Thursday Sept 5, the city of Pasadena filed a criminal complaint charging two people with 192 misdemeanor charges in connection with illegal boarding home operations at 389 Ashtabula Street. The criminal complaint that was filed by the City Attorney-City Prosecutor’s Office includes 96 counts each against Dave Wohlman and Felicia Edelman based on their roles as operators of the illegal boarding home known as “Uncle Dave’s Sober Living.” The charges span illegal operations from April 9, 2013 through Aug. 29, 2013, and include violations of the California Fire Code and the Pasadena Municipal Code. SB 416, authored by Senator Liu, and Co-Authored by Assemblyman Gatto, passed the Senate floor by a vote of 76-0. The bill requires CalTrans to sell houses along
the proposed 710 freeway route in Los Angeles, Alhambra, South Pasadena, and Pasadena. By requiring the properties to be sold, AB 416 would end a state transportation agency’s foray into local real estate, thus ending any mismanagement of the properties by the State. In addition to conclusively end-
ing any speculation about an above-ground 710 route, and freeing millions of dollars to do some good locally. “It is time to get CalTrans out of the landlord business relieve communities of speculation about an above-ground 710 extension,” said Gatto. “SB 416 gives communities like Pasadena certainty about
the 710 extension and provides the opportunity to use millions of dollars in proceeds to improve transportation in our communities, like improving exits along the 110, and erecting much needed sound walls along the 210.” The bill now goes to Governor Brown for approval.

Sheriff’s reserve deputy arrested alleged theft of $1 million diamond The FBI says a former Los Angeles County reserve sheriff’s deputy has been arrested on suspicion of stealing a diamond worth up to $1 million. Reports say 47-yearold Billy Lulo was arrested Wednesday and booked for mail fraud. Authorities say Lulo, who owns a Los Angeles jewelry store, was given a 22-carat diamond to sell for a Texas couple. Lulo has been a Sheriff’s Department reserve officer for 23 years. The department fired him on Wednesday.

Los Angeles County Chief Economist predicts slow economic recovery While the economy is on the mend, Southern California should not expect a full recovery from the recession until later in the decade. That is the forecast of the chief economist for the Los Angeles Economic Development Corporation (LAEDC). Robert A. Kleinhenz, P.h.D. of the Kyser Center for Economic Research, spoke at the Duarte City Council meeting on Aug. 26. He said that slow recovery of international trade, the number one industry in Southern California, is one area that is holding us back. International trade is especially important to the economic well-being of Los Angeles County, said Kleinhenz. An LAEDC analysis in 2010 found that 24% of jobs in Los Angeles County are tied to trade–related industries: manufacturing; warehousing; transportation and utilities; and information, including motion picture and sound recording. In the San Gabriel Valley, 19% of jobs are trade related in manufacturing, wholesale trade, transportation and utilities.
Currently 40% of U.S. imports arrive at the Port of Los Angeles and the Port of Long Beach, the two largest ports in the United States. Together they handle some 14 billion containers each year. But that figure has remained virtually stagnant for the past four years, from a high of 15.7 billion containers in 2007 and a low of 11.8 billion containers in 2009. Kleinhenz predicts that international trade employment will come back when the national economy comes back, and that will be dependent on two major factors: the rate of growth of the U.S. (GDP) gross national product, and the economic state of the nation’s two major U.S. trading partners, China and Europe. The forecast is that the U.S. GDP will increase by 1.8% in 2013 and 2.4% in 2014. China, which has been our largest trading, with $167.4 billion dollars worth of imports coming through Los Angeles ports in 2012, is experiencing slower growth as Europe continues in a recession/recovery phase, he said.

