Alhambra man sentenced for assaulting young girls Milton Joel Melgar, 31, pleaded no contest Friday to two felony counts of assault with intent to commit a felony, one felony count of false imprisonment by violence, and two misdemeanor counts of child molesting according to police reports..
Melgar was ordered to register as a sex offender for life. Melgar was accused of harassing and sexually assaulting five female teenagers between August 2012 and July 2013 in El Monte. The girls were 14 to 16 years old at the time.

In response to the ongoing severe drought, on Tuesday the State Water Resources Control Board approved an emergency regulation to ensure water agencies, their customers and state residents increase water conservation in urban settings or face possible fines or other enforcement. The new conservation regulation is intended to reduce outdoor urban water use. The regulation, adopted by the State Water
Board, mandates minimum actions to conserve water supplies both for this year and into 2015. Most Californians use more water outdoors than indoors. In some areas, 50 percent or more of daily water use is for lawns and outdoor landscaping. Many communities and water suppliers have taken bold steps over the years and in this year to reduce water use; however, many have not and much
more can and should be done statewide to extend diminishing water supplies. With this regulation, all Californians will be expected to stop: washing down driveways and sidewalks; watering of outdoor landscapes that cause excess runoff; using a hose to wash a motor vehicle, unless the hose is fitted with a shut-off nozzle, and using potable water in a fountain or decoPlease see page 4

This award is an important and prestigious recognition of the quality of work at City of Hope.” Budde leads the research under the mentorship of Stephen J. Forman, M.D., the Francis and Kathleen McNamara Distinguished Chair in Hematology and Hematopoietic Cell Transplantation at City of Hope. AML develops when abnormal white blood cells grow so rapidly in the bone marrow that they interfere with normal blood cell development. Currently, patients with AML have only one option to cure the disease: a blood stem cell, or bone marrow, transplant. Because many patients fail to achieve disease remission, they are not candidates for transplant. Thus, doctors and researchers have been desperately searching for other treatment options that could serve as bridges to transplant or even be curative on their own. In Budde’s approach, a patient’s own T cells are modified to destroy AML cells. Although normal T cells target a variety of foreign or abnormal cells, Budde’s modified T cells are reprogrammed to specifically and efficiently target and kill leukemia cells. The grant will also help Budde find ways to boost the potency of the T cells and make the therapy more effective. “[These studies] have the potential to change the

