Downtown Parking Debacle Nears Resolution By Will Isern
T
he downtown-parking saga that riled business owners and baffled visitors is nearing an end, but some changes will remain in place. Following months of public backlash, The Downtown Improvement Board has scrapped its contract with Premium Parking and taken management of downtown parking back in-house. The decision could save the DIB as much as $150,000 a year to be reinvested in beautification and other projects. The rollout of the new system under Premium Parking was troubled from the start. With virtually no communication, a new pay-by-plate system was implemented in March, replacing the old ticket kiosks and introducing extended hours of enforcement and increased rates. Benefits included the ability to pay by text or via a smartphone app, but downtown business owners complained that the changes were too confusing and cumbersome for many of their patrons, and worried that visitors would rather avoid downtown altogether rather than contend with the new parking system. Perhaps the most vocal critic during the transition was Kevin Leahman, co-owner with his wife of the Fosko Coffee Barre and Pure Barre exercise studio. Leahman erected signs facing the Jefferson Street parking garage to encourage the public to speak out against the changes.
“I never really had a problem going to a more technologybased system,” Leahman said. “What really got me involved was I felt like they were overcharging for parking. They were charging $3 for parking at the Jefferson Street garage and they regularly had 125 empty spaced … The second thing was that that the DIB had no outreach to local citizens, they had no process.” Erroneous signage, wrongfully issued tickets and a “culture of enforcement” only exacerbated the problems. The board’s former executive director, Curt Morse, resigned his position at the height of the public backlash. Following Morse’s resignation, longtime assistant executive director, Lissa Dees, took over as executive director and immediately began a review of the board’s contract with Premium Parking. “What we found when we looked at the financials was that we were paying for is the safety net of saying we had a parking management company, and there was really no reason why we needed that,” Dees said. Following Dees’ recommendation, the DIB voted in August to end its management contract with Premium Parking.
“If someone had questions about parking or got a citation, they still came to our office, so there was really no need for us to continue to pay those fees to say that we had a parking management company,” Dees said. We’re going to reinvest those dollars back into parking and into our community.” Premium Parking is not entirely out of the picture. The DIB decided in early September to keep the text-to-pay and smartphone app systems in place, and is keeping Premium Parking on a month-by-month basis to provide those services until they work out a deal with a new company. Negotiations are underway with a provider called Passport based out of Charlotte, North Carolina. Dees also said that Premium’s red parking signs that have sprung up across downtown will be changed to a more friendly color, and that the DIB will add security to the Jefferson Street parking garage on weekends. Going forward, Dees said, the DIB will move away from a “culture of enforcement” to a more hospitable approach. “What I have instructed to everyone one here is that we are Southern hospitality first. Wring citations is the last step. If we see a person struggling at the meter, or if that person doesn’t know where to park, we’re going to have that conversation and try to help them,” Dees said. “There are certain guidelines we ask you stay in when parking downtown, but it’s Southern hospitality first
and foremost.” The upshot for those trying to park downtown is that paid parking is enforced from 8 am to 7 pm Monday through Friday. You can still use the textto-pay system and smartphone app. Those who would rather not use those options can still pay at sidewalk kiosks. And if you still find the whole thing too confusing, the DIB is planning to host public workshops to explain the system to anyone who’d like a fuller explanation. Meanwhile Leahman has, somewhat reluctantly, accepted a position on the DIB’s parking committee. He hopes

to improve the system from the inside. “I think we need to go to a cheaper software provider and then I think it’s to let parking marinade for a while while we do some common sense data collection, slow it down and a make some intelligent decisions,” Leahman said. Despite his frustrations over the last six months, Leahman said he can see light at the end of the tunnel. “I think the DIB is going slower, I think they’re threading more lightly and I think they’re trying to get more input before they make these changes,” he said.

