Winterfest is here! by Will Isern
It’s not the holiday season in Pensacola until Santa leads his merry cast of characters in the Elf Parade through the streets of downtown to officially kickoff Winterfest, and this year’s event promises to big bigger and better than ever. What began as a neighborhood holiday party has grown into a month-long event series that takes over downtown Pensacola and includes trolley rides, the Elf Parade, visits with Santa, live performances of classic holiday stories and much more. The Elf Parade on Nov. 23 also serves as the beginning of the First City Festival of Lights which illuminates Palafox Street with hundreds of thousands of Christmas lights for the entire holiday season and draws thousands visitors downtown from across the city and around the region. Winterfest organizers saw their biggest crowds ever last year when, for the first time, the Elf Parade ended with a fireworks display over Palafox Street. Fireworks are on the schedule again this year and new events for 2018 include a showing of The Polar Express at the Saenger on Theatre on Nov. 24 Santa’s Cookie Festival on Dec. 1 and a toy drive on Dec. 8, among others. At the helm of Winterfest since its inception, Denise Daughtry said the festival is about providing value and holiday fun for families and visitors in downtown Pensacola. Daughtry said coordinating the many parts of Winterfest each year takes a lot of work, but is made worthwhile when she sees families enjoying the holiday spirit in Pensacola.
“Years ago we had a neighborhood Christmas part that was just something fun we decided to do and from there’s it’s really turned into something,” Daughtry said. “It was just a little fun thing that turned into something fun for everyone.” Daughtry and her small team work year-round to promote and organize Winterfest, and have managed over the years to garner national recognition for Pensacola from the likes of Expedia Southern Living . The event
grew substantially in 2017 thanks to a grant from Visit Pensacola that enabled the fireworks display and the acquisition of a hand-crafted miniature train dubbed the “Winterfest Express” that offered tours of Ferdinand Plaza. Surveys conducted last year estimated that nearly 29,000 people attended Winterfest over the course of the month, and that 5,200 of those were out of town visitors who came to Pensacola specifically for Winterfest. All together, it was estimated that 2017 attendees spent $843,000 in Escambia County, making Winterfest a valuable economic booster in the usually-slow “shoulder season” when crowds have left the beaches and returned north. Winterefest’s main attraction is its flagship performance trolley tours which transports guests through the streets of downtown to live-action holiday scenes from classic holiday films and stories including “A Charlie Brown Christmas,” “How The Grinch Stole Christmas,” “The Polar Express” and others. “I think there’s really something for people of all ages and I think something that sets us apart is that there are actual live people entertaining you,” Daughtry said. “It makes a difference.” For more information on Winterfest visit PensacolaWinterfest.org.

Appointee sought for the contractor competency board The Escambia County Board of County Commissioners is seeking Escambia County residents interested in being considered for an appointment on the Escambia County Contractor Competency Board. Junior Achievement of Northwest Florida announced its annual award recipients for distinguished service to its mission to inspire young people to succeed in a global economy. Junior Achievement’s annual individual Hall of Fame Laureates for 2018 are Stan Connally and Rishy Studer. This year’s Laureates were selected on criteria including support of Junior Achievement’s mission, volunteering in the classroom, assistance with fundraising for the organization, dedication to improving the community, and distinguished community leadership that directly impacts young people. It will be held Nov. 17 and 18 on the Tribal Grounds at 4750 Willard Norris Road, Milton, FL. (The corner of Willard Norris Rd and Oser Rd.) Grounds open each day at 9 a.m. and close at 5 p.m. The Grand Entry will commence at 11 a.m. Nov. 17 and noon Nov. 18. Native American artifacts will be on display at the heritage booth. The Tribe’s genealogist will be available to answer questions about Native American ancestry. There will be storytelling for the youth by the Tribal Elders. Food concessions will feature Indian fry bread and roasted corn soaked in a secret Indian herbs. Parking and admission are free. Native American
drumming will be by “Drums of the Descendants.” Head dancers are Annie Truax and Jason Truax. Ben Yahola, nationally known Native American folk singer, will enlighten listeners to be conscious of the sacredness of Mother Earth through his singing and Muscogee folk stories. Native recording artists’ Billy Whitefox and Seconi will provide musical entertainment on Native American flute and pan flute. Nationally renowned Sheldon Sundown of the Senca Nation in New York will perform exhibition dancing. More than 70 Native American vendors will be selling jewelry, clothing, dream catchers, art, crafts, honey and much, much more. The Santa Rosa County
