SAVOY MARKETPLACE A MODERN HUB ROOTED IN LOCAL HISTORY

rom bustling storefronts and neighborhood gathering spots to community celebrations and cultural landmarks, Belmont-DeVilliers has played a vital role in Pensacola's story for generations. Once the thriving heart of Pensacola's Black business district during segregation, Belmont-DeVilliers — known as "The Blocks" — was home to a vibrant mix of locally owned shops, restaurants, entertainment venues and community gathering spaces. When Savoy Place first opened in 2020, its name paid tribute to one of the neighborhood's most iconic landmarks, the Savoy Ballroom. The two-story nightclub was a popular gathering place during the 1930s through 1950s, offering a welcoming space where Black residents and traveling musicians could connect, celebrate and enjoy live entertainment during an era of segregation. Like many businesses in the neighborhood, the Savoy Ballroom was affected by integration, shifting demographics and economic decline beginning in the 1960s. The once-thriving venue eventually sat vacant for years before being demolished in the 1990s. Today, the Savoy name lives on as a lasting reminder of the neighborhood's rich cultural heritage and enduring spirit. Although Belmont-DeVilliers experienced years of economic challenges and slower growth, recent years have brought renewed investment, new businesses and a fresh sense of energy to the historic district. Over the past several years, Belmont-DeVilliers has experienced substantial growth, fueled by new housing developments, historic

preservation efforts, streetscape improvements and a growing number of locally owned businesses. Community leaders, developers and neighborhood advocates have worked to balance that growth while preserving the area's rich cultural heritage. The neighborhood's historic core remains home to beloved landmarks and gathering places that celebrate its unique history and contributions to Pensacola's cultural identity. One of the newest additions to the neighborhood's ongoing revitalization efforts is Savoy Marketplace, a mixed-use retail destination located on the lower level of the Savoy Place apartment building at the corner of Wright and DeVilliers streets. Developed by Studer Properties, the marketplace is designed to bring together food, wellness, shopping and community experiences under one roof, creating a walkable destination for both residents and visitors. While downtown Pensacola has seen a wave of new restaurants, housing developments and entertainment venues in recent years, Savoy Marketplace aims to offer something different: a neighborhood-centered gathering space where people can grab breakfast, shop local, meet friends, attend a yoga class or simply spend time connecting with the community. Creating retail space on the lower level of the building was always part of Studer Properties' vision for the development. But like many projects launched during the pandemic, rising construction costs and economic uncertainty made it challenging to attract tenants. Great Harvest Bread Company That changed in May when local businesswoman and philanthropist Rishy Studer announced the opening of Great Harvest Bread Company,

Savoy Marketplace's first retailer. Located at 301 N. DeVilliers St. in DeVilliers Square, the bakery-café marks the first Pensacola location for the popular franchise and offers freshly baked breads, breakfast and lunch options, coffee and an assortment of house-made treats. Unlike many commercial bakeries, Great Harvest mills its wheat in-house daily, creating breads made from freshly milled whole grains. The menu includes breakfast sandwiches, hot and cold sandwiches, soups, salads and a variety of sweet treats ranging from cookies and muffins to scones, brownies and tea cakes. Customers can also purchase whole loaves to take home, including the company's signature honey whole wheat bread and popular cinnamon chip bread. Great Harvest is more than just a place to grab coffee and a quick bite. With indoor seating, an outdoor patio and easy access to the rest of the marketplace, the bakerycafé is designed to be a welcoming spot where neighbors can meet up, relax and connect. Great Harvest officially opened on May 22 and is open Monday through Saturday from 7 am to 5 pm for both dine-in and carry-out. During marketplace hours, visitors can grab a coffee or a fresh-baked loaf from Great Harvest, then stroll next door to explore the other shops and vendors. The goal is to create an experience that feels less like a traditional shopping center and more like a neighborhood gathering place. And the Great Harvest Bread Company is only the beginning. As additional businesses open their doors, Savoy Marketplace will offer

