Emergency Alert Test in Monterey Park causes confusion In an effort to test the Integrated Public Alert and Warning System (IPAWS) today from the City of Monterey Park’s Emergency Operations Center a test alert was initiated which reached further than anticipated. The IPAWS system is a federally sponsored emergency alerting system similar to the Emergency Alerting System most are familiar with and receive via their television and/ or radios. IPAWS is designed to be used for notifications during times of large scale emergencies. An alert text message reading “TEST From Monterey Park EOC, THIS IS ONLY A TEST” with alerting tone was issued using instructions from a third party vendor software system. Though a single test was conducted, reports have been received of multiple alerts being broadcasted. Fire Department staff is working with local, state, and federal agencies to determine the cause of this event, and wishes to apologize for any inconvenience or undue concerns which were caused by this action.

CAL FIRE highlights the importance of trees in California 2014 California Arbor Week poster contest set

Trees are an essential part of California’s climate and are vital to improving air quality and conserving water. To help educate Californians on the value that trees provide to building successful, healthy cities and neighborhoods, the California Department of Forestry and Fire Protection (CAL FIRE) and California ReLeaf are announcing the annual statewide Arbor Week poster contest for students in 3rd, 4th and 5th grades. Students are asked to create original artwork based on the theme “Trees Make My Community Healthy”. Submissions are due to California ReLeaf by February 14, 2014. Winners will be featured at the State Fair and awarded cash prizes provided by the California Community Forests Foundation. CAL FIRE and California ReLeaf are partnering to encourage cities, nature groups, schools, and youth organizations to celebrate California Arbor Week by planting trees in their communities.

California ReLeaf is an alliance of communitybased groups, individuals, businesses, and government agencies working to protect the environment by planting and caring for trees and the state’s urban and community forests. “Trees are essential to the overall health of our environment”, said CAL FIRE Deputy Director Duane Shintaku. “Focused education for California’s youth is one of the most effective ways we can increase awareness of the important roles trees play in California and the many benefits they provide to the communities in which we live.” The goals of Arbor Week include educating Californians about trees, encouraging tree planting, teaching elementary school children the environmental, social, and economic benefits of trees, and protecting the state’s valuable natural resources. “Trees make California’s cities and towns healthier places to live”, said Joe Liszewski, Executive Director of California ReLeaf.

“Children who have access to nature and green spaces to play and learn are more active, have lower incidences of obesity, concentrate better in school, and demonstrate healthier social behaviors. Planting and caring for trees means investing in a better future for California.” Contest rules, as well as educational materials related to the value of trees, community benefits of trees, jobs in the urban and community forestry field, and tree identification can be downloaded at www. arborweek.org/contests. The contest is sponsored by California ReLeaf, CAL FIRE, and the California Community Forests Foundation. California Arbor Week runs March 7-14 every year to mark famed horticulturist Luther Burbank’s birthday and to raise awareness of the benefits of trees in our communities. A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners. Survey: Energy engagement platform sparks ninefold increase in consumer understanding of energy use 83% of participants in Glendale Water & Power's program changed behavior due toc connected platform Glendale Water & Power (GWP) and CEIVA Energy, a utility-controlled home energy management system (HEMS) provider, today released results from a survey which assessed customer opinions and behavior change while using CEIVA Energy’s Homeview customer engagement platform. The survey, completed by Michelle Crawford Consulting, found that deploying Homeview drove a ninefold improvement in respondents’ understanding of their energy consumption, while inspiring 83 percent of respondents to change their behavior to reduce energy and water use. Candlelight and carols concert Dec. 14 at Pasadena Presbyterian Pasadena Presbyterian Church will present the 69th edition of its annual Candlelight and Carols concert on Saturday, Dec. 14 at 7:30 p.m. in the church Sanctuary, 585 E. Colorado Blvd. (corner of Madison Ave.) in the Playhouse District of downtown Pasadena. The church’s six choirs, an instrumental ensemble and organists Timothy Howard and Meaghan King will offer a varied program of sacred and secular music for the Christmas season. A highlight of the concert will be the audience joining in the singing of several familiar Christmas carols. A featured work on the program will be “On Christmas Night” by English composer Bob Chilcott, with Dr. Timothy Howard conducting the Kirk Choir and the instrumental ensemble. As are all programs on the eight-concert Friends of Music at PPC series, the Candlelight and Carols concert is free (a freewill offering will be taken). Free parking is available and the Sanctuary is handicapaccessible. A dessert reception will follow the program. Brown signs compact with Karuk Tribe Governor Edmund G. Brown Jr. today signed a tribal-state gaming compact between the State of California and the Karuk Tribe. The Karuk Tribe is the second largest tribe in California with approximately 3,700 members and is located in one of the most economically depressed regions of the State. The revenue generated by the gaming facility will provide the Karuk government with additional means to promote

