Long-term closure of Myrtle Ave. at railroad crossing in Monrovia starts - Jan. 20 Santa Anita crossing in Arcadia marks half way point for project
Prop 218 protest votes growing deadline Jan. 28 BY TERRY MILLER Our friends over at the Tattler bring up a good point in a post Tuesday with a great headline: “Where Have All The Flowers Gone? The Civility Party, Once the Hope of Many, Is Now No More.” It seems that everyone is either leaving council, has left or is planning to do so. Last week two announcements were made. One being that of Josh Moran deciding not to seek reelection and this latest from Chris Koerber: “I will not be running for re-election for Sierra Madre City Council in April, 2014. When I pulled papers Please see page 17
Long Beach Police Chief throws hat in ring for top cop position BY TERRY MILLER Long Beach Police Chief Jim McDonnell is the latest to announce he will be running for the seat of Los Angeles County sheriff. The seat is being vacated by Lee Baca, who announced his retirement earlier this month after serving four terms as sheriff. McDonnell has been in Long Beach since 2010 after serving as high as second in command with the Los AnPlease see page 6

BY TERRY MILLER The changing face of Arcadia, Monrovia and Duarte due to Gold Line construction is dramatic in area cities. Perhaps none moreso than in Arcadia. First with
the completion of the basket bridge over the 210 last year, now the rail crossing over Santa Anita which heralds the fast pace at which Metro is working to get the light rail through the San Gabriel Valley cities.
Temple City City Council fires top executive Pulido At a Special Meeting held Monday evening, the Temple City City Council voted unanimously to terminate the employment agreement of City Manager Jose Pulido effective February 12, 2014. In accordance with Pulido's contract, he will be on paid administrative leave for 30 days and then receive a severance payment equal to six months of his base salary ($17,244.93/mo.). Mayor Cynthia Sternquist stated, "The Council and Mr. Pulido enjoyed a productive working relationship and moved the City forward in a positive fashion. However, the Council's evaluation was that they needed stronger leadership
Jose Pulido
to lead Temple City into the future. We are saddened to take this action, but believe a separation is in the best interest of the City. We wish Jose well.” Please see page 23
The next phase in Gold Line construction in Monrovia begins this weekend with a full closure of Myrtle at Railroad next week. Crews will be constructing grade crossing improvements on Myrtle Ave at the
railroad crossing (just north of Duarte Rd) in the City of Monrovia, as part of the 11.5-mile Metro Gold Line Foothill Extension light rail project. This grade crossing work requires a full closure of Myrtle Ave at the railroad
crossing for four months. To prepare the street for the long-term closure, the intersection of Myrtle Ave and Duarte Rd will be closed nightly on Saturday, JanuPlease see page 12
Arcadia Mayor Mickey Segal won’t run again Longtime councilmember and Mayor of Arcadia Mickey Segal has decided not to run for relection. His decision “ opens the door for at least two first-time new members on the Council, and potentially a majority of the five-member Council,” according to a report in Arcadia’s Best Tuesday. Scott Hettrick of Arcadia’s best first broke the story on his website; “For the first time in recent memory, there is no incumbent candidate, though Roger Chandler hopes to return to the Council where he has served multiple Mayoral stints. And Sho Tay, who is very familiar to voters, hopes to make this his first successful run. Other newcomers to

the process who filed by the 5:30 p.m. deadline today and are awaiting validation of their applications from the City are Tom Beck, Burton Brink and Paul Van Fleet.” Hettrick continues: “Only one of the five potential candidates thus far is Chinese-American in a City that is nearly two-thirds Chinese;
none are female; and all five are AARP-eligible.But there may be others. Segal’s decision triggered a seldom-exercised City election rule that allows for a 48-hour extension of the filing deadline if no incumbent is running, according to Lisa Mussenden, Chief Deputy City Clerk/ Records Manager.”

Dorothy's Place A morning spent
By Dorothy Denne I put it away where I wouldn't lose it. I know it's not lost, but I haven't the foggiest notion where I put it. I've looked in three very logical files. It's not there. I've looked in the desk drawer. It's not there. I've looked in the fire box. It's not there. I've looked in every nook and cranny I can think of and it is nowhere to be found. I even looked in the old family Bible, the safest place of all, but it didn't surface. It can't be lost though because I distinctly remember putting it where I wouldn't lose it. I haven't found it yet but, oh my goodness, the treasures I did find. Took
me all morning to look at them, read them, toss them or refile them and in some cases savor them. I found the bill for the last roof we put on the garage. No wonder it leaked this year. I thought it had only been a couple of years but, time does fly. There was a clipping in the Bible from my hometown newspaper announcing my wedding. There is one in the family history album but this was an extra sent to me by my cousin when she found it in her drawer. One can't throw something that important away, even if it is an extra and even if it will soon be forty eight years old. Some people keep their baby's first tooth. Well, down deep in one of the drawers I found a yellowed envelope. Inside was a claw from our first cat, Princess
Saroya. It was the first-ever claw I found imbedded in a piece of our upholstered furniture. Saroya lived to be twenty-three, the same age as the vet who, in his compassion, came to the house to bring her a peaceful sleep. That is a touching memory. I also remember the bill he sent me for his compassion. I didn't have to save it. There have been many claws imbedded by many cats in many pieces of furniture since that first one. There has only been one home visit by a compassionate vet. The morning is spent. It's been a good morning. I didn't find it but I enjoyed the search. I know it isn't lost because I put it where I wouldn't lose it. Doesn't matter anyway 'cause now I forget what I was looking for.
Neil the Pig nixed as Citizen of the Year By Terry Miller We were stunned, nay flabbergasted, when the press release from the Sierra Madre Chamber of Horrors arrived in my our in-box and informed us that Neil lost his bid for Citizen of the Year 2013. Despite our best efforts and countless swine hours of campaigning and a few attempted bribes, those that select the COY opted for two human beings this year. We just don’t understand the logic. It’s not so much as what Neil has done but what he represents to so many in Sierra Madre – a bright future without absurd bureaucracy dictating his domicile and other aspects of his life. For those of you who didn’t manage to read about Neil, we’ll re-cap the juicy details for you: Neil has lived in Sierra Madre for 17 years without a single citation, complaint or traffic infraction. In fact Neil doesn’t even drive. No, Neil is an upstanding citizen Sierra Madre of the porcine family. He has residence on Montecito thanks to the kindness of his family but someone wanted him out. A fever pitch was reached over the authorities attempting to evict Neil on a technicality – a stupid ordinance that said Hogs weren’t permitted within city limits. Word spread like wild-
fire and pretty soon Neil had a lot of support. Fearing a PR nightmare, the city gave in and allowed Neil to stay. Neil is a Pot Bellied pig and not a Hog. Now , really, is there anyone more deserving of this honor in Sierra Madre than Neil? We must insist. We are pondering requesting a formal recount ! While we congratulate Joe and Jacquie Pergola as the chosen ones for 2013, we’d like to remind citizens of Sierra Madre that it is not too late to nominate Neil for Grand Marshal of
the famous Fourth of July Parade and give him the dignity he so deserves after such a crushing blow to his ego this morning. Again it seems we must remind the proletariat who select the COY each year that the honor could in fact be bestowed on Neil for services rendered next year. Send in protest ballots now, to be counted next year. After all, Neil’s significant victory over government’s absurdity should to be heralded on all corners of Sierra Madre.

