Meet the New Faces at City Hall by Will Isern
January saw a couple new faces at City Hall; Jared Moore, the new City Council representative of District 4 and Ann Hill, the new City Council representative of District 6. Hear a little about their plans for their districts and what they hope to accomplish while in office. Jared Morre, District 4
Jared Moore is a busy man. The 37-year-old father of four works a 9-to-5 at his family-owned business and was just elected to represent District 4 on the Pensacola City Council. These days it’s rare that he doesn’t take meetings over his lunch break or after hours. “It’s beautiful though, that’s just the chapter of things,” Moore said on a recent lunch break. “There will be a chapter to sleep in, right now is the chapter to get work done.” Moore is a Pensacola native whose first forays into local government were as a member of the city’s planning and zoning boards. He holds a master’s degree in education from the University of West Florida and taught in the Escambia County School system before joining the family business, J&M Valve, Inc. Moore’s campaign to fill the District 4 seat vacated by former councilman Larry Johnson didn’t make headlines the way other local races did. He and opponent Chris Phillips ran a low-key, door-to-door style campaign. Moore ran on a platform of improving stormwater infrastructure, walkability throughout the district and water quality in Bayou Texar. Cordova Park, where Moore lives, was ravaged by the April 2014 floods, and Bayou Texar, which divides District 4 in half, has only recently begun to see the return of marine wildlife such as dolphins after decades of poor water quality. While he pinpointed these as issues he wants to see improved, Moore said he hopes to take a holistic approach to representing the different parts of his largely residential district including parts of East Hill, East Pensacola Heights and Cordova Park. “I have some very specific ideas about what those neighborhoods need because they are distinct,” Moore said. “But then also I think it’s important to be able to draw back and not just become a guardian of District 4 because
I’m voting on stuff for the whole city.” Moore is a proponent of the East Cervantes Corridor Management Plan that would slow traffic and add bicycle and walking paths to the stretch of Cervantes Street in his district, and at his first city council meeting was appointed to the Florida Alabama Transportation Organization where he can advocate for the plan’s implementation. Moore is passionate about the potential for the public-private partnership model to address local issues and better the community. He was excited to discuss the Pensacola Bay Oyster Company’s partnership with the Port of Pensacola where the company incubates its oyster before moving them to the bay to grow to full size. “Any opportunity to facilitate businesses like that, I just love that model,” he said. “That it’s addressing some of our ecological issues, that it’s a private sector business that is just being enabled. We’re not subsidizing anything; it’s able to exist and carry its own weight in the private sector and at the same time its solving problems. I love that.” Outside of his job and work on the council, Moore trains and competes in triathlons with Pro Cycle and Tri out of Fairhope, Alabama and runs with the Running Wild team in Pensacola. He said getting elected to represent his neighbors is both an honor and a privilege. “It really is an honor to think that there are 6,000-plus people (that I represent) that are my neighbors,” Moore said. “I feel the weight of the responsibility. These are my neighbors. When I walk out to my truck, there’s a line of people waiting to get into Cordova Park and it’s a litany of different people and I’ve got to represent them and represent them well.”

