Honey at Home A

Keeping bees is easier than you think By Will Isern

s environmentally conscious and sustainable lifestyles go more and more mainstream, some homeowners have taken to keeping honeybees in their backyards. Beekeeping can be a symbiotic and fun hobby for the beekeeper – and it may be easier to get in to than you might guess. “It’s probably one of the most interesting hobbies you can do,” said EscaRosa Beekeepers Association president Allen Wood. “Kids love it, adults get into it; it’s just a really fun hobby, and you get something from it if you harvest the honey.” The benefits of keeping bees include the obvious – honey, beeswax, pollination – as well as the not so obvious, said East Hill Honey Co. owner Tommy Van Horn. “For me personally it’s really tied me into the local seasons and the nuances and a lot of the things that go on hid-

number of colonies that can be kept on land that is zoned agricultural.

Wood also suggests that new beekeepers buy local bees that have been adapted to Northwest Florida’s climate. Bee Sanctuary Honey Farm, owned by local bee expert Shelby Johnson, and East Hill Honey Co. each sell starter kits for new beekeepers.

Backyard beekeepers are required to register their bees with the Florida Department of Agriculture and Consumer Services, Division of Plant Industry and have their apiaries (the name for a ‘bee yard’ or site where bees are kept) inspected by a state apiary inspector.

Starting in April, the EscaRosa Beekeepers Association will offer a course for new beekeepers beginning with how to start a new colony all the way to harvesting honey. The course

of Agriculture, backyard beekeeping is becoming increasingly popular in Florida and, Florida’s honey industry is consistently ranked among the top five in the nation with an annual worth of $27 million, and that, 17 million pounds of honey are produced in Florida each year. Van Horn said the greatest benefit to his family since they started keeping bees in 2011 has been the community of people that they have met. “Just the community engagement, the contacts, and friendships you make with all sorts of great people,” he said. “And the satisfaction of working with nature to create a product that wasn’t there before, there’s real satisfaction in that.”

It kind of opens your eyes to a new world.” Wood said most people could get everything they need to begin keeping bees for $850 or less. He suggests beginners start out with two hives,

For non-agricultural land, state law allows for up to three colonies (defined as a distinguishable localized population) on a quarter acre of land, which is roughly the size of the average residential lot. The number of allowable colonies increases with lot size. There are no restrictions on the

spring and summer months. Keepers should watch out for colonies exhibiting signs of a dreaded Varroa Mite infestation and for hive beetles. Keepers may also want to consider alerting their county’s pest control of the location of their hives so that workers can avoid spraying pesticide near the apiary. Former Police Officer Shares EyeOpening Facts on Internet Threats Tickets are now on sale for “Showtime 2018”, presented by Many parents warn their children cers to pursue ‘the worst of the worst,’ about “stranger danger.” However, for- ” he said. “It can sometimes take as the Pensacola Children’s Chorus mer law officer Chris Wilkinson says stranger danger should not be the only concern. In an eye-opening presentation on March 13 at Hagler Auditorium, Wilkinson went into detail about the dangers children face today ─ especially on the internet. Wilkinson, a former Pensacola Police Officer and Internet Safety Trainer and Advocate, was the featured speaker during Campus Safety Month 2018. During his presentation, he listed what he considers the Top 5 threats to youth: No. 5: Online predators who are strangers “Parents should treat their computer as if it were as dangerous as a gun. If it’s not secure, then it places a child in harm’s way,” he said. “Computers give children access to the world, but they also give the world access to the children who use them.” He noted that predators use social networking sites and apps like Kik, MeetMe, Snapchat and Craigslist to connect with young people. He said these predators often pose as teenagers to lure children into meeting them for sex or possible abduction. No. 4: Online predators who are not strangers “People with whom the child has a trusting relationship comprise 80 percent to 90 percent of all molestation cases,” Wilkinson said. He stressed the importance of talking to children about recognizing inappropriate behaviors and keeping the lines of communication open. “There is no such thing as the onetime ‘sex talk’ anymore,” he added. No. 3: Child pornography is not “just pictures” He reminded attendees these photos depict the rape of children. “Those who access child pornography will wind up on police radar, however limited resources only allow offi-

