Andrews Institute Awarded $1 Million Grant to Study Regenerative Medicine by Will Isern
T
he Andrews Research and Education Foundation at Andrews Institute for Orthopaedics and Sports Medicine recently received a one million dollar grant from the state of Florida to support regenerative medicine research endeavors. The state appropriation was approved in May and became available at the start of the fiscal year that began July 1.
The funding will support hiring personnel and purchasing equipment for the Andrews Institute Regenerative Medicine Center, a facility built in 2016 to
pioneer regenerative medicine treatments. The grant will fund new and ongoing regenerative medicine research studies. Regenerative medicine at Andrews Institute refers to the
utilization of biology-based treatments aimed at the repair and healing of injured tissues. Currently, this is limited to treatments using tissues from the patients themselves, including blood-based and bone-marrow based treatments as well as stem cells mobilized to the patients blood stream. Regenerative medicine of this kind has potential applications for aiding osteoarthritis, cartilage repair, healing optimization after surgery and more. “An analogy that works pretty well is to think about a golf bag,” orthopaedic surgeon and sports medicine specialist Dr. Adam Anz said. “There’s going to be different things in that golf bag and some of those are going to be cell technologies ¬– and there are many cells in our body that have stem capabilities – so stem cells are one of the fields that we’re studying intently. Others are blood products that we can create from your blood that have the potential for helping us adapt
to life’s changes. Sometimes that’s regenerating tissue, sometimes that’s just helping us adapt to change.” While industry support for research studies is critical, Anz said, the independent funding from the state of Florida will provide Andrews Institute physicians with flexibility to pursue research questions that may not have been supported otherwise “I think that this space is very foggy and needs some beacons of light and some light houses – and that’s our goal,” Anz said. “Our goal is to shed some light in this space and to help us all know what works and what doesn’t work, and what has evidence and is proven, and what still has yet to be proven. That’s important because I think sometimes we get a little ahead of our skis and we need to make sure everything is proven and has clear efficacy data.” Anz said there are several hundred organizations in the nation claiming to be stem cell centers, many of them in Florida, offering untested and sometimes unsafe stem cell treatments. In May, the FDA moved to shut down a Florida company that allegedly blinded three elderly women by giving them an unproven stem cell treatment. “I think the state sees the fog that exists with entities making claims in this space and the lack of real evidence behind those claims,” Anz
WE’RE SOCIAL
said. “There are many places in the state that are doing that. If you think about entities that are saying we’re a stem cell clinic, I think there are 400 or some odd places in the United States that are claiming they’re stem cell clinics, but when your really nail them to the ground and say what evidence do you have behind this technology that you’re selling, you don’t get a lot of real concrete evidence. So that’s the deficiency that exists and there’s a good number of these clinics that exist in the state of Florida. I think state has realized that that’s a problem.” The Andrews Institute scientists will publish the results of their studies in sports medicine journals, thus contributing to the body of sports medicine knowledge. Anz said part of the reason why there is a lack of evidence-based treatments around regenerative medicine is because of a lack of funding. “Pharma isn’t real interested in helping, the implant companies aren’t real interested in helping and orthopaedic surgeons normally don’t have the vehicle to do anything, so I think we’re kind of in a perfect situation in terms of having a facility and foundation whose charge is to do exactly that,” he said. “The reason the foundations exists is to carry the torch of sports medicine and advance it.”

