Studer Donating $3 Million Property for Sports Complex

But Studer refuses to give up. Now, he’s offered nearly half of the largest empty parcel of land in downtown Pensacola – for free – to the Pensacola Sports Association to build a youth sports complex. Studer will turn over roughly half of the 19 acres acres of the former Emerald Coast Utilities Authority property on Main Street to the PSA. Studer purchased the property for $5.2 million in 2015. The parcel he is giving away is valued at roughly $3 million. The Pensacola Sports

Association has sought to build a youth sports complex for more than two years, since a 2016 study showed that such a facility could generate 50,000 hotel room bookings and $25 million in annual economic impact. A similar complex was recently completed in Foley, Ala. The association spent the better part of the last year backing an effort by a group of private developers to replace the Pensacola Bay Center with a state-of-the-art arena. That plan languished after the would-be developers realized it would not be eligible

for new market tax credits. County commissioners in June declined to endorse the project to the Triumph Gulf Coast Board, effectively killing it. Studer watched as those negotiations fell apart, and when it became clear that plan had fallen through, he reconnected with Pensacola Sport’s Association president Ray Palmer. The PSA study that supported building a field house had also identified Studer’s property as the ideal location. Studer said he is less interested in generating sports tourism than he is in creating assets for locals to enjoy, but said he saw value in a potential facility at the site for locals and tourists alike. “The project had gone off on a different track,

but when it became obvious that track was ending, Ray and I reconnected,” Studer said. “You’ve got Corinne Jones Park to the north, and now you have the fish hatchery not going there (across the street at Bruce Beach), you can open that up to public access like it should be. I think about all these local families that could come down to the field house, go to Corinne Jones Park, go to Maritime Park, go to Bruch Beach; I think that would create a great vibrancy on that west side of downtown.” How the Pensacola Sports Association funds the facility remains to be seen. Palmer has estimated that the facility the association envisions could cost around $35 million. Palmer said he plans to assemble a team of experts to guide to the project. “We’re going to build a team of people that can help us make this thing happen in the fastest, smartest way we can,” Palmer said. “My mission is to find the right people to make those things happen.” The deal comes with several stipulations. Stud-

He’ll also require that facility be open to locals, that it comply with the development plan for the area, and that it be “funded and approved through all the proper channels.” “This project can create a healthier community, attract more visitors, create a great place for area residents, activate Bruce Beach and open the door to the west side of Pensacola,” Studer said. “That sounds like a win-win to us.” Palmer has said he hopes to generate community support for the project to kick start fundraising. “There’s going to be fundraising side, there’s going to be a PR component generating community buy-in, explaining to potential users what it is and what it isn’t, and hopefully people will understand we can’t be everything to everybody, but that we’re going to follow the study and try to build the best thing for the community that we can,” he said.

Nation’s First Underwater Museum of Art Now Open to the Public

Commission Recognizes Historic Little League Team

This week, the nation’s first permanent Underwater Museum of Art (UMA) opened in the Gulf of Mexico off the coast of Grayton Beach State Park in South Walton, Fla. The UMA is the first presentation of the Cultural Arts Alliance of Walton County (CAA)’s Art In Public Spaces Program and was produced in collaboration with the South Walton Artificial Reef Association (SWARA). The purpose of the UMA is to create art that becomes marine habitat, expanding fishery populations and providing enhanced creative, cultural, economic and educational opportunities for the benefit, education and enjoyment of residents, students and visitors in South Walton. On June 25, seven sculptures became part of the inaugural UMA installation: “Propeller in Motion” by Marek Anthony, “Self-Portrait” by Justin Gaffrey, “The Grayt Pineapple” by Rachel Herring, “JYC’s Dream” by Kevin Reilly, “SWARA Skull” by Vince Tatum, “Concrete Rope Reef Spheres” by Evelyn Tickle and “Anamorphous Octopus” by Allison Wickey. Around 80 onlookers, including many of the artists and project partners, were on site to view the historic deployment. “After nearly two years of planning and fundraising, it was a surreal hour watching the artwork being lowered into the Gulf of Mexico,” CAA Executive Director Jennifer Steele said. “From the moment Allison Wickey, our board president, brought this idea to the table as a co-project with SWARA, we have been encouraged by the excitement from and support by our local community and the national and international interest it has received. It has been a wonderfully challenging experience for the CAA to reach outside our comfort zone to make this vision a reality, and it could not have happened without our partnership with SWARA and contributions from Visit South Walton, the National Endowment for the Arts, The Alys Foundation, Visit Florida and all of the sculpture sponsors who wanted to be a part of this unique project.” The UMA was deployed with SWARA’s existing USACOA and FDEP permitted artificial reef project that includes nine nearshore reefs located within one nautical mile of the