A suspect is in custody for the sexual assault of a 29year old woman in her home on October 27, 2012. The violent crime occurred on a Saturday at 6:00AM when the victim was awakened in her apartment on the 1500 block of Jellick Avenue in Rowland Heights by an unknown Hispanic man who brutally beat and raped her. Walnut/Diamond Bar Sheriff's Station deputies were notified and Special Victims Bureau investigators of the Los Angeles County Sheriff's Department immediately began an investigation. It included DNA analysis by the Los Angeles County Sheriff's Crime Lab (Scientific Services Bureau). Sheriff's Special Victims Bureau investigators received a break in the case due to recently entered suspect DNA resulting in a hit from the FBI Combined DNA Index (CO-
DIS) System. That information led Sheriff's detectives to Suspect Pablo Reyes Bautista as a suspect in the case. After an extensive manhunt, Sheriff's Major Crimes Bureau detectives located and arrested Pablo Reyes Bautista in the Atwater Village area of Los Angeles. Bautista had previously lived in the unincorporated community of Rowland Heights in the east San Gabriel Valley. 26-year old Suspect Bautista was booked at the Walnut Sheriff’s Station on the charges of Rape by Force (261(a)(2) CA Penal Code, Aggravated Mayhem, 205 P.C., and Burglary, 459 P.C. His arrest warrant bail is set at $1 million dollars and arraignment is set for Tuesday, January 14, 2014. Sheriff’s Special Victims Bureau detectives are seeking the public’s help in identify-

Send your letters to tmiller@beaconmedianews.com Dear Editor: I just read your commentary on the Rose Parade and wanted to clarify a couple things. I didn't want to post online since we're in the same business more or less. Regarding the PETA protesters, my daughter was doing my photography for the parade, and she was in the stands at Orange Grove and Colorado, 30-40 feet high. She knew a protest was coming and was looking for it to get some shots. She said that the protest happened out of camera range. It could be the view was blocked by other floats at that range, but she was hoping to get pictures and couldn't see them. Personally, I didn't see any protesters and friends further down the route only saw a few. I double-checked the arrest numbers with the Pasadena PIO, who was at the Rose Bowl Game when I emailed him, but he got on it and reported there were 15 arrests, including one juvenile. I
updated the article I wrote as soon as I got the numbers. The YouTube video I watched was posted by someone affiliated with PETA. I really wish they had protested there at the corner, because it would have made for some great photo ops, but they didn't. As for the AIDS float-I only record KTLA, and they showed the couple and gave their names-but it is too bad that the other broadcasters didn't. Whether or not a viewer agrees with same-sex marriage, it was in the parade and should have been part of their coverage. For my part, in my article, I reported it and posted several photos, but didn't make a big deal out of it, because in my opinion it shouldn't really matter. Hope you had a good holiday season! I can never relax until about mid-January, so I'm getting there. Laura Berthold Monteros All Things Rose Parade Tournament of Roses Examiner Altadena Headlines Examiner San Gabriel Foothills Examiner
Dear Editor: Looks like the Pasadena Humane Society has an addition that costs millions. The newspaper article ( last week) mentioned day care for dogs and boarding for dogs/ What about cats? Wasn’t there anything added for cats? It seems whenever there is news about Pasadena Humane Society, it’s just about dogs. There are many cats for adoption there but they never seem to get the recognition. Cats need to be spayed, neutered, tested and vacci-
nated before being adopted. The need to live indoors for their own safety to avoid the dangers of being killed by a car, dog or being stolen. Pasadena Humane Society needs to feature more cats. J. Jensen Temple City Editor’s Note: The Pasadena Humane Society does a wonderful job with all animals. If you take a look at their website, you’ll see lots of kitties ready for adoption. We’re certain the new facility will have additional space for cats too.

Arcadia student from Hugo Reid wins 7th National Chess Championship in Florida Whereas most 9 year olds have not chosen their vocation, fourth grader Joaquin Perkins can now add the word “champion” to his young resume. Perkins, a student at Hugo Reid Elementary School in Arcadia, recently returned from a chess tournament in Orlando, Fla. where he picked up the national chess championship in his category. With approximately 200 participants taking part in the tournament, Perkins had six wins and one draw in the seven-round event. He said getting the seventh win would have been extremely difficult. “Tons of people get knocked out because most people lose one game,” said Perkins, who added his favorite subject in school is math. “It’s almost impossible to have more than one with a perfect score, or seven out of seven. Perkins said he was very happy when he found out he got the championship. “I was pretty excited when I won,” said Perkins, whose younger sister Adriana
By Shel Segal also attends Hugo Reid. “I was pretty nervous during the game, especially during the final round because if I lose that I don’t win. But if I do well then I win.” In addition to being a national champion, Perkins has also competed internationally, taking part in a two-week tournament recently in Slovenia. In that tournament the participants played one game a day and Perkins came in fourth. So, how long has Perkins been playing chess? “My whole life, basically,” he said. “My dad just started teaching me when I was really young. I can beat him now if I play really well.” He added he is always working on something chess related. “Sometimes I study openings, like the beginning of the game,” said Perkins, who will be playing in another national tournament in six weeks here in California. “But most of the time I do tactics, which is like combinations to help you get a big advantage. So, that’s what I mostly do.” Tom Bruce, the principal

