The membership includes artists at all stages from the beginner to the professional. Although painters of all types are in the majority, a variety of visual art mediums and styles are represented. Participants are eligible to win monetary awards, prizes, and ribbons as the artwork is judged by a non-member art professional. This year judge is Ron Pettie. The purpose of the organization is to stimulate and encourage creative expression and provide a showcase for members’ talent. The Burbank Art Association held its first member show in 1951 and has continued this tradition for 62 years. Opening reception is on Friday, November 8, 7:00 - 9:00 pm. The CrePlease see page 4
Governor signs bill to protect architects’ work

Governor Brown has signed a bill to end disputes over architects’ designs. AB 630 safeguards an architect’s work such as architectural drawings or plans, by clarifying that a person can only use the plans or drawings if they have written permission. Architects currently face a
challenge preventing those who are not authorized to use their work from using it again and again. “All of the remarkable buildings in our community began with an architects’ work product,” said Assemblymember Holden. “Under this legislation, architects have a tool to ensure only the appropriate
Brown signs immigrants driver First victims of licenses bill government shutdown into law Gov. Jerry Brown signed a bill Thursday adding California to the list of states allowing immigrants living in the country illegally to obtain driver's licenses. Immigrant advocates have long lobbied for the change in the state. The licenses would carry a distinction on the front of the card that states the document may be used for driving, not as federal identification. "This is only the first step," Brown said outside City Hall in Los Angeles Thursday. "When a million people without their documents drive legally and with respect in the state of California, the rest of this country will have to stand up and take notice. No longer are undocumented people in the shadows."

people use their work. It should also help to resolve misunderstandings about who can use an architect’s work before it becomes a costly lawsuit.” Just like a piece of music or literature, plans created by an architect are copyrighted because these plans become functional works of art. Whether it is
a landmark like the Walt Disney Concert Hall or a common office building, the architect should know who is constructing his or her design and ensure it is being done correctly. Mark Christian, Director of Legislative Affairs for the American Institute of Architects, California Council notes, “The fed-
eral and state laws that govern who can use the work of an architect can be difficult to understand. AB 630 explains those laws in a simple and easy-to-understand way. Consumers will benefit from Mr. Holden’s leadership on this issue, as the clarity in the law will help avoid unnecessary and expensive conflicts.”

Glendale hit & run sends 2 female pedestrians to hospital On Thursday, October 3, 2013 at approximately 8:00 p.m. two female pedestrians ages 59 and 73 were crossing at the intersection of California and Central Avenue when they were struck by a vehicle. The vehicle, described by witnesses is a white or light gray colored compact to mid-size 4-door. The vehicle fled the location without stopping southbound on Central Avenue. Both women were treated by Glendale Fire Department Paramedics and transported to L.A. County Hospital. This hit and run accident follows another that occurred on Wednesday, October 2nd. In the Wednesday accident, another female in her 70’s was struck by a vehicle which fled. The Glendale Police Department is seeking the public’s help in providing any information that may assist in the identification of drivers in either of these hit and runs. Individuals with information are urged to call 818-548-4911. In a continuing effort to save lives and prevent
injuries on our city streets, the City of Glendale and its Police Department is expanding their Traffic Safety Program. This program and special operations are a commitment to keeping our roadways safe through both enforcement and education. The City of Glendale continues to have an unacceptable number of automobile / pedestrian traffic collisions. Speeding, reckless driving, and distracted driving are significant problems that endanger the drivers and pedestrians of our city. Our enforcement campaign will focus on educating pedestrians and drivers about pedestrian safety and distracted driving in and around high collision areas. Pedestrian safety literature has been produced and is being disseminated. Electronic message boards are being placed on both Central Ave. and Brand Blvd. informing drivers to yield to pedestrians and all violations will be enforced. Targeted enforcement operations will focus on
jaywalking, speeding, red light running, distracted driving, and other primary collision factors at or near intersections in the city of Glendale. “The City of Glendale takes a very proactive approach towards traffic enforcement and public safety in order to ensure a safe environment for everyone who lives, works, or visits our community,” said Glendale Police Chief Ron De Pompa. Approximately 80 percent of vehicles crashes now involve some sort type of driver inattention. Nationwide, 6,000 people are killed annually in accidents where driver distractions have occurred. In response to accidents resulting from distracted driving in our community, the City of Glendale has launched the new “Driven 2 Distraction” and “Look 2 Live” campaigns. The hard-hitting driver and pedestrian outreach and education crusade is aimed at reducing the number of pedestrianinvolved incidents in our City.
A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners. It is highly suggested that homeowners take this window of opportunity to get relief before the banks get Congress to close this door with national legislation. Contact us so we can help you.