shore in approximately 50-60 feet of water. A one-acre permit patch of seabed off Grayton Beach State Park has been dedicated to the CAA for the purpose of a permanent underwater sculpture exhibit. The UMA patch will continue to be filled with several sculptures annually. “The perspective when viewing the sculptures in a marine environment is drastically different than when on land,” SWARA Board President Andy McAlexander who dove the UMA site right after the deployment took place, said. “The intent of the project was proven within an hour of deployment when we could see schools of bait fish swarming the structures, completely validating the entire effort. I have never been prouder to have had the privilege to work with such talented and visionary people in my life. This project has changed my perspective towards art.” Admission to the UMA is free. No ticket or reservation is required. However, there is a fee to enter Grayton Beach State Park. The UMA is only accessible in person as a dive location. Divers who wish to visit the site can take a dive boat 0.7 miles off the coast of Grayton Beach State Park. The coordinates for the center sculpture (SWARA Skull) are Latitude N 30 18.754 Longitude W 86 09.522. Out of respect for the art, boaters are asked to find the center location and then move away from the park to anchor in order to avoid damage to the artwork. There will also be photos and videos of the sculptures online, which will be updated periodically, in order to document the marine growth on each sculpture. The 2018 UMA installation is presented by Visit South Walton with support from the National Endowment for the Arts, The Alys Foundation, Visit Florida, 30A.com, 30A Coastal Dunes Wine Company, BOTE, Bud & Alley’s Restaurant and O.B. “Beverly Barkway” Hosts Opening The Pensacola Humane Society announces the opening of its newest venture, Beverly Barkway Thrift Store, June 29. The store, which will benefit programs of the Humane Society and its Barbara Grice Memorial Spay and Neuter Clinic, will also provide support and medical care for cats and dogs at the PHS adoption center. The public is invited to a Grand Opening Celebration July 5, 6 and 7, from 9 am to 4 pm. The store is located at 817 Beverly Parkway. Hours are Tuesday through Saturday, 9 am to 4 pm. At the June 21 Escambia County Regular Commission Meeting, the board recognized the 1955 Pensacola Jaycees Baseball Team for their peaceful and heroic contribution to the civil rights movement. The group of 12-year-old boys and their families risked social, physical and economic repercussions for playing the first game of integrated Little League baseball in the south against the all-white team the Orlando Kiwanis. Shortstop Admiral LeRoy, second baseman Rev. Freddie Augustine and family representatives of Clyde Charley, Richard Morris and Phillip Stewart attended the commission meeting. The Pensacola Jaycees became the Northwest Florida regional champions not just for their skill, but because the all-white teams in the area refused to

play the Jaycees. By local teams forfeiting the regional games, the Pensacola Jaycees advanced to the state championship in Orlando. While the Orlando Kiwanis beat the Jaycees 5 to 0, the game went down in history for breaking barriers. The all-black team is the subject of a new documentary film, “Long Time Coming: A 1955 Baseball Story.” The Escambia County Commission is proud to recognize our 1955 Northwest Florida Champions and encourages all citizens to watch the film. Commissioner Robinson wrote the proclamations and Commissioner May made the presentations. Both commissioners attended a screening of the film held at Pensacola State College sponsored by the African-American Heritage Society and the Pensacola State College Black History/Multicultural Committee.