long as six months from the time the offender is discovered until tracking and warrants produce an arrest, which only happens to about 2 percent of those who seek out child pornography.” No. 2: Sexting, the exchange of “nudes” or risqué photographs “As early as middle school, most children have had some encounter with sexting and cyberbullying, which is often used as a tactic to solicit those photos,” Wilkinson said. “Young people do not need a cellphone of their own to access sites that allow the exchange of inappropriate photos and requests for these photos.” He said many use friends’ cellphones without their parents’ knowledge. He added some photos are accompanied by GPS data, which gives access to a child’s location. No. 1: Adult pornography “Modern pornography is easily accessible, appears in unexpected places and is often ‘graphic, explicit and deviant.’ The largest consumer group of pornography users range in age from 12-17, with 11 being the average age of first exposure,” Wilkinson said. He added youth are being groomed and desensitized. “You want to see how easy it is to access porn? Go to ‘Bing’ and turn off the safety features and search for ‘girl’ or ‘boy,’” Wilkinson said. “Pornographic images will pop up even with those seemingly innocent search criteria.” He suggested parents get involved with their children’s cyber network, monitor their behavior and keep the lines of communication open. “Take their cell phones after 10 p.m., turn off the modem and look into parental software, and if you see something, say something,” he urged. The University of West Florida celebrated a $39,550 donation to the UWF Department of Music in support of the Larry Butler Memorial Music Award on Wednesday at the Museum Plaza in Historic Pensacola. The new funds are a result of a special concert at the Flora-Bama and a private concert in the home of Teri Levin, featuring Don Schlitz, a Grammy award-winning songwriter and newly-inducted member of the Country Music Hall of Fame, as part of the Frank Brown International Songwriters Festival, in November 2017. The donation will help fund student participation in academic competitions and performance-related travel experiences, including the Lancaster International Piano Festival in Pennsylvania, the Interharmony International Music Festival in Germany and Italy, and the UWF Ireland Experience Program. The Larry Butler Memorial Music Award was created in 2015 by Peggy Butler in memory of her husband, a Grammy Award-winning songwriter and producer and Pensacola native. Over $93,000 has been raised by the Butler family and friends to support the Department of Music. “Over the past year, the Larry Butler Memorial Music Award has allowed our students to travel and perform internationally, to compete and participate in world-renowned music festivals, competitions and music conventions,” said Dr. Sheila Dunn, chair and associate professor in the Department of Music. “The award has also allowed our department to forge a wonderful partnership with the Pensacola Community Music School to provide free music lessons to underprivileged children. We have been able to purchase

critical instruments and make upgrades to our classrooms and music studios. In addition, the Department of Music has become a leader in undergraduate research in the arts at the University of West Florida. We are grateful and honored to receive this support. The Larry Butler Memorial Music Award is transformational for our music students.” Peggy Butler said the award was created to meld three of Butler’s passions: music, Pensacola and UWF. “I am beyond grateful for this fund in Larry’s name at UWF,” said Peggy Butler. “Larry started his music career here in Pensacola, singing the national anthem at Naval Air Station Pensacola and playing the piano on the Lynn Toney show. Little Larry Butler from Pensacola, who went on to win a Grammy Award for Producer of the Year, would be thrilled that his legacy continues in his hometown that he loved.” Larry Butler worked with renowned recording artists, such as Johnny Cash and Kenny Rogers, during his career in Nashville, and continued to show appreciation for his hometown through his generosity, including holding a benefit concert to raise money for the rebuilding effort following Hurricane Ivan. The Frank Brown International Songwriters Festival hosts Grammy award-winning songwriters and rising stars, who perform original songs in multiple locations in the Florida and Alabama Gulf Coast. Venues attract more than 200 songwriters who come from around the world. For more information about the Larry Butler Memorial Music Award, please contact the UWF Foundation, Inc. at 850.474.3118.

