Developing an App in Pensacola? Challenging but worthwhile By Will Isern

Since the rise of the modern smartphone, mobile applications have changed the way we live our lives. Communication, entertainment, banking and even romance can all be had at the touch of a screen. At just 10 years old, the mobile app industry has grown to be one of the world’s largest. Total app downloads topped 175 billion worldwide in 2017 and consumer spending on those apps exceeded $86 billion, according to a January report by App Annie. Development of these apps has typically been associated with the high-tech meccas in which they were born, especially San Francisco. With the right set of skills, however, app developers can and do work anywhere, including Pensacola. From professional development studios to small do-ityourself teams, local app developers create apps for small businesses, large corporations and universities and the public. Some of these local developers include App Innovators, Hail Studio, Janusz Chudzynski and the husband and wife team of Marcus and Maria Vlahovic. When it comes to developing apps in Pensacola, they say the actual work is no different than it would be anywhere, but that being in a smaller market does limit job and networking opportunities. “The market is definitely very small,” Chudzynski said. “I think a few years ago when apps were new, everyone wanted an app for this or that even though most of them didn’t make any sense. It was like if you were a business you needed to have an app. That was

kind of the golden age for app developers, but it’s not like that anymore. So when you have a small business you have to do everything because the market for apps is just so small here.” Even so, Hail Studios and Chudzynski have worked with 2K Sports, a nationwide video game publisher, to develop an app that allowed players to use a photo of themselves to create an in-game character. These kinds of jobs are few and far between, the developers said. “We got a lot of requests for apps, but it seems to be only a small percentage of people who follow through with it,” said Ralph Haynes, owner and lead developer at Hail Studio. “I think with budgets being a concern people choose not to do them because there’s a bit more involved with apps than there is with web.” More often, these developers work on smaller projects for a targeted audience. App Innovators, based in Tallahassee with an office in Pensacola, worked with the multi-national engineering firm Danfoss to create that company’s “Turbo Tool” app, which they use in the field to show potential customers the benefits of their products in real time. They also created the web app EventOwl, used by a number of large companies including Gulf Power to manage events such as conferences and seminars. The company’s founder Dustin Rivest said he’s seen the industry shift from companies seeking public-facing to more internal tools. “I think the landscape has changed more towards businesses and organizations trying

to figure out ways to use tech for a variety of data points,” Rivest said. “We have a lot of businesses come to us saying, ‘We have a problem, can you fix it?’” Finding success for many of these developers has meant diversifying to offer a range of related services. In addition to app development, Hail Studio focuses on web development, hosting, branding and design, where demand is more robust. Likewise, Chudzynski does most of his development on the side through his company Izotx LLC while teaching app development to students at the University of West Florida. On the other hand, it is possible to make it on the back of one great app if your target audience is almost anyone. The Vlahovics’ have found success among individual users who have adopted their nutritiontracking app, Nutritrack, for its slick design and deep set of features. Nutritrack lets users track their diet and can suggest foods to provide nutrients that the user may be lacking. The app can be tailored to meet the specific dietary needs of an individual user whether they be on a high-protein athletic diet or have certain dietary restrictions, like Marcus, who is gluten-intolerant. As the Vlahovics developed the app throughout 2017, they envisioned California as the place to be to make it in the app world. So in August 2017, the couple moved to Los Angeles and began taking meetings with industry insiders and venture capitalists in hopes of generating backing ahead of their launch. But they quickly became disillusioned with

