Tuesday and Wednesday the shop is closed for maintenance. Volunteers from the Sierra Madre Woman’s Club work on these two days, preparing merchandise and restocking the shelves. Dr. Andrew Phillips came to Arcadia in 1996 after he joined the faculty of the USC School of Medicine as the Director of Comprehensive Ophthalmology at the Doheny Eye Institute. During that year a well-respected ophthalmologist, Harold Ward MD, donated his Arcadia practice to USC, and Dr Phillips began to transition to the new location. As the Arcadia practice grew, it became clear that there was a need for more state-of-the-art comprehensive ophthalmology in SGV. Turkey Count Falling 300 Short for Foothill Unity Center Thanksgiving Distribution Pies Also Needed for Center’s Biggest Thanksgiving Event Ever Concern is growing that turkey and pie will not be on the menu for many of the estimated 1,500 lowincome families coming to Foothill Unity Center’s Thanksgiving distribution. Turkey donations are 300 short of the total needed, and few pies or have been contributed so far. “As the economy continues to lag, the number of people seeking our help keeps growing,” says Center Executive Director Joan Whitenack. “We’re serving 35%-40% more clients than we did last year, and the total count has more than doubled since 2007. Many of our new clients are seeking our help for the first time.” The Center is putting out an SOS for frozen turkeys, supermarket gift certificates to cover
the purchase of a turkey, and pies or other desserts. They may be dropped off any day this week between 9 a.m. and 5 p.m. at either Center location: 415 W. Chestnut Ave. in Monrovia or 191 N. Oak Ave. in Pasadena. (To arrange for large quantity deliveries, email albert@foothillunitycenter.org.) The distributions, for registered Center clients, will be held next Monday and Tuesday, November 22-23. Preparations are also underway for the organization’s Holiday Distribution on December 19-20. Now in its thirtieth year, Foothill Unity Center, as the Community Action Agency for the Foothill Area provides a range of crisis services to help low-income families survive these times. Oper-
ating with a small staff and a corps of dedicated volunteers, the nonprofit, nondenominational organization distributed over four million pounds of food to 3,974 unduplicated very low-income families in Pasadena, Altadena, South Pasadena, Monrovia, Arcadia, Duarte, Sierra Madre, Bradbury, Baldwin Park, Irwindale and Azusa last year. The Center also provides some health services, limited motel vouchers, and referrals to the homeless and people in crisis. Clients must meet lowincome guidelines and are recertified annually. n 11-year-old girl who was sexually abused by a man who was living in Sierra Madre in a house on Miramonte was awarded $5.4 million by a Pasadena judge Monday according to a report in the Los Angeles Times on Tuesday, Nov. 16. The artist, who is legally changed his name from Andrew West Reid Jr. to “Awest,” is currently serving an eight-year sentence in federal prison for molesting the girl, who was 6 years old at the time of the crime. City of Monrovia Served with Fire Captain’s Lawsuit By Susan Motander On August 31, Monrovia Fire Captain Dave Rapp’s attorney, Leo Terrell, filed a lawsuit on Rapp’s behalf in Federal Court. However, the city was not immediately served with that lawsuit. The word first spread about the lawsuit when an online news service published the information on November 1. On November 10, the law suit was served on both the city and Fire Chief Chris Donovan, the other named defendant. Prior to the service of the suit, Monrovia’s City Manager Scott Ochoa wrote of the lawsuit and the manner in which the news of the filing came out in his Weekly City Manager’s Report for November 5. Ochoa wrote that Rapp’s attorney had “leaked the news of the lawsuit,” when he was contacted “about a separate case (another discrimination lawsuit he is handling, brought by a former Fire Department employee).” Ochoa wrote
that “preemptively leaking it to the press seems a bit melodramatic.” The attorney in question, Leo Terrell, said he did indeed discuss the case, when contacted about the discrimination lawsuit he is handling for Alice Robin, a former employee of the Fire Department. According to Terrell, the reporter was inquiring about the status of that case (still awaiting trial, no settlement arrived at) and that Rapp had recently decided to go ahead with the lawsuit. He said that he mentioned it to the reporter because of Rapp’s decision. According to Terrell, Rapp had had the lawsuit filed, so that it would be done within statutory requirements, but was hesitant to move forward with it. He had been hoping to work the situation out without resorting to litigation. When contacted about the lawsuit, Rapp had referred all questions to Terrell saying that the attorney had requested that he do so.
The same online news service also had stories about other alleged improprieties in the Monrovia Fire Department. Ochoa also wrote about these saying “Folks have tried to make it about safety (remember the fracas over the grant-funded regional procurement of firefighter breathing apparatus?), but couldn’t; they’ve tried to make it about ethics (the aborted D.A. investigation), but couldn’t. This is about control and change in organizational culture.” To a certain extent, this is not wholly accurate. These issues were brought to the attention of this newspaper by several different fire fighters over the last two years. When the defendant in this lawsuit was contacted for comment on the issues, i.e. discontent with the Fire Chief and problems with morale, Rapp regularly dissuaded this paper from writing on the issues saying that they were trying to work these out among themselves.
The online news service also claimed that the problems between the union and the city started when Chief Donovan was hired. The service may be ignoring the fact that the Union was actively supportive of the hiring of Donovan and that the Union was involved in the selection process and that he was the candidate they supported. This support has been slowly declining over the last two and a half years. Complaints began from firefighters about the time that Donovan cancelled his monthly meetings with the union. These had been the standing practice of the Chief prior to May of 2008. The lawsuit alleges that Rapp was passed over for promotion to Battalion Chief in 2008 and that he was also denied a transfer from the position of Engine Captain to Truck Captain in that same year. The transfer would have put Rapp in a better posi-
tion to be considered for the next Battalion Chief position. The lawsuit alleges “Chief Donovan informed Plaintiff (Rapp) that there is no way Plaintiff can be Union President and simultaneously work towards a promotion with the Fire Department and that the Plaintiff is naive to think so.” The lawsuit also alleges that Battalion Chief Chris Fabrizzio told Rapp “that he was difficult to deal with because (Rapp) was too involved with the Union and too vocal as a Union representative.” Rapp initially tried to handle these relationships through the City’s internal system, i.e. filing a grievance with Human Recourses and Risk Management. While the grievances were addressed by the city, no action was taken by the city against the Fire Chief or the Battalion Chief even though the city agreed that they should not have discussed his activities with Rapp.
The other allegation in the lawsuit is that Rapp was given poorer than usual performance reviews during the time period all of this was occurring. The reviews criticized his union activity saying they were detrimental to his performance and that he should take a Fire Marshall Chief Officer Class and a formal writing class at a community college at his own expense and without compensation. The suit requests an injunction preventing the City and Fire Chief from continuing in like action which the plaintiff alleges are violations of his First Amendment Rights. It requests compensation for “economic losses, deprivation of civil rights, humiliation, mental anguish and emotional damages,” interest on the sum of damages, punitive damages, costs of the law suit and reasonable attorney fees.