Annual Fenner Ride to benefit Big Brothers Big Sisters of Northwest Florida
EPA Awards $2 Million to Establish Pensacola and Perdido Bays Estuary Program On Sept. 5, the U.S. Environmental Protection Agency’s Gulf of Mexico Program awarded the Bay Area Resource Council a $2 million cooperative agreement to establish the Pensacola and Perdido Bays Estuary Program. The project is the result of several years of collaboration and is the first Estuary Program in Northwest Florida. “EPA is pleased to partner through our Gulf of Mexico Program with the Bay Area Resource Council to protect and restore the Pensacola and Perdido Bays,” Trey Glenn, EPA Region 4 administrator said. “Together, we look forward to achieving sustainable environmental results through this initiative.” The Pensacola and Perdido Bays Estuary Program is a non-regulatory program that will leverage and coordinate efforts among federal, state, and local agencies and the public to achieve publicly identified goals and objectives to restore and conserve the environment and the economy of Pensacola and Perdido Bays for generations to come. The establishment of this program is the result of years of collaborative effort by local governments, non-government organizations, and public requests for the creation of an estuary program in Northwest Florida. “We are incredibly excited about this Estuary Program and what it will mean for our community’s environmental future. The Estuary Program will provide a roadmap for successful restoration of our estuaries,” said Grover Robinson, BARC Chairman and Escambia County Commissioner. “The program will really be the culmination of decades of work by volunteers and BARC officials to repair and restore our local waterways. More importantly, the program will set the standards for the future to protect our natural assets for generations to enjoy.” “This program will provide the first steps in restoring this vital natural resource back to a healthy condition,’ Bob Cole, BARC member and Santa Rosa County commissioner, said. “Our two county area is so very blessed to
have such a diverse coastline from our streams to rivers, bays, and inter coastal waterways. We must grasp every opportunity to protect and restore for our children and all future generations.” “Florida’s estuaries and coastal resources are among our state’s most cherished and important natural treasures,” Florida Department of Environmental Protection Secretary Noah Valenstein said. “Our staff works tirelessly to protect our estuaries and waterways, and we look forward to collaborating with the Estuary Program to continue to protect the natural resources of Northwest Florida.” “The establishment of the first ever Estuary Program in Florida’s Panhandle will help to safeguard and restore our precious coastlines and watersheds, benefiting people, natural systems, and wildlife,” Temperince Morgan, executive director of the Nature Conservancy in Florida said. “We’re thrilled to play a role in the formation and implementation of this essential conservation solution.” EPA sponsored the project in partnership with the state of Florida for inclusion on the RESTORE Gulf Coast Ecosystem Restoration Council’s Funding Priorities List. More information regarding the RESTORE Council and the FPL at www.restorethegulf.gov. The Gulf of Mexico Program began in 1988 to protect, restore and maintain the health and productivity of the Gulf of Mexico ecosystem in economically sustainable ways. The Gulf of Mexico Program is funded by the EPA and is a non-regulatory, inclusive consortium of state and federal government agencies and representatives of the business and agricultural community, fishing industry, scientists, environmentalists, and community leaders from all five Gulf States. Fall Prevention Expo set for Sept. 21
The Santa Rosa County Fall Prevention Expo 2018 will be held Sept. 21 from 8 a.m. till noon at the Guy Thompson Community Center located at 5629 Byrom Street in Milton. At the Fall Prevention Expo you can take advantage of free health screenings and learn more about how to prevent a fall, which is a major issue facing seniors today. In 2017, 2,271 falls were reported as the reason for injuries in Santa Rosa County, which was more than were due to motor vehicle accidents, violence and poisoning added together (1,782). Of the 2,271 fall related injuries 1,541 involved men and women 65 years of age and older, which is an increase of over 300 accidents compared to 2016 in Santa Rosa County. Falls can be very costly to people, especially seniors when you look at the injury itself along with
