Teenagers from 15 should be given free MenB vaccine, say UK experts

All teenagers should be offered a free vaccine against meningitis B (MenB) at around the age of 15, UK experts are now recommending - a change to previous advice.

It follows concerns over the UK's largest and fastest growing outbreak that happened in Kent earlier this year, in which two people died.

As a precaution, a oneoff vaccination campaign is already being launched around the UK this summer for young people heading off to university for the first time, among some others.

Advisers, external are asking the government to consider introducing MenB jabs routinely for secondary school-aged people to better protect them against a disease that can be deadly. It will be up to ministers in each nation of the UK to decide whether the financial cost of providing this via the NHS is worth it and, if so, how to offer it.

Shortly after the outbreak in Kent, when there were 29 confirmed or suspected meningitis cases and two deaths, there was a rush on some pharmacies by parents buying the vaccine privately for their teenage children.

At the time, the government and the JCVI said there was no need for wider vaccination of teens in the UK. The advice has now changed in recognition of teenagers being more likely to catch it and fall ill.

Meningitis infections can be spread through close

contact - including kissing or sharing vapes.

Prof Wei Shen Lim, who is chair of the Joint Committee on Vaccination and Immunisation (JCVI) advisory group, said:

"Invasive meningococcal disease is a rare but very serious illness, which can

have a devastating impact on lives.

"JCVI has worked closely with meningitis charities and would like to thank all those who responded, including on behalf of loved ones who sadly died or had lifechanging complications. Their lived experiences were carefully considered."

Two doses are needed for the fullest protection.

MenB infection can cause serious, life-threatening problems including inflammation of the lining of the brain (meningitis) and blood poisoning (sepsis). It can lead to life-changing disabilities such as amputations, hearing loss and brain damage, and in some cases can be fatal. Vaccination can save lives. All babies are already offered the MenB vaccine because they are more likely to get invasive infections more often than other age groups, and their bodies are less likely to be able to fight them off.

British Steel taken into public ownership to protect 'vital' UK supply

Desk report: British Steel has been taken into public ownership in a move the government said would protect jobs and safeguard "a vital national capability".

The future of the steelworks, which employs roughly 2,700 people in Scunthorpe and supports many other industries in north Lincolnshire, has been dogged by uncertainty over recent years.

The UK government had taken control of British Steel's operations in Scunthorpe last year, though it was still owned by China's Jingye Group, limiting the government's ability to decide on its future strategy.

Nationalisation buys the government time and gives it the power and freedom to decide on the future of the plant, while keeping the blast furnaces going.

Ultimately it is unlikely the government will want to remain in charge of a business that is costing it more than a million pounds

a day. In March, the National Audit Office released a report noting that the Scunthorpe steelworks was costing the

government about £1.3m a day.

The nationalisation came after Parliament on Wednesday passed

legislation allowing the government to bring the steel industry into public ownership under circumstances where it met a public interest test.

Jingye is seeking compensation for nationalisation, having previously said the business was losing £700,000 a day. The BBC has been unable to get a response from Jingye to Thursday's announcement.

Business Secretary Peter Kyle told the BBC the government will need to cover the running costs "for the immediate future".

He said an independent assessor would determine whether Jingye should be compensated for the nationalisation based on the value of the company.

‘Argentina fan’ rescued by police from England supporters in London is 'rage-bait' TikTok influencer

Desk report: The “Argentina fan” at the centre of World Cup semi-final chaos in central London is a “ragebait” TikTok influencer, the Standard can reveal.

Police were forced to intervene after the young man sporting a Messi shirt was surrounded by England supporters in Piccadilly Circus as tensions boiled over following England’s 2-1 defeat at the hands of Argentina. Dramatic footage of the confrontation quickly went viral on social media, with many condemning the behaviour of the fans as they surrounded the supporter, chanting and screaming “w****r” before officers bundled him into the back of a police van for his own safety.

But the shocking scenes appear to be the latest stunt from TikTok influencer Maciej MP.

Sharing several videos on his TikTok page, including footage of himself being placed into the back of a

police van, the influencer appeared to celebrate the stunt with the caption: “Rage bait successful”. The Standard has contacted Maciej MP for comment.

