Jeffrey Kightlinger, general manager of the Metropolitan Water District of Southern California, issues the following statement on proposed outdoor water restrictions approved Tuesday by the State Water Resources Control Board: “Asking all urban areas to implement their own outdoor water restrictions is a tailored, effective next step in managing this drought. Curbing outdoor water use can create the largest savings, particularly during the hot summer months. This is the right next step at the right time. “The state board proposal respects the different local approaches to conservation management and reflects the seriousness of a drought that has yet to end. Metropolitan’s water reserves are adequate for the coming months, but a continued drought will prompt even greater restrictions.” -Photo by Terry Miller
California approves $500 fine for water wasters BY JENNIFER SCHLUETER In January, Governor Jerry Brown asked Californians to reduce their water use by 20% because, for some parts of California, 2013 had been the driest year ever recorded and no relief seemed in sight. However, a recent state board survey shows that the statewide water use in the month of May has increased by 1% compared to the same month of the three previous years. Apparently somer Pasadena Water and Power (“PWP”) customers have been approached by a company named Titanium Power, an active vendor in Southern California offering toilet replacements at no cost to the resident, according to a memo sent to City Manager Michael Beck. Titanium Power employees make door-to-door visits and line up toilets in neighborhoods throughout the city. The company often misrepresents themselves as “partners” of the city, providing city logos on their flyers and other misleading information in an attempt to coerce residents into replacing their toilets. PWP stresses that it is
A Pomona man arrested in February at Los Angeles International Airport (LAX) for attempting to smuggle nearly seven pounds of cocaine out of the U.S. concealed inside a hollowed out surfboard was sentenced Monday to 60 months in federal prison. Jesse Edgardo Herrera, 31, pleaded guilty in May to one coun t of possession with intent to distribute cocaine. Herrera was taken into custody Feb. 26 at LAX by special agents with U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). Herrera’s arrest came after U.S. Customs and Border

Herrera originally claimed to CBP officers that he was traveling to Australia for vacation. BARRY McGUIRE of “Eve of Destruction” fame to sing in Arcadia July 27 Barry McGuire stepped into the public eye in 1963 on the Andy Williams Show as the gravelly voiced lead singer of The New Christy Minstrels. He launched his musical career with the millionsellers “Green, Green” and “Green Back Dollar.” In 1965, at the heart of the peace movement, McGuire went solo. His growing awareness of social hypocrisy was expressed in his third hit “Eve of Destruction” which echoed around the world as an anthem of the times. Lyla Keller celebrated her 8th birthday last month and just finished 2nd grade at Mayflower School in Monrovia. Next week she will be representing Monrovia and the Arcadia Dragons track team in the USATF National Junior Olympics Track & Field Championships in Houston Texas. Lyla stepped onto a track for the first time only 5 months ago and now she will be competing in the two most recognized events (100M Dash & 200M Dash) at the National Junior Olympics. Lyla will have her Mom, Dad and
baby brother Louie rooting her on as her Track & Field journey continues. Keller has been training with Coach Randy Ludwig and their track team Arcadia Dragons since March 2014 for 3 days per week and for the last 2 months (June and July) she has been training at Beverly Hills High School with two time Olympic athlete Nabi Fofanah. She also does core exercises every day for 20 minutes. Her 3 favorite track & field events are Long Jump, 100m and 200m. Her ambitions; Lyla’s

Mike Gatto Moves to Adjourn the State Assembly in Memory of American Hero Louis Zamperini Assemblyman Mike Gatto (D-Los Angeles) honored the life and legacy of local Hollywood Hills resident Louis Zamperini by moving to adjourn the Assembly floor session in his memory. A World War II prisoner of war survivor, inspirational speaker, and Olympic distance runner, Zamperini was a true American hero. He died of pneumonia on July 2, 2014 at the age of 97. Zamperini lived in Gatto’s 43rd Assembly District. “I got to know Louis Zamperini when we sat next to one another during a flight one evening,” said Gatto. “He was a very memorable guy, and humble and charming despite his in-
credible life story. His tales are burned in my mind.” The child of poor Italian immigrants in Torrance, California, Zamperini became a celebrated runner, representing the United States in the 1936 Berlin Olympics. Later, as a bombardier for the Army Air Corps, Zamperini survived for fortyseven days on a raft in the Pacific Ocean, rescuing two of his crewmates after their plane crashed behind enemy lines. Zamperini survived the ordeal by eating birds, fish, and sharks, only to be captured and tortured as a POW at “Execution Island” in the Japanese-occupied Marshall Islands. Overcoming the continued abuse,
Zamperini survived the war and eventually returned to Japan to offer forgiveness for his tormentors and carry the torch for the 1998 Olympics in Nagano. He leaves behind a son, Luke; a daughter, Cynthia; and a legacy of perseverance that will be memorialized in the feature film Unbroken, directed by Angelina Jolie, which will be released this Christmas. Gatto’s motion to adjourn in memory of Zamperini was published on July 3, 2014. A spoken motion will also be made by Assemblyman Al Muratsuchi (D-Torrance), who represents Zamperini’s hometown, when the legislature returns in August.

