IHMC + NASA develop the next generation of exercise equipment By Randy Hammer

Picture yourself at the gym. Now think about stepping up to a barbell and lifting 200 pounds over your head. For many of us, just lifting 200 pounds off the floor takes quite a bit of effort. But in space, where you don’t have to worry about the tug of Earth’s gravity, lifting 200 pounds is a piece of cake. So the question becomes: How do you exercise in space, in microgravity? How do you maintain your muscles and bone density in microgravity? And why is that even important? A team of Institute for Human and Machine Cognition (IHMC) engineers and scientists are working with NASA to help address these issues. The project came about because the NASA has long known that astronauts on long-duration spaceflights lose muscle strength and bone density because their bodies spend so much time floating in microgravity. One study out of the University of California, Irvine, found that some astronauts lost so much bone density after six months on the International Space Station that it put them on par with older women who suffer from osteoporosis. That’s a serious problem because it puts astronauts at an increased risk of hip and other age-related bone fractures decades after their time in space. This is where IHMC comes into the picture. Senior Research Scientist Peter Neuhaus has put together an IHMC team to work with

NASA on an exercise machine for long-duration, deep-space missions. Now that NASA is seriously considering a manned mission to Mars, the agency is working hard to figure out how to help astronauts maintain their bone density and prevent muscle loss. “It’s important to understand that astronauts currently exercise in space,” Neuhaus said. “But they have to spend two and a half hours a day on fitness. Part of the issue is that the machine that NASA currently uses in space is massive and difficult to use. It also can’t meet the needs of a long-duration space flight to Mars.” Neuhaus has been to Johnson’s Space Center to try out the device that astronauts use on the Space Station. It’s called ARED, and it’s a huge piece of hardware with lots of pins, gears and pulleys. It takes a lot of adjustments to switch it from one exercise to the next, which contributes to the more than two and half hours a day on fitness that astronauts have to spend on fitness in space. “The device we’re devising requires very little time to set up and adjust for various exercises, users and weights. I believe the various exercise routines that are developed and tested with our device might also be more effective and time efficient. But that will only be determined once we do some studies with the device,” Neuhaus said. “We’ve known for quite a while that astronauts who spend

extended time in space show signs of accelerated aging,” Ken Ford, IHMC’s director and co-founder said. “But what’s really exciting is that if we find more efficient exercise methods for astronauts in space, these methods are also likely to be helpful to an aging population here on Earth.” As Neuhaus spent more time working with NASA on an exercise machine for space, he indeed began to realize that such a device could also have important applications on Earth. “I began to see that this device could also provide a whole new way to perform resistance training on Earth,” Neuhaus said. “Since the force is controlled by a computer and updated hundreds of times per second, we really have a new possibility for exercise scientists to develop new exercises.” The team Neuhaus originally put together to work on the device consisted of engineers. He explains that his team was developing a tool, but didn’t really have the expertise to know how to use the tool. That led IHMC to hire Joe Gomes, the former strength and conditioning coach for the Oakland Raiders. Gomes has spent his career working with elite athletes from around the world as well the Department of Defense. “Joe’s experience and understanding of the science and practice of strength training and conditioning and how to improve a person’s fitness is helping us give our device the

proper orientation. Joe is helping us write algorithms and interfaces to ensure our device can be fully utilized by people,” Neuhaus said. Cobalt Intelligence, a Pensacola-based company dedicated to accelerating and developing emerging technologies into commercially viable applications, is now helping fund the development of such a device that Neuhaus says could indeed be used on Earth to provide a whole new way of performing resistance training. “IHMC is excited about working with local investors like Cobalt,” Julie Sheppard, IHMC’s executive vice president and chief legal counsel said. “We share with Cobalt and others a common goal of growing small business opportunities and creating new high-tech jobs in the region.” Researchers at IHMC have for the past three decades been pioneers in the development of science and technology aimed at leveraging and extending human cognition, perception, locomotion and resilience. IHMC’s research during this time has been particularly focused on artificial intelligence and robotics as the primary means of extending human capabilities. More recently, Ford has been putting together a team with a biological orientation to search for ways to extend the capabilities and resilience of high-performing humans such as astronauts who operate in extreme