at Hugo Reid, said Perkins is just a nice kid to have at the school. “He’s a great student,” Bruce said of Perkins. “What I like about Joaquin is he’s a fun kid to be around. He’s got a lot of great friends and he’s a great athlete. He’s growing every day, too. Every time I see him he’s taller.” Bruce added that despite Perkins’ success he doesn’t act with an ego. “He’s great in class,” Bruce said. “He’s a great helper. He’s one of the top kids, obviously, in class, but he doesn’t act like it. He’s just a good, well-rounded kid.”

Letters to the Editor (Cont.) I recently read that Mayor Nancy Walsh of Sierra Madre endorsed Paul Tanaka for Sheriff of L. A. County. I have the following questions for her: 1. Does she know that an independent commission in the County of L. A. stated that Tanaka was responsible for the jails and he encouraged a culture of brutality and it urged his firing? ( Per L. A. Times) 2. Does she know that Tanaka has stated that Baca told him to run the jails and that Baca was responsible for
the abuse and corruption; and that Tanaka stated that "If your boss tells you to do something, you do it." ? What about ethical behavior and not doing something that is unethical, Mayor? 3. Does she realize that as Mayor of a city which has its own Police Department, she has no reason to offer her opinion on Tanaka, unlike the Mayors of Temple City and Rosemead who employ the Sheriff to patrol their cities, who have endorsed Tanaka? 4. Does she realize that the citizens of Sierra Madre
may not feel the same as she does about endorsing Tanaka or any other candidate and that she should keep her endorsement on a personal level and not in an official capacity as Mayor? 5. Finally, does she realize that the position that Tanaka is seeking as Sheriff is significantly different from being mayor/city council member of the City of Gardena? There is no comparison! However, they are both political! Patrick Holland Sierra Madre

Jack Orswell announces Second bid for the 27th Congressional District On Friday, January 10, 2014, at the monthly Foothills Lincoln Club meeting, Jack Orswell announced his intention to file as a candidate for the California 27th Congressional District. “As a small business owner and a former FBI Agent, I believe that our government is no longer effectively serving the needs of the people. Congress is filled with career politicians who are influenced by corporate and
union money, ignoring the voices of the people. Excessive, wasteful spending has produced a national debt that will be an enormous financial burden to our children and grandchildren. I believe that I can make a difference. With my leadership skills, my small business and government experience, and a strong desire to serve my community, I know that I can represent the people of the 27th District and build a better
long-term future for our families and America.” Orswell was a 2012 candidate for the 27th Congressional District and received over 86,000 votes in the November 2012 election. The 27th Congressional District extends from Pasadena and Altadena, south to Rosemead and Monterey Park, and east out to Claremont and the northern half of Upland. The district also includes a large portion of the Angeles National Forest.
Speaker John A. Pérez statement on Governor Brown’s budget proposal Assembly Speaker John A. Pérez (D-Los Angeles) released the following statement on Governor Edmund G. Brown, Jr.’s 2014-2015 budget proposal: “Assembly Democrats want to maintain stability and expand opportunity. There is much in the Governor’s budget proposal that supports those goals. I’m pleased to see so many areas of agreement between the Governor and the Assembly, particularly how strongly he has embraced the rainy day fund
that is the cornerstone of the Assembly’s proposal. With a strong rainy day fund in place we can avoid mistakes of the past and ensure that education and other vital services in California are protected from the volatility of boom and bust cycles. I am pleased that the Governor proposes to continue paying down the wall of debt. This proposal completely pays off California’s economic recovery bond debt from 2005, and repays our schools six billion dollars in funds
that were deferred during the worst years of the Recession. This proposal makes smart investments in strengthening our economic recovery, especially with respect to our shared commitment to infrastructure. The Assembly will work with the Governor and the Senate to finalize another on-time balanced budget. Having agreement on such a major component as the rainy day fund makes that job easier.”

Making a difference, one pet at a time... It takes someone who cares As part of our continuing desire to focus on those in our community who care for unwanted animals, we are highlighting here the work that animal rescue organizations and individuals do in helping homeless pets find homes.
It takes a neighborhood by Darlene Papa Lifelineforpets.org In honor of this being our first article of the New Year, here's a happyending story, yet one with a “heads-up” message. If you or someone you know has ever lost a beloved pet, you know the heartbreak. Just as a pet who has fallen prey, or become injured causes terrible grief, expense, and owner time, so can a missing animal--but with the additional pain of not having closure. There are countless names of missing animals posted in online classifieds and flyers around towns. Tragic! Some people may feel that an animal is disposable, and if something happens, so be it. Yet, more folks feel that their pet is like a child--they love it unconditionally and will do almost anything for it. Let's take the case of “Cuddles,” a 2 year old, orange, male cat. Cuddles and his brother, Tanner, were rescued from abandonment at babyhood and lovingly raised together. They were very bonded. It took over 2 years, but after the usual adoption process of an application, interview, and home check, they were both recently placed into their forever home in South Pasadena--a purr-fect environment--quiet, caring, and loving. Since the new owner works, Cuddles and Tanner had each other for company. In this stress-free environment, they adjusted very well. Then, one day in mid-November, through an unpredictable and unintentional fluke, Cuddles somehow escaped through an overlooked very small hole in a closet. The new mom came home from work and found him gone. Distraught, she called and called him, went out looking daily after work, left out food, called animal shelters, and even consult-

