Local MPP and MP to host New Year’s Levee this Sunday BEACHES-EAST YORK residents are invited to meet with their local MP and MPP at a New Year’s Levee planned for the afternoon of Sunday, Jan. 11. Hosted by Beaches-East York MPP Mary-Margaret McMahon and Beaches-East York MP Nathaniel Erskine-Smith, the levee is free to attend and will take place at the Naval Club of Toronto, 1910 Gerrard St. E., just west of Woodbine Avenue. THE ONCE confidential settlement reached between Toronto Council and Gabriele Homes Ltd. for a mixed-use residential building development by the north end of Glen Stewart Ravine, which has now been made public, has sparked disappointment amongst a number of local residents and Beaches-East York Councillor Brad Bradford. “The citizens of Toronto are passionate about this ravine and vigorously opposed the proposal’s height as well as its neglect of required setbacks and other environmental safeguards,” said Sheila Dunn, a conservationist with the

Friends of the Glen Stewart Ravine advocacy group. “This Mediation Agreement ignores our many voices and sends a signal that the city will not protect Environmentally Significant Areas from overdevelopment that threatens them. So, we are sad and we are angry.” On Wednesday, Dec. 17, following a “confidential” agreement approved by Toronto Council, details of the developer’s new plans for the building at 847-855 Kingston Rd. were made available to the public. Council voted 17-6 in favour of the settlement agreement between the developer and city. Bradford voted against accepting the settle-

ment. Key changes to the development proposal, which had earlier been for an 11-storey building with zero setback from the ravine’s stable slope, include shrinking the building’s footprint to ensure a 10-metre setback, increasing the building’s height to 13 storeys, and an agreement which will see the land owner give approximately 25 per cent of the site’s land to the city. That land donation is in order to adhere to a Ravine Stewardship Plan (at the owner’s expense), which will be designated as “parks and open space” and used by the city to grow the size of the Glen Continued on Page 2

THE BEACHES Lacrosse Club has filed a complaint with Toronto’s Office of the Integrity Commissioner regarding a decision made by the Ted Reeve Community Arena Board of Directors last month to keep the ice in on the main rink during the summer. Late last month, Beach Metro Community News reached out to the Office of the Integrity Commissioner to confirm it has formally received the complaint by the Beaches Lacrosse Club. “Our Office does not typically

confirm or deny whether we have received a complaint or are investigating someone’s conduct,” said the Office of the Integrity Commissioner in response to the request for confirmation of the complaint. “At the intake stage, this affords complainants privacy and, if an investigation is started, protects the reputations of respondents as no findings have yet been made.” The Beaches Lacrosse Club has been playing box lacrosse at Ted Reeve Arena during May, June and July for the last 30 years, using both the main rink and the bubble, Continued on Page 7

Bradford expressed his displeasure with the agreement, and he said he voted against the settlement at the December council meeting because he was “not satisfied that it adequately addressed the concerns raised by the community, or reflected the level of protection residents were calling for regarding the Glen Stewart Ravine.” “I have made it clear to city staff that I was extremely disappointed that they recommended approving this settlement, because I do not believe it represented the best possible outcome for the neighbourhood nor answered the calls for engagement and consultation from the Indigenous community,” Bradford said in an email to Beach Metro Community News. Since the confidential agreement details have been made public, many local residents and conservation advocates have been quick to point out several discrepancies between council’s words during the Dec. 17 meeting and the now available settlement documents. “The Mediation Agreement rewarded this developer, who proposed a condo of seven storeys 10 years ago and 11-storeys three years ago, with 13-plus storeys and a precedent setting bylaw change,” said Dunn. “The development still doesn’t meet the 10-metre setback required for stability of the ravine slope. It raises questions about who’s planning the Toronto of the future - is it our city planners or are we handing this over to developers?” Resident Michael Genin, who is a mechanical engineer and works in the construction industry, said that upon reviewing the blueprints for the project, he noticed that the building’s height