the healthcare, educational, natural resource and other needs of the membership of the Tribe. Although, as required by federal law, the Tribe will be the primary beneficiary of its gaming operation, the construction of the gaming facility itself will result in a substantial investment of economic resources in the surrounding community. The compact includes provisions to protect employees and patrons as well as measures that the Tribe must take to protect

the environment during the construction and operation of gaming facilities. The compact allows the operation of a maximum of 1,500 slot machines. The Tribe will pay to the State its pro rata share of the costs the State incurs for the performance of its duties under the compact as well as 10 percent of the casino’s net win, if it operates more than 350 devices, to be shared with non-gaming tribes within California.

Almost two-thirds of women journalists have experienced abuse and harrassment – INSI/IWMF global survey Almost two-thirds of women journalists have experienced intimidation, threats or abuse in relation to their work, according to the findings of the first global survey on violence and threats against women working in the news media. The survey by the Washington, D.C.-based International Women’s Media Foundation and the London-based International News Safety Institute was conducted to coincide with the UN’s Global Forum for Media and Gender. It tracks instances of intimidation, threats and abuse, including sexual violence, physical violence, sexual harassment, racial harassment, ageism and digital security threats. It also measures prevention, protection and prepared-

ness. It found that the majority of threats, intimidation and abuse directed towards female media workers occurred in the work place and were committed by male bosses, supervisors and co-workers. The survey also found that the majority of women who are harassed do not report what has happened to them, despite the fact that more than half of them confirmed that the experience had a psychological impact. “It is shocking to see that more than half (64.48%) of the 822 women journalists who responded to our survey have experienced some sort of ‘intimidation, threats or abuse’ in relation to their work,” said Elisa Lees Munoz, Executive Director of the IWMF.

“When we talk about safety for the media, we often think in terms of staying safe in war zones, civil unrest and environmental disasters, but how often do we think of the office as a hostile environment?,” said Hannah Storm, Director of INSI. These details and further information, including case studies and analysis, will be released to coincide with International Women’s Day (March 8, 2014). The survey was carried out with funding from the Government of Austria and supported by UNESCO. Celebrate 65th anniversary of U.N. Human Rights Ceclaration - Dec. 10 The public is invited to join Pasadena Mayor Bill Bogaard and the Pasadena/ Foothills Chapter of the United Nations Association (UNA) to celebrate the 65th anniversary of the U.N. Declaration of Human Rights during International Human Rights Day from 6:30 p.m. to 8:00 p.m. Tuesday, Dec. 10 at the Pasadena Central Library, Donald R. Wright Auditorium, 285 E. Walnut St. Every year, communities throughout the world, including Pasadena, celebrate the anniversary of the Declaration of Human Rights adopted by the U.N. General Assembly on Dec. 10, 1948. In Pasadena, this year’s celebration features videos, speakers and special exhibitors, all in keeping with the 2014 U.N. theme “International Year of Family Farming.” The event is free and open to the public. Mayor Bogaard will provide the opening remarks, followed by a video featuring several Pasadena residents of diverse backgrounds, each reciting one of the 30 rights in the declaration. Featured Speakers include Marco Barrantes, author of “Feed Your City: Field Guide to Planning for Food Systems” (2004, CED, Berkeley) and Dr. Eric

nursery and produce store in Berkeley. He earned his master’s degree in landscape architecture and city planning from UC Berkeley and has nearly 20 years of experience as a certified permaculture designer. Dr. Walsh has been the Health Department’s Director since 2010. His reports on the dire state of nutrition and the existence of “food deserts” in Northwest Pasadena inspired the creation of the Pasadena Community Gardens Conservancy to provide long-term stewardship and financial support for community gardens. He earned his medical degree from the University of Miami School of Medicine and his doctorate from the Loma Linda University School of Public Health. Program registration, stories, a craft, playtime, door prizes, and refreshments will be provided. All families with children 0-4 years of age are encouraged to join, however families do not have to attend the kickoff party to register; they may enroll at the Children's Desk of the Monterey Park Bruggemeyer Library beginning on January 16, 2014. Each child who signs up will receive his or her own tote bag as well as a reading binder to record the books that their parents or caregivers have read to them. At every 100 book milestone, children will earn small prizes such as flashcards, books and finger puppets when they turn in
