City awarded $375,000 cops grant Rep. About 900 Pasadena-area young women competed in the first round for the opportunity to be part of the 2013-2014 Royal Court Saturday and Monday afternoon. Hopeful contestants from Pasadena and surrounding communities hope to represent their community, school and the Tournament of Roses as ambassadors making over 100 appearances leading up to New Year’s Day. On Saturday our cameras captured not only young women but some men too, hoping to be the first male selected to be on the Royal Court. As custom has it, men are not designated but several brave souls, many from Arcadia High school try out each year notwithstanding.
An unseasonably warm Saturday morning found hundreds of teens lined up outside Tournament House in their best manners hoping to make a good enough impression in the few seconds they had in front of a select committee of Tournament officials. Seven young women will be named to the Royal Court on October 7, 2013, and one of them will be named the Rose Queen on October 24, 2013. The 2014 Rose Queen and Royal Court will reign over the 125th Rose Parade® presented by Honda and the 100th Rose Bowl Game® presented by VIZIO on January 1, 2014. “America’s New Year Celebration” will be seen by millions of people around the world.

First-of-a-kind resolution on international wage parity adopted by California legislature California State Senate overwhelmingly adopted a resolution authored by Assemblyman Mike Gatto (D-Los Angeles) last week that directs the federal government to use its constitutional treaty powers to require trading partners to gradually raise their minimum wages, raising the standards of living in those countries and making U.S. workers and exports more competitive. Artificially depressed global wages, like Indonesia’s minimum wage of 46 cents an hour, make it nearly impossible for higher-paying nations to compete. These practices are increasingly viewed as a form of unfair trade, much like the currency manipulation that Mitt Romney so famously decried during his 2012 presidential campaign. Congress, by statute, has ordered the United States Trade Representative to seek input from the
fifty states on the effects of, and policies relating to, globalization. Assembly Joint Resolution (AJR) 12 states California’s position on that issue: future treaties, trade agreements, and relevant international protocols should require a gradually increasing wage in developing countries. Since the dawn of the republic, the United States has used its treaty power to require things like free elections (with Iraq, after the Iraq war), respect for U.S. companies’ patent and intellectual property rights (in various treaties), and of course, currency valuations (in the various Bretton Woods accords, etc.). The Senate passed AJR 12 by a vote of 26-10. “American workers and companies are having trouble competing because workers are paid inhumane rates in some other countries,” said Gatto. “This ‘race to the bottom’ hurts workers around the world
and causes thousands of U.S. jobs to be sent overseas each year. Gradually increasing international wages, even from 50 cents an hour to one dollar, would make U.S. exporters, from movie makers to automakers, more competitive, and would help raise billions out of poverty.” The concept in AJR 12 has been supported and championed by economist Richard Duncan, author of “The Corruption of Capitalism: A strategy to rebalance the global economy and restore sustainable growth,” and a frequent television contributor. Duncan is the Chief Economist for Blackhorse Asset Management, which is affiliated with several high-performing hedge funds. Duncan is not alone among cutting-edge economists who view this policy as one of the few proposals that can actually help correct the vast trade and currency imbalances caused by globalization.

A number of agencies, including the Los Angeles County Fire Department, Los Angeles City Police Department, andthe El Monte Police Department will bring their airships. Public safety representatives will be on hand to build community awareness of their respective organizations and the many ways they serve the public. Aircraft and personnel from local aviation businesses will also display aircraft and
speak their important economic role in the aviation community of Southern California. Additionally, many local schools and civic organizations shall be available to share with the public their role in the aviation community. Community workshop – LinkBurbank, Sept 26 The California bill to give undocumented immigrants a license to drive (AB 60), passed the State Senate and Assembly on Thursday, nearly 24 hours after it had been shelved for consideration in 2014. The bill now goes to Governor Brown for approval. The Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA) applauded the votes calling them brave and responsible. fundamental and longoverdue measure. Senator De Leon and Assemblyman Alejo are to be commended for their courageous and visionary leadership on AB 60. AB 60, although not a perfect bill, is a step in the right direction. This bill responds to an urgent need by more than a million working men and women in California who want to be properly trained, drive without fear, and contribute their hard earned dollars to our state’s economic growth. Governor Brown should sign AB 60 immediately. And when he does, the Governor will