A limited system developed by Caltech, UCBerkeley and University of Washington, in conjunction with the United State Geological Survey (USGS), has already been deployed and has proven that the early warning technology is sound. This $5 million in funding will allow those developing the statewide system to begin purchasing and installing additional sensors, hire new staff members, and come closer to deploying comprehensive early earthquake warning coverage throughout earthquake prone regions of the West Coast. The Schiff language included in the Appropriations bill reads: “…the Committee provides $5,000,000 from within the funds provided for Earthquake Hazards to transition the earthquake early warning demonstration project into an operational capability on the West Coast.” “It’s critical that the West Coast implement an earthquake early warning system that will give us a heads up before the ‘big one’ hits, so we can save lives and protect infrastructure,” said Rep. Schiff. “We are constantly reminded of our vulnerability – with tremors, earthquakes and aftershocks rattling our homes and businesses – and even a few seconds of warning will allow people to seek cover, automatically slow or stop trains, pause surgeries and more. State Schools Chief Tom Torlakson reports jump in number of students earning Seal of Biliteracy Nearly 25,000 graduating high school students across California this summer have earned state recognition for achieving proficiency in multiple languages, State Superintendent of Public Instruction Tom Torlakson announced today. California pioneered the “State Seal of Biliteracy,” which was established in 2012 as a result of Assembly Bill 815 (Brownley) to recognize high school graduates who have attained a high level of proficiency in speaking, reading, and writing in one or more languages in addition to English. The recognition takes the form of gold seals affixed to the high school diplomas of qualified students. Since then, eight other states—New York, Texas, New Mexico, Illinois, Washington, Florida, Massachusetts, and Maryland—have replicated or are in the process of replicating this program. “Fluency in more than one language has always been an admirable skill, but it’s increasingly becoming
one that’s highly sought after by employers,” Torlakson said. “In California, we encourage and recognize this accomplishment because it’s one more tool students have to help them succeed outside our classrooms.” In the Class of 2014, 24,513 students earned these gold seals. In 2013, the number was 19,000. In 2012—the first year of the program— about 10,000 students received this special recognition. Of the total number of gold seals, 74.49 percent were for Spanish, 9.81 percent for French, 3.88 percent for Mandarin, 1.97 percent for Japanese, 1.19 percent for German, and 0.29 percent for Cantonese. Altogether, students earned the seal for demonstrating proficiency in some 40 languages, including American Sign Language. To qualify for the State Seal of Biliteracy, high school graduates must meet certain criteria, including: • Completion of all English language arts require-
ments for graduation with an overall grade point average of 2.0 or above in those classes; • Passing the California Standards Test in English language arts administered in grade eleven at the “proficient” level; • Proficiency in one or more languages in addition to English, demonstrated by passing a foreign language Advanced Placement examination with a score of three or higher or an International Baccalaureate examination with a score of four or higher; or • Successful completion of a four-year high school course of study in a world language and attainment of an overall grade point average of 3.0 or above in that course of study. Violent street gang charged with narcotics and weapons violations in “Operation Thumbs Down” Over 500 hundred law enforcement officers and agents served arrest warrants this morning during the latest phase of “Operation Thumbs Down,” a 30-month investigation targeting members and associates of the Rollin’ 30s Harlem Crips, a South Los Angeles street gang that ranks among the Los Angeles Police Department’s top targeted street gangs. The announcement was made on behalf of the task force by André Birotte Jr, the United States Attorney in Los Angeles; Bill Lewis, the Assistant Director in Charge of FBI in Los Angeles; Charlie Beck, the Chief of the Los Angeles Police Department; and Mike Feuer, the City Attorney in Los Angeles. 23 defendants currently charged in federal indictments are in custody following this morning’s “Operation Thumbs Down,” an investigation initiated in 2011 to identify and target members of the Rollin 30s Harlem Crips, a gang known for violence in the community it claims as its territory. The indictments filed in United States District Court in Los Angeles and unsealed this morning, charge the defendants for their roles in a drug distribution network. The violations charged in the indictments include Possession of Cocaine Base (Crack) With Intent to Distribute; Conspiracy; and Felon in Possession of a Firearm. Four defendants charged were already in custody on unrelated charges and six are considered fugitives currently being sought by task force members. The investigation was called “Thumbs Down” by the task force in reference to hand gestures used by this gang, including two thumbs pointed upward, representing the “H” in the word “Harlem.” The Rollin 30s Crips is a multi-generational violent gang that operates primarily in South Los Angeles and has ties to other gangs with whom they are known to have violent disputes. The Rollin’ 30s is comprised of three factions, known as “cliques” or “sets,” identified as “The Avenues,” “Denker Park,” and “39th Street.” Each clique claims different geographical territories within the gang’s overall claimed territory, and has its own respective leaders or “shotcallers,” who direct the
gang’s criminal activity. Law enforcement estimates there are between 700 and 1000 Rollin 30s gang members. During “Operations Thumbs Down,” task force members targeted these “shotcallers” within the Rollin’ 30s’ criminal enterprise. Last August, 21 members and associates of the Rollin 30s Harlem Crips were indicted federally in Los Angeles and, since the operation began, nearly 100 members or associates of the gang were charged by the state with a variety of weapons and narcotics violations in connection with Operation Thumbs Down. Crime statistics indicate there have been at least 29 homicides in recent years in the gang’s territory, which incorporates the neighborhood between Jefferson Avenue, Martin Luther King Avenue, Normandie Avenue and Crenshaw Avenue. In addition, more than 1100 robberies and more than 1000 aggravated assaults have been reported in the 1.5 square mile area that comprises the gang’s claimed territory. The Rollin 30s Harlem Crips is also suspected of committing a series of residential or “knock-knock” burglaries, referred to by the gang as “floccin.” Police departments in multiple counties throughout Southern California are investigating members of the Rollin 30s Harlem Crips in connection with these robberies. The four defendants who were already incarcerated on unrelated charges are expected to be transferred to federal custody. Many of the federal defendants face mandatory-minimum prison terms of 5 years, depending on the quantities of narcotics alleged and individual criminal histories, and maximum statutory penalties of life in federal prison. The defendants arrested today will make an initial appearance in U.S. District Court in Los Angeles this afternoon. This case is the result of an investigation by members of the Los Angeles Metropolitan Task Force on Violent Gangs, including, the Federal Bureau of Investigation; the Los Angeles Police Department; the United States Attorney’s Office; the Los Angeles City Attorney’s Office; and the Los Angeles County District Attorney’s Office.