ed a pet psychic--all to no avail. By the time the original foster mom and Lifeline For Pets learned about it, we knew he could be anywhere. We were all devastated; however, we mobilized quickly--posted flyers, walked the neighborhoods, talked to people and businesses, posted on Facebook, animal shelters, posted on lost pet websites, such as Lost and Found Paws and Petkey. We prayed, followed up on tips, and prayed some more. The original foster mom, who lives out in Azusa, drove to South Pasadena every day or night, rain or shine, looking for him. What kept us going was the knowledge that a lost cat usually stays in the same vicinity. Then, right after Christmas, the foster mom received that longed-for, hoped-for, against all odds phone call---from Bristol Farms. An orange cat looking like Cuddles was seen in the store, on their night video cam. Seemed our boy had made his way there, hiding during the day, for several weeks. Of course, the foster mom rushed over, hoping against hope, and, lo and behold, our prayers were answered!
Cuddles was a bit worse for wear, very thin, and is spending some time in the hospital for monitoring and recovery. His brother, Tanner, is with him for company. However, thanks to the kind, observant folks at Bristol Farms, we received the only present we wanted-now it will truly be a happy new year!! It took an entire team and neighborhood to find Cuddles. Even so, we were very lucky. We encourage all pet owners to make sure your pet is secure. Google “indoor cats missing” for help. Although we believe that keeping cats indoors is safest, we know that others believe differently. If your cat is totally outdoor, or indoor-outdoor, protection is more difficult. If so, Google “outdoor cats disappearing” to learn more. Let pet safety be one of your New Year's Resolutions, and have a very Happy New Year! If you should find or are feeding a lost animal, please get it to a vet to check for a microchip. Place flyers and post free classified ads on the above-mentioned sites. The owner may be desperately looking for it. Google www.straycatalliance.org/ cats-101/foundacat/.
Correction On page 3 in the 1/9 issue of Sierra Madre Weekly an article published implied that councilmember Koerber was for the tax hike. In fact,
The City of Rosemead to host amateur 'Ham' radio class
the opposite is true and he pointed out that he voted 'no' on the City Council motion to increase the UUT & put it on the April,

Price is often the first thing a prospective buyer sees, and many homes are passed over as “not in our price range” before the home even has a chance of being shown. Your asking price is often your home’s “first impression,” and if you want to realize the most money you can for your home, it’s imperative that you make an excellent first
impression. This is not as easy as it sounds, and pricing strategy should not be taken lightly. Pricing too high can be as costly to a homeseller as pricing too low. Comparing against what other homes in your neighborhood have sold for is only a small part of the process, and by itself is not nearly enough to help you make the best decision. A recently study, which compiles 10 years of industry research, has resulted in a new special report entitled “Homesellers:
How to Get the Price You Want (and Need).” This report will help you understand pricing strategy from three different angles. When taken together, this information will help you price your home to sell fast, and sell for top dollar. To order your FREE Special Report, call toll-free 1-888-300-4632 and enter 1016. You can call any time, 24 hours a day, 7 days a week. Get your free copy NOW to learn how to price your home to your maximum financial advantage.

The effervescent MC of a local cable TV show, Ralph Walker has, once again, opened some eyes in Monrovia regarding a historic Nelson Mandela connection. Walker, host of the show "Conversations with Ralph Walker" on KGEMTV, spoke to the Monrovia City Council recently about that connection. In 1993, Walker was involved in the planning of a concert at the Baha'i Center in Los Angeles. Organizers tasked him with getting some notable people to attend, and Walker called then Mayor Bob Bartlett. The picture we’ve published shows Bartlett and Walker as well as other dignitaries including a South African Consulate representative. Bartlett agreed to issue a proclamation declaring the city's opposition to apartheid, a system of racial segregation and discrimination black South Africans lived under for decades. Mandela, an antiapartheid activist, spend 27 years in prison for fighting against the system. Walker contacted the South African consulate in Beverly Hills and received

the new South African flag for the celebration. Walker said at the council meeting that modeling Mandela and spreading forgiveness could be a world changer. At Walker’s suggestion, Councilman Tom Adams called for Walker's South African flag, as well as Bartlett's proclamation or some information about it, to be displayed at City Hall where it now temporarily resides. Nelson Mandella died in December 2013.