Ann Hill, a former newspaper editor, spent years participating in community groups and attending local meetings be-

fore announcing her candidacy last year to replace Brian Spencer on the Pensacola City Council. Despite spending less than her opponent, Hill was elected on Nov. 6 by margin of roughly 600 votes. Hill’s District 6 includes the core of downtown Pensacola, the historic Belmont-DeVilliers neighborhood, the I-10 corridor and Old East Hill. We asked Hill what it was like to get elected and how she plans to represent her diverse and growing district. What was your reaction when you found out you had been elected to the City Council? I had campaigned believing that every vote counts. People in poor neighborhoods especially have felt ignored, and I am elated and honored that they chose me to be their voice. At the same time, I am eager to champion our historic neighborhoods and our thriving downtown. This is an amazing opportunity, and I am extremely happy to represent such a diverse district. Your district is basically ground zero for a lot of the redevelopment that is taking place. What are your thoughts on the soaring prices of property and the balance between redevelopment and historic preservation? When I first purchased an abandoned historic house that was up for auction in Belmont-DeVilliers in 1991, Palafox was lined with vacant, deteriorating storefronts; graffiti and boarded houses were common in my neighborhood, and we heard rounds of gunshots rather than Wahoos fireworks on the weekend. The Downtown Improvement Board was established 20 years earlier to bring back commerce to the 44 core blocks of Downtown, and the strategies implemented at those meetings by leaders like Jennifer Fleming and Louis Maygarden in the 1990s and by all the pioneer business owners gradually helped turn this blighted area around and pave the way for Palafox becoming one of the most admired streets in the country. In a similar way, the Belmont-DeVilliers Neighborhood Association, first under local activist Dolores Curry and later under architect Eddie Todd, has worked tirelessly to encourage infill housing and development that reflects the historic character of the Blocks. Affordable housing is essential for our growing workforce population, but the price of most of the new downtown housing is beyond the means of those we want to help. I’m not so pleased when whole blocks of historic homes are torn down. These older or “used”

homes are often the only “affordable housing” left. People want to know what is being planned in their neighborhood and have some say in it. I am committed to increasing public input. As CivicCon speaker Ed McMahon said: “Why go anywhere if it all looks the same?” District 6 is arguably the most diverse district in the city. How will you try to balance the needs of your constituents including those living on the west side, downtown, the I-10 corridor and East Hill? The diversity of District 6 is what I have loved about living here. The desire to preserve our city’s historic character runs through every neighborhood, whether it’s a colonial in North Hill, a treasured barbershop in Belmont-DeVilliers, an early “skyscraper” downtown, a quaint cottage in East Hill, or a shotgun in the Tanyard. Recently, we have had some success stories for preserving the fabric that makes each neighborhood unique, including moving the D’Alemberte house in the Belmont, saving the Ella Jordan House on the Blocks, and opening or the Chappie James museum in the East Side neighborhood. I am especially focused on continuing to emphasize the important African-American contributions to the history of Pensacola. I was at both the demolition of the San Carlos Hotel in 1993 and the John Sunday House in 2016. It was like attending a funeral. Those losses are strongly felt and deeply mourned in this district. Residents want a voice in protecting important historic structures and our architectural diversity. We all also love our heritage trees, and most residents I’ve talked to want to make sure they remain for the next generation to appreciate. Other common interests are almost a motto in Pensacola now: walkability, bike-ability, skate-ability. Those interests call for improved street lighting, ADA accessible sidewalks, and safer traffic flow for pedestrians. Residents along 6th near Tarragona say their street lamps are dangerously dim, while some in the downtown historic district complain the wrongly installed halogen lights are blinding people. Many want Martin Luther King and Davis to return to being two-way streets because of wrong-way accidents. Part of the Cervantes corridor road diet plans run through D6. Of course, not every neighborhood has the same priorities, but they are usually not in conflict with each other. The main thing is that the all deserve city attention.

First Judicial Circuit to hold Driver’s License Clinic to Assist Participants in Restoring Driving Privileges The First Judicial Circuit will host a Driver’s License Clinic on Friday, March 8 to assist individuals whose licenses have been revoked, suspended, or cancelled. The event will be held from 9 a.m. until 2 p.m. at the M.C. Blanchard Judicial Building in Pensacola. Staff from the Florida Department of Highway Safety and Motor Vehicles, Escambia County Tax Collector’s Office, Florida Department of Revenue, Escambia County Clerk of Court, Escambia County Sheriff’s Office, Office of the State Attorney, and the Office of the Public Defender, along with judges and court and community corrections staff, will be on hand to assist registrants and provide individualized information relevant to each participant’s personal circumstances. The goal of the clinic is to provide “one-stop shopping” for citizens to interact with the appropriate state agencies and/or the court, so they can determine how to regain their driving privileges. Drivers’ licenses may be suspended for a variety of reasons, including: 1) failure to pay traffic tickets; 2) the accumulation of too many points on one’s driving record; 3) failure to pay child support; 4)
failure to pay or work off fines, fees, and costs imposed as part of a criminal sentence; 5) failure to maintain automobile insurance; 6) failure to register a vehicle or keep or renew the registration; 7) failure to obtain, renew, or return a car tag; or 8) designation as an habitual traffic offender. Licenses may also be revoked as a consequence of entering a plea to certain crimes, such as driving under the influence or certain drug-related offenses. Convictions for driving while license suspended or revoked can carry serious consequences. A first offense is a second degree misdemeanor. A second offense can be charged as a first degree misdemeanor. A third or subsequent offense can be charged as a third degree felony punishable by up to five years in prison. New program offers teens chance to learn, improve community
The Escambia County Board of Commissioners’ Fiscal Year 2017-18 Annual Report is now available online. The report highlights significant accomplishments, projects, programs and services that took place during the previous fiscal year, which began Oct. 1, 2017 and ended Sept. 30, 2018.