and setbacks are inconsistent with what has been presented in the settlement. “Figure 4 of the document substantiates my claim that the building is actually 14.5-storeys and not 13. There was some loophole where the city would not count the height of a ‘mechanical penthouse’ because they were typically small boxes on the roof,” Genin told Beach Metro Community News. “Now that this penthouse is wrapped with amenity space and it’s essentially the same footprint as the 13th floor, it ought to be counted as a floor.” Genin also noted that the west side of the building will encroach within the 10-metre setback area with a stone patio that “seems to come almost right to the edge of the stable slope.” According to Toronto and Region Conservation Authority (TRCA) rules, patios and decks are allowed to be within six metres of the top of a stable ravine slope. On the south side of the building, which is just west of Beech Avenue, Genin highlighted the construction of a 1.1-metre shoring wall that must be installed before the foundation of the building is constructed. He said that wall also encroaches within the 10-metre ravine setback and leaves an actual setback of only 8.9 metres. “Given the glaring evidence that this does not meet TRCA rules, I’m especially confused why (University-Rosedale) Councillor (Diane) Saxe was involved in making a speech (at the Dec. 17 council meeting) about the environmental issues surrounding the site,” said Genin. Saxe, who served as the last Environmental Commissioner of Ontario, was assigned to discuss the environmental issues in a private meeting with the city solicitor and the developer – not issues

pertaining to height, density, etc… The development at 847-855 Kingston Rd. has been a topic of contention for the past decade. In April of last year, Gabriele Homes Ltd. forwarded their proposal to the Ontario Land Tribunal (OLT) for a decision, and a hearing was planned for April of 2026. Prior to the OLT hearing, the city, the developer and TRCA held negotiation meetings on the proposal last summer in the hopes of reaching a settlement prior to this April’s hearing. The development proposal had initially called for a seven-storey, mixeduse building at 853 Kingston Rd. back in August of 2015. By December 2022, after acquiring the adjacent properties two years prior, the developer submitted a revised proposal to construct an 11-storey building. The development proposal ignited outrage among many local residents, conservationists, advocacy groups, and most recently, members of the Indigenous community – who have since come forward to acknowledge Glen Stewart Ravine as a ceremonial site. At December’s council meeting, Bradford passed motions to ensure the developer continues to hold consultations with residents and the Indigenous community, ensuring their voices “remain meaningfully engaged as we move forward.” “I recognize that this outcome is disappointing for many residents. I share that frustration, and I remain committed to advocating for the community, monitoring this development closely, and ensuring the strongest possible oversight and engagement going forward,” said Bradford. Meeting on building plans for Eastern Ave./Queen St. E. site set for Jan. 22 By Matthew Stephens

A PUBLIC meeting on the proposal for an 18-storey and a seven-storey building on the land just east of Coxwell Avenue between Eastern Avenue and Queen Street East is planned for later this month. Toronto’s Planning and Housing Committee will hold the public meeting for the area of 1631 and 1641 Queen St. E., and a portion of 1080 and 1090 Eastern Ave., on the morning of Thursday, Jan. 22 at Toronto City Hall. The proposal will see an 18-storey residential building facing Eastern Avenue at the south end of the site, and a seven-storey residential building facing Queen Street East at the site’s north end. The proposal for the seven-storey building facing Queen Street East would appear to go against the city’s Queen Street East Urban Design Guidelines (UDG) which call for a height limit of six storeys for buildings along Queen Street East between Coxwell Avenue and Nursewood Road in the Beach. “You have the Urban Design Guidelines, and that’s size. But there’s also issues around the quality of these buildings, especially if you’re on a main street like Queen, which has a certain character and has a pedestrian kind of experience with its small stores and not something that’s the same all the way along,” said local resident Glenn Chadwick, who emphasized concern that the 18-storey building could jeopardize the character of Queen Street East during a previous public meeting held on the proposal on Oct. 22, 2025. At that meeting, city staff said the proposed height on Eastern Avenue was necessary to “support the city’s affordable housing targets,” and “make the site economically viable.”