Proposition 218 comes to the rescue of Proposition 13
Matt Denny's celebrates 15 years in Arcadia
Matt McSweeny pours a perfect pint at his popular Ale House in Arcadia -Photo by Terry Miller
There’s no Matt Denny’s in New York yet, at least as far as I know. But you can almost hear Frank Sinatra singing the blessings of the popular Ale House as it celebrates a decade and a half of fun, food and fabulous ales. According to founders Dennis Hartman and Matt McSweeny, they walked into a “beat up and tattered shell of a building” one day back in 1999 (sounds like the beginning of one of those bad jokes you’ll hear in a pub.) All kidding aside, the dynamic duo found the ideal location for the future Matt Denny’s on Huntington Drive about 15 years ago, albeit tattered and torn – It was a challenge, to say the least, McSweeny said. “I am not going to say it has been the easiest 15 years of my life, but it has been many things; Challenging, Rewarding, Eye Opening, Fun, Challenging, Hair Raising, Crazy, Tear Jerking, Loads of Laughs, Spiritual, and Liver Damaging and Fun, Fun and More Fun!!!” Mc Sweeny said. Their official opening date in Arcadia was Monday January 17 1999. “I remember having three soft openings and then telling all my family and friends, ‘Please don’t come in on Monday!’ Well, they all came in, the place was packed, the order printer in the kitchen was singing, the staff was like a deer in headlights, I was working the grill in the kitchen, we really sucked, I could not wait for closing time, I cried!!!” McSweeny said. Now all that is history: The team at Matt Denny’s has got it down to a science. Producing great food, pub atmosphere and superior beers
from around the globe as well as those brewed around the corner. McSweeny quipped that little has changed since the early days…but that couldn’t be farther from the truth. Matt Denny’s is an institution in Arcadia which not only supports other local businesses in the area but helps generate thousands of dollars each year for childhood cancer research with the popular St. Baldrick’s day. It doesn’t stop there: No matter what the community event, you can usually find that Matt Denny’s is either participating or is a solid sponsor. A strong community partner is perhaps the best way to describe Matt McSweeny. As a bonus for all of us, Matt Denny’s is hosting numerous events this January to honor the last 15 years and thank everyoine who has helped make the pub so popular. January 12: Matt Denny’s Anniversary Ale Release ~ Brewed by Congregation Ale House Brewery Sunday January 12th at 1:00 p.m. they’ll Tap the 1st Keg. Be sure to join us for a pint!!! Friday January 17th ~ The Official Opening Day ~ Happy Hour All Day and Night Sunday January 19th ~ The Big Bash The Alumni Band ~ Plays from 3:00 to 7:00 p.m. All of Matt Denny’s Swag will be 20% off Special Commemorative 15th Anniversary T-Shirts Happy Hour All Day Complimentary Appetizer Buffet from 3 to 7 p.m. Saturday January 25th ~ Home Brew Day from 1:00 to 5:00 p.m.
Matt Denny’s 6th Annual Home Brew Day is a great opportunity to come and taste some very fresh homemade recipe brew from people that care about what they drink. We always have a great time sampling these beers and the bonus is you talk to the person who made it. Learn what they did and why they did it. Not only will you have fun, but you just might learn something. This year we have 7 confirmed Home Brewers bringing 12 to 14 beers. We will also have a few surprises that we will be bringing out for a tasty treat. There will be a special Home Brew Shirt (make sure you give us your size), plenty of great food to keep your belly full and a bunch of fun. This is a great event with awesome Home Brew. Tickets will be $45.00 and need to be purchased in advance to get the proper size shirt. Call Matt Denny’s at 626-462-0250 You will want to be a part of it! Matt Denny's 145 E. Proposition 13 was a law designed chiefly to protect property taxpayers. It put limits on how high and how fast property taxes could climb and required a vote of the people on new local taxes. After Proposition 13's success, bureaucrats looked for ways to raise revenues while avoiding Proposition 13's restrictions. They hit upon assessment districts, which had been historically used to fund capital improvements that directly benefited property. Over time, bureaucrats molded assessments into property taxes that avoided Proposition 13's restrictions. Following the failure in the state legislature of 7 HJTA-sponsored bills over a 9-year period, the Howard Jarvis Taxpayers Association qualified Proposition 218 for the November 1996 ballot. It gave the people the right to vote on all local taxes, and required taxpayer approval of assessments and property related According to the League of Women Voters: Proposition 218 provides that: • all future local general taxes must be approved by majority vote of the people and existing local general taxes established after December 31, 1994, without a vote of the people, be placed before the voters within two years. • only property owners could vote on assessments, or, if a court voids this provision, approval would require a two-thirds vote of the electorate. • proposed assessments and fees must be submitted to property own-
ers for approval, after a detailed notice and public hearing. • schools and other public agencies that own parcels in an assessment district must pay assessments. • votes on assessments must be weighted proportionately on the basis of the amount that each parcel owner would pay. • no assessment or fee can be higher than a parcel's share of a project's cost or service delivered to that parcel. • a property-related fee cannot be charged for police, fire, library, ambulance, or any other service available to the general public. Fiscal effect: The Legislative Analyst estimates that local governments would probably lose more than $100 million annually in the near future, and longer-term losses could potentially exceed hundreds of millions of dollars annually. There would be comparable reductions in spending for local services.
Supporters Say • local government can still raise money for local services, such as police, fire, and education, as long as officials convince voters that the taxes are really necessary. • property owners will be guaranteed the right to vote on homeowner assessments or fees and on taxes levied on utilities. • utility lifeline rates for the elderly and disabled would not be affected. Opponents Say • Proposition 218 would reduce current funding for police, fire, library, park, emergency programs, and senior and disabled services in California. • c o r p o r a t i o n s , wealthy landowners, foreigners, and developers would have more voting power than average homeowners. • subsidized Lifeline utility programs for seniors and disabled citizens, which are funded by property tax assessment, would be prohibited.

Queen Erika Marrin was a graduate of Eliot Middle School and John Muir HS. She went to Art Center College of Design and graduated in photography. Currently she was a nanny to her own niece and nephew. She died of a blood clot to the brain a Dec 22. The origami bird was Erika's
symbol. When she won Queen of Doo Dah, she was very quick with the quippy comebacks, and wore a beautiful retro pink dress and played violin. Kind of a classy queen! But for the parade, she made herself a crown and costume that was covered with origami birds and the costume had
an oriental flavor. She will be greatly missed by all who knew and loved here. There is a celebration of her life this Saturday Jan 18: For details and location of the event, please call Patty Hurley at the LightBringer Project at 626.590.1134 or email hurleypanne@yahoo. com.

EMUHSD pajama drive benefits those less fortunate by Anne Donofrio-Holter
Once again, El Monte Union High School District staff showed their generosity to others as staff, board members and consultants contributed 42 pair of pajamas in every size and color to be donated to the needy this holiday season. Spearheaded by the District's grant writer Martha Schirn, at the conclusion of the clothing drive just prior to Christmas, the pajamas were delivered to Lillian Rey of the El Monte/ South El Monte Emergency Resources Association to be distributed to the homeless. According to Schirn, for the past several years as the holiday season approaches, school district personnel have helped needy families in the community. “Our thanks to everyone who gave so generously,” said Schirn. “I am extremely proud of our staff at each school site, our students and district

Assemblymember Hernández’ statement on allegations Assemblymember Roger Hernandez released the following statement after some recent allegations of impropriety: “I am dismayed to learn that allegations which are over 5 years old have surfaced in such a manner. This story is about one very old fact. It’s about a $3900 check to my assembly campaign in 2009. The story is also about the fact that the FPPC has no information that the check was improper. Since the beginning of this investigation I have fully
cooperated with the FPPC and as such provided all records that have been requested of me. In the 5 years since these allegations were raised, the FPPC has not prompted any official letter of accusation. This blanket attack is nothing more than an attempt to tarnish my name by powerful interest groups that see me as a threat for the work that I am doing on behalf of hard-working Californians. The important fact is that I will not be deterred from
pursing my legislative agenda for the residents of my district and the state on important social and economic issues facing all Californians. Protecting workers’ rights, district-based elections and financial literacy measures are issues that have garnered widespread public attention and I am proud to continue to carry legislative measures that will ultimately protect the very-hard working families I was elected to serve.”

