Cleared for Landing: Hayward Inks $35 Million Expansion Deal with Singapore Company By Will Isern

One of the largest economic development deals to ever come to Pensacola just got bigger. Pensacola Mayor Ashton Hayward travelled to Singapore in October to sign a memorandum of understanding with Singapore Technologies Engineering, the parent company of VT Mobile Aerospace Engineering whose $46 million aircraft maintenance facility began operations at the Pensacola International Airport in June. The MOU between the city and ST Engineering formalizes an agreement that the company will invest an additional $35 million toward an expansion of the airport facility, creating 1,325 new jobs. The signing took place at ST Engineering headquarters in Singapore and FloridaWest Economic Develop Alliance CEO Scott Luth and Escambia County Board of County Commissioners chairman Jeff Bergosh were also on hand.

“This is an incredible opportunity for Pensacola and Escambia County, and has been a strong collaboration between the city, the county, the state, the federal government and Triumph Gulf Coast Inc.,” Hayward said after the signing. “Working together, we hope to grow ST Engineering in our region and state into one of the world’s best Aerospace MRO campus.” ST Engineering president and CEO Vincent Chong said the agreement deepens the relationship between his company and the City of Pensacola, Escambia County and the State of Florida. “With funding support from the city, county and state, ST Engineering is now able to embark on this project to build the Pensacola Aerospace campus – state of the art facilities that will bring good-paying jobs to more people in the Pensacola area,” Chong said. “Tapping the lush resource of military aviation veterans as well as the pool of engineering and aviation talent, we will collec-

tively develop a highly-skilled and robust aerospace workforce in the area.” The investment by the company is one of the requirements for the project to receive an additional $56 million in Triumph Gulf Coast grant funding resulting from the BP oil spill. The Triumph Gulf Coast board selected the project in July to receive the largest allocation of funding to date, if the city could secure the additional funding. In March, Gov. Rick’s Scott’s office announced the awarding of $4 million in Florida Job Growth Grant Funding for the City of Pensacola to develop additional taxiways, ramps and other infrastructure at Pensacola International Airport as part of the project. All told, the project has about $118 million committed from the state, Escambia County and city. The city is seeking an additional $50 million from the Florida Department of Transportation, $20 million from the Governor’s Job Growth Fund and about $17 in fed-

eral grants, leaving about $5 million to fully fund the project. When fully developed, the VT MAE campus will include four maintenance repair and overhaul hangars as well as administrative and warehouse buildings. The efforts to gain a foothold in the aircraft maintenance, repair and overhaul (MRO) sector in Pensacola extend back to 2013 when Hayward and Luth ¬– then of the Greater Pensacola Chamber of Commerce – first met with executives of VT MAE in Mobile and ST Engineering in Singapore. The deal resulting from those meetings came to fruition with the opening of VT MAE’s 1730,000 square-foot facility in June at the airport and its promise to create 400 jobs at an average salary of $44,500. Chong said since opening the VT MAE Hangar, the company has processed 22 jets for UPS and has serviced Frontier Airline planes on an on-call basis. He said the company projects reaching its 400-employee goal by mid 2020, one year ahead of the timeline set in the original agreement. Hayward said the impact of the jobs created by the partnership with VT MAE will be felt in the region for generations. “When someone has job it changes their life,” Hayward said at the signing ceremony. “They have opportunities for their family and this is going to be growth for our community and for our state and for our regions and to train these incredible people to learn a skill that’s going to last for generations and the economic impact to our community and the great State of Florida and the nation is going to be extremely important.”

Pelican Drop returns to Kazoo’s Rockin’ Eve Celebration at the Blue Wahoos Stadium The famed Pensacola Pelican Drop will return to Blue Wahoos Stadium on New Year’s Eve, Dec. 31, for the second consecutive year as part of Kazoo’s Rockin’ Eve hosted by the Pensacola Blue Wahoos, the City of Pensacola, and Pensacola Parks and Recreation. The family-friendly celebration will run from 6 p.m. to 8 p.m. featuring entertainment from two local bands, mascot appearances, on-field activities for children and families, fireworks and the Pelican Drop. Admission is free to the public. “We are thrilled to have the Pelican Drop return to Blue Wahoos Stadium in 2018,” Team President Jonathan Griffith said. “It’s an honor for us to help this great Pensacola tradition continue and to be able to pursue our mission of improving the quality of life in our community by offering a fun, free, safe, and family-friendly New Year’s Eve event.” Fans attending Kazoo’s Rockin’ Eve will be able to enjoy music and onfield activities before taking a seat in the stadium’s seating bowl to watch fireworks and the Pelican Drop. The concession stands at the stadium will