Michael Roberts returns to San Gabriel Valley on Suicide prevention, Alcohol and Drug Abuse Local motivational and inspirational speaker Michael Roberts will be in Pasadena August . The product of divorced parents, alcohol and drug abuse led him to a suicide attempt by jumping off a 250 foot cliff and lived to tell the tale. Roberts grew up with divorced, alcoholic and abusive parents. Michael turned to drugs and alcohol at an early age, by 13 years old he was an alcoholic, by 15 he started using drugs and by 17 he attempted suicide. With no discipline and the freedom to do whatever he wanted, alcohol and drugs became his way of life. His soon-to-be released

Felicia Marcus, chairwoman of the State Water Resources Control Board, warned: “People really don’t understand the gravity of the drought, particularly in urban California, where people are hundreds of miles from their water source.” This drought is the third-worst ever recorded and the worst in decades. Therefore, last Tuesday, the state of California has chosen to impose strict fines of up to $500 for over-watering grass, hosing down hard surfaces such as sidewalks and driveways, running fountains that do not recirculate water, or wasting too much water on car washes by using a hose without a nozzle. Marcus explained after the vote: “Our goal here is to light a fire under those who aren’t yet taking the drought seriously. We’re all in this together,” she added. “This is our attempt to say ... this is the least that urban Californians can do.” Starting August 1, the new rules, which have been approved on a 4-0
vote by the State Water Resources Control Board will stay in effect for 270 days, and possibly longer, if the drought continues. According to the Desert Sun, “last week Lake Mead, the nation’s largest reservoir, reached its lowest level since it was filled by Colorado River water in the 1930s. As of Tuesday, the lake surface elevation was at 1,081.60 feet, below the previous record low of 1,081.85 set in 2010.” On Tuesday, the day of the ruling, the University of California Davis released a study, which claims that the impacts of the drought will cost California $2.2 billion and 17,100 jobs. National Geographic illustrates: “According to the UC Davis report, the state’s agricultural sector faces a net water shortage of 1.6 million acre-feet this year, which will cause losses of $810 million in crop revenue and $203 million in lost dairy and other livestock value, plus additional groundwater pumping costs of $454 million. These direct costs to agriculture total $1.5 billion. When the job losses are factored in, the total eco-
nomic impact to the state economy is estimated to be $2.2 billion.” Marcus realized the survey’s reality: “We are facing the worst drought impact that we or our grandparents have ever seen. And, more important, we have no idea when it will end. This drought’s impacts are being felt by communities all over California. Fields are fallowed; communities are running out of water, fish and wildlife will be devastated.” She urges: “The least that urban Californians can do is to not waste water on outdoor uses. It is in their self-interest to conserve more, now, to avoid far more harsh restrictions, if the drought lasts into the future. These regulations are meant to spark awareness of the seriousness of the situation, and could be expanded if the drought wears on and people do not act.” Signs on freeways and the Save our Water campaign among others try to raise awareness to make Californians reduce their water use. Lady Gaga supports the latter and said: “Do your part to save water.”