Mayfair North Neighborhood Cleanup Collects 23 Tons of Debris Escambia County collected and disposed of more than 23 tons (46,740 pounds) of debris during the June 13 Mayfair North Neighborhood Cleanup, as part of the county’s ongoing effort to help keep local neighborhoods and communities clean and safe. The event allowed residents to leave items at the curb to be disposed of free of charge by the county and partnering agencies. The Mayfair North Neighborhood Cleanup saw great participation from residents, with about 17,340 pounds of yard waste, 21,180 pounds of bulk waste, 6,400 pounds of tires and 1,820 pounds of household hazardous waste

placed at curbside for pickup. The neighborhood cleanup initiative involves an aggressive clean-up effort, targeting different neighborhoods throughout the county, with crew members and volunteers picking up a variety of debris and waste, including electronics, furniture and household items. In the past two years, more than 1,621 tons (3,243,000 pounds) of debris were collected and disposed of through the Community Redevelopment Agency’s Safe Neighborhood Program. The county’s neighborhood cleanup program is hosted by the Escambia County Community Redevelopment Agency’s Safe

Neighborhood Program. Local partners include Escambia County Waste Services, Environmental Code Enforcement, Public Works, Animal Services and Road Prison, along with the City of Pensacola Sanitation Department and Keep Pensacola Beautiful. The Grand Marlin Recognized as a Top 100 Best Al Fresco Restaurant To ring in the first day of summer, Open Table recently unveiled its annual listing of the top 100 Al Fresco restaurants in America for 2018 and The Grand Marlin on Pensacola Beach was recognized. The Grand Marlin is the only restaurant in Northwest Florida to receive the award. The listing highlights restaurants that offer stunning views, delicious menus and, above all else, incredible outdoor dining experiences. “We strive daily to create a truly unique dining experience for our guests. We are humbled to be recognized with this distinction,” Bryan Housley, operating partner and president of The Grand Marlin, said. The list of honorees was selected from more than 12 million verified Open Table user reviews of more than 27,000 restaurants in all 50 states and Washington D.C. Reviews were collected between May 1, 2017, and April 30. All restaurants with a minimum overall score

West Florida Public Library to Host Free Jazz Film Series Jazz Pensacola and the West Florida Public Library will present a free “Jazz Film Series” Sundays throughout July at the downtown library, 239 N. Spring St. All films begin at 1:30 p.m. and feature a brief introduction and a jazz discussion by Jazz Pensacola members and library staff. In addition, filmgoers can enjoy free refreshments and a Jazz Room exhibit. Jazz Pensacola President Fred Domulot, a popular session drummer and long-time music educator, will demonstrate the use of the drum kit and introduce “The Gene Krupa Story.” As an introduction to “Paris Blues,” renowned pianist/vocalist Crystal Joy Albert will perform some jazz tunes and share some personal experiences about her career in Boston, New York, Harlem and Miami.

The Jazz Film Series is designed to increase public awareness of the Jazz Room collection, which began in the 1980s when LPs were transitioning to CDs, Vickers says. Today, the Jazz Room houses a curated selection of approximately 1,200 books, CDs and movies about the history, performance and culture of jazz in its many forms. Other special features of the room include a listening station where patrons can sample a variety of jazz styles, music books with play-along CDs and jazz-related artwork donated by library users. “Eugene Fischer, then director of the library system, expressed an interest in having a jazz collection,” Vickers said. “So, the Jazz Society of Pensacola lent its funds and expertise. The Friends of the West Florida Library graciously offered to match donations of the Jazz Society. Scholarship endowment established in memory of UWF alumna and music enthusiast