Glendale community meeting -improvement projects The Public Works Department will host a community meeting to discuss the Verdugo Road and Honolulu Avenue Intersection Improvements Project. COPS Hiring Program offers grants to state, local and tribal law enforcement agencies to hire or rehire community policing officers. The program provides salaries and benefits for officer and deputy hires for three years. Grantees for the 2013 hiring program were selected based on their fiscal needs, local crime rates, and community policing plans. “Since it was first created back in 1994, the COPS hiring programs have helped to put more than 125,000 police officers on the streets and in the neighborhoods – it’s no coincidence that we’ve seen a nationwide decrease in violent crime over the past decade,” said Rep. Schiff. “This grant for the Burbank Police Department will help hire three new police officers, which in a time of belt-tightening and budget cutting will be a great help to the city. I will continue to support this program and look to protect it from the dangers posed by budget infighting in Washington, DC.” “The Burbank Police Department is very appreciative of Rep. Adam Schiff’s considerable efforts to obtain funding for three police officer positions,” said Burbank Police Department Chief Scott LaChasse. “The grant monies will be specifically dedicated to reestablishing school resource officer positions. Since 1995, COPS has awarded over $14 billion to advance community policing, including grants awarded to more than 13,000 state, local, and tribal law enforcement agencies to fund the hiring and redeployment of approximately 125,000 officers and provide a variety of knowledge resource products including publications, training, and technical assistance. “The grants we announce today are part of the Justice Department’s ongoing commitment to help dedicated local law enforcement professionals build safer, stronger communities,” said Tony West, Associate Attorney General of the United States. “These awards will help our partners in jurisdictions across the state of California hire more officers and better work with the communities they serve to address public safety issues.” Schiff has strongly supported COPS Program in the past. In 2011, he offered an amendment to restore $600 million in funding, and in 2009 he authored an amendment which would increase the number of forensic analysts and laboratory personnel working to catch rapists, murderers and other violent felons through the COPS program.

The B-I-G-GGG pickup truck There are obviously a lot of very good drivers on the streets or we would have annihilated our society by now. There are obviously also a lot of very thoughtful, polite drivers or I would spend the rest of my life sitting in my driveway waiting for a chance to pull out. However, as I have observed and commented on many times, there are also a lot of very poor drivers on the streets. Many are rude, thoughtless, self-centered, and frequently pre-occupied. I've met some of all of the above. Judging from the e-mails, phone calls, and inperson comments I receive when I write about any of the above, you meet them too. The other day I approached a very busy intersection just as the green arrow for my left turn went off. Wanting to obey the

With all the road rage that is taking place these days, I didn't want to get caught in the middle of somebody else's fracas. I saw nothing unusual ahead, nothing to the left, and nothing to the right. I glanced in my rear-view mirror. I saw this rather irate looking young woman in a B-I-G-GGG pickup truck. She was vigorously motioning for me to go. Trying to avoid direct eye contact, I shifted my glance forward again. There, hanging beside the stoplight, was a sign that I swear was not there the last time I went through that intersection. It said Left Turn Yield On Green. I simply had seen the arrow, but not the sign, when
I had entered the left-turn lane. Now it was too late because there was on-coming traffic. The west-bound went west and the east-bound went east, the north-bound went north and the southbound went south. I was forced to sit through it all in front of a very pissed-off young woman in a very B-IG-GGG pickup truck. I sneaked a peek in the mirror. She gave me a one finger salute. That was not nice but I knew exactly what she was thinking about that old woman in front of her. Me? I was thinking, "If she doesn't kill me, I'll get a column out of this." She didn't so I'll write about it. But, I'll be smart. I won't name the day or the intersection, just in case she reads Dorothy's Place when she's not driving that B-I-G-GGG pickup truck.

Columbus elementary school and Gatto unveil new technology center

Assemblyman Mike Gatto gathered with parents, teachers, school officials, and hundreds of excited elementary school students today at a special dedication ceremony for the new computer lab and technology center at Columbus Elementary School in Glendale. The state-ofthe-art facility was made possible by Assemblyman Gatto and technology company GTECH. At the Assemblyman’s request, and after a
review of Columbus’s qualifications, GTECH awarded the elementary school an After School Advantage technology grant last October. The GTECH After School Advantage program provides educational opportunities to local children by donating state-of-the-art computers, printers, software, furniture, and volunteer hours to non-profit organizations that sponsor after-school programs in jurisdictions where
GTECH has offices. After hearing of the grant program, Assemblyman worked directly with administrators, students, and teachers to secure the grant for Columbus Elementary School in Glendale. The school serves grades kindergarten through five and has been recognized nationally for its high academic achievement, even among a student body that comes from predominantly low-income homes. Recently, Columbus became one of the few public elementary schools in California to receive a distinguished “Great Schools” rating of eight out of ten. “I thank GTECH for stepping in to supply these children with the tools for learning in the 21st Century,” said Gatto. “The new computers and updated facility will provide the children with the necessary technology to immediately help them excel in the classroom while preparing them for the job market of tomorrow.”

Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. Out of an abundance of caution for public safety, the schools, hospital, and mall were searched in the cities of Arcadia, Covina, Duarte, Glendora, Monrovia and West Covina. A five-agency effort was formed to put a stop to these threats and included investigators from the police departments of the cities of Arcadia, Covina and Monrovia, the Federal Bureau of Investigation, and Los Angeles County Sheriff’s investigators from Temple Station, Major Crimes Bureau, and the Joint Terrorism Task Force. Using advanced technology and investigative techniques, key information was gathered by the team, and the suspect was arrested as he left his Monrovia home about 4:00pm Tuesday, September 17, 2013. Investigators are continuing the investigation, including serving a search warrant at his home. 26-year old Suspect Gerardo Cortez was booked at Monrovia Police Department for five counts of felony Making Criminal Threats
(422 of the California Penal Code), and five counts of False Report of an Emergency (148.3(a) California Penal Code). This case will be presented to the Los Angeles County District Attorney’s Office by Monrovia Police Department detectives for consideration of criminal filing. At this point his bail is set at $250,000.00 and his next court date is Thursday, September 19, 2013 All policing agencies involved in this investigation took this very seriously. The nature of these criminal threats brought tremendous fear to students, faculty, parents, patients, and the community. It also drew a significant amount of policing resources away from other legitimate purposes. Incidents such as these will continue to be handled in a serious manner. The incidents that led to this arrest was the caller said he had an AK-47 and threatened to shoot people at the following locations: Covina: A call was made referencing “Citrus Medical Center:” (there is no hospital by that exact name) On Monday, Sept. 9, the threatening call was made to the Covina Police
Department. Covina Police Dept. officers searched Intercommunity Hospital in Covina. West Covina Police Dept. officers searched Queen of the Valley of the Valley Hospital and East San Gabriel Valley Hospice in the City of West Covina. Glendora Police Dept. officers searched Foothill Presbyterian Hospital in the Glendora. Monrovia: A call was made referencing Sante Fe Middle School: On Monday, Sept. 9. the threatening call was made to the Monrovia Police Department. Adam Schiff and Tony Cárdenas will host a Service Academy Night for high school students interested in applying for admission to one of our nation’s service academies – the U.S. Military Academy at West Point, the Air Force Academy at Colorado Springs, the Naval Academy at Annapolis, the Coast Guard Academy at New London and the Merchant Marine Academy at Kings Point. At the event students and parents will be able to learn about the application and selection process, talk to school representatives and learn about the benefits of a military career and education. “Each year, I nominate highly qualified students to these academies, and I encourage students to apply for prestigious appointments to our nation’s fine service academies,” said Schiff. “I hope that this informational session will be beneficial to students who are consider-
ing applying to the service academies, and I would encourage students and their parents to attend and learn more about the benefits of a military education.” Each year, Schiff nominates students from the 28th Congressional District for appointment to one of the four United States service academies which require a Congressional nomination. Nominations are required for all but the U.S. Coast Guard Academy, to which appointments are made on the basis of an annual nationwide competition. All Members of Congress are able to nominate qualified high school students for admission to one of the four service academies. In order to be considered for an appointment to a service academy, an applicant must meet the eligibility requirements established by law and be nominated by an authorized person, including Members of the House of Representatives, Members

Monterey Park Police Investigators arrested 26 year old Andrew “Andy” Van Bui of Monterey Park on September 3, 2013 for sexual assault on two women. Suspect Bui was arrested by detectives after he had been identified by the victims. Investigators believe that suspect Bui would befriend women at his place of employment, a café in the City of Alhambra, and through the use of social media, he would arrange to meet with them or in-
vite the women to his residence. While at his residence he would sexually assault the victims. Based on information gained during the investigation, detectives believe that there may be additional victims who may be hesitant to come forward with information. Anyone with additional information about this suspect is encouraged to contact the Monterey Park Police Department at 626-307-1236. Bui has been charged with five felony counts for sexual assault on multiple
women by the Los Angeles County District Attorney’s Office and is being held at the Los Angeles County Jail. Bui’s bail has been set at $1.5 million dollars.
