown met with Mexico’s Secretary of Foreign Affairs José Antonio Meade Kuribreña in Sacramento and invited Mexican President Enrique Peña Nieto to meet later this year in California. The Governor is joined on the Trade and Investment Mission to Mexico by a delegation of state legislators and senior administration officials. A delegation organized by the California Chamber of Commerce with the help of the California Foundation for Commerce and Education that includes approximately 90 business, economic development, investment and policy leaders from throughout California is also participating in the trade mission.

Local politicians hear from children fleeing violence on border crisis Reacts to republican supplemental appropriations plan Congresswoman Judy Chu (D-CA) has joined with Members of the Congressional Progressive Caucus (CPC) to hear firsthand testimony from unaccompanied minors and expert witnesses on the need to prioritize the best interests of the children at an Ad Hoc hearing titled “Kids First: Examining the Southern Border Humanitarian Crisis.” The hearing occurred on the heels of House Republicans unveiling their plan to address the current crisis. As a Vice-Chair of the Congressional Progressive Caucus, Congresswoman Chu released the following statement: “We must see the border crisis for what it is, a humanitarian crisis. At the heart of the problem are children fleeing violence at home and taking great risks to come – by themselves – to the U.S. for safety. Before insisting they be sent back home, it is important for Congress to hear directly from these children

so that we base our policy decisions on real facts. These children spoke of unimaginable violence and tragedy that drove them to seek refuge in the U.S. But, even more troubling, they testified about deplorable conditions in CBP facilities. “House Republicans must stop playing political games with children’s lives. With DHS and HHS set to run out of money this fall, we must pass a clean supplemental with sufficient funds. Nor can the answer be a legislative fix that guts existing protections and sends children back to deadly violence. “This is why I’m disappointed with the House Republicans’ supplemental funding bill, which puts more money towards border security and only a token amount towards addressing the root causes. Worse, it would expedite deportation of vulnerable children while giving no money to provide them with legal counsel. We

need a supplemental that puts the interests of children first and preserves the due process protections our laws affords.” Since 2011, the number of unaccompanied minors attempting to cross the Southwest border has drastically increased. The Department of Homeland Security (DHS) predicts that an estimated 90,000 unaccompanied children will attempt to enter the country by the end of this year. Many of the children attempting to cross into the U.S. are fleeing extremely violent environments in El Salvador, Guatemala and Honduras – collectively known as the Northern Triangle of Central America. Drug cartel and gang-related activity are the main cause for most of the violence occurring in the region. According to the United Nations High Commissioner for Refugees, as many as 58 percent of the minors could qualify for international protection.

Gold Line continues: Steady growth now a 75% completion Metro approved the agency’s Short Range Transportation Plan (SRTP). The plan was approved without an updated future project list indicating which transit projects would be advanced should additional revenues become available during the next 10 years. Attending in support of the Foothill Gold Line were representatives from Congresswomen Grace Napolitano and Judy Chu and State Senator Carol Liu, along with Construction Authority Chairman, Glendora Councilman Doug Tessitor. Each urged inclusion of the Foothill Gold Line to Claremont in the Final SRTP as part of that future project list and map. Their efforts are appreciated and clearly had an impact on the proceedings. Particularly yesterday, Los Angeles Mayor Eric Garcetti ran his first Metro board meeting as Chairman. He began the meeting reiterating the importance of collaboration, working regionally and delivering successful

projects. As part of his remarks (which are summarized below in a post on Metro’s blog, The Source), Mayor Garcetti highlighted the need to complete projects in the most heavily traveled corridors, specifically identifying the need to build the Foothill Gold Line to Claremont. Separately, I want to share that over this past week, our contractor (FTC) has completed work on the Magnolia Ave grade crossing in Monrovia and Foothill Boulevard

bridges in Azusa. With these project elements behind us, only one bridge structure and two at grade crossings remain to be completed on the project. These are the last significantly impactful activities for communities along the 11.5-mile corridor; all are on schedule to be completed in the next two months. Remaining major activities include completing installation of the light rail track, the OCS and safety systems equipment (and testing), station elements, and parking.

Gladstone Land announces farm acquisition New tenant is exclusive grower of red jalapeno peppers for Sriracha hot sauce (“Gladstone Land” or the “Company”) announced recently that it has acquired 322 acres of vegetable farmland in Arvin, California, for $5.8 million. Upon acquisition, the Company assumed the in-place lease on the property, which expires in October 2015. Gladstone Land also entered into a nine-year, follow-on lease agreement with a new tenant, Underwood Ranches, the exclusive grower of red jalapeno peppers for Sriracha hot sauce. This follow-on lease commences in November 2015 and provides for annual rent escalations.

