Healey resigns as defence secretary amid military spending row

John Healey has resigned as defence secretary amid a battle within government over funding for a longdelayed military spending plan.

In a letter to the prime minister, Healey said a settlement for the defence investment plan (DIP) "falls well short of what is required for defence and the country at this dangerous time".

Healey also said Sir Keir Starmer had been "unable" and the Treasury "unwilling" to "commit the resources that the nation needs to defend the country at this time of rising threats".

The DIP will explain how new equipment and defence infrastructure will be funded over the coming decade, after a review of military capabilities last year.

Healey said demands on defence had increased since January due to the conflict in the Middle East and new UK commitments in the Arctic and Ukraine.

He explained that he

received the DIP financial settlement on Monday, but expressed concerns that extra support is "backloaded when the pressure of operations and imperative to speed up readiness to fight is in the first two years".

A government source responded by saying the country is "safer because of the decisions Keir Starmer has made and we

will continue to act in our national interest".

Healey is the second cabinet minister to resign from Sir Keir's government in recent weeks, after Wes Streeting quit as health secretary having "lost confidence" in the PM's leadership.

Sir Keir has faced questions over his long-term future in No 10 following a poor set of election results in England,

Scotland and Wales for Labour, although he has told supporters he will stand in any Labour leadership contest.

Healey is seen as a party stalwart after serving in frontbench roles both in opposition and government under every Labour leader since Sir Tony Blair, including overseeing the defence brief under Sir Keir for six years.

Make stolen phones unusable Met Police urges tech giants

BBC News understands he has asked the government's other defence ministers to stay in post to minimise disruption.

The DIP was first expected to be published in the autumn. Unions and defence firms have warned the continued delay to the blueprint is a threat to British jobs, skills and national security.

There has been wrangling in government over how much extra money should be allocated to defence, after the Ministry of Defence (MoD) reportedly asked for an extra £28bn over the next four years.

Reports suggested the government was preparing to announce a £13.5bn increase, prompting concerns from defence officials.

The government has committed to spending 3.5% of gross domestic product (GDP) – a measure of the size of the economy – on defence by 2035.

The Metropolitan Police is calling on tech firms to make stolen phones harder to reuse and prevent criminals from profiting.

The force revealed on Thursday that it had started sharing data with Apple to build a "global picture" of what happens to stolen handsets, including whether they are being reconnected to a network.

"If stolen phones cannot be reactivated, their value collapses, and so does the incentive to steal them," Met Police Commissioner Sir Mark Rowley said. Sir Mark has asked the home secretary for legislation to make phone companies publish data on stolen devices, and to enforce measures rendering handsets effectively unusable. In working with Apple to improve security, Sir Mark said only a minority of stolen phones were being reactivated compared to a few months ago, making it "harder for criminals to profit".

He told BBC Radio 4's Today programme that, currently, illicit software enables

phone snatchers to "factory reset" devices, which means they can be sold as if they are a new device on foreign markets.

But now, he said, Apple believes it has "cracked" the engineering problem and data is starting to show that "the vast majority of phones" stolen in recent weeks in the capital were not factory

reset. Apple recently turned an existing security setting called Stolen Device Protection, external on by default for iPhones in a system update (iOS 26.4). When an iPhone user is not identified as being at a familiar location – such as their home or work – the setting delays the ability for

thieves to change critical security information, like passwords or biometric info, to gain access to or wipe the device.

The delays aim to give the device owner time to access their account on another device, and mark their iPhone as lost to protect it.

Sir Mark added that the

Met has also entered into an "intelligence sharing agreement" with the company, which will see the two share data to better understand criminality in London and whether security upgrades on phones need improving.

"I'd never say we're going to get down to zero crime, but this is going to make a massive difference," Rowley told the BBC. "If they can only be broken up for parts, if you start to make it harder for criminals, they will steal fewer of them."

Meanwhile, a Home Office spokesperson said the government is also taking "tough action" on phone theft, which includes "equipping police with new powers to search properties without a warrant where stolen goods have been electronically located".