Transparency and creative collisions at Visionaries to Vegas By John Bates
Tony Hsieh is out to transform Las Vegas, and maybe cities everywhere. You may have heard of the South by Southwest Festival in Austin, TX. I’ve written about it here, in fact. Well, the folks who set up the Interactive portion of that festival, which is the best general technology conference going these days, have set up a new event called SXSW V2V or Visionaries to Vegas, which just happened on August 11-14th in Las Vegas. The focus is on bringing active, visionary entrepreneurs who are moving ideas into reality together in Las Vegas. That’s great for a number of reasons. First, because it’s a lot more focused and it’s easier to get there from LA than it is to get to Austin for the mammoth SXSW Interactive Festival. And, with all the entrepreneurial activity welling up all around LA, from the Foothills to Silicon Beach, this event promises to be a yearly gathering to help entrepreneurs keep their momentum. Hugh Forrest is the director of SXSW Interactive and he’s the one realizing the vision for Visionaries to Vegas. This year’s first event was absolutely excellent. There were mentor sessions with luminaries in various fields who were answering questions and coaching participants during the event. There were very interesting and valuable sessions and keynotes, as well. Tony Hsieh, the CEO of Zappo’s, gave a very interesting keynote titled “The City as a Startup”
-Courtesy Photo
which you can see at the homepage of the event: SXSWV2V.com. Las Vegas is out to transform itself into an oasis for creative entrepreneurs and Tony is at the forefront of that movement. One of the interesting things Tony mentioned is that he is actually decreasing the amount of square footage per employee at Zappos’ offices. That might seem strange, since Zappos is known for their excellent company culture and for being an extremely good place to work. The reason he’s doing that, however, is to increase the number of “creative collisions.” Creative collisions refers to the way that space, layout, density and other factors in a city, or an office, can work together to spark new ideas by driving up the rate at which people basically bump into each other: creative collisions. The big takeaway for me from this year’s event, however, was the presenter Jeff Rosenblum who created the excellent documentary the Naked Brand, more at http://thenakedbrand. com/. Jeff was not only screamingly funny, but he had a very, very important point which he clearly
articulated. Transparency is happening. Due to social media, the way we are all connected, the fact that there are easily accessible ratings for everything, and so on, businesses can no longer hide behind a good commercial, or a good advertising agency, or a good Public Relations firm. Consumers are talking and transparency is happening. The really valuable point is that transparency is happening and it is much better when you do it yourself than when it happens to you! If you try to hide a mistake, or cover up a bad product, or pull the wool over consumers eyes you will be caught and it won’t be pretty. On the other hand, if you have a failure, do something wrong, put out a bad product and are transparent about it, and what you’re doing to correct it, people will think much more highly of you and you might even create fans, rather than creating enemies. As an entrepreneur in Los Angeles I sure hope that the Visionaries to Vegas conference continues to grow and have many, many more successful years in Las Vegas. I’m already excited about 2014!
Monterey Park seeks public input for proposed dog park at Garvey Ranch Park The City of Monterey Park Recreation and Parks Commission will hold a hearing on Monday, October 14th at 7:00 p.m. at Garvey Ranch Park so the commission can hear input from the public on the possible creation of a dog park at Garvey Ranch Park in unused space north of the tennis courts along Orange Avenue. The proposed dog park would only operate during daylight hours, and would
be divided into an area for small dogs and another for larger dogs. The proposed dog park is part of the Park Master Plan Capital Improvement Program that was approved by the city council in June of this year. The plan features $3.2 million worth of recreation facility improvements, including four new sets of playground equipment, three picnic shelters, an outdoor basketball
court, and new lights at the Barnes, Elder, and Garvey Ranch tennis courts. Residents are encouraged to provide input on the subject by attending the hearing or sending in comments to recreation@ montereypark.ca.gov or by traditional mail to: City of Monterey Park Recreation and Community Services Department 320 West Newmark Avenue Monterey Park, CA 91754