Far too many lives have been lost already,” said CDC Director Tom Frieden, M.D., M.P.H. “It will take many months, and it won’t be easy, but Ebola can be stopped. We know what needs to be done. CDC is surging our response, sending 50 additional disease control experts to the region in the next 30 days.” CDC expects its efforts not only to help bring the current outbreak under control, but to leave behind stronger systems to prevent, detect

and stop Ebola and other outbreaks before they spread. In addition to warning travelers to avoid going to the region, CDC is also assisting with active screening and education efforts on the ground in West Africa to prevent sick travelers from getting on planes. On the remote possibility that they do, CDC has protocols in place to protect against further spread of disease. These include notification to CDC of ill passengers on a plane before arrival, investigation of ill travelers, and, if necessary, quarantine. CDC also provides guidance to airlines for managing ill passengers and crew and for disinfecting aircraft. Earlier this week, CDC issued a Health Alert Notice reminding U.S. healthcare workers of the importance of taking steps to prevent the spread of this virus, how to test and isolate suspected patients and how they can protect themselves from infection. At this time, CDC and its partners at points of entry are not screening passengers

traveling from the affected countries. It is important to note that Ebola is not contagious until symptoms appear, and that transmission is through direct contact of bodily fluids of an infected, symptomatic person or exposure to objects like needles that have been contaminated with infected secretions. with the most fatal alcoholrelated car crashes per capita are cities where drivers see relatively lower car insurance rate increases after they receive DUIs. • The national average annual car insurance premium increase after receiving a DUI is 75.3% a year. However, the range of percentage increase varies greatly. For example, drivers in San Bernardino, California, see a 135.06% increase each year, but drivers in Omaha, Nebraska, see a 3.76% increase. • The national average dollar increase for insurance premiums after a DUI is $857.53 a year, but the extra cost can range from $5,996.20 in Detroit, Michigan, to $45.26 in Omaha, Nebraska. San Bernardino, California San Bernardino has the most alcohol-related fatal crashes per capita of any city in the U.S. In 2010-2012, there were 92 fatal crashes involving drunk drivers. With a population of over 210,000, San Bernardino has nearly six times as many alcohol-related crashes per 1,000 residents, or 0.4368, compared to the national average of 0.0731. San Bernardino residents who get DUIs also face hefty car insurance increases. On average, they can expect to pay $1,282.43 more a year, or about $400 more than the national average of $857.53 a year, for car insurance after a DUI. 2. Mobile, Alabama From 2010 to 2012, Mobile recorded 58 fatal alcoholrelated crashes. For the city of about 195,000 residents, the number of fatal alcohol-related car accidents per capita in Mobile was about four times the national average. Augusta, Georgia, which has about the same number of people as Mobile, only had 17 fatal alcohol-related crashes in the same period. Compared to drivers in other cities, Mobile residents face much smaller annual car insurance increases after receiving DUIs. On average, Mobile drivers pay $1,014.88 a year for car insurance. After a DUI, Mobile drivers can expect to pay $476.75 more a year, an increase of 46.98% for car insurance premiums. 3. Riverside, California Riverside, about 14 miles

south of San Bernardino, is the city with the third-highest number of fatal alcohol-related accidents in the nation. Riverside had about three times the number of fatal alcohol-related crashes per capita compared to the national average from 2010 to 2012. Drivers in Riverside who receive DUIs will face slightly steeper car insurance rate increases than San Bernardino drivers. The average Riverside driver pays $1,001.94 a year for car insurance. After a DUI, that number jumps 140.16% to $2,406.25. 4. Tulsa, Oklahoma Tulsa, which has about 390,000 residents, had 74 fatal alcohol-related accidents from 2010 to 2012. Oklahoma City, which has almost 200,000 more residents than Tulsa, also had 74 alcohol-related crashes during the same period. Drivers in Tulsa face below-average insurance rate increases after they get a DUI. Tulsa drivers can expect to see a 42.34% increase in their yearly car insurance rates after a DUI. The average driver pays $1,472.03, and will see yearly premiums increase to $2,095.36 after a DUI. 5. Lubbock, Texas Lubbock had 40 fatal alcohol-related deaths from 2010 to 2012. Since Lubbock has about 230,000 people, that means the city had 0.1743 accidents per 1,000 residents during that period — more than twice the national average. On average, Lubbock residents pay $1,128.53 for car insurance. After a DUI, the average Lubbock driver’s insurance rates will go up about 55.34% to $1,753.01 a year. 6. Knoxville, Tennessee From 2010 to 2012, Knoxville recorded 31 fatal alcohol-related crashes — three times as many alcohol-related accidents per capita than the national average. Although Huntsville, Alabama, which is just across the border, has nearly the same population (about 180,000 residents), it had only 12 fatal alcohol-related crashes in that time. Compared to drivers in other cities, Knoxville residents face much smaller car insurance increases after receiving DUIs. On average, Knoxville drivers pay $1,019.97 for car insurance. After a DUI, Knoxville drivers can expect to pay $532.01 more a year, an increase of 52.16%, for car insurance premiums. 7. Fresno, California Fresno is the largest city