It follows an ultimatum the Met Police chief gave firms in March to enforce steps which would make stolen phones less desirable for resale and reuse. London has some of the highest rates per thousand people of personal robbery and thefts in England and Wales.

Smacking children could lead to lower GCSE grades, study suggests

Smacking children as a form of punishment could result in lower school grades or lead to riskier teenage behaviour, a study has found.

Researchers from the University College London (UCL) studied the impact physical punishment had on 19,000 children born in the UK between 2000 and 2002 at the ages of three, five and seven.

They observed that smacking "does no good whatsoever" and have called for England and Northern Ireland to outlaw it, in line with Scotland and Wales.

The Department for Education in England said the government had no plans to change the law on smacking, but that the safety and wellbeing of children was a government priority.

Lead researcher, associate Prof Anja Heilmann, said the research found smacking "does not help children and all the effects that we did find were in the direction of a harmful outcome".

As part of the research into the 19,000 children, the team reviewed 7,559 GCSE students in England against the National Pupil Database to determine how they scored in their exams.

It observed that those who had been smacked saw the likelihood of them failing to get five pass grades (A*C) at GCSE level, including English and Maths, increase by 5.7 percentage points.

The study also found that 14-year-olds who had experienced physical punishment in early childhood were 33% more likely to engage in risky behaviours including bullying.

Heilmann said: "My hope is that smacking stops in the UK so children have the same protection from physical assault that adults have." The study was

observational, meaning researchers compiled results from questionnaires completed by families of children who had been physically punished.

However, their analysis could not prove a direct link between smacking and the results, as other factors might have influenced a child's life over the research period.

People smuggling gangs are offering illegal immigrants guaranteed passage to the UK via flights to Dublin, The Telegraph can reveal.

Posts on social media show gangs advertising a “backdoor route” into England that exploits the absence of passport checks at the border between the Republic of Ireland and Northern Ireland. Hadi Alodid, 30, the Sudanese man accused of launching a knife attack in Belfast on Monday night, is believed to have exploited this pathway by taking a bus to Belfast after arriving in Dublin from France. He was granted refugee status in 2023, with leave to remain in Northern Ireland for five years.

Mr Alodid appeared in court on Wednesday, charged with the attempted murder of 44-year-old Stephen Ogilvie, who lost an eye and suffered life-changing injuries to his back and head in the attack.

The incident sparked widespread unrest in Northern Ireland, with cars, homes and businesses of migrants targeted by protesters. A “hit list” was circulated online on Wednesday night as Belfast was rocked by further unrest. Mr Ogilvie’s family condemned the violence on the streets as “not welcome” and appealed for peace and calm.

The adverts for flights to Dublin, seen by The Telegraph, are being promoted by Albanian people smugglers as an alternative to illegal Channel crossings, with claims of guaranteed success. One, posted this week, shows a migrant filming inside Dublin airport with the text: “Every day, only success. Reserve your place. Guaranteed

Liz Kendall, the Technology Secretary, announced on Wednesday that social media firms would face new curbs during “times of crisis”, such as the Belfast attack, preventing them from disseminating content that may encourage disorder. She unveiled plans to amend online safety laws to require social media firms to remove illegal and incendiary content more quickly at times of heightened tension.

In response to the disorder, Jonathan Hall KC, the UK’s terror watchdog, said that immigration needed to be treated as a national security threat after violent attacks by migrants on Britain’s streets.

300 migrants bound for UK kidnapped and threatened with kidney removal

Desk report: More than 300 migrants heading to the UK last summer were kidnapped, tortured and threatened with forced organ removal, according to BBC.

The young men, all from Iraqi Kurdistan, were captured in Libya by a militia who demanded a ransom of $5,000 (£3,700) from each of their families, and threatened to harvest the captives’ kidneys if payment was not made promptly.

We have spoken to some hostages who have since been released, and seen photo evidence suggesting that forced operations did take place.

The former captives showed us evidence of torture, and said they had been kept in cramped conditions, with nearly 180 people sharing a cell.