General Plan Committee Town Hall Meeting a Big Hit with Residents of Sierra Madre Sunday City officials were “very pleased” with the turnout at Sunday’s Forum at the Youth Activity Center. Approximately 200 people attended according to city officials who monitored the comings and goings of residents who wanted to add their thoughts to the process for the General Plan update. Residents had an opportunity to ask questions of not only members of the committee but also city staffers and council members. The update is a General Plan Committee driven project and volunteers are handling all the surveys and consolidating the verbal and written comments received at each of the stations at the Youth Activity Center on Sunday .
The three page survey used at the Forum will also be mailed out as an insert into the next edition of the Wistaria Vine and it will be available on the city’s website. Subsequently the committee is getting the sur-
vey out in a variety of ways to achieve the “broadest possible participation” according to Elaine Aguilar, Sierra Madre City Manager. “The Committee will be compiling the data from all of the submitted surveys
-- not just what was submitted on Sunday. “ Aguilar added. The Committee will eventually discuss the results at one of their Committee meetings. The intent is apparently to get

Distinguished Children’s Hospital Los Angeles Opens Outpatient Center in Arcadia Children’s Hospital Los Angeles opened the doors of its new outpatient services center in Arcadia on Nov. 1, bringing the clinical expertise of its doctors, nurses and staff to area residents. The outpatient center is known as Children’s Hospital Los Angeles - Arcadia and is located at 468 E. Santa Clara St. A variety of outpatient services are offered, including gastroenterology, ophthalmology, orthopaedics, pulmonology, otolaryngology (ear, nose and throat) and pediatric surgery. Laboratory and radiological services are also available and more specialty services will be added in the near future. “Our physicians provide the most diverse pe-