the possible medical bills, a hospital stay, and other costs associated with the accident. This is why the 2018 Fall Prevention Expo is so important. An opportunity to learn ways to not only improve your balance from health professionals from Santa Rosa Medical Center, but to also reduce the number of risks in and around your home. Animal shelter sees high summer adoption rates The Escambia County Animal Shelter’s adoption, transfer and foster rates are soaring this summer, and Animal Services Manager John Robinson says that’s largely due to the growing number of unique partnerships they’ve built within the community. During June, July, and August the shelter saw 460 adoptions, nearly doubling the 265 adoptions they had during the same time frame in 2017. The euthanasia rate has also decreased significantly. From a high of 61 percent in 2015 from January to August, the same period in 2018 was documented at 39 percent. The shelter also transferred 366 animals to other shelters in June, July, and August, up from the 257 animals transferred in the same time period last year. The nonprofit organization Friends of Escambia County Animal Shelter coordinates animal transfers to other shelters and rescues around the country where the animals can be adopted due to lower animal population numbers in those areas. “I think for us, community outreach work is really important,” Robinson said. “We’ve been trying to get our adoption messages out to the community through various events and specials, by partnering with different rescue organizations, and through Friends of Escambia County Animal Shelter and their Facebook page.” Some of the specials and events the shelter has offered this year include Cinco De Meow, Dogs Playing for Life volunteer seminars, and the nationally recognized Adopt a Shelter Cat Month, during the month of June. Most of the events offered discounted adoption rates and were geared toward boosting adoption numbers, but some events simply encouraged the community to engage with shelter animals through volunteer opportunities. Another big factor Robinson cites in
the upward trending numbers is the dedicated staff and the time they spend with potential adopters. “Our staff is great, and they really focus on helping people complete their families and matching them with the right pet,” he said. “I think people are talking about that because the staff do such a good job of it. I believe the positive adoption stories that come out of the shelter help increase adoptions more than anything — that’s made a huge difference for us.” The shelter also welcomed staff veterinarian Dr. Johnna Lee in September 2017, and Robinson said she greatly increases the number of adoptable pets available to the public on a daily basis. All adoptable pets are spayed or neutered at the time of adoption, which helps to combat our area’s dog and cat overpopulation issues “Dr. Lee has just been a godsend for us,’ he said. “She helps with the adoption process by getting the animals ready for their new homes quickly and efficiently — animals are able to receive treatments and surgeries much faster than they were before.” Robinson is hopeful the numbers will continue to climb as more partnerships are formed within the community and happy adopters continue to share their stories and experiences on social media. “We’re just going to keep working with as many programs as possible to get animals into happy homes,” he said. Robinson continued, “While our euthanasia rates are significantly better than in the past, we will be looking to our partners, our residents and new strategies to continue that downward trend in the future.” For more information about the Escambia County Animal Shelter, including how to adopt a pet, click here. NUNEZ INTRODUCED AS RUNNING MATE AS GOP RALLIES SUPPORT
GILLUM TAPS FELLOW PROGRESSIVE KING AS RUNNING MATE By LLOYD DUNKELBERGER NEWS SERVICE OF FLORIDA TALLAHASSEE – Doubling down on his appeal to progressive voters, Andrew Gillum on Thursday picked former primary rival Chris King as his running mate on the Democratic ticket for governor. Gillum and his wife, R. Jai, joined King and his wife, Kristen, to make the announcement in a live session on Facebook. Gillum, the mayor of Tallahassee, said his first criteria in picking Chris King, who is a Winter Park businessman, was selecting a running mate who could step in as governor if necessary. “But we also talked about the fact that this is a difficult journey. It’s hard. It’s difficult work at times. And what we want to do not only in this race, but when we win the race for governor, is have a partner in helping to lead this state,” Gillum said. The Gillum-King partnership is founded on a lot of similarities. Both candidates ran as outspoken progressives in the Aug. 28 Democratic primary, embracing such issues as the expansion of Medicaid, the legalization of marijuana, gun control, criminal justice reform and a $15-an-hour minimum wage. Gillum, the first African-American nominated for governor by a major party in Florida, was the surprise victor in the primary, winning the race with 34.4 percent of the vote. King, making his first bid for elected office, finished in