Blanchard Judicial Building, 190 Governmental Center, Pensacola. Pitre, 46, of Gulf Breeze, was formerly a shareholder at Clark, Partington, Hart, Larry, Bond, & Stackhouse, P.A. and previously an Assistant State Attorney for the First Judicial Circuit. He obtained his law degree from Loyola University School of Law in 1997, graduating with honors and with a published law review article. He holds three state bar licenses including Florida, is admitted to practice before the United States Supreme Court, and acquired an AV rating by MartindaleHubbell. He has practiced law for 20 years, including both criminal matters (prosecution and defense) as well as civil cases (commercial litigation, creditor’s rights, property and title disputes, landlord/tenant, and family law, including appeals). Pitre is a member of the Rotary Club of Gulf Breeze, and prior board member for non-profit organizations including Pensacola Little Theatre, Inc., Panhandle Tiger Bay Club, Inc., West Florida Collaborative Law, Inc., and St. Michael’s Cemetery Foundation of Pensacola, Inc. 52nd annual Santa Rosa County farm tour set for October The 52nd Annual Santa Rosa County Farm Tour will be held Oct. 23, beginning at the Santa Rosa County Extension office located at 6263 Dogwood Drive in Milton. The longest standing agriculture and natural resources tour in northwest Florida will feature technology for this year’s tour. Technological advancements in farming will be highlighted with stops planned at farms that embrace technology and have adapted with the times. Vertical tillage equipment will be on display at Jenkins Farm, poinsettia production practices demonstrated at Wendt Farm and Nursery, and a UAV demonstration at the University of Florida/IFAS West Florida Research and Education Center - Jay Research Facility. While at the research center, attendees will have the opportunity to view exhibits from 4-H, beekeepers and agricultural equipment vendors. Santa Rosa County agriculture generates $73 million per year and provides numerous jobs to its citizens. The county’s population continues to become more and more removed from agriculture and the Santa Rosa County Farm Tour aims to help the citizens understand the value of agriculture and natural resources. Annually, approximately 200 citizens join the tour and discover what the county’s agriculture and natural resources have to offer while being provided comfortable riding conditions on a charter bus and enjoying a catered lunch. The tour will award the Farm Family of the Year to Rennie and Ryan Jenkins of Jenkins Farm. A catered lunch will be provided at the UF/IFAS West Florida Research and Education Center - Jay Research Facility. Traditionally, and continuing this year, the tour will end at Holland Farms to enjoy some of Santa Rosa County’s infamous boiled peanuts. Bus space is limited. The fee to reserve your spot is $20. Barrancas Avenue beautification project begins The Barrancas Avenue Beautification Project is scheduled to begin next week. This project will include installation of irrigation, landscaping and a welcome sign within the medians on Barrancas Avenue, between Palao Place and the Barrancas Avenue Bridge. These improvements will serve as a gateway to the unincorporated area west of Pensacola city limits.The Escambia County Community Redevelopment Agency
will provide an estimated $194,388.73 to cover the construction costs. Construction is expected to take place Monday through Saturday from 7 a.m. to 5 p.m. until March 2019, weather permitting. However, night work may be required at times by the Florida Department of Transportation for maintenance-of-traffic purposes. Construction closures will be announced before they happen. Access to property will always be
provided, but there may be periods when a driveway or an entrance is momentarily blocked as equipment and materials are moved during construction. Every effort will be made by the contractor to minimize inconveniences to area residents. Seville Rotary invites public to attend 8th annual cook-off The Seville Rotary club extends an invitation to its eighth annual Arrogant Steak Cook-Off. This event will be held Oct. 12 at Seville Quarter beginning at 6 p.m. Competitive cooking teams will be serving up N.Y. Strip steaks for ticketholders to sample and then each attendee will get to vote for their favorite steak. At the end of the night we will introduce the winners and hand out prizes! Call for arts vendors for 2018 Art and Wine Festival The Pensacola Beach Chamber of Commerce is calling for art vendors to submit applications for the 2018 Art & Wine Festival being held Sunday, Oct. 21, 2018 on Pensacola Beach at the Pensacola Beach Boardwalk. The festival will take place from 11:00 a.m. to 4:00 p.m. on Sunday with wine tastings happening from noon to 3 p.m. The selection committee is seeking 25 artists to show/ sell original works of art.