a mix of local food, retail and wellness vendors designed to complement one another and encourage visitors to stay awhile. Sage in Bloom Among the latest additions to the Savoy Marketplace lineup is Sage In Bloom, a farm-to-table restaurant from husband-and-wife team Ian and Stacy Whitcomb, owners of Pensacola Catering. Born from their popular supper club concept, Sage In Bloom focuses on seasonal, locally-sourced ingredients from Northwest Florida farmers, ranchers and producers. The restaurant will offer lunch and dinner service, along with curated multi-course tasting experiences at the bar inspired by Texas, Oaxacan and Argentine flavors. Menus will change regularly based on what's fresh and in season, creating a dining experience that highlights the region's locally grown ingredients. Sage In Bloom is expected to open its brick-andmortar location in the coming month and will be open Monday through Saturday from 11 am to 8 pm. Additional Retailers Additional tenants include Lamonte Gelato, an artisan gelato shop created by Alex and Ashley Lamonte, and Sweet Blessing Café, which will bring specialty desserts and sweet creations from local chefs Agustin "Gus" Rodriguez and Nicole Burford. Visitors will also find Flowers by Cindy, offering floral arrangements and gifts, while Aliff Farms plans to provide fresh produce, meats, eggs and other farm products sourced from Northwest Florida. Bliss Yoga & Mindfulness Studio will round out the new mix of tenants offering yoga classes, wellness programs and community-focused events.

The combination of food, retail and wellness businesses reflects a growing trend seen in cities across the country: creating mixed-use spaces where people can spend an afternoon rather than simply running errands. Instead of visiting multiple locations across town, guests can grab coffee, pick up fresh produce, enjoy dessert, browse flowers and attend a yoga class all within the same space. With Great Harvest Bread Company already serving freshbaked loaves and several new businesses preparing to open their doors in the coming months, Savoy Marketplace is quickly becoming one of Pensacola's newest places to gather, shop and connect with the rich history and vibrant future of Belmont-DeVilliers. Inspired by the neighborhood's long tradition of local entrepreneurship and connection, Savoy Marketplace is designed to be more than a retail destination. AIR STATION CHILD CARE EMPLOYEES RECOGNIZED BY AMERICAN RED CROSS Two Naval Air Station (NAS) Pensacola Morale, Welfare and Recreation (MWR) Corry Station Annex Child Development Center (CDC) employees were recognized by the American Red Cross July 30. Child Development Center Teacher Angeleah Malone and Assistant Teacher Vianca Potts were both presented the American Red Cross Lifesaving Award for Professional Responders by Northwest Florida American Red Cross Executive Director Terri Jenkins. “This is the highest award given by the American Red Cross to an individual or team of individuals who save or sustain life by using skills and knowledge learned in an American Red Cross Training Services course,” Jenkins said. “Without a doubt the skills learned in the American Red Cross Training Services course helped to save the life of the child. This action exemplifies the highest degree of concern of one human being for another who is in distress.” Malone and Potts responded to a choking two-year-old during lunch April 22 at the Corry Station Annex CDC. Potts initially rendered aid while Malone activated the facility's internal emergency alert system, administering abdominal thrusts until the food dislodged.

According to Jenkins, the American Red Cross Lifesaving Awards program honors individuals or teams who save or sustain a life using CPR, First Aid or AED skills. Dating back to 1911, the prestigious program features three main award categories recognizing trained citizens, on-duty professionals and everyday heroes. The Corry Station Annex CDC is designed to meet the individual developmental needs of military children by offering quality childcare. Corry Child Development Center provides low adult-to-child ratios that support quality experiences for young children. Founded in 1826, NAS Pensacola, known as the “Cradle of Naval Aviation,” supports operational and training missions for several tenant commands, Naval Air Technical Training Center, Naval Aviation Schools Command and Center for Technical Training. The installation also hosts Marine Aviation Training Support Group 21 and Marine Aviation Training Support Group 23 and serves as the headquarters for Naval Education and Training Command. GREATER PENSACOLA CHAMBER OF COMMERCE REAFFIRMS SUPPORT FOR APPOINTED ESCAMBIA COUNTY SCHOOL SUPERINTENDENT The Greater Pensacola Chamber of Commerce Board of Directors has formally reaffirmed its longstanding position in support of maintaining an appointed Superintendent of Schools in Escambia County. The Chamber first adopted this position in 2018 when the measure was placed before voters, and the Board of Directors remains united in that commitment as the issue returns to the ballot. "The Greater Pensacola Chamber of Commerce has held a clear and consistent position on this issue since 2018, and our board of directors is united in reaffirming that stance today," said Chamber Board Chair Ildi Hosman. "We believe that an appointed superintendent model best serves the students, families, and