Maciej MP is a YouTuber and social media influencer who has shared multiple “prank”

Much of his content centres around provoking unsuspecting members of the public. Previous stunts include convincing people on London’s Carnaby Street that they were eating

cat meat and pretending to vomit on the London Underground in a bid to get passengers to give up their seats. Videos on his TikTok page appear to show him “trolling” Switzerland fans after Argentina scored against their country’s team in the World Cup quarter-

finals, with MacieJ MP seen getting up close to supporters’ faces, shouting “Messi” while making an “L” sign for loser.

It was not the first time he had attempted to provoke football fans.

After Tottenham suffered a crushing 4-1 defeat in this year’s Premier League derby clash, Maciej MP took to the streets of London to provoke supporters. The stunt appeared to spark angry reactions, with one fan seen throwing drinks towards him before police intervened. In another video, Maciej MP films himself celebrating Arsenal losing the Champions League final against Paris Saint Germain in May in a pub full of Gunners fans.

It remains unclear which football team Maciej MP supports, if indeed he supports one at all.

UK wasted £10bn on PPE that left NHS staff poorly protected,

Desk report: The lives of NHS staff and patients were put at risk in the pandemic because of a lack of adequate personal protective equipment (PPE), with almost £10bn of taxpayers' money wasted in a scramble to buy more, the Covid inquiry has said.

The chair Baroness Hallett criticised the "vast" waste in procurement, put at £9.9bn – two-thirds of the £14.9bn the government spent on PPE.

The UK entered the pandemic with its stockpile of masks, gowns and gloves in a perilous state and was unprepared for the global race to secure supplies, she added.

She described the controversial VIP lane, which prioritised PPE offers from those with political connections, as a misguided policy that should not be repeated.

But she said there was "no evidence of cronyism or corruption" by ministers or other officials when awarding the final contracts.

testing kits and other equipment, such as ventilators, was included, the total amount spent by the government between January 2020 and June 2022 exceeded £42bn, the inquiry found.

The UK's emergency stockpile of PPE, meant to last at least 15 weeks before being replenished,

was running out by the end of March 2020 as demand from hospitals soared. Only a third of the masks in England's pandemic stockpile were usable, the inquiry found, while Scotland had no supplies of highgrade respiratory masks used in hospitals. At the time, care homes, GP surgeries and pharmacies were all expected to source

their own PPE, something the report described as a "major failure in planning". In total the UK government was forced to write off £9.9bn worth of PPE that was either unused or out of date, as well as £157m for unused healthcare equipment.

The "ventilator challenge" programme, where suppliers were asked to develop breathing equipment at

short notice, led to another £143m charge for designs that never made it into production.

In Scotland approximately £8mn of healthcare equipment, including PPE and testing kits, was written off.

In Wales £18m was spent on unused PPE and in Northern Ireland £43m of masks, gowns and gloves were at risk of expiry before they could be used.

The inquiry said that, although it was better to have purchased too much PPE in a pandemic than too little, it would "clearly have been better if supply had been calibrated more closely with demand".

"Better planning would have resulted in fairer, faster and less costly procurement decisions," the report concluded.

Government contingency plans had "never been stress tested" and officials and ministers were "forced to improvise, establishing new emergency procurement and distribution systems within days".

Mahmood backed 50p income tax

Shabana Mahmood has previously called for a 50p income tax, raising fears of a raid on the middle classes if she is made chancellor.

In 2014, Ms Mahmood, thought to be the frontrunner for the job under Andy Burnham, said it was “unfair and wrong” of the Conservatives to reduce the top rate to 45p and it would “be right for the next Labour government to raise it to 50p again”. The 50p additional or top rate was introduced by Alistair Darling and Gordon Brown in 2010 before being cut under the Tory-Liberal Democrat coalition in 2013.

Ms Mahmood, who was a shadow Treasury minister in the years that followed, told the Commons in 2014 there was “no justification for giving a huge tax cut to the richest in our country”, saying “ordinary working people” had been left worse off.

Reinstating the 50p rate would mean breaking Labour’s manifesto pledge not to increase National Insurance, the basic, higher, or additional rates of income tax, or VAT. The manifesto stated that

this was a promise not to increase taxes on “working people”, potentially leaving Ms Mahmood to target the highest earners who derive more than 10 per cent of their income from property, investments and dividends. She could also reduce the £125,140 threshold at which the highest rate of tax kicks in.

failed to define exactly who amounts to a “working person”, with Sir Keir Starmer previously suggesting it was someone who cannot “write a cheque to get out of difficulty” and Rachel Reeves saying it was “those who go out to work”. It follows Mr Burnham giving the clearest indication yet –days before entering No 10 – that he plans to increase

taxes. In an interview on Wednesday, he said he “may have to ask for a little more” to balance the books.