At least one hostage is known to have died, and it is unclear how many remain captive.

The militia was supposed to be guiding the migrants through Libya to the Mediterranean coast.

However, a dispute over payment had broken out with the Iraqi Kurd peoplesmuggler, Noah Aaron, who had organised the migrants’ journey.

Aaron is now serving a 10year prison sentence in France for separate money laundering and smuggling

offences.

Details of the kidnappings emerged during a recent BBC investigation into another smuggler, Kardo Jaf, which led to his arrest last month.

The two smugglers are believed to have worked together in the past. Both are from the town of Ranya in Iraqi Kurdistan – a region “riddled with active smuggling networks”, according to a report by the UK think tank, Chatham House.

In February, a BBC investigative team was making inquiries about Jaf in Ranya, when they were

approached by a local man who said his son had been one of the men held.

The man told the BBC that Aaron’s smuggling gang had charged his family thousands of dollars for organising the journey to the UK, which would involve travelling through northern Africa, then across the Mediterranean into Europe.

The route would pass through Libya, a country with a “huge vacuum of government”, according to Anthony Dunkerley, a UN adviser who has investigated human trafficking there.

Much of Libya is controlled by rival militias, and

smuggling networks rely on their co-operation.

We learned that, during the summer of 2025, successive groups of migrants who had flown into Libya from Iraqi Kurdistan were taken to a guarded compound and imprisoned.

The militia then demanded $5,000 for each hostage, claiming Aaron had failed to pay it for a previous deal. If the money was not delivered quickly, families were warned, payment would be taken “with a kidney”.

The Libyans also sent photos and videos of the hostages, many of which were distressing or violent.

Man who murdered partner and blew up home jailed

In one, a young man was filmed while being told he was being taken to a doctor to have his kidney removed. The local man who approached us in Ranya said he had paid the ransom. His son was among 110 hostages flown home in January, on a plane organised by the Iraqi government. However, he showed a photo he said his son had sent while in captivity, displaying a raw scar they feared was from a forced organ removal.

Within a short time of speaking to this man, dozens more people came forward, many showing similar phone pictures.

We later showed one of the photos to a consultant in the UK, who said the scars looked consistent with the sort of incisions made during a kidney operation. However, we have been unable to verify that organ removal took place.

Kidnapping for ransom has been widely documented along migration routes through Libya. Criminal groups are able to exploit limited state control in some areas, says Dunkerley, making investigations and prosecutions particularly challenging.

Desk report: Desk report: A man who murdered his partner before blowing up their home in a gas explosion has been jailed for life with a minimum term of 23 years.

Clifton George, 45, punched and tried to strangle motherof-two Annabel Rook before stabbing her 31 times when she tried to end their 10year relationship.

The 46-year-old was found dead at the house they shared in Dumont Road in Stoke Newington, north London, in the early hours of 17 June 2025.

George admitted manslaughter and arson but denied murder, claiming he had lost control. He was convicted of murder after a trial at Snaresbrook Crown Court.

The trial heard evidence that George was an aggressive and bullying partner who was prone to angry outbursts over trivial matters.

After killing Rook, he started a fire in the basement in order to cause a gas canister explosion which ripped through the house, causing around £400,000 of damage.

Sentencing him, Mr Justice Constable KC said George had the ability to be friendly and fun, but he had “another troubling side” to his character.

“An overwhelming picture has emerged of your rage, anger, and volatility”, said the judge, adding that George had a “pronounced temper” which could be sparked by trivial matters

and “perceived slights”. Rook’s father, retired Old Bailey judge Peter Rook, branded George “utterly selfish” while her mother Susanna Rook called him “a wicked, totally narcissistic, damaged person”.

Delivering a victim impact statement in court, Susanna held back tears as she hailed her daughter as “optimistic, inclusive, and full of fun”.

“We know we will never be able to come to terms with her death, and life without her is painful and hard to bear,” she said.

Rook’s sister Sophie told the court: “Without Annabel, there is less joy and less hope.”

She said her sister’s murder has left the family dealing with the “painful question of whether we could have done more to help her escape”.