Hayward won’t seek third term as Pensacola mayor Pensacola Mayor Ashton Hayward today announced that he would not seek a third term as mayor in 2018 and released the following statement: Serving as Pensacola’s mayor for the past seven years has been the greatest honor and privilege of my life. I’ve been humbled to lead our city during a truly transformational time and to advocate for Pensacola across the state, throughout the nation, and around the world. My love for this city, for its people, for its families and neighborhoods, knows no bounds. But I have always believed that the best leaders are not career politicians but citizen servants. True leaders know when to step aside and make way for new voices and new ideas. After reflecting and praying with my family, I have decided not to seek a third term as mayor of Pensacola. I am proud beyond measure of the remarkable progress our city has made during my time in office. Nearly all of the “20 Solutions” I campaigned on in 2010 have been completed or are in progress. Together, we have watched our downtown undergo a renaissance and become the thriving heart of our region. We’ve worked to create a business-friendly culture and have attracted companies like ST Engineering, Southwest Airlines, UPS, and more. We’ve made our streets safer than ever, with the first murder-free year

in nearly three decades last year. And we’ve built invaluable relationships in Tallahassee and Washington that have allowed us to bring a fair share of our tax dollars back here to Pensacola. Every one of our success has been a team effort, and I want to thank the city council, our great city employees, our business community, my friends, and supporters for everything they’ve done to help make Pensacola the thriving, vibrant city we’ve become. I will leave this job humbled and grateful for the opportunity to have served each of you. Most of all, I want to thank my wife An, my son Aiden, my parents, and the rest of my family for the sacrifices they have made while allowing me to serve our city. Nothing I have done would have been possible without their love and support. Each and every day, I have approached this job with one goal: to do the best job I can for the people of this city. For the next nine months, I will continue to do exactly that as I explore ways to best serve the people of Pensacola in the years to come. I am more excited than ever about what the future holds for our city. Together, we have laid a solid foundation for the promise that lies ahead. Pensacola is a city with the wind at its back and our potential is limitless.

AGENCIES TO PAY MILLIONS IN DEATHS, INJURIES By JIM SAUNDERS THE NEWS SERVICE FLORIDA

OF

In one case, a ladder flew off a state truck, leading to a fatal accident. In another, an infant died after a paperwork error at a county health clinic. In another, a foster child sexually assaulted another boy. Gov. Rick Scott signed eight bills last week that will lead to paying millions of dollars to resolve cases in which state or local government agencies played a role in people dying or getting injured. The bills, known as “claim” bills, passed during the legislative session that ended March 11 and stem from sovereign-immunity laws that cap the amounts of money government agencies can be forced to pay in legal cases. Claim bills typically direct agencies to pay amounts that exceed the caps --- sometimes long after the deaths or injuries occur. Here are brief descriptions of the cases, with details from the bills and legislative staff analyses: --- The parents of 5-month-old Nicholas Patnode took him to a Martin County Health Department clinic in 1998 because of a fever. A blood test showed a condition that needed immediate treatment with antibiotics. The results of the blood test were printed but not picked up from the clinic’s printer. The child’s condition deteriorated, and he was taken to a hospital where he was diagnosed with bacterial meningitis. He subsequently died. The parents won a lawsuit but could only receive $200,000 without a claim bill. The bill (HB 6501) signed last week by Scott

directs the Department of Health to pay $2.4 million. --- Nine weeks pregnant, Vonshelle Brothers went to the Brevard County Health Department in 2010 for an initial pre-natal checkup. Lab tests indicated Brothers had herpes simplex virus, but the health department did not report the results to her. After giving birth later that year, Brothers went to a hospital because her daughter, Iyonna Hughey, had a fever, was weak and was not eating. Tests showed that the baby had herpes simplex virus, which caused developmental delays and the need for speech and physical therapy. Brothers reached a legal settlement but was only able to receive $200,000 without a claim bill. The bill (HB 6505) signed last week by Scott directed the Department of Health to pay $1 million. --- In 2002, the Department of Children and Families placed J.W., a 10-year-old boy with a history of mental illness and sexually aggressive behavior, with a foster family. The family included an 8-year-old boy identified by the initials C.M.H. The Department of Children and Families was aware of J.W.’s sexually aggressive behavior but did not remove him from the home. C.M.H. later told his parents that J.W. had sexually assaulted him. The family filed a lawsuit against the department and reached a settlement but was only able to receive $100,000 without a claim bill. The bill (HB 6509) signed last week by Scott directed the department to pay nearly $5.1 million. --- Cathleen Smiley was waiting to make a left turn in her pickup truck in 1998 when a bus owned by Brevard County caused a chain-reaction