Deputies rescue woman from burning SCV Condo just before explosion On Monday, September 30, 2013, at approximately 2:45am, deputies assigned to the Santa Clarita Valley Sheriff’s Station responded along with the Los Angeles County Fire Department to the 26800 block of Claudette Street, Canyon Country regarding a multi-unit apartment fire. When deputies arrived they saw a building fully involved. Deputies evacuated residents as Los Angeles County Fire Department personnel arrived on scene. While deputies were assisting residents to leave, they discovered a female who was still inside of her burning condominium. The female was distraught and frantically searching for her sister who had already exited the condo. Deputies Sean Caples and Patrick Ince entered the front door of the burning building in order to get the female out safely. Deputy Caples stated, “I
saw the fire. The fire was in the living room and balcony, and a female was trapped in the back area of the condo. We had to run into the apartment and get her outside. About 30 seconds later we could hear what sounded like propane tank explode. It was intense. We are glad everyone made it out ok.” The fire was eventually extinguished by the Los Angeles County Fire Department and no residents appear to have been severely injured. The two deputies were treated for possible smoke inhalation at a local area hospital. Two firefighters also suffered minor injuries while fighting the blaze. Los Angeles County Sheriff’s Department Arson/ Explosives Detail was notified and responded to the scene. The cause of the fire is still under investigation. No further information is available at this time.

Bill outlaws ‘revenge porn’ Gov. Jerry Brown on Tuesday signed a bill outlawing so-called revenge porn and levying possible jail time for people who post naked photos online of their exes after breakups. Senate Bill 255, which takes effect immediately, makes it a misdemeanor to post identifiable nude pictures of someone else online without permission with the intent to cause emotional distress or humiliation. The penalty is
up to six months in jail and a $1,000 fine. Before the criminal law was enacted, California allowed victims to sue their virtual assailants, but that is an expensive and time-consuming option. The American Civil Liberties Union opposed the bill, arguing it might restrict free speech rights, which has been a concern in other states as well.
Governor signs Sen. Liu bill to sell state-owned houses on 710 route Governor Brown has signed into law a bill expediting the sale of stateowned houses that will never be needed for a proposed State Highway Route 710 extension in Los Angeles, Alhambra, South Pasadena, and Pasadena, Sen. Carol Liu announced Wednesday October 2, 2013. Liu authored SB 416, which streamlines the process for the California Department of Transportation to sell as surplus residential and non-residential properties that were purchased more than 50 years ago for the 710 extension route. Revenue from the sales will benefit local transportation projects and local governments will benefit from property taxes and the restoration of neighborhoods degraded by houses that are vacant or poorly maintained. “Caltrans can finally get out of the property management business and focus on its core mission of developing and maintaining a multi-modal transportation system to move people and
goods around our state,” said Liu, D-La Canada Flintridge and a member of the Senate Transportation and Housing Committee. Liu thanked Assemblymembers Mike Gatto, D-Burbank and Chris Holden, D-Pasadena, who co-authored the legislation and spoke in support during Committee hearings and on the Assembly Floor. The 4.5-mile, uncompleted portion of Route 710 transects neighborhoods and communities. Caltrans owns 587 homes within the original surface route corridor. Almost 400 of these homes are occupied by tenants for whom Caltrans serves as landlord, but many houses remain vacant and in disrepair. Existing law knows as the Roberti Bill requires single-family residences to be first offered to current
Prudential
occupants who may qualify to purchase their homes at an affordable price. Under this law Caltrans must make repairs to the property required by lenders or government assistance programs or provide the occupants with a replacement dwelling. SB 416 gives Caltrans the ability, upon agreement with the buyer, to sell the property “as is.” Properties not sold at an affordable price will then be offered to affordable housing entities. Per SB 416, remaining homes will be offered at fair market values that reflects their “as is” condition. Current and then former tenants in good standing will have an opportunity to purchase a home before it is offered in the open market. SB416 also gives current tenants priority to purchase the non-residential properties they occupy.