by Anne Donofrio-Holter Spearheaded by the Arcadia Rotary Club, local Rotarians, along with friends and family, raised over $3,000 to help find a cure for juvenile diabetes through their participation in the Juvenile Diabetes Research Foundation (Los Angeles Chapter)’s 2010 Walk to Cure Diabetes held November 7 at Dodger Stadium. Diabetes is a “chronic, debilitating disease affecting every organ system. There are two major types of diabetes: type 1 and type 2. Type 1 diabetes is an autoimmune disease in which a person’s pancreas stops producing insulin, a hormone that enables people to get energy from food. Type 2 diabetes is a metabolic disorder in which a person’s body still produces insulin but is unable to use it effectively.” The day began for Team Rotary, captained by Arcadia’s Michael Ojeda and Rosie Mares, at 8:30 am.
“Following registration and opening ceremonies, we began the 5-kilometer route with some 15,000 walkers outside the Dodger Stadium field,” said Ojeda. “One of Team Rotary’s walkers was a type 1 victim.” According to Ojeda, last year the team raised $500 for Team Miranda Sara, which they donated to the organization in support of Arcadia Rotarian Dirk Hudson’s granddaughter, but this marked the first year the group participated in the event itself. “We walked inside the stadium for our third lap and as the names of the teams were flashed across the marquee, for the first time there was Team Rotary,” said Ojeda. “As we took it all in we couldn’t help but feel that history was being made.” Ojada and the Arcadia team, which also included members of the San Marino, Sierra Madre
and Monrovia Rotary clubs, were inspired at the sight of participants holding hands as they walked and children riding atop their parents’ shoulders. “It was quite a sight,” he said. “Although unrehearsed, a symbol of a common purpose.” The team’s initial goal was to raise $1,000. “So far we are well over $3000!” said Ojeda. “It was a great event and we hope to participate even bigger and stronger next year.” The Juvenile Diabetes Research Foundation International (JDRF) “is the worldwide leader in funding research to cure type 1 diabetes, an autoimmune disease that strikes children and adults suddenly and lasts a lifetime. Fallout: A Victim of Monrovia’s Mini Madoff Speaks Out

Paige Lopez, one of the Tax Doctor’s first victims, has stepped forward to tell his story. Mark Colasuonno who did business here in Monrovia as the Tax Doctor, preparing tax returns and suggesting investments for his clients, was held to answer in Superior Court for his actions regarding Lopez and his brother Frank.
Colasuonno was charged with Grand Theft by embezzlement with an enhancement of the charges as more than $100,000 was alleged to have been stolen. Colasuonno has been arraigned and after a preliminary hearing, a Superior Court Judge found that there was sufficient evidence to face trial. As a condition
of his release without bail, Colasuonno was ordered not to prepare taxes or create another LLC. Ernie Algorrie, the attorney who represents Paige Lopez, and his client spoke of the case earlier this week. “We believe in the presumption of innocence until an individual until proven guilty,” Algorrie
said. “But we also believe in civil redress for wrongs.” Lopez said that Colasuonno, as the Tax Doctor, started preparing his tax returns in the late 1990s. After several years of working with Colasuonno, Lopez said that in approximately 2003 he mentioned to Colasuonno that he might be coming into an inheritance
from his uncle. Later Lopez and his brother Frank realized that they would receive a total of $350,000 from the estate of his uncle. Lopez said that he explained to Colasuonno that he needed to invest his portion of the funds in something which he could easily liquidate as he Fallout on 12

The Monrovia Historical Museum is hosting its annual tribute to Black History Month. A special reception will be held on Sunday, February 14 from 1 to 5 p.m. This year the exhibit if the cooperative effort between the museum FREE and the Monrovia-Duarte Black Alumni Association. Man Detained Following Bomb Threat Standoff at Monrovia Bank By susan Motander and John stePhens
Monrovia resident Joshua Locateil, 24, was arrested and charged with attempted robbery after a four hour stand-off with police at Citizens Business Bank on the corner on Myrtle and Huntington Wednesday afternoon, according to Capt. Jim Hunt of the Monrovia Police Department. Locateil is in custody at the Monrovia Police station. After his arrest, a robotic device used by the bomb squad was called in according to Capt. Hunt and clothing and a waist pack were determined to be clear and no device was found. Locateil had allegedly entered the bank around 9.55 a.m. and placed a note demanding money. The bank was evacuated. The contents of that note have not been disclosed. After surrendering, Locateil was ordered to strip down to ensure there was no device attached to his body. By 2:30 p.m. Wednesday, the young man who allegedly attempted to rob the Citizen Bank branch in Monrovia was in custody. The suspect was found not to be armed at the time of his arrest, but had claimed earlier that he either had a bomb or had planted one in the bank. Monrovia P.D.’s Watch