accident. Smiley’s truck was hit from behind, and she hit her head and was knocked unconscious. Smiley and other motorists involved in the accident filed lawsuits against the county. But other plaintiffs resolved their cases first, with the county reaching its $200,000 payment limit under sovereign immunity. Smiley reached a settlement with the county for $25,000, and a bill (HB 6515) signed by Scott last week directed the county to pay that amount. --- Jean Pierre Kamel, a student at Palm Beach County’s Conniston Middle School, reported in 1997 that he was being bullied by another student, Tronneal Mangum. Kamel, who had a prosthetic leg because of a birth defect, told school officials that the other youth taunted him and kicked his prosthetic leg. Mangum brought a loaded gun to school on Jan. 27, 1997, and fatally shot Kamel. Kamel’s parents filed a lawsuit, and a jury found the Palm Beach County school district at fault. The parents, however, were only able to receive $200,000 without a claim bill. The bill (HB 6523) signed last week by Scott directed the school district to pay an additional $360,000 based on a settlement agreement. --- Christopher Cannon was driving his motorcycle home from work in 2015 when a city of Tallahassee “DialA-Ride” bus turned in front him. Cannon crashed into the bus and was thrown from his motorcycle across two lanes of traffic. Cannon suffered extensive injuries including broken bones, a kidney laceration and a spleen laceration. Cannon filed a lawsuit against the city, with a settlement ultimately reached for $700,000. But

Cannon could only receive $200,000 without a claim bill. The bill (HB 6527) signed last week by Scott directs the city to pay the remaining $500,000. --- As a Florida Department of Transportation truck traveled north on Interstate 75 in Tampa in June 1999, a 12-foot extension ladder fell off the truck. A motorist behind the truck swerved to avoid the ladder, lost control of her vehicle, crossed over the median and collided head-on with a car driven by Sherrill Lynn Aversa. The two vehicles then were hit by other cars, causing the death of Aversa, an epidemiologist. Aversa’s estate filed a lawsuit against the Department of Transportation and ultimately reached a settlement for $800,000. It could only receive $150,000 without a claim bill. The bill (HB 6535) signed last week by Scott directed the payment of the remaining $650,000. --- Ramiro Companioni Jr. was riding a motorcycle in Tampa shortly before noon on Nov. 22, 1996, when a city water-department pickup truck started crossing the lanes to make a left-hand turn. Companioni collided with the truck, was knocked unconscious and remained in an induced coma for nearly a month at Tampa General Hospital. He has undergone more than 20 surgeries stemming from the accident and filed a lawsuit against the city in 2004. Companioni was awarded $17.9 million in damages but was only able to receive $100,000 without a claim bill. The bill (HB 6545) signed last week by Scott directed the city of Tampa to pay $5 million, which reflects a settlement.

ScottForFlorida said. Joshua Karp, a spokesman for American Bridge, a Democratic campaign organization, quickly shot back that Floridians will reject “the wealthy insider.” “During Rick Scott’s time in office, his net worth has gone up by millions while a majority of Florida counties have failed to recover from the recession,” Karp said in a statement. Meanwhile, in another sign of the Senate race ramping up, the National Republican Senatorial Committee released a web ad Monday linking Nelson to 2016 Democratic presidential candidate Hillary Clinton. Piepenbrink, who is paid about $131,000 a year and most recently served as deputy chief of staff, is the two-term governor’s seventh chief of staff. Since November 2014, Piepenbrink’s role has been to oversee policy development involving the environment, health care, transportation, law enforcement and emergency

management. “He was also a key component of my successful re-election efforts and has been critical to carrying out my agenda to make Florida the best state for families and job creators,” Scott said in a prepared statement. Piepenbrink has had three stints in the governor’s office. He joined Scott after the 2010 election, serving nearly three years as a special traveling assistant before joining the Florida Department of Education as a deputy chief of staff. Piepenbrink returned to the governor’s office five months later as a director of external affairs, only to leave that post after five months to join other members of the governor’s office who went to work on the re-election campaign. The former Florida Gulf Coast University student body president also served as a regional political director for the Republican Party of Florida in 2010, as a legislative aide to former state Sen. Garrett Richter, R-Naples, and as a policy analyst in the Florida