Sir Mel Stride, the shadow chancellor, warned Mr Burnham and Ms Mahmood to learn from what he described as “Rachel Reeves’s disastrous economic incompetence”, saying: “Britain cannot afford

yet more tax. “Andy Burnham isn’t even PM yet and he is already saying he might ‘ask for a little more’ tax. His reported pick as chancellor also has a long record of calling for tax hikes. “Britain cannot afford yet more tax, spend and borrow profligacy and yet more broken promises from the party that pledged not to raise taxes. Only the Conservatives have the plan to cut taxes and deliver a stronger economy and stronger country.”

Robert Jenrick, Reform UK’s shadow chancellor, said families faced paying thousands more in taxes under a Burnham government despite lacking the “democratic mandate to raise them by a penny”.

“Andy Burnham has backed billions in tax rises. Shabana Mahmood has backed billions more,” he added. Mr Burnham and his chancellor will immediately be faced with plugging a black hole in the public finances, including around £5bn for defence alone.

World Cup is not ours but Falklands are

Desk report: Downing Street has hit back at Argentina’s claim that it owns the Falkland Islands after the country’s World Cup victory over England.

Argentina’s players celebrated their 2-1 win by unfurling a banner that read “The Malvinas are Argentine”.

In response to the goading, the Prime Minister’s deputy spokesman said: “I would just say that the World Cup might not be ours, but the Falkland Islands definitely are. “Our position is unchanged. Selfdetermination rests with the islanders. Our commitment to the Falklands will never waver.”

Hours after Argentina’s victory, Pablo Quirno, the country’s foreign minister, accused a British warship of making an “illegal incursion” into its waters.

Mr Quirno said HMS Medway was making an “unconsulted and illegal” journey through Argentine territorial waters, accusing the Royal Navy of “a military incursion”.

He said the River-class offshore patrol vessel, based in the Falklands, had travelled through territorial waters along the coasts of Santa Cruz and Tierra del Fuego without prior notification. Writing on X to express “the strongest rejection” of the action, he said “a formal note of protest” over the ship’s movements had been lodged with the British embassy. Despite the incident having taken place earlier this month, Mr Quirno chose to make the complaint public hours after Argentina had beaten England.

The Telegraph understands that HMS Medway left the Falklands and did travel through Argentine waters while carrying out a “routine logistic visit” on July 4 and 5.

The ship then passed through the Strait of Magellan before docking at the Chilean port of Punta Arenas. It was the first time HMS Medway had visited the port.

A Ministry of Defence spokesman said: “The transit from the Falkland Islands to Chile and back was carried out via the most direct practicable route, considering operational safety and weather factors to ensure timely delivery.”

The UK Government insists it alerted the Argentine government to Medway’s movements in advance of the trip, The Telegraph understands.

It is understood that the MoD considered the journey to be “an innocent passage” through the waters, and in accordance with the UN Convention on the Law of the Sea, article 17. Argentina has signed up to this convention. Article 17 allows vessels to travel through territorial waters without needing any permission, so long as the voyage is for innocent passage. It is similar to how Russian warships travel through the Dover Straits in the English Channel.

A defence source said: “We don’t require diplomatic clearance for that. But we did notify the Argentinians in advance of the journey.”

However, in his statement on X, Mr Quirno said: “In diplomacy, work is not shouted about like goals, but we are driven by the same conviction: the pride of being Argentine and the constant defence of our interests.”

He accused Britain of “deepening tensions in the South Atlantic” and claimed the “incursion” was the latest in a “long series” of similar acts.

The statement concluded by reaffirming Argentina’s “legitimate and imprescriptible sovereign rights” over the Falkland Islands, South Georgia and the South Sandwich Islands – known in Spanish as the Malvinas, Georgias del Sur and Sandwich del Sur Islands – and the surrounding maritime areas. HMS Medway is a Batch 2 River-class offshore patrol vessel. In January, it replaced HMS Forth as the Royal Navy’s permanent guard ship in the waters, tasked with maritime patrols and fishery protection.

The ship stayed in Punta Arenas, where it picked up supplies from the British Antarctic Survey, the national polar research institute, until July 5 before passing Argentine waters on July 8. It is now back on the Falklands. Tensions over the ownership of the Falkland Islands was thrust back into the spotlight in the build-up to the semi-final.