One in 10 graduates plan to leave UK amid ‘worst job market in decades’

Desk report: One in ten students graduating from university this summer are planning to emigrate for better job opportunities, a survey reveals.

Martin Birchall, founder of High Fliers, the graduate recruitment research firm that conducted the research, said: “This is probably the worst time in the last 30 years to be leaving university. The prospects of landing a job this summer are the lowest they’ve been in all the years we’ve been doing this tracking [since 1995].”

For 31 years, High Fliers has compiled data from in-person interviews with final-year students about their graduation prospects. This year they interviewed more than 15,000 students at 30 universities, including Oxford, Cambridge, Warwick, Durham, the London School of Economics and Edinburgh.

This year’s results are dismal. The proportion of final-year students who said they are going to look for a job overseas has risen by a third from 7.8 per cent in 2024 to 10.2 per cent.

Overall, only 27 per cent of students said they had secured a job in the UK, or elsewhere, for September, a historic low. The only time this figure has been lower was in February 2021, when it fell to 23 per cent during the Covid lockdown. Previously, it was typically 35-40 per cent.

Birchall said: “It’s the second lowest it’s ever been and yet this cohort appears to have done more applications and more engagement with employers. They’ve taken part in record numbers of career activities, and more than ever before they started early. Over half of respondents had started job hunting in their first year.”

By February, this year’s graduates had made almost 1.7 million applications, more than double the 814,400 applications made in 2023.

Recruitment experts said the rise in students hoping to emigrate this year was due to the decline in opportunities at home. The number of 16 to 24-year-olds who are not in education, employment or training

(Neets) is approaching a million people, at least 15 per cent of whom have been to university.

James Reed, the chief executive of Reed recruitment company, said: “More graduates are looking overseas because the UK entry-level jobs market has become exceptionally tough. We’ve seen a significant decline in graduate vacancies in recent years, with the number of graduate roles on Reed.co.uk falling from 180,000 four years ago to 50,000 last year. This means competition for the roles that remain is intense.”

The use of artificial intelligence may contribute to a greater number of applications per student, but the survey also suggests that each cohort of graduates is increasingly concerned about securing a job as soon as possible amid prolonged economic uncertainty.

Birchall said: “You look at how graduate jobs have gone up and down since the Nineties, and every time there’s a dip on the chart you can put a name on it. What we’ve seen now is three years of decline, but we can’t put a name to it. We’re not in a recession, this isn’t a singular national crisis but confidence in business is low and it seems nobody wants to employ young people.”

In the final three months of last year, the UK had three times as many young Neets as the number of online adverts for starter jobs, according to data published last week by Lancaster University’s Work Foundation.

When Miko, 24, from Rugby, Warwickshire, was in his final year at Durham University studying natural sciences, he applied for about eighty graduate jobs in London. Only about ten companies responded. None of them translated into a final offer, and he decided to move to Germany to do a master’s degree in finance.

His programme at the Frankfurt School of Finance and Management, which is taught in English, is structured around practical learning, and he is able to intern alongside his studies. So far, he has secured three internships in Germany, and said the application experience was nothing like that in the UK.

someone doesn’t like you after two or three rounds, they’re not stringing you along for months to just ghost you or reject you,” he said. “At home it’s a mess from everyone I know who’s trying to do finance. They’re doing 200 applications, endless online tests and virtual video screenings and never get to speak to a single human being.”

Miko has one year left of his masters, during which he will complete his internships. He plans to stay in Germany after graduation.

There is also a backlog of graduates competing for the same opportunities because many who graduated last summer, and even the previous summer, are still searching for work, described by Birchall as the “traffic jam” effect. Last September the number of graduates hired fell by almost 15 per cent year-onyear. This is the largest drop since 2009, and a bigger fall than was seen during the pandemic.

He said: “Lots of the jobs that the 2026 class are going for will go to those who graduated a year or two ago, who have had time for some experience to get a slight edge. The accumulation of displaced people can last quite some time.”