Burbank takes a slice out of Pasadena’s game The Pasadena High football team hit a stumbling block in the midst of a rebuilding year, losing to host Burbank High, 42-7, on Thursday night in a CIF Southern Section Pacific League game. With the loss, Pasadena fell to 0-5 overall and 0-1 in league play. Conversely, Burbank improved to 5-0, 1-0. Pasadena coach Douglas Bledsoe said despite the loss his squad is getting better. “It’s a learning process,” Bledsoe said. “We got a lot of young kids. It’s a matter of getting these young guys to play harder. They got to step up now and grow up quick.” Bledsoe added his team now needs to get ready for tough Pacific League play. “Overall, we’re doing OK,” he said. “We’re staying on course. We’ve got to get in our systems and
By SHEL SEGAL change their mindsets and get them to fight to the end. In (league), we’re going to play them strong.” In addition, he said his felt his team held its own against Burbank. “They didn’t stop,” Bledsoe said. “They didn’t quit and they kept pushing. Burbank High School is a good football team. (Burbank) coach Hector Valencia is one of the best coaches in the (league). They faced a great team tonight. So we got to come back from this and get ready to face Hoover.” Valencia said the win wasn’t as easy as the final score showed. “It was a little tougher than we thought,” he said. “We were able to advance the ball. We didn’t have to punt until late on in the game. (Pasadena wasn’t) able to drive the ball on us. It was a little frustrating. We
had some frustrating moments on defense. They had to earn every yard they had.” But he added he was happy with the result. “I’m proud of our defense,” Valencia said. “And I think our offense executed. We did what we wanted to do.” Trailing, 35-0, Pasadena scored its lone touchdown midway through the fourth quarter. Following a 42-yard run by running back Ryan Vaughn, quarterback Xavier Hill capped off the six-play, 73-yard drive with a 24-yard touchdown pass to wide receiver Tyrek Adams. Also having a good game for Pasadena was running back Joseph Thomas, who had 41 yards on 15 carries in the first half. (Shel Segal can be reached at ssegal@beaconmedianews.com. wheelchairs. This time their fight was against Washington DC thanks to partisan politics. Talk about timing. Seventy years ago they fought fascists. Now they're fighting partisan gridlock thanks to the government shutdown. A group of about 140 World War II veterans had planned to spend a day at their monument on the National Mall . The trip was planned months ago, and as the busses arrived, the veterans discovered access was initially denied. Some quick thinking citizens realized how ironic
and absurd the situation was and removed the barriers to allow wheelchairs to pass to get to the monument. While the barriers were taken away the site remained “technically closed” on Tuesday. This was the least they could do for the brave men who travelled hundreds of miles to honor their peers. A National Park Service spokeswoman said that she did not have the authority to re-close the monument, and said that about 330 park rangers in the nation’s capital had been furloughed because of the funding cut.
It was unclear exactly who had moved the barriers. Rep. Steve King of Iowa tweeted that veterans were “locked out” of the memorial, and “we opened it,” according to NBC News. Other reports indicated that the veterans moved the barriers or that multiple pairs of hands played a part. One witness said “They were disappointed they couldn’t go on to the grounds, but they also understood why the grounds were closed.” All 140 men and women were able to complete their battle.