environments. In April Pensacola philanthropist and developer Quint Studer donated $1 million toward IHMC’s research in this field. Another important gift from Pensacola attorney Fred Levin helped fund the 30,000-squarefoot Fred Levin Center for Research on the IHMC campus, where the institute’s faculty and staff have been able to expand their collaborations with industry and government to develop new technologies. Recent collaborations with local connections include an artificial reef project that Cobalt also helped fund as well as a partnership with the City of Pensacola Police Department to develop a comprehensive police drone program. The program will incorporate specialized drones in police operations such as search and rescue, disaster response, fugitive evasion, threat situations and monitoring outdoor events. “I have no doubt that Peter and Joe and the rest of the team they’re working with will come up with a more efficient way for astronauts to exercise in microgravity,” Ford said. “But it’s also very exciting to think that because of a partnership with a local company like Cobalt that we might also be able to develop a more effective way for people to do resistance training. People talk a lot about the technology of tomorrow. Well, this project is a great example of how we’re focused on technology for today.”

Fall Prevention Expo set for Sept. 21 The Santa Rosa County Fall Prevention Expo 2018 will be held Sept. 21 from 8 a.m. till noon at the Guy Thompson Community Center located at 5629 Byrom Street in Milton. At the Fall Prevention Expo you can take advantage of free health screenings and learn more about how to prevent a fall, which is a major issue facing seniors today. In 2017, 2,271 falls were reported as the reason for injuries in Santa Rosa County, which was more than were due to motor vehicle accidents, violence and poisoning added together (1,782). Of the 2,271 fall related injuries 1,541 involved men and women 65 years of age and older, which is an increase of over 300 accidents compared to 2016 in Santa Rosa County. Falls can be very costly to people, especially seniors when you look at the injury itself along with the possible medical bills, a hospital stay, and other costs associated with the accident. This is why the 2018 Fall Prevention Expo is so important. An opportunity to learn ways to not only improve your balance from health professionals from Santa Rosa Medical Center, but to also reduce the number of risks in and around your home. Some of these groups include “Shine,” which serves the health insurance need of elders, Legal Services of North Florida, American Red Cross, who will be offering all residents free smoke detectors, the Santa Rosa County Emergency Operations Center, who will be handing out information on how to stay safe during times of disasters, Assisted Living Locators, a free community oriented service to assist seniors in locating the best elder care option’s, information and resources available, as well as many other groups. Peak hurricane season is upon us, now through late October. After a relatively quiet season in Northwest Florida, Tropical Storm Gordon swept through Northwest Florida causing power outages for 26,000 Gulf Power customers. It was the perfect opportunity to test a new procedure to help get power restored more quickly. This season, Gulf Power’s general warehouse team incorporated an idea learned last year while helping restore power following Hurricane Irma: pre-assembling storm kits filled with everything the crews and support personnal need for repairs, from fuses to breakers, wire and bolts. “Previously, it took a full day to get a storm kit ready,” said Gordon Paulus, Gulf Power spokesperson. “Now our warehouse team loads these preassembled kits on a truck in about half an hour, allowing crews to essentially grab and go when they’re called out for storm duty.” These kits contain almost all of the necessary items needed to work on the lines and cuts down on the time it takes to assemble them on the fly. “Having these kits ready to go means our crews are able to begin repairs more quickly after damage from a major storm,” Paulus said. “The bottom line is that this helps them get our customers power restored more quickly.” Each Gulf Power storm kit is made up of seven bins. Each kit is weatherproofed and labeled so crews can easily find what they need and two full kits can fit into a tractor-trailer rig. In addition, two of these kits are specially