The proposal discussed at the October meeting was for two separate buildings of six and 18 storeys in height. However, several amendments have since been made to the official plan and zoning bylaw. Amendments include removing a portion of the subject lands along Eastern Avenue; permitting a seventh storey atop the established six storey building – provided it is partially used as amenity space – and increasing the maximum street wall height from 12.5 metres to 15 metres on Queen Street East; setting a maximum building height of 25 metres on Queen Street East and 60 metres on Eastern Avenue; setting a maximum gross floor area of up to 25,600 square metres, and a minimum non-residential interior floor area of up to 1,070 square metres; ensuring required minimum setbacks and separation distances; setting a minimum proportion of two and three-bedroom dwelling units; and permitting vehicle access to loading space from Eastern Avenue. The Jan. 22 public meeting prior to the meeting of the city’s Planning and Housing Committee is at 9:30 a.m. in Toronto City Hall’s Committee Room 1, 100 Queen St. W. The meeting can also be attended by video conference at www.youtube.com/TorontoCityCouncilLive At the public meeting, the committee will receive feedback and review the proposal before making recommendations to Toronto Council. Some positive thoughts on both 2025 and 2026 Alan Shackleton Beach Metro News Editor

elcome to 2026 Beach Metro Community News readers! Here’s hoping it is indeed a Happy New Year! As for 2025, I don’t think it was actually that bad of a year. Especially if you like clowns. Going into last year, we as Canadians were waiting to see what the second term of President of the United States (and winner of the first ever FIFA Peace Prize) Donald Trump would bring us. And now we know. It is the greatest clown show ever seen. However, Trump and his ad-

ministration’s hostility towards Canada has brought about a positive wave of national pride and patriotism in this country that has been inspiring to see. Here in Canada we too often take the greatness of our country and our people for granted, but that certainly was not the case in 2025. We’ve put our Elbows Up to those who would threaten us. We’ve also taken a look around to see who our friends really are and decided that we will stand with those that share our values. The incredible and fantastic World Series run by the Toronto Blue Jays also helped build Canadian pride last year. Even though we didn’t win it all, the team and its extremely likeable group of hard-working players brought the entire country together towards a

shared purpose. For that, I thank the Jays organization and their players. Sticking with sports, this summer our city is going to host the “greatest” sporting event on the planet when the World Cup arrives in June. There is no single sports event with more impact than the World Cup of soccer. And not only is the Canadian team in this summer’s World Cup, it will be playing its first game of the tourney right here in Toronto. Now that’s something to get excited about in 2026! But back to 2025 and what I saw as another positive from the year just ended -- the opening of the Finch West LRT. The line runs 11-kilometres between the Finch West subway station at Keele Street and Humber College’s North Campus near

Hwy. 27 and Finch Avenue West. What I like most about this LRT line is that shortly after it officially opened in early December, a person jogging was able to cover the route faster than the train. Imagine if that jogger had been running in clown shoes. Would he still have beaten the LRT? Still on transit, back in January of 2024 I wrote a column complaining that the Eglinton Crosstown LRT was still not open. Then I wrote a column in January of last year complaining that it was still not open. The rumour is that sometime this year it will open. We’ll see. But if it does, I’m wondering if a jogger in clown shoes will be able to travel the route faster than the trains do. But enough about clowns… let’s

move on to elections. The Toronto municipal election is set for this fall, and it promises to bring change in at least one of the wards this newspaper covers. The Toronto Council seat for Beaches-East York will have a new occupant come this November as Brad Bradford, who has been the Beaches-East York Councillor since 2018, will be running for the mayor’s job in the Oct. 26 city election. Expect there to be a large number of candidates seeking the Beaches-East York council seat. Also expect, just like in both the provincial and federal elections last year, that you will be able to count on this newspaper to keep you informed about those candidates and all issues of importance to our community in 2026.

The break that showed me our health care isn’t broken By Jennifer Lee

s I gripped the side of the basement desk that night, I knew something wasn’t

right. Soon I was hobbling into the emergency room at Michael Garron Hospital, unsure of what the night would bring. Past experience had taught me that emergency rooms could be unpredictable places, where time evaporated the way it did in a Vegas casino. Sitting with a bag of frozen peas on my sore ankle, my eye was drawn to the bright flatscreens in front of me. I suddenly knew a lot more than expected: how busy it was in emergency that night and where I was on the list of patients waiting to be seen by a nurse. It

was a relief to know there was order where I was expecting chaos. From there, everything went surprisingly quickly. Signs on the wall showed I was in a rapid assessment stream. An X-ray was ordered and in little more than 20 minutes I was waiting in an exam room for a doctor to give me news. It still seems a bit surprising – a broken ankle. Despite plenty of years playing sports and even bungee jumping, somehow this awaited me at the bottom of a carpeted staircase. With a walking boot on, I was discharged home where I expected to wait for some time before hearing about my fracture clinic appointment. Wrong again. After a day or two of resting on the couch, I received a text confirming my