Los Angeles County Sheriff’s Homicide detectives responded to Miller’s Children’s Hospital, 2801 Atlantic Avenue, Long Beach, to investigate the circumstances surrounding a male two year-old who is in extremely critical condition. Detectives have learned that Norwalk Station deputies responded along with paramedics to a “Baby Not Breathing” call at 12:50 PM on Sunday, January 5, 2014 in the 11400 block of Maza Street, Norwalk. When they arrived, the victim was unresponsive and subsequently transported to a local hospital. Further investigation resulted in the arrest of
Norwalk resident, Elder Matamoros, MH/23, who is reportedly the boyfriend of the babysitter. Earlier in the day, the victim had been left by his mother to be cared for by a resident at the location. It is believed the suspect assaulted the victim by using blunt force trauma. Suspect Matamoros is currently charged with “Cruelty to a Child Likely to Produce Great Bodily Injury or Death” and is being held in lieu of $100,000 bail. There is no additional information available at this time. Anyone with information about this incident is encouraged to contact the Los Angeles County Sheriff’s Department’s

Construction authority issues RFP for Azusa to Montclair project The Metro Gold Line Foothill Extension Construction Authority (Construction Authority) has issued Request for Proposals (RFP) C1160 Azusa to Montclair Engineering and NEPA Support Services, which calls for qualified teams to provide engineering and environmental consulting. Over the next few years, this contract will advance the design and engineering for the Metro Gold Line Foothill Extension light rail project from Azusa to Montclair to a point where it will be ready for a design-build procurement. “The construction now underway is on budget and on schedule, and the time is
right to ready the next phase of the Foothill Gold Line for future construction,” stated Construction Authority CEO, Habib F. Balian. “Through this effort, we will make the Azusa to Montclair segment shovel ready as we continue to seek out construction funding.” Proposals are due March 5, 2014, and a contract award is anticipated in April 2014. The selected team will work closely with Construction Authority staff to advance the design of the project to the level of “advanced conceptual engineering” (the point when it will be ready for a design-build contract), as well as conduct additional environmental
analyses as necessary. The 12.3-mile Azusa to Montclair project will extend light rail service from the APU/Citrus College Station in the city of Azusa (currently under construction) to the future stations in Glendora, San Dimas, La Verne, Pomona, Claremont and Montclair. The project was environmentally cleared under CEQA in March 2013, when a Locally Preferred Alternative was selected. Contractors interested in accessing the RFP should visit the contracting opportunities webpage on agency’s website (www.foothillextension.org/contact_us/contracting-opportunities).

Local company wants your home to be energy efficient A Monrovia window manufacturer, Vista Windows, is asking its neighbors get into the energy efficiency financing with a program called HERO. What does the HERO stand for you may we’ll ask as we did. California Gov. Jerry Brown recently presented HERO, the public-private partnership that has helped several thousand home owners make energy efficient upgrades, with the Environmental and Economic Leadership Award. The state award recognizes individuals, businesses and organizations that demonstrate leadership and make notable contributions to conserve California’s resources, enhance the environment, build partnerships and strengthen California’s economy. Severn Williams, a spokesman for the program, says HERO has resulted in more than $208 million in economic stimulus in the Inland region and other locales in California last year. In less than two years, HERO has become the larg-

est Property Assessed Clean Energy (PACE) financing program in the nation — helping more than 6,000 property owners make upgrades to their homes and reduce energy consumption by more than 67 Gigawatts. HERO has also created more than 1,000 new jobs in the region, according to Williams. HERO is an acronym that stands for: Home Energy Renovation Opportunity. HERO is the #1 energy efficiency financing program in the United States. HERO partners with local governments to make energy efficient, water efficient, and renewable energy products more affordable for homeowners.
HERO is unique in that it provides financing for approved energy efficient, water efficient, and renewable energy products. HERO finances 100% of the cost to purchase and install eligible products. The program also offers low-fixed interest rates, flexible payment terms including 5/10/15/20 years for most products, and repayments are made through your property taxes. Additionally, if the property is sold before the HERO Financing is paid in full, the remaining payments can be passed on to a new property owner. Simple, efficient and green! New no-cut, no-sew technique will bring your gum line to its normal position in one short appointment. No gum grafting. Quick healing. Dr. John Chao has announced a groundbreaking patented procedure based on a knife-less, stitch-free and relatively pain-free method for repairing receding gums, called the Pinhole Surgical Technique® (PST®). Since there is no cutting or stitching, patients can expect virtually no pain and practically instant cosmetic improvement with almost no sign anything has been done. PST is a dramatic improvement to the standard, more invasive and painful graft method which requires grafted gum from the roof of the mouth to the
teeth. PST is considered by many experts to be a grounding-breaking discovery in the field of dentistry. Dr. Chao was recently granted a patent by the U.S. Patent and Trademark Office. Concurrently, a 33-month study undertaken by Dr. Chao has been published by The International Journal of Periodontics and Restorative Dentistry, a high-impact, peer-review journal that has long-established international acclaim. *Patent No. ___US 8,007,278,B2___, Patent No. __US 8,202,092B2___