‘Entirely inappropriate’ England and Argentina fans clashed after the match, with sporadic fighting breaking out near the stadium in Atlanta.

Peter Kyle, the Business Secretary, said Argentina’s banner on the pitch was “entirely inappropriate” and he expected Fifa, world football’s governing body, to conduct a thorough investigation. Argentina and the UK went to war over ownership of the South Atlantic archipelago in 1982. The conflict left 649 Argentines and 255 Britons dead.

Before the semi-final, Javier Milei, the Argentine president, had told local broadcaster Radio Mitre that it was just “a football match”. He said: “We are making enormous progress on the diplomatic front. We have managed to get the UN to force England to sit down and talk with us, but let’s not confuse the score. This is a football match.” Prof Tim Clack, of the University of Oxford and the director of the Falklands War Mapping Project, said the move showed Argentina did “not think the contest was over”.

He told The Telegraph: “Argentina will continue to use every non-military tool available to them to maintain and escalate pressure on the UK and the people of the Falkland Islands –economic, diplomatic and legal. This is part of a longrunning pattern of activity intended to isolate and frustrate. “Argentina thinks history and geography legitimise their sovereignty claim. They will contest

with any and all the means available to them below the threshold of military conflict.

“Their World Cup campaign and success against England has galvanised emotion in Argentina but also focused the attention of global media. In a world where narratives and attention are increasingly important in shaping diplomatic and public sentiment, the timing offers an opportune platform.

“Like with last night’s match, Argentina does not think the contest is over.” Adml Lord West of Spithead, the former head of the Royal Navy whose ship HMS Ardent was sunk liberating the Falklands in 1982, accused Mr Quirno of trying to divert attention away from Argentina’s “shambolic economy”. He told the Telegraph: “For some obscure reason, Argentina is trying to foment a little trouble. It’s all a distraction from their own problems at home. Even after the help of President Trump, their economy is still in a shambles.

“The bottom line is a warship, as long as it’s not dropping depth charges and firing guns, has a perfect right to innocently travel through the seas. Argentina clearly wants to foment things. It’s pathetic, really. The sovereignty of the Falkland Islands is absolutely not up for discussion. That’s the end of it.”

He said the recent sabre rattling from Buenos Aires had similarities to 1982, when Leopoldo Galtieri, the then leader, used the invasion to distract from domestic turmoil in Argentina. “He was busy killing his own population and wasn’t popular. Then, when he invaded, his popularity increased,” he said. “That soon stopped when he took a beating from the British.”

ARGENTINA’S shameless stars have tried to blame their own fans for the disgusting Falkland Islands banner act – as Fifa say they are reviewing “match reports”.

Lionel Messi and Co sparked fury for waving a vulgar sign saying “The Falklands are Argentinian” after beating England 2-1 in the World Cup semi-final. Fifa has said it is “assessing match reports” under “standard

procedure” – but has not yet commented on whether a formal investigation will be launched.

Argentina’s cowardly players are now looking to dodge punishment before it arrives by pointing the finger at their own supporters. When quizzed on the vile display, spineless defender Gonzalo Montiel claimed: “They just threw one down from the stands and the boys grabbed it.”

Argentinian journalist Nelson Castro added: “Someone threw it onto the field, and they gave it to the players.” Argentina’s madcap president has even backed up the team and boasted that they’ll probably only receive a fine for their pathetic behaviour.

Nationalist firebrand Javier Milei spewed: “It is perfectly valid and legitimate for the players to want to express themselves and do so.”

The Falklands Islands’ own government has even slammed the crass banner – calling it disappointing but hardly surprising. They said: “The Falklands government is disappointed – though regrettably not surprised – that the Argentine football team decided to tarnish the result of last night’s World Cup football semi-final – a game that did not in any case involve the Falkland Islands. “That said, it is hardly news to anyone that the people of the Islands were victims of an aggressive invasion in 1982, which left many traumatised.

“The banner displayed by Argentina last night, therefore, was particularly insensitive for many people in the Falklands.”

Prior to kick-off, Argentina fans had been warned not to enter Atlanta Stadium with flags containing any reference to the Falklands.

The country’s National Security Minister Alejandra Monteoliva confirmed it would be considered “political content”.

She said: “Argentine or English flags are permitted, but nothing that contains any message that could provoke any kind of incident.

“It will not be possible to enter with bottles or with any item that contains a provocative message: political, hateful, or promoting racial or religious intolerance.”