prepared for beach environments and include stainless-steel material resilient to salt spray. During Tropical Storm Gordon, two of the storm kits were used in the Pensacola area as crews worked to restore power. “As Gulf Power maintains storm readiness, we also encourage our customers to stay prepared despite with the quiet season we’ve had so far,” Paulus said. “We encourage our customers to stay connected to us on social media — Facebook, Twitter and Instagram — for the most up-to-date storm news, whether it be a hurricane, tropical storm or even a severe thunderstorm.” Check out these storm-ready tools: • Find storm updates on the Gulf Power homepage. Additional workshops will be held Nov. 8 and Feb. 16, 2019. Green infrastructure is the use of vegetation, soils, and other elements and practices to restore some of the natural processes required to manage water and create healthier urban environments. This program will focus on rain gardens, rain barrels, swales as well as best management practices for property owners. Residents who have experienced flooding are encouraged to attend to learn techniques to manage stormwater in their landscapes through presentations on

local waterbodies, impacts to these coastal areas and green infrastructure techniques. After the presentations, participants will travel to local sites to observe examples of green infrastructure projects. The SRC Stormwater Solutions Program will offer six reimbursement incentives to property owners who attend this program. Baker said a key element in the state’s economy is the strong tourism sector, which accounted for about 13 percent of the state’s largest revenue source – sale tax collections – in 2016/17. She said the strength of that sector has helped offset some elements of the economy that have not fully recovered, including the construction industry. But she also added a note of

caution, saying the influx of tourists could be influenced by things such as the state’s current struggle with toxic algae and red tide, which are impacting at least 14 coastal counties. If revenues dip, the forecast shows the state budget has strong reserves, with nearly $3.5 billion in unspent funds in the current budget. While a small surplus is projected in 2019/20, the forecast also shows a revenue shortfall of $48 million in 2020/21, growing to $457 million in the third year. Baker said one factor that could boost state revenue in the budget process would be using the full annual increase in local school property taxes, known as the “required local effort.” It could generate more

than $900 million over the three-year period, she said. The House and Senate have differed over the use of those funds in recent budget negotiations, with the current agreement restricting the increase to new construction. Bradley said the Senate will continue to advocate keeping the tax rate frozen but using property tax increases based on new construction as well as increases in property values. “It’s not a tax increase. We’ve plowed this ground before. And I look forward to having those discussions (with the House),” Bradley said. Lawmakers will pass a new state budget in their 2019 session that begins in March. The current budget is just under $90 billion.

MONEY COMES FROM NEAR AND FAR IN GOVERNOR’S RACE By JIM TURNER and JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE – With money streaming in from across the country, Republican Ron DeSantis and Democrat Andrew Gillum raised more than $2.7 million during the first week in September in their clash to become Florida governor. The contributions went to the candidates and their closely aligned political committees, with DeSantis having an edge. The Republican pulled in $1.4 million from Sept. 1 through Sept. 7, while Gillum raised nearly $1.32 million, according to newly filed reports with the state Division of Elections. The fundraising period represented the first full week after DeSantis, a former Northeast Florida congressman, and Gillum, the Tallahassee mayor, dispatched their opponents in the Aug. 28 primary elections. The totals are a hint of what is to come this fall as DeSantis and Gillum compete in one of the biggest governor’s races in the country – and also don’t reflect the millions of dollars

that the political parties and outside groups have already started pouring into the campaign. DeSantis raised $380,951 for his campaign account and $1.023 million for the committee Friends of Ron DeSantis during the week, the reports show. DeSantis had a combined total of nearly $2.57 million in cash on hand as of Sept. 7. Gillum, meanwhile, raised $874,285 for his campaign account and $445,500 for the committee known as Forward Florida, according to the reports. Gillum had a combined total of about $5.17 million in cash on hand at the end of the period. As a sign of the highprofile nature of the campaign, both candidates hauled in contributions from across the country – often from small donors. Among the nearly 2,000 separate contributions that came into DeSantis’ campaign account during the first week of September, about 1,800 were for $250 or less. Contributions came from 49 states, only missing Alaska. Gillum’s campaign account, meanwhile, received more than 14,000