Northridge Earthquake facts, a 20 year anniversary summary
ing n pe 8th O el ary 1 d Mo anu A great J
location can make all the difference.
For business or pleasure, getting around town has never been easier.
The Earthquake: * The magnitude 6.7 Northridge earthquake started on January 17, 1994 at 5 seconds before 4:31 a.m. * There were no immediate foreshocks. No systematic change in strain above the background noise occurred during the hours to milliseconds before the event. * The fault ruptured by the Northridge earthquake rises from a depth of about 19 kilometers (12 miles) at its southern edge to a depth of about 5 kilometers (3 miles) at its northern edge. The fault is blind—it does not break the surface—and was previously unknown. * The rupture started at the southern, deepest edge and spread up to the northwest, north, and northeast. The final dimension of the fault plane broken in the earthquake is about 16 by 19 kilometers (10 by 12 miles). * The actual rupture of the fault only lasted about 8 seconds, but because of amplification and reverberation of the seismic waves through the complex of faults, sediment, and mountains, most people felt shaking for 20 to 30 seconds. * Geodetic measurements (those made by satellite) show permanent changes in the topography of the San Fernando Valley of up to 40 to 50 centimeters (16 to 20 inches) of vertical gain, and up to 20 centimeters (8 inches) of horizontal displacement. * Geophysicists calculate that most of the slip took place in concentrated patches of the fault. The greatest amount of slip at any spot was about 4 meters (13 feet). * The earthquake caused very large ground motions with peak accelerations
of 0.5 to 1.0 g in the Northridge area, decreasing to 0.1 g at distances of about 50 kilometers (31 miles). (A "g" of acceleration is equivalent to the acceleration of gravity. There were a few sites near the Northridge earthquake that recorded over 1 g of vertical acceleration. These ground movements would have been capable of throwing objects of any size into the air.) * The pattern of damage and strong ground shaking was irregular, with severe damage in places like Sherman Oaks and Santa Monica. These effects were caused by the complexity of the earthquake source and the wave propagation through complicated geology. Aftershocks * Through December 31, 1994, 11,030 aftershocks, most of which were too small to feel, were recorded by the Southern California Seismic Network, which is operated jointly by the United States Geological Survey and Caltech. * More than 400 aftershocks have been large enough to feel, including 8 between magnitude 5.0 and 5.9 48 between magnitude 4.0 and 4.9 367 between magnitude 3.0 and 3.9 These numbers and sizes are typical for a magnitude 6.7 earthquake. * Based on the statistical pattern of Northridge aftershocks and on the behavior of other past earthquakes, in 1995 people should expect to feel about 17 magnitude 3.0 to 3.9 aftershocks, and about two magnitude 4.0 to 4.9 aftershocks. There is also about a 25 percent chance of another magnitude 5.0 to 5.9 aftershock. See more at: http://www. caltech.edu

Sierra Madre one of 5 cities to cough up $50,000 to study environmental impact of 710 FWY A five-city to assess of the impacts of the controversial SR-710 freeway extension got the ok from Pasadena council Monday night. Pasadena along with Glendale, La Canada-Flintridge, Sierra Madre, and South Pasadena will each shell out $50,000 toward completing further analysis of the specific environmental impact on those cities. The EIR will be available in March and the involved cities have asked for an extended comment period following the release of that draft EIR When the draft environmental impact report is released in March, a sixty-day comment period will ensue. The five-cities have asked that the comment period be extended to 120 days.
Council, which resulted in 40 proposed code amendments dealing with landscaping, open space, parking, development standards, and use regulations. If approved, the amendments would, among other things, allow community gardens, farmers markets, permeable driveways and parking lots, establish new standards for solar panels, and require bike parking and increased landscaping for new developments. Because of the large
number of amendments in “Greening the Code”, the City Council will consider it in two parts at public hearings on January 21 (Landscaping and Open Space) and February 4 (Parking, Development Standards, and Use Regulations). All hearings are held in the Council Chambers at City Hall, 425 South Mission Drive and begin at 7:30 p.m. For information, contact City Planner Mark Gallatin at mgallatin@sgch.org or (626) 308-2806, ext. 4623.

A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners. It is highly suggested that homeowners take this window of opportunity to get relief before the banks get Congress to close this door with national legislation. Contact us so we can help you.

Carlotta Walls LaNier’s story is history brought to life. We expect a full house in HUB 302 for her appearance.” LaNier chronicled her story in the book A Mighty
Long Way, My Journey to Justice at Little Rock Central High School. Now a successful real estate broker, she has received the Congressional Gold Medal and the Spingarn Medal, is an inductee into the Colorado Women’s Hall of Fame and the Girl Scouts Women of Distinction. She also serves on the Board of Trustees for the University of Northern Colorado. Following the question and answer session, Alpha Phi Alpha Fraternity, Inc. Pi Epsilon, will hold a candlelight vigil in honor of Dr. Martin Luther King Jr. at the UCR Bell Tower. The talk and vigil come two days after Martin Luther King, Jr. Day (Jan. 20) and will kick off several weeks of events that will celebrate the 50th anniversary of his “I Have a Dream” speech, which was delivered on the steps of the Lincoln Memorial on August 28, 1963. “We have many exciting events planned for Black History Month in
February, and beyond,” Simons said. “But I can think of no better way to kick off the schedule than with Carlotta Walls LaNier.” The then 14-year-old LaNier was one of nine African American students to attend the previously allwhite Little Rock Central High School in September, 1957, as part of a plan of gradual integration proposed by the Little Rock School District following the 1954 Brown v. Board of Education Supreme Court decision. On September 4, 1957, several segregationist groups held protests intended to block the students from entering the school and Arkansas Governor Orval Faubus sent out the National Guard in support of the segregationists. The students were turned away. Protests, a city-wide prayer service and a meeting between President Dwight Eisenhower and Faubus were held. Eisenhower federalized the National Guard and sent

in the 101st Airborne Division of the US Army to protect the nine students. By the end of the month, the nine were admitted to the school. But just being in the door didn’t make things easier as they were verbally and physically abused throughout the school year. LaNier’s appearance is co-sponsored by the UCR Vice Chancellor of Student Affairs and African Student Programs. For more information, call (951) 827-4576.

Los Angeles County Board of Supervisors last Tuesday voted 3-2 to again add a cross to the San Gabriel Mission on the county’s seal, which depicts artwork representing Los Angeles history. The supervisors removed the small cross, which once hovered above a depiction of the Hollywood Bowl, in 2004 after the ACLU threatened to sue the county. In lieu of the cross, the board added a depiction
of the San Gabriel Mission. Now, the board has voted to add a cross to the mission’s likeness. It seems a sure bet that there will be additional suits from those opposing the original cross on the seal. When the mission was added in 2004, the cross had been missing from the top of the mission since 1989, when it was taken down as a result of the damage from the Whittier Narrows earthquake.