The Escambia County Board of Commissioners is offering a new program for area high school students interested in becoming involved in their community, learning the inner workings of local government and sharpening their leaderships skills: the Escambia County Youth Commission. Applications for the inaugural program are due Feb. 28 for the 2019/20 school year. The Escambia County Youth Commission was created by District 1 Commissioner Jeff Bergosh to give Escambia youth a vehicle to participate in the process of county government. The youth commission is a leadership and ser-

Artworks Studio and Gallery to host 325ZeroHunger Hungry Hearts event The second annual Hungry Hearts Event hosted by Artworks Studio and Gallery at Villagio on Perdido Key, 13700 Perdido Key Dr., will be held Feb. 10 from noon to 4 p.m. During the event, food donations will be taken for 325ZeroHunger, a nonprofit aiming to end childhood hunger. More than 60 percent of Escambia County public school students, roughly 24,000 children, rely on the school system for at least two free or reduced price
meals a day during the school year. Approximately 1,500 to 2,000 of the 24,000 eligible students will receive meals during a part of the summer provided through the USDA programs. University of West Florida Mock Trial Next regional roundup set for Team hosts 2019 Argo Invitational Feb. 9 The University of West Florida Mock Trial Team hosted the eighth annual UWF Argo Invitational on Jan. 19 and 20. The event, which was held in the UWF Mock Trial Courtroom, is sponsored by the Stetson University College of Law. A total of 24 teams from 14 universities competed in the tournament this year. Local judges and attorneys judged the tournament. Florida State University placed first in the competition, followed by the University of South Carolina and Texas A&M University, in second and third place, respectively. The University of West Florida earned two individual awards as well as an honorable mention for the team. BP MONEY EYED TO HELP WITH HURRICANE RECOVERY
By JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE – Calls are growing to use BP oil spill money to bolster Hurricane Michael recovery efforts, potentially reducing the financial burden on local and state budgets. Senate Appropriations Chairman Rob Bradley, R-Fleming Island, last week indicated he could support the idea of pumping settlement money from the 2010 Deepwater Horizon disaster into building and replacing infrastructure in communities reeling from the deadly Oct. 10 hurricane. “I don’t see why those need to be separated out,” Bradley told reporters at the Capitol. “I don’t think there should be money used only for oil spill and another pot for Hurricane Michael concerns. So, the idea that we would utilize Triumph (Gulf Coast) both for its bonding capacity and real dollars to help address things in the Panhandle, I think that’s a serious discussion we need to have in his building.” Created by the Legislature, the non-profit agency Triumph Gulf Coast was created to distribute to Bay, Escambia, Franklin, Gulf, Okaloosa, Santa Rosa, Wakulla and Walton counties three-quarters of the $2 billion the state will get over the next 12 years through the BP settlement. As part of its charge from the Legislature,
Triumph is expected to direct money to regional projects that have wide impacts rather than directly to individual businesses. State lawmakers are expected during the legislative session that begins March 5 to consider spending millions of dollars to aid Hurricane Michael recovery efforts, though they have not specified an amount. The state got some relief when Gov. Ron DeSantis announced last week that President Donald Trump’s administration expanded the number of days Florida and local governments would receive full reimbursement for debris cleanup from five to 45. Florida Division of Emergency Management Director Jared Moskowitz has estimated the White House move will save the state and local governments “hundreds of millions of dollars” in cleanup expenses from the Category 4 storm, which