fifth place with 2.5 percent. After campaigning for nearly a year and half against him, King said he developed a friendship with Gillum. “This is not a political marriage. This is not a marriage of convenience,” King said. “I came to admire him. His gifts, his talents and most importantly his vision for the state of Florida, to lift up families all across the state who have not had a champion like Mayor Gillum, who have not had someone who has spoken up to issues that the current leadership just doesn’t care about.” In addition to their politics, the two Democrats mirror each other in other ways. Both are 39 years old. They each have families with three children. Their wives have played key roles in their campaigns. “When we met Chris and Kristen, we saw that they had those same values, partnership, more importantly, your family, your faith, things that are really important to us as well. I’m just so excited,” R. Jai Gillum said. One difference between the two candidates is their personal finances. Dur-
ing the primary, Gillum often remarked he was the only “non-millionaire” in the race. King reported a net worth of $17 million in June and spent more than $4 million of his own money during the election. King’s prosperity is a result of a company, Elevation Financial Group, that he started and has developed affordable-housing projects, an issue important to both candidates. “We have to do everything that we can to ensure access to accessible and affordable housing for more people in this state,” Gillum said. Gillum’s decision to join forces with King, rather than some of his more centrist primary rivals, like Gwen Graham or Philip Levine, is another sign that his unprecedented campaign remains committed to trying to energize the progressive base of the party. Gary Yordon, a Tallahassee-based Democratic political consultant who supported Graham in the primary, called Gillum’s selection of King a surprise. “It’s surprising because everybody keeps thinking Andrew’s going to pivot more towards the center, and he’s just not,” Yordon, who did some work for Gillum more than a decade ago, told The News Service of Florida on Thursday. Adding King to the ticket “solidifies where he is as a progressive,” Yordon said of Gillum. “I think it is another brick in that foundation. This is the campaign it’s going to be, and he’s all in. I think the Chris King pick just says, yep, this is where we are,” he said. “To me, it’s a little bit refreshing to find someone who didn’t try and be something he’s not for a campaign.” But Gillum’s embrace of the progressive wing of his party is opening up attacks from Republicans, who are characterizing him as too liberal for mainstream Florida voters. “Andrew Gillum’s choice of Chris King is being heralded by national media outlets as ‘the most liberal in state history,’ and we agree,” said state Rep. Blaise Ingoglia, chairman of the Republican Party of Florida. Ingoglia also contrasted the Democratic ticket with Republican nominee Ron DeSantis’ decision to pick state Rep. Jeanette Nunez, a Cuban-American lawmaker from Miami, as his running mate. “This socialist-progressive ‘dream team of bad ideas’ has a total of zero legislative experience, and it shows,” Ingoglia said about Gillum and King. – News Service senior writer Dara Kam contributed to this report.

Jeanette Nunez, a Miami Republican who publicly criticized President Donald Trump during the 2016 campaign, was formally announced Thursday as the running mate for gubernatorial candidate Ron DeSantis, as the GOP’s statewide election slate held a display of unity. DeSantis, a congressman with close ties to Trump, dismissed talk of Nunez’ initial preference in the 2016 presidential race as he described his lieutenant-governor selection as an “accomplished” mother of three who is someone his daughter could admire. “This is the type of person that I think is a role model for everybody, but particularly young women,” DeSantis said after the unity event put on by Gov. Rick Scott’s U.S. Senate campaign at the Ace Cafe in Orlando. The Nunez selection could help DeSantis, who will face Democrat Andrew Gillum in the November election, as Republicans try to attract women and Hispanic voters. Gillum on Thursday named Winter Park businessman Chris King, who lost in the Democratic gubernatorial primary, as his running mate. Nunez, 46, is a Cuban-American born in Miami who has served as a top lieutenant to House Speaker Richard Corcoran, R-Land O’ Lakes, during the past two years. Nunez, who was first elected to the House in 2010 and faces term limits this year, said she was “honored” by her selection as DeSantis’ running mate. “We’re going to see from our end what we stand for, the ideals and principles that we stand strong in, the conservative values making sure Florida remains the prosperous state that it continues to be,” Nunez said. “I’m eager to get on the trail