employers of Escambia County, and we encourage the business community and all eligible voters to consider the long-term implications of this decision for our region's future." The question of whether the Escambia County School Superintendent should remain an appointed or return to an elected position will appear on the August 18th primary election ballot. All eligible registered voters in Escambia County will have the opportunity to cast their vote on this measure. The Greater Pensacola Chamber of Commerce represents more than 1,000 member businesses and serves as a leading advocate for the economic growth, workforce development and quality of life of the greater Pensacola region.

FROM ARMY SOLDIER TO NAVY CIVILIAN, RAMONA STALLWORTH’S SERVICE COMES HOME Ramona Stallworth grew up in Warrenton Village, the Pensacola neighborhood now known as Forest Park, only a short distance from Naval Education and Training Command (NETC) headquarters. As a young girl, she never imagined that one day she would work there—or that the road back would take her through more than two decades of military and civilian service. Today, Stallworth is a human resources specialist on NETC’s N1 civilian personnel team. She supports the command’s civilian workforce through performance management, awards and benefits information. The work can look like paperwork from the outside, but Stallworth sees the people and mission behind every action. Her life of service began in Nov. 1999, when she joined the Army at age 19 as a 71L administrative specialist. She entered as a private and built a career around taking care of people. In 2005, she became a 42A human resources specialist and joined the military technician program, working as an Army civilian while serving simultaneously in the Army Reserve. In 2010, Stallworth took another leap into the Army’s warrant officer corps. After rising from E-1 to staff sergeant, she applied to Warrant Officer Candidate School and became a 420A human resources technician. She retired from the Army Reserve as a chief warrant officer 3 in July 2020. Stallworth sought to be closer to family, and in 2022 took a chance on a job outside of federal service that brought her back home to the Pensacola area. “I’m going to take a leap of faith, and I’m going to move back,” Stallworth recalled telling herself. “We’ll see what happens.” After a brief break from federal service, Stallworth found an opportunity to return to government service as a Navy civilian at NETC to focus on civilian human resources. “I’ve just enjoyed it ever since,” Stallworth said. “I’m learning new things every day, and I just love it.”

At NETC, Stallworth helps manage civilian performance processes and awards. She also helps employees find reliable benefits and retirement information so they can make informed decisions about their futures even though it’s outside of her job description. “Most people want a real person they can talk to, to kind of put them at ease,” she said. “I try to do that.” She brings the same personal approach to recognition. Employees value different forms of appreciation, she said, and she enjoys helping the command acknowledge their accomplishments and contributions. Her influence extends beyond the processes she directly owns. When a pay, leave, accommodation or other workplace issue affects an employee, N1 can help identify the right path and coordinate with the responsible office. Administrative problems can affect a family’s finances, employee wellbeing and the command’s ability to retain talented people. Stallworth’s Army experience helps her connect policy, people and mission. Effective HR support gives NETC’s military and civilian professionals the stability to focus on their work. A new employee’s first interaction, a timely award or a clear answer during an uncertain season can shape morale, retention and performance. Away from work, Stallworth and her husband enjoy the beach, where she prefers listening to the waves over swimming. She also relaxes on her front porch and reads books that help her grow spiritually, financially and personally. Her advice to colleagues reflects those habits: Seek information that uplifts you and make room for growth. PENNSYLVANIA AVENUE TEMPORARY ROAD CLOSURE FOR UTILITY SERVICE IMPROVEMENTS There will be a temporary road closure on Pennsylvania Avenue between Tiger Point Boulevard and Sterling Point Place beginning Wednesday, August 5, for the installation of a new sanitary sewer manhole. The work in the area is expected to take two weeks to complete, weather permitting.