first follow-up. Looking back through the ride sharing app, the pace of care seemed a bit surreal. I arrived at emergency at quarter to 7 and was back at my front door two minutes after 9. It really did happen that quickly: the assessment, treatment and the follow-up plan. You hear a lot of stories about how our health care is broken. I know those are not unfounded experiences and are genuine issues. But my experience – especially here in the east end – is that there is an awful lot of quiet success happening. The innovation in managing access to care and connecting patients to treatment in their community, so they can recover well at home – this is part of the

story of Michael Garron Hospital, a place we’re all watching transform right before our eyes. A place where I spent the first week with my newborn son after he arrived at another hospital. A place where nurses and doctors gave the calm and re-assuring attention that two sleep-deprived new parents needed to help our son get a great start. Then there was the support we received through their community clinics, to be reassured he was doing well, while helping us connect to his new doctor in our neighbourhood. Their pediatric ER, which feels like it’s been a gamechanger for parents, was also where an attentive pediatrician helped our son get rapidly assessed after a fall on the playground.

Not to mention the many ways that our hospital led the city, if not the province, in showing the power of community care during the COVID-19 pandemic. All of these happened over the past couple of years, as the place was transforming from the inside out. Although the recent demolition has them looking a bit smaller these days, their presence remains strong. Lacrosse club seeks to keep space at Ted Reeve Arena ‘Reversal’ from Page 1 said club executive members Chris Kidd and Dave Lembke. Also, the Toronto Beaches Junior A lacrosse team uses the main rink to play its home regular-season games during May, June and July. The two organizations are separately run. The lacrosse club is a community nonprofit sports organization for youth; and the Junior A team a privately-owned organization. In reaction to the Dec. 2 decision by the arena board, the Beaches Lacrosse Club started a petition calling for the action to be reversed. Posted on Change.Org, the petition says the decision to keep the ice in over the summer came as a surprise to the lacrosse club. The petition letter is also posted on the Toronto Beaches Junior A team’s Facebook page. The petition letter said the lacrosse club is working to have the decision reversed and questioned the timing of the board’s vote. Part of the concerns over timing of the vote is included in the club’s complaint sent to the Office of the Integrity Commissioner. Earlier, Beaches-East York Councillor Brad Bradford, who is a member of the Ted Reeve Arena Board but was

not at the Dec. 2 meeting, said he is working to achieve an outcome in which all user groups feel heard and respected. The Toronto Beaches Junior A lacrosse team has also posted the following statement on its Facebook page in December: “Ted Reeve Arena means a lot to generations of lacrosse families in the Beach. We fully support the minor community speaking up for a space that’s been central to minor lacrosse development in the Beaches for over 30 years and advocating for their membership to stay in their home arena.” However, Toronto Beaches Junior A team president Carter Livingstone told Beach Metro Community News that the club is considering relocating to Scarborough Gardens Arena at Birchmount and Kingston roads for the 2026 Ontario Junior Lacrosse League season. The Scarborough arena has been closed for the past few years while it was rebuilt, but has recently reopened. “Toronto Beaches Junior A has been at Ted Reeve for over 30 years. Over the last five years we have lost more and more floor time and have not been able to host any of our playoff games in

our home rink at Ted Reeve. This meant we have had to move to Pickering for our playoff runs. Not good for our team or community,” he said. “With Scarborough Gardens finally completed, we were looking for a local rink to have full use of for the entirety of our season. As a Junior team is not confined by the same boundaries as minor lacrosse, we are looking at the possibility of playing out of Scarborough Gardens in 2026 and beyond.” The next meeting of the Ted Reeve Community Arena Board is Tuesday, Jan. 13, at the arena, 175 Main St., at 7 p.m. At the meeting, the Beaches Lacrosse Club is expected to make a presentation calling for the December decision to be reversed. Following the City of Toronto Act rules for community boards, the meeting will be open to the public. Those planning on attending should be aware that community board meetings can go into a closed session (not open to the public) when discussing certain matters. Those matters include personal matters identifying an individual (including employees); labour relations or employee negotiations; litigation or potential litigation (including matters before

administrative tribunals, affecting the City of Toronto or the local board); the receiving of advice subject to solicitor-client privilege; the security of the property or local board; acquisition or disposition of land; and “a matter in respect of which a council, board, committee or other body may hold a closed meeting under another Act”. If a portion of a meeting is to be closed, the board must state the general nature of the matter to be considered in public before going to a closed session. “Any formal motions or votes resulting from those discussions must be conducted in public session,” according to the city’s rules.