The students plowed through archival materials , searchedonline, and conducted insightful interviews with war veterans to get to the bottom of what Tanouye and his family experienced. Tech/Sergeant Ted Tanouye died at the age of 24 as a result of wounds received from a mine blast during combat. He was a
member of the renowned 442nd Regimental Combat Team, comprised mostly of Japanese American soldiers. Tanouye’ s valiant act ions earned him the accolades of his fellow soldiers and many posthumously awarded medals, including the Medal of Honor. Tanouye’s family was incarcerated at internment camps with other Japanese-Americans, including confinements at both Jerome War Relocation Center and Rohwer Relocation Center, even as he served and eventually died an American war hero. The students bring Tanouyes story into sharp focus as the relevance of his experiences to their own lives becomes all too apparent. Documentary filmmaker and Glendale resident Robert Horsting produced and co-directed the
film with Craig Yahata. His work on the film germinated from his voluntary participation in the Hanashi Oral History Program of the Go For Broke National Education Center, designed to preserve the legacy of Japanese American soldiers in the US Army during WWII. He was moved by how openly theveterans shared their life experiences and what they had done to prove their loyalty. Original music for the film was composed by Stephen James Taylor. President Signs Executive Order Banning Discrimination Against LGBT Workers Rep. Adam Schiff (DCA), vice chair of the Congressional LGBT Equality Caucus (Equality Caucus), released the following statement after President signed an executive order last week prohibiting federal contractors and agencies from discriminating against employees on the bases of sexual orientation and gender identity: “With Republicans still unwilling to bring up the Employment NonDiscrimination Act in the House – despite bipartisan support during passage in the Senate – the President was right to act to protect LGBT workers in the federal government from being discriminated against. We should be using every avenue available to fight discrimination – it’s just the right thing to do. “Nevertheless, this does not free Congress from the responsibility to pass
ENDA and protect all workers from discrimination and we must continue to call for such action, and work to narrow the exemption granted to religious organizations.” Schiff earlier led an effort urging President Obama to issue such an Executive Order. The announcement is an important step towards ending discrimination against LGBT employees and ensuring that they are judged based on the quality of their work and not because of who they are or who they love. The executive order, when implemented, will only protect employees of federal contractors and federal agencies. Schiff is an original cosponsor of the bipartisan Employment Non-Discrimination Act (ENDA), which passed the U.S.
Senate in November 2013. ENDA currently has 205 cosponsors in the U.S. House of Representatives. The Employment NonDiscrimination Act would establish basic protections in the workplace to prevent discrimination based on sexual orientation and gender identity. There are currently only 18 states (including California) and the District of Columbia that prohibit discrimination on bases of sexual orientation and gender identity, and an additional 3 states that prohibit discrimination on the basis of sexual orientation. ENDA would provide a basic level of protection against workplace discrimination in a manner modeled closely on Title VII of the Civil Rights Act of 1964 and would apply to private employers as well as local, state, and federal government employers.
Schools Chief Torlakson Announces Millions in Grants to Improve Charter Schools Twenty agencies will share $7.5 million in federal grants to develop or improve charter schools in California, State Superintendent of Public Instruction Tom Torlakson announced today as he released the funding results for two grants. “These grants will help districts create high-quality charter schools, and help already successful charter schools share their best practices,” Torlakson said. The $7.5 million in funding is being distributed through two sources: the Public Charter Schools Grant Program Planning and Implementation Grant (Round 2) and the Public Charter Schools Grant Program Dissemination Subgrant. In the Public Charter Schools Grant Program Planning and Implementation Grant (Round 2), 13 school districts and nonprofit agencies will receive $5.4 million in
federal funding. The grants were awarded to agencies that are likely to develop and open highquality charter schools. The grantees were selected based on the quality of their application outlining how they would improve student academic achievement. Smuggler gets 5 years tic packages inside that collectively contained just over three kilograms of cocaine. “Every day, CBP Officers at LAX and around the nation carefully scrutinize travelers who are coming into the country, as well as those who are departing, looking for any indicators that those individuals may be involved with the smuggling of narcotics, currency, or other prohibited items,” said Todd C. Owen, CBP director of field operations in Los Angeles. “This seizure, subsequent investigation and prosecution highlights the fine work that federal border security agencies perform each day, often behind the scenes and unbeknown to the general public.”
CBP officers alerted HSI special agents who responded to the scene and placed Herrera under arrest. HSI’s investigation into the broader circumstances surrounding the smuggling attempt is ongoing. “This case shows yet again the lengths to which smugglers will go in an effort to conceal their contraband,” said Claude Arnold, special agent in charge of HSI Los Angeles. “It also demonstrates that such subterfuge is frequently futile in the face of our joint enforcement efforts.” Authorities estimate the cocaine seized in connection with this smuggling attempt would have sold for more than $750,000 on the street in Australia.