to make the top 10. With 80 alcohol-related car accidents from 2010 to 2012, Fresno had more than twice as many fatal alcohol-related car accidents per capita than the national average. On average, Fresno drivers will pay 137.87% more a year for car insurance after they receive a DUI. The average Fresno driver pays $887.93 for car insurance each year, but that will increase to $2,112.10 after a DUI. 8. Spokane, Washington Spokane is the only city in the Pacific Northwest to make the top 10. From 2010 to 2012, Spokane recorded 30 fatal alcohol-related car accidents. Tacoma, another city in Washington with a similar population, was much farther down the list: It was No. 69 with 13 fatal alcohol-related car accidents in that same time. Once convicted of a DUI, drivers in Spokane can expect their car insurance rates to increase from an average of $834.91 to $1,298.96. This 55.58% increase is less than the national average of 75.30%. 9. Sacramento, California Sacramento is the fourth California city to make the top 10. From 2010 to 2012, Sacramento recorded 66 fatal DUI crashes. For a city of 460,000, this was about 0.1412 alcohol-related fatal car accidents per 1,000 residents. On average, with a yearly cost of $1,042.58, Sacramento residents pay slightly less for car insurance than the national average. However, annual car insurance premium increases after a DUI are much higher in Sacramento than for the rest of the country. The typical Sacramento driver can expect to see their annual car insurance premium go up 138.14% after a DUI. 10. Little Rock, Arkansas Little Rock had almost twice as many alcohol-related fatal car accidents per capita than the national average. From 2010 to 2012, the city had 27 alcohol-related fatal crashes, an average of nine a year. After receiving a DUI, Little Rock drivers can expect their car insurance premiums to increase by about 50%. The average Little Rock driver pays $1,241.23 for car insurance every year, and after a DUI, a driver can expect their yearly premium to go up to $1,857.31.

City of West Hollywood to celebrate National Night Out 2014 on Aug. 5 On Tuesday, August 5, 2014, approximately 2,000 West Hollywood residents are expected to celebrate in the streets in a show of unity against crime during the City of West Hollywood’s annual National Night Out. Summer fun at Fantasy Springs Resort Casino By Greg Aragon It’s called Fantasy Springs Resort for good reason. It’s sits in the middle of the Palm Springs desert like a giant oasis, welcoming travelers with flowing fountains and swaying palm trees, a sparkling pool, and a luxurious hotel surrounded by gourmet restaurants, an award-winning casino, a world-class entertainment center and more. My getaway to Fantasy Springs Resort Casino began last week, when a friend and I checked into a spacious and modern 6th floor room, with great views of the desert landscape and distant mountains. The room came with a king bed, TV/music armoire, an office area with computer desk and free wireless internet, and a comfortable bathroom with shower/tub. While the room was great, we were more interested in the huge Fantasy Springs pool and tasty restaurants that beckoned below. So after unpacking, we headed to lunch at the elegant POM restaurant, where traditional California cuisine is fused with Latin American and Italian tastes. Our lunch began with flash fried “bang bang shrimp,” with crisp iceberg and spicy-sweet glaze. We followed this with a Greekstyled chicken wrap, with feta cheese, tomato, cucumber, kalamata olives, chopped romaine and yogurt-dill dressing; and delicious Baja tacos with grilled and fried Pacific sea bass, pickled cucumber, fresh sal-

sa, guacamole, sour cream and lime on corn tortillas. After lunch we strolled to the incredible 103-ft Fantasy Springs pool, where we found a shaded cabana and relaxed, sipping iced tea and playing in the refreshing water. From the pool, we headed to the casino to test our luck on a few of the 2,000 slot games. From penny to $100 machines, the resort has an impressive collection of the newest and hottest slots, as well as classic favorites such as Keno, Double Diamond, and Blazing 7’s. New arrivals include Willy Wonka, Cash Express Gold, Wizard of OZ and more. Besides slots, the casino boasts. For the main course I enjoyed Kung Pao Chicken, and my friend devoured sizzling filet mignon with black pepper sauce and broccoli. For dessert we shared an original and delectable coconut ice cream and Chinese chocolate cheesecake doughnuts. We concluded our evening at the very top of the hotel at the 12th Floor Cocktail Lounge & Wine Bar.