separate contributions from all 50 states during the week. Of those, Gillum received 13,661 contributions of $250 or less. Individual contributions to the candidates’ campaign accounts are limited to $3,000, but the closely aligned political committees do not face such limits. As a result, while the candidates’ campaigns received thousands of small contributions, the committees reeled in large checks. The more than $1 million that the DeSantis committee raised in early September came from 43 donors, according to the Division of Elections website. As examples of the contributions were $250,000 from Home Depot co-founder Bernard Marcus and $50,000 from Conservative Principles for Florida, a political committee headed by incoming state House Speaker Jose Oliva, RMiami Lakes. The $445,000 raised during the week by Gillum’s committee, meanwhile, came in seven contributions. Among them was a $200,000 contribution from West Palm Beach attorney Chris Searcy, according to the committee’s report.

INTERNET VOTING PROPOSAL EMERGES From THE NEWS SERVICE OF FLORIDA STAFF

A newly proposed constitutional amendment seeks to give voters the choice of casting ballots on the internet. An Orlando-based political committee called Florida For Change filed the proposal with the state Division of Elections, according to information posted on the division’s website. The earliest that the proposal could go before voters is 2020. But Florida For Change would have to submit hundreds of thousands of petition signatures and get the ballot wording approved by the Florida Supreme Court. Groups that placed initiatives on this year’s ballot were required to submit 766,200 valid petition signatures. Florida For Change had not raised any money as of Sept. 7, a finance report shows.

CITRUS AID MONEY MOVES A STEP CLOSER By JIM TURNER NEWS SERVICE OF FLORIDA

TALLAHASSEE – As a new citrus growing season gets underway, federal assistance tied to the hurricane-ravaged 2017/18 harvest is finally moving into the application phase. The state Division of Emergency Management announced Friday it has secured a $343 million block grant that was part of a wider disaster-relief package signed into law in February by President Donald Trump. The agency also said a series of four application workshops will be held this month for growers. “Thanks to the hard work of so many, this much-needed piece of disaster assistance is finally on the way and will go a long way to help Florida’s citrus industry rebuild,” Agriculture Commissioner Adam Putnam said in a prepared statement. Gov. Rick Scott said in a statement that the money will “help our hard-working growers continue to rebuild and ensure that Florida remains synonymous with citrus.” The block grant, part of a $2.36 billion package Congress directed to agricultural businesses damaged by hurricanes and wildfires in 2017, is designed to help the struggling citrus industry, which suffered at least $761 million in losses from Hurricane Irma. With many farmers facing years of diminished crops, the citrus block-grant application workshops will be held Sept. 24 in Fort Pierce, Sept. 27 in Lake Alfred and Sebring, and Sept. 28 in LaBelle. The U.S. Department of Agriculture had repeatedly said the citrus program would begin no later than July 16. But

state Emergency Management Director Wes Maul said his agency has “significantly expedited this process” as the goal is to “get this money into the hands of the many citrus farmers who suffered following Hurricane Irma’s devastating impacts.” “They are critical to the recovery of Florida’s iconic industry, and we will continue to work with our state and federal partners to make this happen as quickly as possible,” Maul said in a statement released by his agency. About $129 million of the block-grant money is directed toward new trees, grove rehabilitation and irrigation-system repairs and replacements. Another $182 million is directed toward future economic losses for growers who lost at least 40 percent of their crop production from Irma. An estimated $29 million, subject to availability, will go to help growers meet crop-insurance purchase requirements for the 2022 and 2023 seasons. The first crop estimate for the 2018/19 season will be made by the U.S. Department of Agriculture in just under a month. In the 2017/18 growing season, which ended in July, the state produced 34.7 percent fewer oranges and half the number of grapefruits compared to a year earlier. Growers have battled for years with deadly citrus greening disease. But just as they thought they were making headway against the disease, the industry got smashed by the hurricane. For the season, growers saw overall production at its lowest – 49.58 million 90-pound boxes, the industry standard – since the 1941/42 growing season. Grapefruit production, 3.88 million boxes, hit its lowest output since 1920.