He began his professional baseball broadcasting career in 1950, with the Brooklyn Dodgers. He was inducted into the National Baseball Hall of Fame in 1982. During his
unmatched career, he has called three perfect games, 25 no-hitters, 25 World Series and 12 All-Star Games. Iconic moments called by Scully include Kirk Gibson’s miraculous Game 1 home run in the 1988 World Series, Dan Larsen’s perfect game in the 1956 World Series, Hank Aaron’s recordsetting 715th home run, Sandy Koufax’s four nohitters (including a perfect game) and the scorelessinning streaks of Dodgers greats Don Drysdale and Orel Hershiser. When Scully began broadcasting the Dodgers
had yet to win a World Series. Three years later, at the age of 25, he became the youngest person to ever broadcast announce a World Series game. The Assembly voted 75 to 0 on amendments taken earlier in the Senate. AB 630 now goes to Governor Brown for signature. AB 630 safeguards an architect’s work such as architectural drawings or plans, by clarifying that a person can only use the plans or drawings if they have written permission. Architects currently face a challenge preventing those who are not authorized to use their work from using it again and again. “Architects show the
pride they have in each design by copyrighting plans,” explained Assemblymember Holden. “It is my goal to ensure every architect receives his or her due and can ensure their vision is executed properly. Misunderstandings about who can use an architect’s work have resulted in lawsuits. AB 630 should help to resolve these disputes before they end up in court.” “AB 630 helps consumers understand when they are able to use the services prepared by an architect. The American Institute of Architects, California Council appreciates Assembly Member Holden’s leadership in successfully shepherding this important bill through the Legis-

Just like a piece of music or literature, plans created by an architect are copyrighted because these plans become functional works of art. Monterey Park Bruggemeyer library receives grant Federal grant funds of over $85,000 to go towards furthering adult English language skills and to help students pass the citizenship and naturalization exit exam. Monterey Park Bruggemeyer Library’s LAMP Literacy Program received notification from the U.S. Department of Education WIA II (Workforce Investment
Act) of an increase in funding from $47,518 to $85,279 for the new 2013-14 fiscal year. The increase in the award amount was due to the dramatic academic gains and points made by the ESL and citizenship students in the LAMP Literacy Program. Funding for the current year was calculated based on payment points

The charges were filed this week after City officials served an inspection warrant on Thursday morning, August 29, 2013 at the Ashtabula address. The inspection warrant was approved by the Los Angeles County Superior Court for service without prior notice and also allowed for forcible entry into the premises. Pasadena Police Department Officers secured the premises and kept tenants outside while the inspection occurred.
No forced entry occurred. Multiple life-safety issues in violation of the state Fire Code were discovered during the Aug. 29 inspection which also found beds for as many as 27 occupants inside the two-story, single-family residence. During the Aug. 29 inspection, several tenants were interviewed and videotaped while others were interviewed without being on camera. The property was referred to the City’s C.R.A.S.H. (Community Resources Against Substandard Housing) Team in June, 2012 after other efforts for code compliance
failed. The C.R.A.S.H. Team was unsuccessful in getting the owners to bring the property into compliance with state and local laws. The C.R.A.S.H. Team is a multi-departmental team from Fire, Code Enforcement, Building Safety, Health, Police, City Prosecutor and the Humane Society who handle “problem locations” with two or more potential violations under state or local regulations. The team is committed to preserving the quality of life in the City and the safety and security of all residents through enforcement of applicable laws.

Shi Tao, a journalist in China who was sentenced in 2005 to ten years imprisonment for sending to a foreign web site instructions he received from the government about how journalists should act prior to the 15th anniversary of the Tiananmen massacre,
has been released. PEN International announced today. At the time, Shi Tao’s case reverberated around the world as it clearly violated journalistic freedom. While Yahoo! claimed that China Yahoo! must follow China’s law, it was in fact
Hong Kong Yahoo! who gave out the IP address of Shi Tao as the one who sent out the information. Hong Kong has an ordinance on privacy. The information Hong Kong Yahoo! gave out was not ordered by Hong Kong’s court as the ordinance required. In fact there was no police order at all. In 2007, a hearing was held in Hong Kong and the Hong Kong Commissioner on Privacy, Roderick B. Woo, was called to testify by the Hong Kong’s legislature. Visual Artists Guild was the only NGO to attend the hearing. Woo claimed that since Shi Tao’s account was a commercial account, there was no violation of privacy, to which legislator Audrey Eu countered that the fact that Shi Tao was sentenced proved that such privacy had been violated. Hong Kong Yahoo! did not appear at the hearing and merely sent out a letter denying any violation on their part. During a 2006 US