One graduate got a job after leaving university, but is now looking for a job in the Gulf because her company cannot keep on all its ten graduates. Three years ago, she said that it had hired 17 graduates while last year it took on only six. This year, it is not employing any.

Phoenix Woolnough, 23, from York, moved to Hong Kong to work as a teacher after graduating with a degree in politics and international relations from Durham University last year. She said: “My closest friends are back in the UK and they struggled so much to find jobs, many of them still haven’t.”

In the year to March 2025, 174,000 people aged 1634 emigrated from the UK, according to the Office for National Statistics (ONS). Tracking each of their destinations is a challenge, but the most popular places to end up are generally anglophone countries such as the US, Canada, Australia or New Zealand, as well as emerging economies such as those in the Gulf or southeast Asia.

Reed said: “Young people are doing the maths: if opportunities appear limited at home, it’s natural to look internationally for experience, career progression and a better chance to get a foot on the ladder.”

EU deal will make Britain more attractive to migrants

Desk report: Masked rioters tore through Belfast on Tuesday night, fuelled by anger at a stabbing allegedly carried out by a Sudanese asylum seeker.

As the violence broke out, an EU migration drive was poised to make the UK more attractive to illegal immigrants and leave Sir Keir Starmer with few options.

Protesters targeted migrants’ homes and businesses in the Northern Irish capital, burning a supermarket and several vehicles in what Sinn Féin called a night of “thuggery”. The stabbing that prompted the violence threw the spotlight back onto the migration back door to Britain through Northern Ireland known as the “Irish route”.

The asylum seeker suspected of the attack was said to have travelled from his native Sudan to Paris and then to Dublin, before taking a bus to Belfast in February 2023. In response to increased migration and a resurgent Right, Europe is imposing harsh rules that come into force on Friday, giving member states greater powers to process asylum claims and deport failed claimants faster.

In return, countries must accept a quota of genuine refugees resettled from border states such as Italy and Greece.

Migrants who have either illegally entered Europe and want to avoid deportation under the enhanced rules, or are looking to avoid detection upon entry, may look to Britain, which has no returns deals and weaker defences. One such weakness is the soft border with Ireland. Ireland has an opt-out for EU asylum rules but entered the new European pact to drive down its asylum applications, which hit a high of 18,651 in 2024.

Many EU governments are already cracking down. In March, Friedrich Merz, the German chancellor, said he wanted 80 per cent of the 900,000 Syrian refugees living in Germany to go home

in the next three years.

Brussels has been busy building “Fortress Europe”. Illegal border crossings are down by 40 per cent this year, but deporting failed asylum seekers remains a problem. Italy’s Giorgia Meloni and Denmark’s Mette Frederiksen demanded tougher rules. On June 1, a deal was struck allowing EU capitals to legally set up Rwanda-style offshore deportation camps to return failed asylum seekers.

Nearly 3,000 patients a day face corridor care in NHS

Desk report:: Nearly 3,000 patients a day had to be cared for in hospital corridors or make-shift treatment areas in England last month, figures show.

It is the first time the data on so-called corridor care has been published and reveals the scale of the challenge facing the NHS in tackling what ministers say is "unsafe" and "unacceptable".

Corridor care is defined as when patients spend more than 45 minutes being treated in inappropriate settings either in A&E or on wards. Alongside corridors, there have been reports of patients being treated in side-rooms and even car parks.

The daily number represents 3-4% of patients coming into hospital via A&E every day.

The figures show during May there were 2,241 patients a day, on average, who experience corridor care while in A&E, with another 669 experiencing it on or near to wards inside the hospital.

NHS analysis found that 20 trusts accounted for more than half of the cases of corridor care in A&E, while 20 trusts also accounted for more than two thirds elsewhere in hospitals.

'Like a war zone' Staff and patients have told BBC Your Voice of the problems they have experienced with corridor care.

Suzanne has taken her mother, in her 80s, to A&E in the East Midlands five times this year. Every visit meant more than 24 hours waiting in a corridor.

"Mum was one trolley in a sea of trolleys," Suzanne recalls.