Creek Indian Tribe, Inc., are a 501(c)3 Non-Profit Corporation and receive no governmental funding. Thanks to IMPACT 100, the Tribe is nearing completion of a Native American Cultural Center and museum. The mission is to preserve and teach the Native American language, heritage and culture. Pow Wow is the Tribe’s most important fundraiser of the year. The success of the mission depends on these proceeds. Each bag contains enough supplies to make a nutritious meal including organic beans, stuffing mix, rice, pasta, canned goods, and natural Thanksgiving staples. The donation amount for the healthy, nutritious products is discounted to $20 and can be purchased at Ever’man Cooperative Grocery and Cafe (Ever’man), Member First Credit Union locations or online. “For the second year, the Ever’man Meal in a Bag program has the benefit of our neighbor and partner, Members First Credit Union, another local coop. In true cooperative spirit, we can make an even bigger impact working together,” Ever’man General Manager William Rolfs said. “In addition, thanks to the product support of National Co+op Grocers (NCG) and our vendor partners, we are able to offer even more products in the Meal in a Bag for a donation amount of only $20. This collaboration is just another way we are working to increase access to healthy, nutritious food and make the co-op an option for more people in the

The results of a machine recount are due to Detzner’s office by 3 p.m. Nov. 8, and the matchup between Nelson and Scott appears headed to a manual recount after that. Machine recounts are required when the margins between candidates are 0.5 percent or less, while subsequent manual recounts are triggered when margins are 0.25 percent of less. As of Saturday, Nelson and Scott were 0.15 percent apart. Former Leon County Supervisor of Elections Ion Sancho, who was in the job during the 2000 recount, said Republicans and Democrats need to stay on the sidelines while the final votes are being tallied. “These individuals should keep their mouths shut” and “let the ballots be counted,” Sancho told the News Service on Nov. 10. Scott and his supporters have repeatedly used the words “fraud” and “shenanigans” to
disparage Nelson, Snipes and Palm Beach County Supervisor of Elections Susan Bucher – all Democrats. “It doesn’t matter if it’s true or not, because if it’s not true, they (Republicans) still tar the Democrats as cheaters, and they still get an issue they can use in future elections. So in this case, the truth doesn’t matter,” Sancho said. Echoing a refrain used by critics of Hillary Clinton during the 2016 presidential election, chants of “Lock her up!” could be heard outside the Lauderhill election headquarters of Snipes Nov. 10. The increasingly nasty vibe sparked a reminder of the 2000 events for Watson. “What I’m reading and listening and hearing from people, it is total déjà vu here. There were fraud allegations. There were people picketing. There were people chanting,” he said. “This is very, very similar in terms of the things that were alleged. They were alleging fraud, and abuse and incompetence on all sides.” Watson said people from around the world contacted him in 2000. Some of their advice was questionable, he recalled. “I had psychics and fortune tellers in Germany faxing me maps in Florida with ‘x’ marks where they had seen missing ballots,” Watson said. “And they would call me and make sure I got it.” Eighteen years later, social media has made contact between the public and campaigns instantaneous, Watson said. “But it was very similar. … The presidency’s not at stake. The Senate’s not at stake. What’s at stake is this divided country, and digital and social media are going to implode,” he said. Republican political operative J.M. “Mac” Stipanovich was a close adviser to former Gov. Jeb Bush and played a critical role in the 2000 recount. While he, too, sees many similarities in the two elec-
tions, Stipanovich called Republicans’ efforts to erode the public’s confidence in Florida elections unprecedented. “What you’re doing is you’re delegitimizing the electoral process. Both parties are. And that’s ultimately fraught with risk,” Stipanovich said. Two decades “makes all the difference in the world in American politics,” Stipanovich said. “Everything is, on both sides, so much coarser, so more angry. It’s different,” he said. Throughout Nov. 10, demands from the candidates’ supporters and third-party groups continued to escalate. “Trying to STEAL two big elections in Florida! We are watching closely!” Trump tweeted the afternoon of Nov. 10. The SAVE political committee, a group supporting lesbian, gay, bisexual and transgender causes, sent out an email alert seeking volunteers – including lawyers – to staff recounts in each of the 67 counties. Republican and Democratic groups issued similar requests. Saturday afternoon, the League of Women Voters of Florida and Common Cause asked Scott to “immediately relinquish authority and remove yourself from any control of any person or agency responsible for the processing and counting of ballots.” Accompanied by his attorney Barry Richard during a news conference Saturday afternoon, Gillum said he will “accept whatever the outcome is of the elections, so long as every single vote in this process is counted.” “I am replacing my word of concession with an uncompromised and apologetic call that we count every single vote,” Gillum said, who conceded the governor’s race to DeSantis on Tuesday night and trailed by more than 33,000 votes Nov. 10. – News Service of Florida staff writer Jim Turner contributed to this report.