be open during the event offering food and drinks. In addition to Kazoo’s Rockin’ Eve, the Blue Wahoos will also host New Years on the Bay in the stadium’s Hancock Whitney Bank Club on the same night, a private party featuring a gourmet meal prepared by Executive Chef Jason Perry. Perry, a competitor in the upcoming 2018 World Food Championships, will serve a buffet-style feast with options for both adults and kids from 6:30 p.m. to 8 p.m. and attendees will be able to enjoy dinner, fireworks and the Pelican Drop from the Hancock Whitney Bank Club overlooking the Pensacola Bay. Tickets to this exclusive event are $75 for adults and $20 for children. Jazz students invited to apply for 2019 Student Jazz Competition Student jazz musicians, you are invited to submit an entry to the 2019 Student Jazz Competition. Hosted by Paradise Bar & Grill, hundreds of dippers and spectators – many dressed in costume – flock to the beach to participate in this long-established tradition. Pensacola Beach lifeguards hosting two tryouts in December Pensacola Beach Lifeguards will host two tryout events in December for individuals looking for a challenging, rewarding and exciting job with a starting pay of $14.57 per hour. Tryout dates: • Dec. 8 at 1 p.m. • Dec. 15 at 1 p.m. The tryouts will take place at the University of West Florida Aquatic Center, located at 11000 University Parkway, Bldg. 72. Applicants are asked to arrive at least 15 minutes early and to bring all relevant certifications to the tryout event.

Position requirements for employment include the following: • Able to swim 600 yards in a pool in 10 minutes or less • Able to run 1.5 miles on a track in 12 minutes or less • Be at least 16 years old • Possess a valid driver’s license • American Red Cross Lifeguard Certification is preferred Attending and passing a tryout is required to be considered for employment. If you pass the physical tests in the allotted time and meet all of the other

requirements, you will be scheduled for an interview. If selected to be hired, you will receive paid training. Training includes, but is not limited to, successfully passing 80 hours of open water training and emergency medical training. Sinfonia Gulf Coast fall concert

Camellia Club announced 80th annual Garden Tour and Show The Pensacola Camellia Club (PCC) will have its 80th annual Camellia Show at University of West Florida (UWF) Conference Center located at 11000 University Parkway Bldg. 22, along with UWF Camellia Garden Tour and Plant Sales Dec. 8. Bloom preparation begins at 7 a.m. and judging begins mid-morning. There will be judges from several states who are

certified by the America Camellia Society. Public viewing is free and begins at 1 p.m. until 4 p.m., after judging and prizes have been awarded. Prior to 1 p.m., visitors can ride on the University’s shuttle service to tour the UWF Camellia Garden or view and purchase many of the Camellia plants available for sales. Buoyed by tourists from other parts of the United States, Florida drew an estimated 30.7 million visitors during the third quarter of 2018, according to numbers released Monday by the tourism-marketing agency Visit Florida and Gov. Rick Scott’s office. That was a 10.1 percent increase over the same period in 2017 and kept Florida on pace for a record year for visitors coming to the state. During the period from July 1 through Sept. 30, Florida drew more than 27.5 million domestic travelers, an 11.6 percent increase over the same period in 2017. Overseas visitors were down 1.9 percent, while Canadian tourists were up 0.9 percent, according to the numbers. In all, Florida had attracted nearly 95.8 million visitors during the first nine months of 2018, up from 89.8 million during that timeframe in 2017. The state had a record 118.8 million tourists for all of 2017.

You also have to be able to carry out objectives and be stern when you need to be. He’s got all of that,” Eikenberg said. Strum is known for “integrity and loyalty,” Eikenberg said. “That’s missing in today’s body politics. That’s missing in Tallahassee. And to have Gov.elect DeSantis have a fresh start and have himself surrounded by a guy like Shane Strum, it’s a great choice,” he said. Strum’s expertise in health care, expected to be a prominent issue in the upcoming legislative session, includes an eight-year stint --- from 2001 to 2009 --- on the South Broward Hospital District Board of Commissioners, which he also chaired. The hospital district, which operates under the Memorial Healthcare System moniker, is an independent special taxing district that includes hospitals across southern Broward County. Strum is now a senior vice president for the system. “South Broward has been thinking out of the box for a