California and, after launching the app in March, realized they didn’t need the industry support to see success. The Vlahovics’ big break came just weeks after launching the app when Apple featured Nutritrack on a curated list of “Apps We Love.” Downloads skyrocketed and the Vlahovics became profitable for the first time in their young development careers. The Vlahovics recognize that they were very fortunate. Recognition by Apple is the dream of many aspiring developers. Rivest said many successful developers might spend more time and resources marketing their app than they did developing it. “Developing an app is one thing,” he said. “Getting it out there and getting recognition and getting downloads is another thing. You could easily spend twice as much in marketing your app as in developing it.” Without the need for venture capitalist backing, the Vlahovics decided to return to Pensacola. Today more than 50,000 people have downloaded Nutritrack, Maria said learning to build and manage the app on their own in Pensacola was difficult but worthwhile in the end. “Somewhere like here there aren’t many resources to go out to if you’re looking to develop an app,” she said. “You have the internet and that’s about it. So if you’re looking for that, you’re going to have to learn and fail on your own. You can get to the same answers, but it might take you twice as long. So that’s one of the downsides, but the upside is that once you

go through that trial and error you can be self sufficient.” While there may be greater opportunities and resources elsewhere, there are benefits to being in Pensacola as well, the developers said. Rivest said his company has been contacted by clients in larger markets who have been deterred by the high cost of development by firms in those markets. “We have people out west contact us because the prices are so high out there,” he said. “And the reason prices are so high is because the cost of living is so high.” Haynes also cited the lower cost of living as a benefit of being in Pensacola, and said the barriers to connecting with out-of-market clients are less imposing in the age of social media. “Pensacola is a great place to live,” said Haynes. “We’ve got beautiful beaches and the cost of living is a lot lower than a lot of places. Also, we don’t necessarily need to be in a bigger city to work with some of these clients in bigger cities. There’s other ways to make those connections, through social media like following companies that might be potential clients and making those connections virtually. Looking ahead, the app market is only going to grow larger as the populations in emerging countries like China, India and Brazil gain wider access to smartphones. Consumer spending on apps in 2018 is expected to top $110 billion, according to another App Annie report. It’s unlikely that those consumers are going to care much whether an app was created in San Francisco or Pensacola.

WFPL offering special edition library cards in September West Florida Public Libraries is offering a special edition library card this month in honor of Library Card Sign-up Month. Fred Lewis and Peggy Quince. Based on the Supreme Court’s current composition, one seat must be filled by a qualified applicant who resides in the Third Appellate District; the other two seats are at-large. Call for arts vendors for 2018 Art and Wine Festival The Pensacola Beach Chamber of Commerce is calling for art vendors to submit applications for the 2018 Art & Wine Festival being held Sunday, Oct. 21, 2018 on Pensacola Beach at the Pensacola Beach Boardwalk. Expect to hear hits like “Whole Lotta Love,” “Black Dog,” and “Stairway to Heaven.” American country music singer and songwriter Craig Campbell will bring his soulful songs to the stage Oct. 27, at 7:30 p.m. to close out the fair concert series. Hailing from Georgia, Campbell will perform songs like “Family Man,” “Keep Them Kisses Comin,” “Outta My Head,” and his powerful hit, “Outskirts of Heaven.” New to the Fair this year are the Swifty Swine Racing Pigs, who race to the finish line for Oreo cookies. The pigs perform three shows a day Monday – Friday, and five shows per day on the weekends. Council on Aging announces Rat Pack 2018 The eighth annual Rat Pack Reunion fundraiser, hosted by Council on Aging of West Florida to raise money and awareness for senior programs in the area, will take place Oct. 19, 2018 at 5:30 pm at Skopelos at New World. At the event, four local leaders will be roasted and toasted for their service to the community. They are: • Troy Rafferty: Troy has litigated mass tort, pharmaceutical, and major personal injury cases at Levin Papantonio for almost 25 years. He has been recognized as one of the top trial lawyers in the country. Troy works closely with the Southern Youth Sports Association and sponsors the Pensacola News Journal’s All-Sports Awards Banquet where he awards annual scholarships to exceptional high school senior athletes. • Valerie Russenberger: Valerie has been on stage since childhood and now calls the Pensacola Little Theatre home. A believer that, “The arts will feed someone’s soul, and places like Council on Aging will feed their bellies,” Valerie sits on the theatre’s board and has served on the Arc Foundation Board, the Symphony board, and the Baptist Foundation board, and has chaired the American Cancer Society’s Cattle Baron Ball. Valerie and her husband own the Oar House. • Bob Tyler: Bob owns and operates one of the leading car dealerships in the region, Bob Tyler Toyota. Bob Tyler Toyota works closely with the Pensacola Humane Society by funding low-cost pet adoptions. A United States Army