and explain what the differences are.” Nunez was a sponsor in 2014 of legislation to help “Dreamers,” or children who are in the country illegally, qualify for in-state tuition rates at Florida colleges and universities. In 2018, she oversaw the House’s response to Hurricane Irma and was appointed by Corcoran to the Constitution Revision Commission, which meets every 20 years to consider changes to the state Constitution. Among her proposals while serving on the commission was a measure that would have eliminated a constitutional requirement that 30 percent of tobacco-education and prevention funding go to an anti-smoking campaign. That proposal ultimately did not pass. State Sen. Debbie Mayfield, a Rockledge Republican who was also on DeSantis’ short list of potential running mates and attended Thursday’s event, said Nunez will bring a strong “women’s voice” to the ticket and office. “We all knew that we really needed to balance the ticket out,” said Mayfield, who previously served in the House with Nunez. “Ron’s going to be a tremendous governor. He’s going to continue on the same path that Gov. Scott has. But I also think he’s going to be focused a lot on education and health care. Jeanette brings a lot to the table with her experience with health care and education.” Before being elected to the Legislature, Nunez was a lobbyist for Jackson Memorial Hospital. She later joined Hospital Corporation of America as a vice president of community affairs in South Florida. Ed Moore, president of the Independent Colleges and Universities of Florida and a veteran Republican pundit, said Nunez “enables DeSantis to have a different look to
the ticket.” “Jeanette Nunez is a very experienced legislator, very well-known in Miami-Dade County, a Hispanic female,” he said. “So, if you’re checking off a lot of boxes, she checks a lot of boxes.” Moore added that the selection of the lieutenant governor gives the top-of-theticket candidate “an immediate three-day pop” that can illustrate “the decision-making quality of the campaign.” “But then after that, it’s all ground game and whether the lieutenant governor has an organization or not. Most of them don’t,” Moore said. “They’re very regional in nature. … It’s just not that big of a deal.” Even before the lieutenant-governor selection was formally announced, Democrats criticized the DeSantis-Nunez ticket. They described such a Republican administration as a potential “disaster for Florida women and working families.” “DeSantis has selected a lobbyist who supports his agenda of denying health care to hundreds of thousands, destroying public schools and taking away women’s health freedom,” Florida Democratic Party Chairwoman Terri Rizzo said in a prepared statement Wednesday night. Democrats also highlighted a March 3, 2016 tweet by Nunez, who supported U.S. Sen. Marco Rubio, R-Fla., in that year’s GOP presidential primary. In the tweet, she expressed strong criticism of Trump, who went on to win the Republican nomination and the presidency. “Wake up Florida voters, Trump is the biggest con-man there is. #nosubstance #anti-Israel #supportsKKK #nevertrump VOTE @marcorubio #RUBIO,” Nunez tweeted. DeSantis and Nunez downplayed her initial support for Rubio in 2016. “We’re here talking about moving Florida forward,” Nunez said after the Ace Cafe event. “It’s no secret that I was a strong Marco Rubio supporter. But that election is done, and I’m looking forward to this election.” DeSantis agreed to look forward. “To support Marco Rubio, a favorite son from Miami, Cuban-American, with a historic run, if I was in her shoes I would have probably been supporting Marco as well,” DeSantis said. DeSantis defeated state Agriculture Commissioner Adam Putnam in the Aug. 28 Republican gubernatorial primary. Putnam was at Thursday’s event and described Nunez as an “exceptionally good pick” who knows policy, as they have worked together on energy issues. “She’s someone I’ve been a big fan of for a long time,” said Putnam, who said he hasn’t given much thought to what he’ll do when his term as agriculture commissioner expires in January. Joining Scott, DeSantis, Putnam and Nunez at the event were outgoing Attorney General Pam Bondi and Cabinet candidates Jimmy Patronis, who is running for a full term as state chief financial officer; former Hillsborough County Circuit Judge Ashley Moody, who is running for attorney general; and state Rep. Matt Caldwell, who is running for agriculture commissioner. In describing the statewide ticket, Scott, who is trying to unseat Democratic U.S. Sen. Bill Nelson, said the choice is between “job growth,” “low unemployment,” “secure borders” and “lower taxes,” against the Democrats’ “radical, left-wing policy that led to what we’re seeing today in places like Venezuela and Cuba.” –News Service senior writer Dara Kam and staff writer Christine Sexton contributed to this report.