created seven to 10 times as much debris as Hurricane Irma in 2017 --- though Irma affected more areas of the state. Bradley’s comment last week followed a similar request from state Chief Financial Officer Jimmy Patronis, who is from the hard-hit Panama City area. Also, Rep. Brad Drake, R-Eucheeanna, has filed a bill (HB 191) that would create the Northwest Florida Rural Inland Affected Counties Recovery Fund, which would receive a portion of money from the BP settlement. Under Drake’s proposal, the state Department of Economic Opportunity would provide grants for infrastructure and workforce projects in Calhoun, Gadsden, Holmes, Jackson, Jefferson, Liberty and Washington counties. “The Legislature recognizes that as a result of the Deepwater Horizon disaster, the rural inland affected counties of
Northwest Florida continue to face extraordinary challenges in significantly improving their economies, specifically in terms of household income, job creation, average wages, and strong tax bases,” Drake’s bill said. “The Legislature also recognizes that this area is designated as a rural area of opportunity by the governor.” Patronis urged the Triumph Gulf Coast board to work with the state Division of Bond Finance to assist in establishing loans that local governments could use for rebuilding “My team has reviewed the law governing Triumph funds, and it seems to provide many allowable uses,” Patronis wrote to the board on Jan. 11. “Specifically, we believe these funds are an appropriate funding source to help rebuilding efforts by making secured loans to local governments.” The Triumph board is awaiting a report about the economic
impacts of the storm. On Jan. 17, Triumph Chairman Don Gaetz, a former state Senate president from Niceville, advised Patronis that counties in the Triumph region hadn’t asked for any changes to their priority lists or for projects to be substituted because of Michael. Still, Gaetz wrote there might be a need to use the money for secured loans to cover local governments that may suffer from revenue reductions due to storm-related drops in property values. “County officials and the members of the Triumph Gulf Coast Board understand that the sustained jobs created by Triumph-funded projects will be even more important in a post-hurricane economy struggling to recover,” Gaetz wrote. “We have, however, received some indication that one or two counties may approach Triumph for assistance in making up reduced ad valorem property tax revenues.” Triumph Executive Director Susan Skelton has started talks with state bond-finance Director Ben Watkins about possible financing, which is expected to be on the board’s agenda in late February. Also expected to be on the February agenda will be a discussion of the role of Triumph and the state working with private- sector financial institutions on loans.
JUDGE RULES AGAINST STATE HOUSE SEATS COULD ON MEDICAID CONTRACT REMAIN OPEN UNTIL JUNE By JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE – The state Agency for Health Care Administration has quickly appealed after a circuit judge ruled that it improperly awarded a Medicaid managedcare contract in Southwest Florida. Leon County Circuit Judge Karen Gievers last week rejected AHCA’s contract with Molina Healthcare of Florida, Inc., finding the agency exceeded a limit on the number of health plans that state law allows to serve Medicaid beneficiaries in Charlotte, Collier, DeSoto, Glades, Hendry, Lee and Sarasota counties. Gievers, who sided in the lawsuit with plaintiff Best Care Assurance LLC, a managed-care plan affiliated with the Lee Health system, also ordered that AHCA notify any Medicaid beneficiaries assigned to receive care from Molina under the contract that they will be reassigned to other health plans. Attorneys for the agency quickly filed a notice of appeal at the Tallahassee-based 1st District Court of Appeal. The notice had the effect of placing an automatic stay on Gievers’ ruling until the appeals court can decide the case. Best Care Assurance was one of four plans awarded contracts in April to serve patients in what is known as Medicaid Region 8. Molina was not one of the four plans and filed a protest. It ultimately reached a settlement in June with agency officials that included it receiving a contract in the region. But Best Care Assurance filed the lawsuit in August, arguing that state law imposes a limit of four managed-care plans in the region to provide “managed medical assistance” services – the services provided to most Medicaid beneficiaries. The other plans selected in April to provide such services in the region were Humana Medical Plan, Inc., Sunshine State Health Plan, Inc. and WellCare of Florida, Inc. Gievers, in a nine-page ruling, wrote that there is “no exception or qualification to the unquestionable statutory cap of ‘no more than four’ (plans) for Region 8.”