Sierra Madre political season Continued from page 1
on December 17, 2013 to run for re-election little did I know that, in the next 10 days, two members of my family would be diagnosed with very serious medical conditions. Obviously the possibility of my being called out-of-state, on short notice for an indeterminate length of time, is extremely high. If I were to be re-elected, I’d be unable to put my full attention to the needs of the City for the next four years. Also, I do not want to be in the situation of leaving my elected position early. That would be unfair to the fine folks of Sierra Madre. I have been blessed and honored to serve the citizens of Sierra Madre for the last two years. I have met so many caring and genuinely nice folks! I pledge to finish my term to the best of my ability. This will include City issues like the extremely important water rate increase scheduled for February 1, 2014 that will put
our Water Department on a solid financial footing.I make this decision not to run with a heavy heart, but family comes first.Thank you, Sierra Madre.Nancy Walsh apparently did not file by Monday’s deadline, although we received no formal announcement from her or Josh Moran. As the Tattler says… ..“They're all gone. Not a one of them is left for us to marvel at their decorum and civil ways. The Civility Party, the three 2010 Sierra Madre candidates for City Council who won feverish acclaim as those who would restore our community to something it probably never really was, all of them have now gone away. Has there ever been a Mayor anywhere in this troubled old world who decided to leave office and didn't bother to tell anyone? Nancy Walsh, who never drew the papers necessary to run for a second term of office, became ineligible to seek reelection after
yesterday's 5PM deadline for incumbents. She didn't issue any public statements or press releases about this momentous decision, no condolences were given to her disappointed followers, no speeches were made, no dinners held, nor did she speak to the news media about why exactly she has chosen to so abruptly end her career in politics. She didn't do anything. The deadline for filing came and went, and nothing was said. That was it.” The Tattler has also been keeping a running tab of the Prop. 218 Protest votes received at City Hall: The latest as of Tuesday follows: “Envelopes now at City Hall - 808 (Important Note: envelopes may contain multiple ballots.) Total ballot quantity needed - 1,848” Deadline - January 28th @ 9AM Final tally won’t be known until the end of the public hearing on Jan 28.

Recycle Used Oil & Filters! Do you change your car’s motor oil? Did you know that used motor oil and oil filters are recyclable? Used oil can be re-refined or processed into new motor oil. Currently only 46% of used motor oil is being recycled, which means 20 million gallons may be illegally entering California’s waterways via stormwater systems, posing a great risk to the environment. One gallon of used oil can contaminate a million gallons of drinking water; polluting our waterways and threatening fish and aquatic life. Prevent pollution; recycle used motor oil and filters! Rosemead City Notices NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL OF THE CITY OF ROSEMEAD ON JANUARY 28, 2014 NOTICE IS HEREBY GIVEN that the Rosemead City Council will conduct a public hearing on Tuesday, January 28, 2014 at 7:00 PM, at Rosemead City Hall, located at 8838 East Valley Boulevard, Rosemead: MUNICIPAL CODE AMENDMENT 13-01: The City’s Zoning Code (Title 17 of the Rosemead Municipal Code) is a “permissive” use ordinance. In a “permissive” use ordinance only the land uses specifically listed in the zoning code are allowed within the specific zoning district. Land uses that are not listed are not allowed. Although the City’s Zoning Code was drafted sufficiently to permanently ban medical marijuana dispensaries citywide, choosing to incorporate the proposed ordinance will reinforce the current prohibition on medical marijuana dispensaries consistent with California Supreme Court approved law. On January 6, 2014, the City of Rosemead Planning Commission conducted a duly noticed public hearing. Upon hearing all testimonies from the public, the Commission recommended approval of this municipal code amendment to the City Council.

Temple City manager fired Continued from page 1
Mayor Pro Tern Carl Blum encouraged members of the community to not be disheartened saying, "This is a strong community and one that will continue to move forward. The Council will commence an active search for a new permanent City Manager after refocusing on the City's priorities and assessing the type of leader best suited to guide the City into a new decade of opportunities." The Council appointed Ad-
ministrative Services Director Tracey Hause as Acting City Manager until the Council is able to select an Interim City Manager. Councilmembers Yu, Chavez and Vizcarra were supportive of the actions taken and see them as a positive move for the City. We asked several people in the community what they thought of council’s decision Monday. Joe Walker perhaps said it best: "The 5-0 vote speaks for itself".
Sierra Madre Search & Rescue dog who fell 80 feet at Chantry Flat At 10:50 a.m. on January 2, SMSR was paged to respond to reports of a hiker and their dog off the side of the trail and stranded in near vertical terrain below the Chantry Flat parking area. Rescuers responded to the scene and found a hiker stranded approximately 30’ over the side after having attempted to help his dog who had fallen over the edge. Team members focused the initial rescue efforts on the dog owner and used a stranded hiker rescue technique to safely get the young man back onto the road. Rescuers proceeded to rappel into the San Olene Canyon drainage to attempt to locate the missing dog. Approximately 80’ over the side, the dog was located uninjured, but in a precarious position. The rescuer was able to coax the dog into his rescue pack so that the rescuer and dog could be safely raised back to the road. Dog and owner were reunited and the
operation was secured at 12:38 p.m. The Team extends our appreciation and thanks to the other emergency services agencies that we work with including; Sierra Madre Fire Department, Sierra Madre Police Department, LA County Fire Department, Los Angeles County Sheriff’s Department, the US Forest Service, and our fellow SAR teams. Most importantly, we’d like to extend our sincere thanks to the residents of Sierra Madre and those that support the Team and enable us to help those in need. For over 60 years the all-volunteer Sierra Madre Search and Rescue team has been responding to calls for help in the local mountains and beyond. Funded entirely by private donations, SMSR provides a range of public programs on wilderness safety in addition to its search and rescue activities. The Team never charges for any of its services.