UWF recognized for excellence in diversity with 2018 HEED Award For the third time, the University of West Florida has received the Higher Education Excellence in Diversity award from INSIGHT into Diversity magazine. This national honor recognizes 96 colleges and universities across the nation that demonstrate outstanding commitment to diversity and inclusion. “This is an exciting and timely acknowledgment as we implement the 2018-2022 Diversity Plan,” said Dr. Kim LeDuff, chief diversity officer and vice president for academic engagement. “The Office of Equity and Diversity at UWF has lots of engaging and innovative programming planned this year. Santa Rosa County announces 12th annual Monarch Madness Join the Panhandle Butterfly House in celebrating the journey of the monarch butterfly at the 12th annual Monarch Madness Butterfly Festival, Oct. 6, 10 a.m. to 4 p.m. at 8581 Navarre Parkway in Navarre just west of the Navarre Bridge. 52nd annual Santa Rosa County farm tour set for October The 52nd Annual Santa Rosa County Farm Tour will be held Tuesday, Oct. 23, beginning at the Santa Rosa County Extension office located at 6263 Dogwood Drive in Milton. The longest standing agriculture and natural resources tour in northwest Florida will feature technology for this year’s tour. Technological advancements in farming will be highlighted with stops planned at farms that embrace technology and have adapted with the times. Vertical tillage equipment will be on display at Jenkins Farm, poinsettia production practices demonstrated at Wendt Farm and Nursery, and a UAV demonstration at the University of Florida/IFAS West Florida Research and Education Center - Jay Research Facility. While at the research center, attendees will have the opportunity to view exhibits from 4-H, beekeepers and agricultural equipment vendors. Santa Rosa County agriculture generates $73 million per year and provides numerous jobs to its citizens. Hwy. 90 landscaping project breaks ground in Pace Santa Rosa County has broken ground on a landscape beautification project for Hwy. 90 in Pace. The limits of the project extend from Woodbine Rd. east to Chumuckla Hwy. Work has begun on the installation of a irrigation system. Plantings will begin in early October. The landscaping design includes added landscape beds with drip irrigation for efficient use of water. Plantings were designed to enhance the existing roadway and user experience featuring a mixture of shrubs and perennials to provide a more dynamic landscape with seasonal interest with vitex, loropetalum, and pink muhly grass used throughout. The project is expected to

be completed by the end of October. “These beautification enhancements will hopefully improve the sense of pride our residents have for their community as they drive into Pace and go hand-in-hand with our efforts to improve the appearance of our county,” said Commissioner Sam Parker. Funded by a $200,000 grant from the Florida Department of Transportation, the project is the first in Pace. A second phase, beautification of the medians southwest of Woodbine Rd. to the Simpson River Bridge, is planned for 2019. ACLU WANTS MORE RULES IN REVIEW OF MAIL-IN VOTES

ber of variables that could account for the higher number of minority signatures being rejected. “There are other reasons, culturally, that may lead to an individual having a signature that is definitely theirs, and is an authentic signature, that doesn’t match with what is on file,” Smith said. “There might also be cultural biases with respect to the processing of those ballots, people not realizing the name of an Asian-American name that looks slightly different or is a very short name that doesn’t have variation in the type of signature that might lead to a rejection rate.” Smith said biases from those reviewing signatures could range from street names that denote a part of a community to names that contain hyphens or apostrophes, which tend to be more common among AfricanAmericans. For example, Smith said that Hispanic names are frequently comprised of the last name of an individual’s father, followed by his or her mother’s last name. That’s how the name would appear on official forms, but the individual would simply use his or her father’s last name as a signature, resulting in a discrepancy with what is in the voter file, Smith said. The ACLU is calling for a statewide process to help county staff process vote-by-mail ballots and allow voters to fix rejected signatures. In addition, the ACLU wants a uniform design for mail ballots and return envelopes, and is asking the Division of Elections to study procedures for curing an invalid mailed ballot. The group also wants the state Legislature to create guidelines to notify voters about rejected ballots and how to fix the issue. “In order to protect your vote and in order to ensure that your vote is counted, you need to take steps to track your ballot. You need to take steps to cure it if your ballot is rejected by your supervisor of elections,” Simon said. In the 2016 election, 28.7 percent of the 9.6 million Floridians who voted used the vote-by-mail process. Of the 3.57 million people who voted in the Aug. 28 primary, just under 36 percent – or 1.28 million voters – used the vote-by-mail process, according to the Division of Elections.