“Under Florida law … AHCA lacks the authority to ignore clear, unambiguous statutes such as the one providing the statutory cap of four contracts for Region 8,” she wrote. Florida lawmakers in 2011 approved an overhaul of the Medicaid system that has led to most beneficiaries enrolling in managed-care plans. With an initial set of contracts poised to expire, the Agency for Health Care Administration went through a lengthy procurement process that led in April to it awarding new contracts in 11 regions of the state. In defending the decision to award a contract to Molina in Region 8, AHCA pointed, in part, to a section of state law aimed at encouraging managed-care plans to seek contracts in two regions of Northwest Florida. That section allows the agency to award what are known as “bonus” contracts in other regions to managed-care plans that are awarded contracts in the Northwest Florida regions. AHCA awarded a contract to Humana in Northwest Florida and said that Humana’s contract in Southwest Florida’s Region 8 is considered a “bonus” contract. AHCA attorneys contended the Humana bonus contract should not be counted toward the limit in Region 8, effectively freeing up a spot for Molina. “AHCA’s interpretation of the statute is also reasonable because it increases competition,” AHCA attorneys wrote in an October filing in circuit court. “But Best Care’s is not because it has the practical effect of reducing competition.” In a September filing, however, Best Care Assurance said the agency’s award of the Molina contract would reduce the number of Medicaid beneficiaries and revenue going to Best Care Assurance in the managed medical assistance, or MMA, program. “The Legislature did not accidentally place a cap on the number of MMA plans to be selected in Region 8,” Best Care Assurance’s lawyers wrote. “Rather, the Legislature specifically set the allowable range for the number of MMA plans to be selected in Region 8 to ensure stability but allow patient choice.”
By JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE – After the appointment last week of former Rep. Danny Burgess to head the state Department of Veterans’ Affairs, Gov. Ron DeSantis has scheduled special elections that could keep open three Florida House seats throughout the 2019 legislative session. DeSantis issued an executive order scheduling April 9 primary elections and June 18 special elections to replace Burgess, R-Zephryhills, former Rep. Halsey Beshears, R-Monticello, and former Rep. Jared Moskowitz, D-Coral Springs. DeSantis last month appointed Beshears to serve as secretary of the Florida Department of Business and Professional Regulation and Moskowitz to serve as director of the state Division of Emergency Management. The 2019 session will start March 5 and is scheduled to end May 3, making it possible that the three House seats will be vacant for the entire session. The executive order, issued Thursday and posted on the state Division of Elections website, includes a provision that leaves open the possibility the seats could be filled in April. That provision, in part, says that if a primary election in a race does not need to be held, the special election would be scheduled on the April 9 primary date. While a qualifying period for the races will not be held until Feb. 13 and Feb. 14, candidates have emerged for all three contests. At this point, the race to replace
Beshears in sprawling House District 7 appears headed to toward requiring an April primary and June special election. Port St. Joe Republican Jason Shoaf and Crawfordville Republican Mike Watkins are preparing for a GOP primary, while Tallahassee Democrat Ryan Terrell has also opened a campaign account. Before being appointed secretary of the Department of Business and Professional Regulation, Beshears was re-elected in November without opposition in the district, which is made up of Calhoun, Franklin, Gulf, Jefferson, Lafayette, Liberty, Madison, Taylor, Wakulla and part of Leon counties. Some of those counties are expected to draw heavy attention during the 2019 session because they sustained major damage in Hurricane Michael Burgess also was easily re-elected in November in Pasco County’s House District 38, where he faced an opponent who ran without party affiliation. DeSantis and the state Cabinet on Thursday approved Burgess’ appointment as executive director of the Florida Department of Veterans’ Affairs. Wesley Chapel Democrat Kathy Lewis and Dade City Republican Randy Maggard have opened campaign accounts as a first step toward running to replace Burgess. Meanwhile, in Broward County’s House District 97, Coral Springs Democrat Dan Daley is the only candidate who has opened an account to run to replace Moskowitz, who won an August primary and did not face a generalelection opponent in November.