The University of West Florida has announced a $166,000 gift to establish the Doris Jean Kahn Music Scholarship Endowment. The endowment was created in memory of Kahn, a UWF alumna, by her family through the Robert H. Kahn, Jr. Family Foundation. Kahn was a long-time member of the Pensacola Music Study Club, formed in 1919. A special interest of hers was the club’s scholarship competition for teens, hosted by the UWF Department of Music, where scholarships are presented in Kahn’s honor annually. Scholarships of $1,000 each are awarded to students between the ages of 14 and 19 in Escambia and Santa Rosa counties in the categories of strings, piano juniors, piano seniors, woodwind/ brass and voice. Runners-up in each category receive an award of $200. Sunday’s Child awards $100,000 to Pensacola Bay Area non-profits Four Pensacola Bay Area non-profits have been awarded $100,000 in grant awards from Sunday’s Child, a Pensacola Bay Area nonprofit that promotes LGBT acceptance and inclusion in Northwest Florida. The awards were announced after a live vote at the Pensacola philanthropic organization’s fourth annual membership meeting held Sunday at the Pensacola Improv Center in Pensacola’s Brownsville neighborhood. The organizations that are recipients of $25,000 each are OASIS Florida, the Pensacola Little Theatre, Capstone Adaptive Learning and Therapy Centers, and Feeding the Gulf Coast. “We are thrilled to award $100,000 this year to such deeply deserving organizations,” Drew Buchanan, president of Sunday’s Child, said. “Sunday’s Child has grown to record membership, with 2018 being our most successful year yet. With this collective award of $100,000, we’ve proved just how much the citizens of the Pensacola Bay Area care about diversity in their communities.” Launched in 2014, Sunday’s Child is made up of members that donate funds annually. One hundred percent of funds donated go towards grant awards, which are determined by the votes of members in June. The group places an emphasis on grants to nonprofit organizations and initiatives that place value on diversity, inclusion, and equality in the Pensacola Bay Area of Escambia and Santa Rosa counties. The four grants will go directly to the nonprofit recipients, funding a broad range of projects and activities: OASIS Florida, which provides testing, preven-

tion, case management and other types of care and support for people living with HIV, will hire more staff members for their new Mobile Outreach Unit program and vehicle that serves Northwest Florida. It is anticipated that the increased testing numbers will provide the basis for additional state funding which will sustain the Mobile Outreach Program. Feeding the Gulf Coast, Inc., which was founded and incorporated in 1981, will install a modern 12’ by 40’ outdoor produce cooler at its warehouse in Milton, Florida. The cooler will expand their produce storage capacity, allowing it to store an additional 20 pallets of fresh produce each week/ With the addition of the produce cooler, Feeding the Gulf Coast estimates that it will be able to increase the amount of fresh produce provided to its agencies in the Florida panhandle by at least 15 percent and distribute an additional 318,000 pounds (approximately 265,000 meals) of fresh produce to more than 6,000 individuals. Capstone Adaptive Learning and Therapy Centers, Inc. will benefit through the establishment of the Capstone “Pet Barkery” Program, which will augment the existing employment/education training program at the Pet Place retail store in Milton. Funds will be used to purchase equipment to outfit the bakery including oven, hood, dishwasher, appliances, curriculum, and training materials. Students who work there will learn skills such as ordering supplies, baking, packaging, selling and marketing items, increasing their chances of later becoming gainfully employed. The “Pet Barkery” will bake home-made pet treats for sale at local

The Pensacola Little Theatre has been serving the Pensacola Bay Area continuously since 1936 – making it the oldest continually operating community theatre in the southeastern United States. The grant award will benefit the PLT by allowing them to purchase the equipment necessary to present HD-quality films at PLT at a level a patron would expect at a modern movie theater. It will also provide an opportunity for Pensacola’s LGBT film festival, Stamped, to grow and impact the community with their message. The funds will be used for the purchase and installation of a theater-quality projector and screen. “Through their dedication to inclusion and embracement of diversity, each of these organizations is sending a clear message to all of our LGBT citizens: your voices matter and your experiences count,” Buchanan said. “After awarding more than $330,000 since 2014, we continue to prove that the Pensacola Bay Area can lead the way to greater inclusion and acceptance of the LGBT community.” Funding for the Sunday’s Child charitable grants comes from $1,000 contributions from individual and ensemble group memberships. Sunday’s Child has grown to more than 175 members since its founding and with this year’s awards, the organization will have awarded more than $330,000 to Pensacola Bay Area nonprofits since 2015. Kahn came to Pensacola in 1946 after marrying Robert H. “Bobby” Kahn, who was born and raised in Pensacola. She was an avid tennis player, reader and sailor in addition to her passion for music. She played the piano and supported the Pensacola Symphony and the Pensacola Opera, as well as the Metropolitan Opera, which she attended yearly. “My mother Doris Jean Kahn enjoyed and studied music all her life,” Dottie Kahn Galloway, Kahn’s daughter, said. “She would be so pleased to know her legacy continues through a scholarship endowment in her memory that encourages young music students in pursuit of excellence in performance.” The next scholarship competition for the 100th anniversary of the Pensacola Music Study Club will be held March 16, 2019. “I am absolutely thrilled that the scholarship competition will live on to inspire future generations of young musicians. UWF is honored to be a part of this great tradition,” Dunn said. “We are grateful to the Robert H. 39th Chip Boes Basketball Camp