TALLAHASSEE – As more Floridians vote by mail, the ACLU expressed concern Wednesday about a lack of uniformity about how ballots are handled by the state’s 67 county supervisors of election. The civil rights group also warned that young voters and minorities appear to have a greater chance of having their mail-in ballots rejected, according to a report based on the 2012 and 2016 elections. The ACLU is asking the county elections supervisors to agree to a single set of guidelines to address the issue of ballots that have been rejected because of mismatched signatures. The group wants to ensure that the ballots get counted. The ACLU’s request is grounded in a report released Wednesday that found a higher rejection of ballots cast by mail in the 2012 and 2016 elections than ballots cast by voters at an assigned precinct or early voting location. The report, titled “Vote-By-Mail Ballots Cast in Florida,” found county supervisors don’t all use the same coding to document the reasons a vote-by-mail ballot was rejected. According to the report, young and minority voters were more likely than other voters to have a ballot flagged and go uncorrected – and ultimately uncounted – due to a mismatched signature. The ACLU of Florida submitted a series of recommendations about how to establish statewide rules on the rejected signatures. But the civil rights organization was unable to say why certain groups’ signatures are rejected more often. “Whether your vote counts or not should not depend on your zip code,” ACLU of Florida Executive Director Howard Simon told The News Service of Florida. “It should not depend on the county that you live in. We need more uniform standards.” Okaloosa County Supervisor of Elections Paul Lux, who serves as president of the Florida State Association of Supervisors of Elections, said supervisors are following the law, which requires the county office to contact voters whose signatures are rejected. “I understand all of the data that the ALCU based their findings on,” Lux said in an interview Wednesday. “I’ll be more interested to see what their findings are in 2018

and after the 2020 election, just for the comparisons.” Lux, who said he was given a preview of the ACLU’s findings, said the age, political party or race of a voter isn’t displayed when canvasing boards review a signature. Lux also said that, under a 2016 federal court ruling, county supervisors must contact individuals whose signatures have been rejected. Prior to the court ruling, such a service was considered optional, he said. A state law passed in 2004 had allowed voters to remedy a rejected mail-in ballot if their signature was omitted but did not allow a fix if the voters’ signature did not match the one on file. In his 2016 ruling, U.S. District Judge Mark Walker called the 2004 law “indefensible” and likely to disenfranchise voters. In response to Walker’s ruling, the state legislature in 2017 approved changes allowing a voter whose signature on a mail-in ballot that doesn’t match the one on file with elections authorities to fill out an affidavit to correct the error. The 2017 law requires elections officials to make a good-faith effort – before 5 p.m. the day before the election – to contact voters whose ballots were rejected, to give them an opportunity an to submit an affidavit amending their ballot. The law also says elections officials must allow voters to use a Florida driver’s license or state identification card to verify a mail-in ballot. For the ACLU, it’s problematic that the law also gives local officials control over how to contact voters whose signatures have been rejected. The Gillum committee, known as Forward Florida, sent $2 million to the Florida Democratic Party in a transaction dated Sept. 12, while the committee Friends of Ron DeSantis contributed $2 million to the Republican Party of Florida on Sept. 13. The Gillum committee reported collecting $1.77 million in contributions from Sept. 8 through Sept. 14, with $1 million of that amount coming from the Democratic Governors Association. The DeSantis committee reported raising $2.6 million during the same period, with $1.5 million coming from Palm Beach County resident Laura Perlmutter, the reports show.