What, exactly, having a right to health care means, though, is different to different people, said Tallahassee attorney Anne Swerlick, who has long worked on health-care policy issues affecting low-income residents. “People need to get beyond the political rhetoric, they need to get behind those words to know exactly what they mean,” Swerlick said. Jodi Ray, director of Florida Covering Kids & Families at the University of South Florida, said some people contend universal access to health care already exists because hospitals are required under federal law to treat people with emergency conditions and stabilize them. But, she said, without health insurance, it would be difficult for people to follow up with orthopedic care. For Ray, a key is that health care must be accessible and affordable. Moreover, it has to be high-quality. “Health care as an entitlement has to take all those things into account,” said Ray, whose group is the lead “navigator” for Florida and works to ensure that residents have access to health care, whether it’s through the
Medicaid program or through access to an Affordable Care Act plan on the federal insurance exchange. The James Madison Institute is a conservative think tank in Tallahassee that promotes free-market health care solutions. Sal Nuzzo, the institute’s vice president for policy, said for health care to be a right, it means the government either is providing the care or is enforcing that it be provided. “When a politician says that, any politician comes out and says that, it’s a dog whistle for government involvement,” Nuzzo told The News Service of Florida. When pressed for what Scott will do to ensure that Floridians have access to health care, campaign spokeswoman Lauren Schenone touted, among other things, Scott’s legislative push for a claims database. The goal of the database was to lower health-care costs by enabling consumers to “shop” in advance to see what payments hospitals and ambulatory surgical centers accepted for certain health care services, such as having babies.
Scott, a former hospital-company executive championed cost “transparency” and the establishment of the database after hospitals in 2015 supported a proposal to expand Medicaid eligibility under the Affordable Care Act. Scott, a fierce critic of the federal law better known as Obamacare, opposed the Medicaid expansion proposal, which died in the Legislature. But nearly two years after the Legislature authorized such a database, facility-specific information still isn’t available, and some of the state’s largest insurance companies aren’t submitting data as required. Ensuring access to health care is far different than political theater of proclaiming that health care is a right, said Matt Childers, co-founder of Florida Health Justice Project, a South Florida think tank. Voters on both side of the political spectrum think Medicaid expansion when they hear right to health care, said Childers, who has doctorate degree in political science. “It’s ironic he believes it’s a right now that he’s running,” Childers said.

TALLAHASSEE – Florida Attorney General Pam Bondi has launched a statewide probe into sexual abuse by Catholic priests, following a Pennsylvania grand jury report this summer that found more than 1,000 children were molested over decades by hundreds of priests whose wrongdoing was covered up by church leaders. Bondi, whose office is investigating all seven Catholic dioceses in Florida, said Thursday she launched a tip site “to allow victims and anyone with information about
priest abuse to report what they know.” “Any priest that would exploit a position of power and trust to abuse a child is a disgrace to the church and a threat to society,” she said during a Tampa press conference. Victims or people with information about past abuse can contact Bondi’s office through a special hotline or submit information on the internet. “If you call in, please know, we want to help you. We want to counsel you, and we want to get to the bottom of anything that could have happened in our state,” said Bondi, who has made combating human trafficking and protecting victims among
her top priorities during eight years in office. “Please share your story with us. Even if you’ve previously reported it to the church, to anyone, report it to us now.” The Florida Department of Law Enforcement is assisting Statewide Prosecutor Nick Cox with the probe, Bondi told reporters. Bondi said she ordered the Florida statewide inquiry after the August release of the Pennsylvania grand jury’s chilling report of decades of child sexual abuse by priests whose crimes were protected by church leaders. “When the case about Pennsylvania aired, I couldn’t sleep that night.

The grand jury report revealed that 300 Catholic priests abused more than 1,000 identified child victims, but thousands more may have been affected. Senior church officials, bishops and monsignors “helped cover up priest abuse,” Bondi said. “The citizens of Pennsylvania played a major role in reporting this by providing investigators vital stories about past abuse and potential coverups. We have reason to believe there are similar stories in Florida. I know it’s painful for you as a survivor to discuss past abuses. But your story will help bring justice to prevent future abuse,” she said. Bondi, who is leaving office in January due to term limits, said it is too early to know how many Floridians, former residents or visitors may
have been molested. “As far as how widespread this is, frankly we have no idea right now,” she said. “We love the Catholic religion, the Catholic church. We love youth organizations and we love schools. But abuse is abuse.” The seven Catholic dioceses in Florida “have been in dialogue with the statewide prosecutor and are cooperating with the investigation,” Florida Conference of Catholic Bishops spokeswoman Michele Taylor said in an email. Several bishops issued statements expressing support for Bondi’s inquiry. “This has been a very painful period for all Catholics. I hope the outcome of this investigation and other acts of transparency by the dioceses in Florida will bring about greater trust in the Church. Our goals are similar – to ensure the safety of all children and vulnerable adults and to prevent perpetrators of abuse from serving in active ministry,” Bishop Felipe Estévez, who heads
the Diocese of St. Augustine, said. Bishop Gregory Parkes of St. Petersburg said he welcomes the investigation “and want to assure the public that the Diocese of St. Petersburg has been and continues to be proactive in its efforts to keep children safe, which should be a priority for everyone.” “We denounce all forms of sexual abuse by any person or any institution as a reprehensible crime and believe that perpetrators should be punished to the fullest extent of the law,” Parkes said in a statement.