One of the two recently selected Sierra Madre Citizens of the Year, Dr. Paul Neiby, passed away last week. Dr. Neiby had been in declining health for some time. Arcadia High School Government Team Wins State Championship

Last Friday, Arcadia High’s student government team took first place in the 2010 California “We the People” tournament, securing the state championship for the first time in thirteen years. The team will advance to the national competition in Washington D.C. this April.
For the thirty seniors on the team, colloquially known on campus as “Gov Team,” the Sacramento victory was far more than a trophy and a gold medal— it was the culmination of countless hours of hard work and effort. After qualifying at the regional level in midDecember, the team had been diligently rehearsing for the state competition,
often devoting as many as twenty hours a week to independent preparation. In addition to in-class study and unit meetings outside of school, members participated in weekly practice sessions at the Arcadia City Council Chamber, where they received constructive feedback from local lawyers. On Monday, February 23, at about 2:20 p.m. the Pasadena Police Department responded to the 200 block of Idaho Street after an area resident called to report that there were three teens laying on a neighbor’s lawn saying that they had just been raped. Responding officers discovered the three girls, all 14 years of age, and found them to be extremely intoxicated. They were transported to an area hospital where they were examined and treated. Detectives were able to interview one of the victims who reported that they had ditched school. All three girls were at a local mall where they were “hanging out” and they willingly went with the two male adult suspects to “hang out” with them. The girls were taken to the house on Idaho where they were given alcohol and marijuana, and sexually assaulted. The investigation is ongoing. ‘While detectives are pursuing several promising leads, the department would welcome any additional information that may help bring this case to closure: says Chief of Police Bernard Melekian. “We need these suspects off the street before they cause harm to anyone else’s child.” Anyone with any information should call the Pasadena Police Detective Section at (626) 744-4522.

After seeing positive results from a similar initiative in San Fernando, new city manager Jose Pulido has proposed a citywide traffic study and master plan that would give the city the power to resolve problems that state and federal guidelines fail to address. Pulido said the driving force for the study was an accident that occurred on El Monte Avenue and Daines Drive– which he learnt about through watching city council meetings before he was appointed. “I could see the council was getting frustrated because they wanted to take control of traffic issues and they couldn’t,” he said. According to the city manager, the state and federal guidelines have standards that are better suited to large cities, such as a stop sign only being implemented if there are enough collisions to warrant it.

With funding from the American Recovery and Reinvestment Act, the City of Arcadia is preparing to re-stripe the pavement on Santa Anita Avenue in order to clarify lanes and add a bike lane. The stimulus project involves re-striping the street from Foothill Boulevard to the northern city limits, where there is currently no marking for how many lanes there are. “It’s an interesting situation because its wide with a median, but each side of the street is wide enough for two cars to drive side by side when it’s really just intended to be one lane and parking lane,” said City Engineer Phil Wray. “But people derive it; they drive two cars on the road and it shouldn’t be that way.” Wray said the city receives many complaints from drivers confused about the number of lanes, and that the re-striping will stop “daredevils” who try to pass. Due to the low volume of cars on the street, the re-striping will not increase traffic, he said. At the next meeting, the city council will approve the contract to enter into a construction contract, Wray said. The striping will likely begin right after the first of the month. A bike lane will also be added to the wide road, which staff reports say has the potential to be a significant bike corridor for both recreational and residential uses. According to Development Services Director Jason Kruckeberg, the street is heavily used for bikes. “We’re taking advantage of the current situation and trying to plan for the future a little bit,” he said.

The City of Sierra Madre’s proud all-citizen-volunteer float was awarded the Governor’s Trophy for its entry, “California Girls” in the 2010 Tournament of Roses parade in Pasadena, Ca. on New years Day. In spite of the fact that the colorful float received applause all along the parade route, the float developed brake problems that halted the parade for over 10 minutes. It all started, according to Sierra Madre Rose Float Association Construction Committee chair, Dick Sappington, when the front braking system began to seize up early on. “We knew there was minor difficulty as we came down the hill,” Sappington said, referring to the incline of Colorado Blvd. after turning the corner at Orange Grove Blvd. and Colorado. The right front brake began to act up. There never was any danger of brake failure, Sappington noted, since this float, and all parade floats, are required to have a duplicate system on the rear wheels of the float body for safety. About half way through the parade trouble began ahead of the Sierra Madre float when the City of Torrance entry broke down and needed to be towed. At that time, the entire procession came to a complete halt for 20 minutes. The delay was exacerbated because the Torrance float was not equipped to be towed. Due to the delay ahead, at 9:55 a.m., the Sierra Madre float was stalled at the corner of Oak knoll Ave. and Colorado Blvd. as it waited for the disabled float to be removed. Finally, at 10:15 a.m. the floats and marching bands in front of them began to move. The “California Girl” music, which had played incessantly during the halt, came to a stop as the driver attempted to re-start the engine. The engine balked. In a roar, the float started-up belching lots of black smoke out the tail-pipe. Finally, it began to move eastward to the approving applause of parade