The settlement agreement reached last week can be challenged. However, the health plan that had the most to lose from the agreement – WellCare of Florida – was given draft copies of the agreement prior to its execution. WellCare did not immediately comment on the agreement. The settlement also contains a caveat that allows AHCA “in its sole and absolute discretion” to place a six-month freeze on enrollment in Magellan one month after the effective date of the new contract. The freeze would not apply if a patient actively chooses to enroll in Magellan and suffers from one of a number of serious mental illnesses, including schizophrenia. If both of those conditions aren’t met, a Medicaid patient living in Medicaid regions 4, 5 or 7 with a serious mental health
illness will be assigned to WellCare of Florida. Although pleased with the increase of choices for patients in those regions, Brown-Woofter expressed concerns about the caveat, noting that sometimes patients with serious mental illness can have difficulties making decisions. The settlement came just weeks before the state will send information to Medicaid patients about their choices of health plans, after the state has signed multi-year contracts worth at least $90 billion with managed-care plans, according to the state. Florida lawmakers in 2011 overhauled the Medicaid system to require most beneficiaries to enroll in managed-care plans. An initial set of contracts is expiring, and AHCA went through a lengthy reprocurement process to award new contracts, com-
pleting the process this spring. AHCA has announced that it will begin transitioning Medicaid patients in South Florida from their existing HMOs to new managed-care plans in December. The News Service of Florida reported last week that Magellan and the state had reached an agreement in concept and that Magellan was going to drop its administrative challenges. WellCare attorneys told Administrative Law Judge John Newton that the company had received a draft copy of the proposed settlement agreement and was reviewing the document. Meanwhile, AHCA still is defending in administrative court its decisions not to award Medicaid contracts to the AIDS Healthcare Foundation and an HMO owned by the North Broward and South Broward hospital districts.

The Supreme Court is only supposed to look at whether the ballot title and summary present a clear picture to voters and is not supposed to consider the merits of the underlying proposal. Chief Justice Charles Canady appeared skeptical of Herron’s arguments. “Wouldn’t you concede, Mr. Herron, that most of these rights of crime victims don’t have any impact on the constitutional rights of defendants? … They don’t really bump up against each other, I mean for most of them. Wouldn’t that be true?” Canady said. But justices Barbara Pariente and Jorge Labarga questioned Richard about whether defendants’ rights would be affected. “Although every one of us has sympathy for the rights of (the) victim, the accused is not yet convicted of a crime, so they are still under our system of laws presumed innocent,” Pariente said. The Marsy’s Law proposal is part of a broader national victims’ rights movement stemming from the 1983 death of a California woman, Marsy Nicholas, who was stalked and killed by an ex-boyfriend.

South Florida’s water troubles continued to be a hot political issue Friday after Gov. Rick Scott said the U.S. Senate is backing the state’s plan to build a reservoir in the Everglades Agricultural Area. The announcement came on the same day two Democratic Cabinet candidates – Nikki Fried, who is running for agriculture commissioner, and Jeremy Ring, who is running for chief financial officer – were in Southwest Florida participating in roundtable discussions on water-related problems. The state Democratic Party called Scott’s announcement a “political stunt.”Waters across South Florida have been impacted by toxic algae and red tide, and the reservoir is intended to move water away from Lake Okeechobee and reduce polluted lake discharges that residents blame for repeated algae outbreaks on both coasts. Scott’s office announced U.S. Senate Majority Leader Mitch McConnell, R-Ky., committed in a phone call Friday that “approval” for the reservoir would be part of the American Water Infrastructure Act. Scott, who is running for U.S. Senate, said McConnell’s commitment is “another step forward for this critical environmental project.” But the state Democratic Party said the reservoir money had already been slotted for the water infrastructure act after the White House gave its backing to the project in July. “Rick Scott used his office to turn one of the most important issues facing South Florida into a political stunt,” the Democratic Party said in a statement. “Scott boasted about securing a Lake O fix. The fact is … this work was already done by Senator (Bill) Nelson and Senator (Marco) Rubio.” The proposed reservoir, a roughly $1.6 billion project sought by Florida Senate President Joe Negron in 2017, is being planned with the expectation that the federal government will cover half the cost.