while,” said Jan Gorrie, a hospital lobbyist who is the managing partner of the Ballard Partners lobbying firm’s Tampa office. “I think if you want to get ahead of the curve on health care, then the South Broward Hospital District is the poster child.” After the federal government pared the amount of money it was sending to Florida to offset uncompensated care costs, Gorrie said it was Strum who helped blunt the impact of reductions to large safety-net providers, such as the hospitals in the Memorial system. She also said Strum was influential in the establishment of programs in southern Broward County to help treat opioidaddicted mothers. Strum is an “excellent public servant” and “real professional” who will help DeSantis achieve his goals as governor without drawing attention to himself, said LeMieux. “He’s liked by and respected by everybody that he works with,” LeMieux said. “He’s tremendously effective, but he’s not there to raise his own flag. OLIVA: FLORIDA HEALTH CARE ‘BEHIND THE CURVE’ By CHRISTINE SEXTON NEWS SERVICE OF FLORIDA TALLAHASSEE --- Have no doubt: new House Speaker Jose Oliva wants to expand access to health care by expanding the scope of practice for Florida nurses. He also wants less government regulation in Florida’s health-care delivery system and more free-market principles. Oliva, though, denies that reconfiguring the state’s health-care delivery system will be his personal priority as House speaker over the next two years. Instead, he maintains the issue transcends one man’s goals. “This isn’t a priority that I chose to make my priority,” Oliva told reporters, following his designation as House speaker this week. “This is the state’s priority. It’s taking up our entire budget.” There already are indications that Oliva’s proposals may be in for some trouble in the Florida Senate, where President Bill Galvano, a Republican from Bradenton, is more reserved about the need for changes. For instance, Oliva told reporters that he wants to allow nurses “to practice to the extent of their training.” “I think we’re way behind the curve as a state,” he said. But during a recent media availability, Galvano said he wants to “make sure we are listening to our doctors in terms of what they see in the system.” If the state hasn’t maximized the use of its available workforce, Florida’s doctors and dentists may have played a part. Organized medical associations have killed efforts to expand the scope of practice for non-physicians, successfully

arguing that only highly trained medical professionals are capable of safely providing the care that’s needed. For political insiders, it’s no surprise that Oliva is pursuing a health-care agenda. Prior to becoming speaker, Oliva twice chaired select health-care committees, including the Select Committee on Health Care Workforce Innovation in 2013 and the Select Committee on Affordable Healthcare Access two years later. Oliva has made his opinions on Florida’s health-care system clear, including his support of the state’s certificate of need program, which is a licensure program of sorts. Currently, certificates of need are required for new hospitals and nursing homes, as well as for tertiary services, such as transplant programs and high risk nurseries. Nationally, 14 states have certificate of need requirements for any type of healthcare facility or service. Eight additional states have certificate of need laws for construction of new facilities but do not

have certificate of need requirements relating specifically to the addition of hospital beds. Mainstream or not, Galvano is more cautious about eliminating certificate of need requirements than his House counterpart. “I’m open to revisiting it, but I want to make sure we move very cautiously in the health-care realm, because it is not like selling cellphones,” he said. This won’t be the first time the chamber will be at odds on health care. The Florida Senate in 2015 pushed for a Medicaid expansion, allowable under the federal health-care law. But members of the House were steadfast in their opposition. Opposed to expanding Medicaid for low-income childless adults, House leaders offered a slate of bills they said would improve access to health care by lowering costs. Most of those bills failed and will be revisited by the House this year. In addition to elimination of the CON program, the House pushed for bills that would allow ambulatory surgical centers

to treat patients overnight and allow the establishment of extended-care centers where patients could rehabilitate for up to three days. The measures were adamantly opposed by Florida hospitals, which successfully argued that the proposals would shift healthier patients away from their facilities and leave them with the sickest patients. They also noted that hospitals are required to take Medicaid patients but there are no similar mandates on ambulatory surgical centers. Oliva railed against the hospitals, referring to them as the “hospital-industrial complex” during floor debates and even on social media. The term echoed President Dwight Eisenhower’s warning about the growing power of the “military-industrial complex” on the eve of the Vietnam War. The cost of health care is the reason Oliva says he is pushing a health-care agenda. The Republican from Miami Lakes says that 48 percent of the state’s spending this year will be on health care. A state fiscal analysis, however, shows that Oliva may be inflating his figures. According to state economists, 41.7 percent of the state budget is directed to “human services,” which includes spending for Medicaid and for a variety of other programs outside of health care, such as protection for the elderly and environmental programs located within the state health department. And the percentage of the budget spent on human services includes both state and federal dollars. Regardless of the math, Galvano, like Oliva, said he wants to review the delivery system and “see if we can make better opportunity from a cost perspective.”

SECOND BILL TARGETS DRIVER CELL-PHONE USE From THE NEWS SERVICE OF FLORIDA STAFF With the 2019 legislative session still more than three months away, a second bill has emerged to toughen laws about the use of cell phones by drivers. Rep. Emily Slosberg, a Boca Raton Democrat who is one of the Legislature’s most-outspoken members on highway-safety issues, filed a bill Monday that is dubbed the “HandsFree Florida Law.” The proposal (HB 45) would bar drivers from using hand-held wireless phones to talk, though it would allow the use of “hands-free” devices. Currently, texting while driving in Florida is prohibited, but it is enforced as a “secondary” office. That means motorists can only be cited if they are stopped for other infractions, such as running a stop sign or speeding. Slosberg’s bill would make texting or talking on a handheld cell phone a “primary” offense, allowing police to pull over motorists for the offenses. The bill is similar to a proposal (SB 76) filed last week by Sen. Wilton Simpson, R-Trilby. The 2019 session starts in March.