Temple City High School Rams Repertory Company Presents A Christmas Story It is that time again…. The Holiday Season! We have learned to recognize the warning signs. Christmas decorations are lining the aisles of our favorite stores, music selections playing throughout the mall have switched to a continuous loop of holiday songs, the impending doom looms over all of us as we try to find the perfect gift for that special someone without breaking the bank, not to mention the travel exhaustion that will ultimately take its toll on the best of us! One thing remains special and constant during this busy season. During the month of December, hundreds of children discover, for the first time, that holiday classic: A Christmas Story by Jean Shepherd, Leigh Brown and Bob Clark, based on the novel In God We Trust, All Others Pay Cash by Jean Shepherd. The film has since become a holiday classic and is known to be shown numerous times on television during the Christmas season, usually in a 24-hour marathon. The Rams Repertory Company of Temple City High School is proud to present the live production of A Christmas Story on Friday, December 3 at 7:00 pm and Saturday, December 4 at 3:00 pm and 7:00 p.m. The play is set in the city of Hammond, Indiana. Nine-year-old Ralphie Parker wants only one thing for Christmas, “an official Red Ryder carbineaction 200-shot range model air rifle with a compass in the stock, and this thing which tells time.” Between run-ins with his younger brother Randy and having to handle school bully Scut Farkus, Ralphie does not know how he will ever survive long enough to get the BB gun for Christmas. The plot revolves around Ralphie overcoming the seemingly insurmountable obstacles of owning the precious Red Ryder BB gun. In each of
the play’s two acts Ralphie makes his plea to an adult and each time he is told the same thing. When Ralphie asks his mother for a Red Ryder BB gun for Christmas, she says, “No, you’ll shoot your eye out.” Next, when Ralphie writes an essay about wanting the BB gun, Miss Shields, his teacher at Warren G. Harding Elementary School, gives Ralphie a C+ and on the essay she writes, “P.S. You’ll shoot your eye out”. Finally, Ralphie asks an obnoxious department store Santa Claus for a Red Ryder BB gun, and Santa responds, “You’ll shoot your eye out, kid. Merry Christmas! Ho, ho, ho!” and then he kicks Ralphie with his boot sending him down a long slide. Die-hard fans as well as “newbies” are sure to enjoy the live performance of this holiday classic! There is a special discount to all K-6 grade audience members! Attend the children’s matinee on Saturday for half the ticket price. This way our youngest audience members will be guaranteed a full night’s sleep with thoughts of sugarplum fairies dancing in their heads. This marks the Rams Repertory Company’s fifth season. La Salle’s Rachel Albright Gets a Kick out of Playing with the Boys JV Football By John Blackstock

a Salle High School sophomore, Rachel Albright is the field goal and PAT kicker for the Lancer JV football team. Rachel is an outstanding soccer player and joined the football team after 3 games while she waited for CIF approval. The transition to football was “scary, yet exciting,” said the 15 year old starter. She laughs as she says the hardest part of joining
the team was putting on the football uniform. “All those pads!” she exclaimed. “But I’m glad I have them. The guys on the other teams just see me as the kicker. I don’t think they all realize I’m a girl. I’ve only been tackled once and it wasn’t too bad.” Rachel’s football career began with an impressive 35 yard field goal against Don Bosco High School. After their JV win over Cantwell-Sacred Heart, and subsequent Del Rey League Championship, her season stats were: 19 for 28 PATs (.678) and 3 FGs (35, 25 & 30 yards.) An attempted field goal in the Cantwell game was blocked, but resulted in a touchdown connection from quarterback Austin Wallis, to Diran Johnson. She also added kick-off’s to her resume, recording 128 yards against Mary Star
of the Sea. In addition to football, she plays soccer and softball for the Lancers, and Travel Softball where she is a starting pitcher and outfielder for the American Athletics San Gabriel Valley (AA’s SGV) 18U. She is also an avid photographer. She occasionally takes photos of the varsity football games
and says she can’t wait to play football at the Varsity level next season.