Senate Majority Office. Schutz Zeckman, paid about $166,000 as chief of staff, began working for Scott in September 2011, starting as deputy press secretary and later press secretary. “She has been dedicated to implementing my agenda throughout my time as governor and I know she will continue to do great things for our state,” Scott said. Schutz Zeckman was chief of staff for less than a year. Last spring, she replaced Kim McDougal, who is now a senior director of government affairs in the politically connected law firm of GrayRobinson in Tallahassee. Schutz Zeckman temporarily left the governor’s communications office in 2014 to work on Scott’s re-election campaign with Melissa Stone, who became chief of staff following the election. After the election, Schutz Zeckman returned to the governor’s office, serving as chief spokeswoman.

SCOTT GETS NEW CHIEF OF STAFF AMID CAMPAIGN SPECULATION By JIM TURNER THE NEWS SERVICE FLORIDA

Gov. Rick Scott named a new chief of staff Monday in a potential prelude to an anticipated run for the U.S. Senate. Brad Piepenbrink, who was Scott’s political director during the governor’s 2014 re-election campaign, was named to replace longtime “trusted and loyal advisor” Jackie Schutz Zeckman, who left Sunday to pursue “other opportunities,” according to a statement released by Scott’s office. Schutz Zeckman left the office once before to work on Scott’s 2014 reelection bid. The chief of staff announcement was made within minutes of social-media postings from the governor saying he will make a “big announcement” in two weeks. Speculation has long swirled that Scott plans to run against U.S. Sen. Bill Nelson, D-Fla, this fall. “Join me the morning of April 9th on Facebook Live, as I make a big announcement.,” a tweet from @

More women than men opt to take only online classes to earn bachelor’s degrees in Florida’s state university system, according to a new report from the system’s Board of Governors. Sixty-five percent of the undergraduates who took only distancelearning courses in the 2016-2017 academic year were women, who make up 56 percent of the overall undergraduate student body. “The higher percentage of females enrolled in only distance-learning courses is consistent with national data that show that females are more likely to be caregivers, which leaves them place bound. Distance-learning courses provide an opportunity for those who are place bound with family or job responsibilities to obtain an education,” said the report, which will be reviewed this week by the Board of Governors, the panel that oversees the 12 state

program at the University of West Florida to earn a bachelor of science degree in nursing, while working fulltime and raising a family. “The online format was perfect because I could work it around my schedule,” Golden told a University of West Florida publication last fall. “My twins were still teenagers, 13 or 14 and not driving, so I had to drive them around, take them to places --- to the ROTC program and games. It worked really well --- that was the beauty of it. I loved being able to do my classwork whenever I wanted. It doesn’t matter whether I was up night or day, I could get to it.” Golden, who had previously worked as a registered nurse before earning her bachelor’s degree, is now employed as a psychiatric-mental health nurse with the U.S. Department of Veterans Affairs. Golden’s story illustrates the growing role of distance learning, which includes

course, up from 66 percent in the prior year, according to the annual survey conducted for the Board of Governors. Overall, 26 percent of the credit hours earned by undergraduates last year were in online classes, up from 24 percent the prior year. It ranged from 33 percent of the undergraduate credit hours at the University of West Florida and the University of Central Florida to none at New College of Florida, the state’s smallest school, and Florida Polytechnic University, the newest university. The Board of Governors’ goal is to have 40 percent of credit hours in the state university system earned in online classes by 2025. At the graduate level, 27 percent of the credit hours were online, led by 81 percent at the University of West Florida. Those numbers reflect a variety of options for students, including solely taking online classes, taking some

only standard classes. Florida is a national leader in using online university classes, with 174,183 students enrolled in online classes in fall 2016, trailing only Texas, with 220,650 students, the report showed. Undergraduates who took between 41 percent and 60 percent of their classes online were more likely to earn their baccalaureate degrees faster than students who took no online classes, the report showed. The online students graduated in an average of 3.75 years compared to 4.08 years for non-online students. Undergraduates taking only online classes were older, an average age of 28, compared to students taking no distance learning or a mix of online and standard classes, whose average age was 22, the report showed. Graduate students enrolled in only online classes had an average age of 34.