LEGO CONVENTION RETURNING TO PENSACOLA, FL IN SEPTEMBER Just Announced - A massive LEGO Convention is returning to Pensacola when the Pensacola Brick Convention arrives at the Pensacola Interstate Fairgrounds on September 19-20, 2026. It will be the ultimate event for LEGO lovers of all ages with all-new LEGO creations for the 2026 event. Created in partnership with Pensacolabased creative agency HatchMark Studio, the new website was designed with travelers in mind. PENSACOLA HUMANE SOCIETY LAUNCHES SPONSORSHIP AND VENDOR OPPORTUNITIES FOR THE 20TH ANNUAL BARKTOBERFEST The Pensacola Humane Society is seeking sponsors and vendors for the 20th Annual Barktoberfest, one of the Gulf Coast’s largest pet-friendly festivals and the organization's second-largest fundraiser of the year. ESCAMBIA COUNTY CELEBRATES FIRST SEA TURTLE HATCH ON PENSACOLA BEACH Escambia County Sea Turtle Patrol volunteers recently recorded a sea turtle hatch on Pensacola Beach, marking the first hatch of the season. The nest was laid on a dune and saw an 89% hatch success rate, producing 123 hatchlings that all successfully crawled into the Gulf to travel south. Hatchlings use the reflected light of the moon and stars off the water to orient themselves toward the Gulf, but even the dimmest of artificial lights can outshine these natural sources. Approximately 60% of all hatchlings on county beaches will be disoriented by artificial lights, making them easy targets for predators. Hatchlings that don’t reach the water quickly are also at higher risk of starvation, dehydration, and death. Tropical Storm Bertha passed through the Gulf in July, flooding several sea turtle nests. While the storm slowed down incubation times and likely resulted in a loss of eggs, this nest was laid on a dune ridge that protected the nest from any overwash. Escambia County Marine Resources staff will continue to observe other nests for hatching, but lower hatch rates and later hatch dates are expected due to the washover from Tropical Storm Bertha.

Every hatchling counts! Help protect nesting sea turtles and other coastal wildlife by remembering: • Lights Out! Both hatchlings and nesting turtles need dark beaches to find the Gulf. Leave the flashlights and cell phones at home or use a red flashlight when on the beach at night. Turn off beach-facing lights and close windows and curtains to keep our beaches dark. • Leave Only Footprints! Keep our beaches flat and clean for turtles by removing all personal belongings at the end of each day, flattening sandcastles and filling in holes. • Stow it, Don’t Throw it! Trash and food waste can entangle turtles and other wildlife and attract unwanted predators. Always dispose of trash in the proper receptacle and refrain from feeding wildlife. If you see a nest hatching or encounter turtle hatchlings on the beach, stay a respectful distance away and call Escambia County Marine Resources at 850-281-5904. All sea turtle work performed by Escambia County was completed under Florida Fish and Wildlife Conservation Commission permits #032A, #202, #272 and #273.

PENSACOLA INTERNATIONAL AIRPORT AWARDED $1.8 MILLION FOR TAXIWAY A SOUTH REHABILITATION Pensacola International Airport has been awarded $1.8 million in discretionary funding through the Federal Aviation Administration’s Airport Improvement Program to support the rehabilitation of Taxiway A South, one of the airport's primary taxiways. Total project costs will approach $10.8 million, of which $9.7 million will be federally funded. The remaining balance will be divided equally between the Florida Department of Transportation and the Airport’s capital improvement funds. The federal award will help fund a comprehensive rehabilitation of the southern half of Taxiway A, extending to the end of Runway 35. The project will include milling and resurfacing the existing asphalt pavement, installing new LED taxiway edge lights and associated electrical infrastructure, replacing airfield signage, applying new pavement markings and completing grading and drainage improvements. Taxiway A’s pavement has been in service for approximately 20 years and is nearing the end of its useful life. The rehabilitation will preserve the pavement and improve the safety and reliability of one of the airport’s essential airfield surfaces. “While passengers may not see airfield infrastructure in the same way they see improvements inside the terminal, projects like this are fundamental to the safe and reliable operation of Pensacola International Airport,” Airport Executive Director Matt Coughlin said. “This investment will allow us to renew critical pavement, modernize our lighting and electrical

