Strategy

Circular Economy Model

Garden Organics

The circular economy aims to reduce waste and maximise resources. This is achieved by moving away from the linear take-make-and-dispose approach to a more circular system. The circular economy focuses on product design, longevity (life cycle) and renewability. It also considers a product’s ability to be reused and/or repaired, as well as resource recovery.

General Waste

Council has positioned the community at the centre of the circular economy model. Through responsible citizenship and Council leadership, materials are returned to the community through initiatives and innovation. The circular model can be easily identified as an ‘8R’ Strategy. When the 8R circular economy model has been applied, any materials not suitable for recovery can be treated to reduce their environmental impact (e.g., medical waste) with a goal to send only a minimal amount of residual waste to be disposed at a landfill.

Garden and Food Organics

Whether you live in an apartment or have a backyard, there’s a solution to suit your space. Worm farming is a compact option ideal for smaller homes, using worms to break down food scraps and other organic materials into rich fertiliser. Composting, on the other hand, is well suited to households with outdoor areas and allows you to combine food scraps with garden materials such as leaves and prunings.

General Waste

Reducing your garden and food waste at home is easy with composting or worm farming. Both methods turn organic materials into nutrient-rich fertiliser, helping to transform food scraps into a valuable resource while keeping them out of landfill where they can generate greenhouse gas emissions.

Put your bins out the evening before collection day and no later than 4:30am on collection day.

Return bins to your property as soon as possible after collection, bins must be returned to your property within 24 hours.

The following requirements apply to all bins and clean up materials presented for collection:

Do not store bins on public land between collection days.

Where to place bins

These requirements apply to all homes in Bayside, including properties that use a private waste collection service.

Requirements

Do not block footpaths, roads, parking spaces, driveways, bike paths or emergency access.

Do not block bus stops, signs, power poles, street furniture or other public infrastructure.

Make sure your waste does not create litter, bad smells, pests or pollution.

Make sure your waste does not create safety or access issues for other people.

Do not place waste in gutters, verge gardens/garden beds, traffic islands or other unauthorised locations.

Bins must be: 

Placed in the approved collection location for your property. This may be on the kerb, nature strip, road shoulder, parking lane or another approved location.

At least 30 cm apart from other bins.

At least 1 metre away from parked cars, trees, power poles and other obstacles.

Upright and stable.

Easy for the collection truck to access. 

Strategy Garden Organics

Bins must not be:

Wrong items in bins

Placed under trees, powerlines or other overhead obstacles.

Placed behind parked cars.

Contaminated bins containing the wrong items may be tagged and not collected.

Placed with bin handles facing the road.

You may be asked to remove incorrect items before the next collection.

Placed where they create a safety risk.

Placed where they block footpaths, driveways or public infrastructure.

Ongoing contamination may lead to collection restrictions or other compliance action.

General Waste

Placed on public land for any purpose other than waste collection, including reserving or blocking parking spaces. Placed somewhere different from the approved location.

More information in the General Waste, Recycling and Garden Organics sections of this guide.

Clean Up Service When to put materials out

Recycling Clean Up

Only put clean up materials out during the approved collection period.

Do not place materials out more than 48 hours before your collection day.

Remove any non-compliant items left behind after collection as soon as possible.

Do not add materials after a collection has taken place.

Using your bins correctly

Community Drop Offs

Only put accepted items in each bin.

Keep the lid fully closed.

Do not overfill bins.

Do not make bins heavier than 70 kg.

Do not compact or jam materials in bins.

Do not leave extra waste beside or on top of bins. Extra waste won’t be collected and may be treated as illegal dumping.

Where to place materials

Other Initiatives

Place materials on the grass/ verge area in front of your property or in the approved collection location for your property.

Apartment buildings may have other arrangements, please speak with your building manager or strata committee. 

Stack materials neatly and safely. Separate materials such as mattresses, whitegoods, metal items and e-waste where possible. Present materials in a way that allows safe collection.

Collection limits 

The maximum clean up allowance is 3 cubic metres per household. Extra or non-compliant materials may not be collected and may need to be removed by the resident. Materials must be safe for collection crews to handle – items should be able to be lifted comfortably by two people.

Accepted materials Only accepted items can be placed out for collection. Hazardous or non-accepted items will be left behind and may be tagged by the collection crew. Residents are responsible for removing these items and arranging disposal through another suitable service or facility.

If Requirements Are Not Followed Council's preferred approach is to help residents understand and fix issues before taking enforcement action. If a problem is identified, Council may: 

Provide information, advice or education.

Tag bins or clean up materials.

Inspect bins, clean up materials and waste presentation areas.

Ask residents to correct an issue.

Refuse collection of non-compliant waste.

Require non-compliant materials to be removed.

Apply service restrictions where necessary. If problems continue, are repeated, or create safety, health, access or environmental issues, Council may take further action under the Waste Management Policy and relevant legislation. Penalties may apply.

Strategy

Securely contain thorny or spiky plants. Loose thorny or spiky material will not be collected.

Safe Disposal of Batteries

Garden Organics General Waste Recycling

All batteries can pose a fire hazard in garbage and recycling trucks, potentially endangering the lives of staff and the community. Bayside Council has experienced several incidents in collection vehicles across different waste streams, including bins and bulky household waste. To address these risks, Bayside Council is increasing community awareness, providing education, and extensively training staff to quickly identify and safely handle fire hazards caused by batteries. This is crucial to minimise environmental damage, property loss, and potential harm to people and animals.

Clean Up

To help prevent these dangerous situations, we ask that you avoid placing batteries in your domestic waste and recycling bins or in clean up piles. Instead, you can easily recycle your unwanted or used batteries at one of our 22 annual Recycling Drop Off events or at other suitable drop-off points throughout NSW.

Community Drop Offs

To find out more about Council’s Recycling Drop Off events, check this waste guide under the ‘Recycling Drop Offs’ section, or visit Council’s website at www.bayside.nsw.gov.au/waste, the Bayside Waste Services App, or contact Council on 1300 581 299. Revolve ReCYCLING located in Alexandria, Sydney specialises in diverting old rides like bicycles, e-bikes, scooters and all other Personal Transport Vehicles (PTVs) from landfill by giving them new life, either by sending them off to be repaired and redeployed or recycled for parts. Revolve ReCYCLING is the first platform in Australia to help riders, bike shops, PTV fleet operators and importers give new life to old rides.

Recycling

Bayside Council has partnered with Revolve ReCYCLING as a collection point for unwanted, damaged or unusable bicycles, e-bikes and scooters.

Garden Organics

Council currently holds 22 Recycling Drop Off Events per year for Bayside residents.