ggs are magical! Why is that? Well, they work in a number of recipes to make recipes succeed and they are reasonably priced and nutritious. In fact, compared to other sources of protein they are an inexpensive source of high-quality protein. They work their magic in the following ways: • they make recipes rise for instance in cakes, souffles • they hold ingredients together in recipes i.e. cookies and omelettes • they act as thickeners in recipes ie soups and sauces • they act as edible paint in baking such as breads, scones holding on to salt and sugar giving a rich golden sheen to these products • they are easily digested by old and young for instance, omelettes and scrambled eggs • they cook quickly As proof, taste these quick, nutritious and

yummy recipes in the New Year! Scotch Eggs Scotch eggs are found frequently in Britain as an appetizer but may also be served as a main course. They are a hard-cooked egg wrapped in your favourite sausage meat, dipped into breadcrumbs and baked in the oven. They are served sliced lengthwise and served warm or cold, frequently as an appetizer but make a wonderful main course too served with your favourite mustard. Yum! 4-6 eggs 1 lb (500 g) favourite sausage meat, (I like to use mild Italian) Breadcrumbs made from 2 slices bread including crusts To Hard Cook Eggs: Place eggs in saucepan and cover with cold water. Bring to boil; reduce heat to simmer and cook 5 minutes. Immediately drain and cool until easy to handle then peel carefully. To Make Scotch Eggs: Pat dry with paper towel and take 2 sausages, removing casing and pat the meat

evenly around surface of egg. Dip into bowl of freshly made breadcrumbs to coat evenly. Place on baking sheet. Repeat with remaining eggs and bake in preheated 350 F (180C) oven for 25 minutes. Cool on rack lined with paper towel to absorb any fat. Cool or slice lengthwise to serve immediately warm, or cool and refrigerate to serve cold. Makes 4-6 servings. Classic Omelette You have just arrived home from work and you’re starving. What to make? Fast and tasty - an omelette, of course. Here’s how: You can vary it with added ingredients such as grated cheese, sauteed mushrooms, peppers or other veggies. Serve the omelette with crusty bread or toast (if toast, get the bread into the toaster) and wipe an 8- inch non-stick pan, either with oil or baking spray or both. Finally, prepare the omelette.

The beloved Beach Fire Hall at Queen and Woodbine in dedication to photographer Ann Patterson

Recently I came across some old negatives given to me from Ann Patterson. She and her husband ran a camera/photo store on Queen Street East in the 1970s and ’80s. Ann loved photography and often on her lunch break would take a stroll with her camera and snap a ‘Beaches’ pic or two. On this occasion, it was of our beloved fire hall (shown in the photo above left). Today, it is not so prominent due to the condo, but people have to live somewhere and Queen and Woodbine is a great place to dwell. I lived there myself for a couple years in the mid 1990s. Sadly, Ann passed away several years ago. In her memory I dedicate this installment of Deja Views. Happy New Year dear readers! Please contact me gdvandyke61@gmail.com

Baked frittata among the many dishes made with eggs ‘Here’s’ from Page 13 Preheat the burner to mediumhigh. Put on the skillet and let warm about a minute. Check heat with a splash of water, if it sizzles, it’s ready. Whisk eggs and water together until it is well combined. Pour into pan and tilt pan to distribute egg evenly. Return to burner and cover with plate. Do not leave your post under any circumstances. Let cook about one minute. Remove plate and gently lift up edges of egg with spatula letting any uncooked egg go beneath the cooked surface. Sprinkle surface of omelette

with cheese or cooked veggies if using; return plate to surface and cook another 20-30 seconds. Remove plate and check omelette for doneness. It may need another few seconds. If it is ready, immediately gently loosen edges of omelette with spatula and lift one edge to join the opposite side and slide omelette onto warm plate. If it needs to cook longer, let it finish cooking, then proceed as above. Serve at once with zippy pickle, bread and salad. A glass of wine is a bonus! Serves one or two depending on

number of eggs used. Baked Vegetable Frittata Italian frittatas are usually done in a skillet but this version is baked in a pie plate which gives you some flexibility and allows you to make it large enough for a family. Any leftovers make a delicious lunch the next day. This version uses broccoli and a pepper but you could vary it with other cooked vegetables of your choice such as mushrooms, asparagus, cauliflower, potatoes and or zucchini.