systems and ensure our airfield is prepared to support the continued growth for years to come.” Construction is anticipated to begin in early 2027, with substantial completion expected in September 2027. The work will be coordinated to maintain safe and efficient airport operations throughout construction. Coughlin extended appreciation to U.S. Senators Ashley Moody and Rick Scott and U.S. Rep. Jimmy Patronis for their continued support of federal investment in Northwest Florida’s aviation infrastructure. "As a member of the Transportation and Infrastructure Committee, I'm fighting to make sure Northwest Florida has the infrastructure to keep up with our growing community,” Congressman Patronis said. “This investment of more than $1.8 million to improve Taxiway A South at Pensacola International Airport will make travel safer and keep people and businesses moving." The funding reflects continued coordination among local, state and federal partners to address PNS’s critical infrastructure needs as the airport and the Northwest Florida region continue to grow. “This award represents another important investment in the infrastructure that keeps our airport, and our region, moving forward,” Coughlin said. “We are grateful to the FAA, FDOT and our federal delegation for recognizing the importance of maintaining a safe, modern and resilient airport for the passengers, airlines, and communities we serve.”

SIDEWALK PROJECT TO CONNECT GLOBAL LEARNING, LEGION FIELD BEGINS AUG. 10 A $1.2 million project to install and replace sidewalk between Legion Field Park and Global Learning Academy begins Aug. 10, improving pedestrian safety and connectivity in the West Pensacola neighborhood. Chavers Construction of Cantonment is the contractor for the project, which will include new sidewalk, curb and gutter, signing and pavement markings and conduit, power service and incidentals for future roadway lighting to be constructed by others on North L Street, West Gregory Street and West Wright Street. TIMELINE: The project is expected to last 10 months, weather-permitting and will be completed in segments: • Segment 1: An eight-foot-wide sidewalk on both sides of North L Street from West

Gregory Street to West Cervantes Street, except for the west side of the block between West Gregory Street and West Wright Street. • Segment 2: An eight-foot-wide sidewalk on the south side of West Gregory Street from North Pace Boulevard to North I Street. • Segment 3: An eight-foot-wide sidewalk on both sides of West Wright Street from North P Street to North Pace Boulevard. There will be intermittent lane closures during sidewalk installation. FUNDING: The project is funded by the Florida Department of Transportation’s Transportation Alternative’s program and the Community Redevelopment Agency. The FDOT is funding $826,318 of the project; the CRA is funding $382,087.

ESCAMBIA COUNTY WRAPS UP ANOTHER SUCCESSFUL SUMMER CAMP PROGRAM Escambia County recently wrapped up another successful year of the Play, Learn, & Grow Summer Camp, with over 475 local youth participating in this fun, educational and recreational program over the summer. This year’s seven-week summer camp was hosted at four Escambia County community centers, offering a variety of activities including recreational games and sports, arts and crafts, educational instruction and more. The Play, Learn, & Grow Summer Camp also partners with Feeding the Gulf Coast to provide youth with breakfast, lunch and a snack during camp. "Our summer camp program continues to grow each year, which demonstrates just how important it is to provide quality youth programs like this for families in our community," District 3 Commissioner Lumon May said. "County staff work incredibly hard to create an engaging and fun environment for youth, while also providing educational activities to help prepare them to go back to school in the fall. I'm excited to wrap up another great summer of learning and fun at our community centers, and I look forward to continuing to provide the same engaging environment for local youth through our after school program kicking off later this month." Escambia County hosts the Play, Learn, & Grow Summer Camp each year for youth ages 5-13, offering the program at four community centers this year: Brownsville Community Center, Ebonwood Community Center, Lexington Terrace Community Center and Marie K. Young/Wedgewood Community Center.

"What an exciting summer it has been as we welcomed nearly 500 local youth to our Escambia County community centers, providing them an opportunity to have a great time with their friends while staying engaged and learning throughout the summer," Williams said. "Our goal is to provide a safe environment for our local youth where they can participate in recreational activities, arts and crafts, games and STEM programs, preparing them to go back to school while having a fun-filled summer."