One area of criticism of the commission’s work was the combining, or “bundling,” of multiple topics into single ballot items. An often-cited example by critics was Amendment 9, which combined a ban on offshore oil drilling with a prohibition of the use of electronic cigarettes and vaping in workplaces. But the amendment passed with nearly a 69 percent approval rate. Brecht Heuchan, a lobbyist and political consultant who was chairman of the Constitution Revision Commission’s Style and Drafting Committee, defended the bundling practice, noting it had been used by the two prior commissions. He said he thinks the amendment votes “vindicated” the commission’s efforts. “All we did was work within the precedent that we had and
the rules that we had, and we were well within those,” he said. Heuchan also said he was disappointed that opponents, who launched a series of lawsuits against most of the measures, attacked the commission itself, rather than raising objections to the proposals. “They were more about attacking the bundling and attacking what they said were devious plans and all these other names that we were called. The voters rebuked all of that and resoundingly. To me that’s at least one of the big takeaways,” he said. He also said the outcome represented an example of a “direct democracy” where the voters “had their say.” “They had their day. And their voice was loudly heard,” Heuchan said. The one asterisk to the commission’s success was a 4-3 decision by the Florida Supreme Court to block Amendment 8 from going on the ballot. The measure would have imposed term limits on school board members and would have helped expand the use of charter schools. The court found the ballot language misleading. Most of the commission ballot measures won support with-
out gaining much publicity or having organized campaigns. One exception was Amendment 6, known as “Marsy’s Law,” whose supporters raised more than $33 million for the initiative. It will place a series of rights for crime victims into the state Constitution. It also raises the mandatory retirement age for judges to 75, up from 70. As is typical with “down ballot” measures, there was a modest drop-off in voter participation in the amendment decisions. While more than 8.2 million voters participated in the governor’s race, the amendment votes ranged between 7.5 million and 7.85 million. Overall, it was a good year for proposed constitutional changes. In addition to the seven Constitution Revision Commission measures, voters also backed four other ballot initiatives advanced by the Legislature or through citizen initiatives. Only Amendment 1, which would have expanded the homestead property-tax exemption, failed, falling just short of approval with support from 58 percent of the voters. The next Constitution Revision Commission is scheduled to meet in 2037-2038.

COURT SETS HEARING IN OIL DRILLING DISPUTE From THE NEWS SERVICE OF FLORIDA STAFF The 1st District Court of Appeal is scheduled to hear arguments Jan. 8 in a dispute about whether the Florida Department of Environmental Protection should allow a Broward County landowner to drill an exploratory oil well in the Everglades. The court last week agreed to hold oral arguments in an appeal filed by Kanter Real Estate LLC, according to an online docket. An administrative law judge recommended in October 2017 that Kanter, a major landowner in western Broward County, should be allowed to drill an exploratory well. But under administrative law, the recommendation went back to the Department of Environmental Protection for final action. Department of Environmental Protection Secretary Noah Valenstein late last year issued a final order denying the drilling permit, saying the lands involved are “in the environmentally sensitive Everglades” and that the department had not issued such an exploratory permit in the Everglades since 1967. Kanter took the dispute to the Tallahassee-based appeals court in December.