2 tbsp (25 mL) olive oil 1 small onion, chopped 1 clove garlic, crushed 2 cups (500 mL) broccoli florets, cooked to crisp tender 1 small red pepper, seeded and sliced into strips 4-5 eggs, beaten 1/2 cup (125 mL) fresh breadcrumbs 1 cup (250 mL) grated old cheddar or mozzarella cheese Preheat oven to 350F (180C). Spray 9- inch (23 cm) pie plate with baking spray or brush lightly with

oil. In a frying pan, heat oil over medium high and cook onion until softened -- about 5 minutes. Stir in garlic and cook stirring for about 1 minute. Stir in broccoli, red pepper and cook just until tender. In bowl, whisk together eggs, breadcrumbs and cheese. Stir in cooked onions, garlic, broccoli, red pepper and pour into prepared pie plate. Bake in oven 35-40 minutes or until set. May be cut and served hot from the oven in wedges or at room temperature. Makes 4-6 servings.

Behavioural expectations are shifting, classrooms look different than they did even a few years ago, and parents are navigating a constant stream of advice, judgement, and misinformation online. In Ontario and across Canada, educators and clinicians are reporting that children who spent their earliest years during the pandemic are struggling with selfregulation and social skills, while ADHD diagnoses are rising, particularly among girls and young women who were historically underdiagnosed. Add in increased screen time, economic strain, and the pace of modern family life, and it’s no surprise many parents feel overwhelmed and unsure where to turn. That’s where CT Behaviour Consulting, founded by Christine Tanner, a behaviour analyst, offers families something increasingly rare: thoughtful, individualized, in-home behaviour support grounded in evidence, ethics, and compassion. “We’re living in a time where kids are being measured against a lot of expectations very early on,” Tanner says. “But development isn’t linear, and it isn’t the same for every child. Behaviour always has context.” Tanner brings three decades of experience in behaviour analysis and support, first as a Child & Youth Care Practitioner and, since 2015, as a Behaviour Therapist. She has been a Board Certified Behaviour Analyst since 2018, a Registered Be-

Alongside her consulting work, she also teaches part-time at Humber and Sheridan colleges. Over the years, she has worked with individuals of all ages across a wide range of needs, including intellectual and developmental disabilities, eating disorders, ADHD, anxiety, depression, and complex mental health challenges. While diagnoses can inform her work, they never lead it. “Often, the simplest explanation is the right one,” Tanner says. “Regardless of a diagnosis or a label, I always come back to the individual child, their experience, their environment, and how they’re processing the world around them.” CT Behaviour Consulting

is intentionally designed to support families where help is often hardest to access: at home. While schools and childcare settings may have structured supports, parents are frequently left on their own to manage behaviour in the evenings, on weekends, and during moments of stress. Tanner works directly with parents and guardians in their homes, helping them understand what’s happening beneath the behaviour and develop practical, evidence-based strategies that fit their family’s routines and values. “Home is where behaviour really shows up,” she says. “That’s where kids are tired, overwhelmed, and dysregulated, and where parents are juggling the most.” When a child does have a diagnosis, such as autism or ADHD, Tanner reviews the most current research, conducts in-depth caregiver interviews, and develops strategies aimed at reshaping behaviour patterns over time. When a child does not have a diagnosis, the work still begins the same way, with curiosity, observation,

A PUBLIC meeting on a proposal for a 10-storey mixedused building at the northeast corner of Kingston Road and Fallingbrook Road will be held next week in advance of Scarborough Community Council’s January meeting. The public meeting takes place on Tuesday, Jan. 13, at 9:30 a.m. in the Council Chamber of the Scarborough Civic Centre, 150 Borough Dr. To be discussed at the public meeting will be the proposal for the building at 1212-1238 Kingston Rd. The applicant, David Morse with Bousfields Inc., is proposing a 10-storey mixed-use building with a total gross floor area (GFA) of 13,276 square metres, consisting of 200 residential