Pumpkins, trains and ghostly getaways By Greg Aragon October is here and that means it’s time for Halloween and a host of scary transformations at local theme parks. It is also time for the Pumpkinliner train. Located in Fillmore, about 60 miles northwest or Pasadena, the Pumpkinliner takes visitors to a private pumpkin patch called Ichabog in Santa Paula. The exciting getaway begins at the Fillmore and Western Railway, a historic rail yard full of vintage trains used for Hollywood movie shoots and specialty train rides. The train offers openair cars with bench seating and indoor seating in antique Pullman-type trains from the 1920s and 30s. On my recent trek I sat inside on comfortable reclining chairs, sipping pumpkin ale, listening to the oldfashioned train whistle, and watching beautiful scenery drift bye the big windows. The outdoor car was packed with happy kids and their parents.
Along the 40-minute journey, the train passes citrus and avocado groves, back yards, sports fields, warehouse packing plants, horse ranches, orchard farms and more. When it pulled into “Ichabog,” we found a mini fairy tale land of pumpkins, hay stacks, Jolly Jumpers, a carousel, a haunted hay maze, arts and crafts, and a snack bar. The pumpkins cost between $1 and $5. The Pumpkinliner runs each weekend in October. Cost: kids $10; adults $20. For more info, visit: www.fwry.com or call (805) 524-2546. For those who prefer something scarier there is “Fright Fest” at Six Flags Magic Mountain and “Dark Harbor” at the Queen Mary in Long Beach. Celebrating its 21st year, Fright Fest offers 13 days of terrifying haunted mazes, roaming zombies, the scary clowns and spooky shows ... leaving no tombstone unturned. For the little monsters, a Trick or Treat Trail and Halloween Crafts round out the activities. Attraction highlights include a spooky defunct toy factory in “Toys of
Terror;” a post apocalyptic city where nomad warriors rule with bone-crushing iron fists and the dead stalk the living in “The Aftermath;” and “Chupacabra,” where the infamous, elusive blood-thirsty creature terrorizes a local Dia de los Muertos festival. Besides the mazes, Fright Fest will also run the giant wooden rollercoaster Colossus backwards. Fright Fest runs through Oct 27.
For more info visit: www. sixflags.com/magicMountain/index.aspx And then there is “Dark Harbor,” aboard the legendary Queen May ship in Long Beach. This ghostly adventure is led by a vicious, undead captain and features numerous freak shows and six horrifying mazes with more than 200 monsters. A popular maze is “Submerged,” where unlucky passengers try to es-
cape a sinking ship and find out that there’s more to be afraid of than just a watery grave: there is Graceful Gale, whose beauty in life and in death keep men lined up for a dance. But be warned, she not only captivates she also captures souls. Another evil maze is “Containment,” which introduces guests to Samuel who has been locked in a ship room since a 1948
Atlantic voyage. Today he is literally in pieces, but his soul is alive and ready to terrorize anyone who comes near. Other mazes include “Circus,” “Deadrise,” “Hellfire,” and “Village of the Damned.” Dark Harbor runs Oct. 3-5, 11-13, 17-20, 24-27, 31; and Nov. 1-2. Hours: 7 pm to Midnight. Tickets start at $20. PRESCRIBING FOR SLEEP APNEA? YOUR DME COMPANY LETTING YOU DOWN? If you’re frustrated with your DME provider, find out why thousands of physicians prefer “Classic”
Why Classic?
We relieve you from the burden of answering day-to-day equipment issues.
“Sleep” is our specialty. That’s right, no oxygen, scooters, wheelchairs, beds or other DME. We supply only PAP equipment and related replenishment supplies. This allows us to be real experts in what we do and to concentrate on delivering the patient care that matters. The fact we serve more than 18,000 patients over 18 states and are growing rapidly is testament to our focus and commitment to delivering timely setup and having happy and compliant patients.
able to continue to collect usage data.
Compliance through great patient care
When calling patients we use data generated from our proprietary Download on Demand® software. This takes the raw data streams from patient’s modems, parses the data to produce compliance reports containing key data points and a graph that our clinicians use so that they can have an intelligent conversation with the patient based on that patient’s actual use of their equipment. Of course patients can (and do!) call in to our patient care center for help and advice from our clinicians at any time.
is what really sets us apart from the pack. Our licensed respiratory professionals (respiratory therapists and registered sleep techs) work with patients from the time of setup and throughout their therapy with one goal in mind…to ensure they quickly adapt to their therapy and stay compliant over time.
Our CPAP Circle of Care® program
was carefully designed to achieve this. The first step of the program is for one of our licensed respiratory therapists to complete the setup faceto-face with the patient, either in their home or their doctor’s office, usually within 72 hours of approval. Our R/T will set the machine to the prescription and then educate the patient on its use, care and maintenance. And educate the patient on what to expect over the first days and weeks of their therapy. We set up all patients on the highest quality machines fitted with wireless modems (regardless of insurance). And we leave the modems on the machine indefinitely so as to be

After setup patients are passed to our patient care center for ongoing compliance care. Our licensed clinicians make outgoing calls at 72 hours, 30 days and 90 days after setup to interdict any problems patients may be having. A field R/T will make a re-visit to a patient in their home where a problem cannot be resolved over the phone.
Download on Demand® - Driving Compliance
Our goal is to have happy, compliant patients while taking the brunt of the every-day questions patients invariably have. This relieves the burden from our referring physician’s offices who otherwise have to deal with this call volume, and depending on the experience of the doctor in this field, may not be able to answer typical questions the patient has regarding equipment issues (e.g. how to fix a leaking mask).
Skeptical?
So you’ve heard it all before? All the DME’s brag that they’re the best and have a great compliance and supply replenishment program.... everybody talks the talk...so who do you believe? Your patients...that’s who! We’ll prove it to you. Send us two or three patients and then ask your patients about the care they received and their opinion of the process... then compare the results to your existing DME provider. Talk to your staff about the interaction they have with our office. Look at our documentation. Reach out to Bill Kleiman (contact info below) to set up an inservice over lunch with your staff to go over our program and answer any questionvs you may have.

The prescribing doctor receives documentation by eFax (or electronically via EMR system integration), starting with confirmation of receipt of the referral through every touch we have with the patient. This includes a copy of the 2-page compliance reports containing our Download on Demand® data and a copy of the notes made by our clinician during a call. Our proprietary systems automate the flow of documentation keeping referring doctors completely informed about their patients’ progress and ensure physicians have the documentation they need for follow-up consultations with their patients.