The 39th Chip Boes Championship Basketball Camp, hosted by the City of Pensacola Department of Parks and Recreation Sports Specialty Summer Camp Program, will conduct three fun filled sessions for boys and girls ages 7 to 13 this summer. Public Safe Boating Course Offered Pensacola Sail and Power Squadron presents to the public, America’s Boating Course, offered at Pensacola State College, Warrington Campus, Bldg. 3200A, Rm. 3205. NEW BUDGET YEAR BRINGS BOOST IN SPENDING

By LLOYD DUNKELBERGER THE NEWS SERVICE OF FLORIDA Florida’s new $88.7 billion budget took effect July 1, but that does not tell the whole story about spending on education, health care, transportation and other state programs in the new fiscal year. Projected spending in 2018/2019 is greater than the budget bottom line because lawmakers and Gov. Rick Scott approved 16 bills during the 2018 legislative session that included additional funding totaling nearly $610 million. The $89.3 billion in spending is $4.36 billion

higher than the 2017/2018 budget year that ends June 30, representing more than a five percent increase. It is more than $20 billion higher than the $69 billion 2011/2012 spending plan, which was the first under Scott, who leaves office in January because of term limits. The state’s largest expenditures in 2018/2019 will be on human services, which include Medicaid and other health-care programs, accounting for 43.3 percent of the spending. Education will be the second largest component at 28.5 percent. Among the bills was legislation (SB 4) making permanent an expansion of

the Bright Futures scholarship program, including covering 75 percent of the tuition and fees in the new academic year for students who are “medallion scholars.” The $123.5 million in spending will also let those students use their scholarships for summer classes in 2019. An additional $53.6 million will be spent on dealing with Florida’s ongoing opioid crisis through another bill (HB 21). The largest spending outside the main budget is $400 million for the Marjory Stoneman Douglas High School Public Safety Act (SB 7026), which passed after the Feb. 14 mass shooting that killed 17 people at the Broward County school. The legislation includes $69 million for mentalhealth programs in school districts, a $97 million increase to hire more school resource officers, a $98 million grant program for improving school security and $67 million for an initiative that would al-

The increased safety spending is reflected in a $485 million increase in the funding formula for the 67 school districts in 2018/2019. But since much of the $101.50 increase in per-student funding is earmarked for the safety programs, the school districts will only see a statewide average increase of 47 cents in the “base student allocation,” the primary source for general operations. State employees will not receive a general pay raise in the new budget, which was approved by lawmakers in March. But there will be targeted increases. The seven state Supreme Court justices will see their annual pay rise to $220,600, a 24 percent increase. State law enforcement officers could get a raise up to 10 percent if they have 10 or more years of experience. Department of Juvenile Justice probation and

detention officers will get a 10 percent increase. State firefighters will get a $2,500 annual pay raise, while there will be adjustment up to $4,000 a year for assistant state attorneys and public defenders if they have worked more than three years in their offices. In health care, the new budget has nearly a $900 million increase to account for additional costs in Medicaid, the state-federal health program for poor and disabled people. There is $128.5 million increase in Medicaid payments to nursing homes. Nursing home patients will benefit from a $16.9 million increase in their “personal needs allowance,” which will increase by $25 a month to $130. It will allow them to pay for personal services and items like hair styling and clothes. In the environmental arena, in addition to $101 million for the Florida Forever land-acquisition program, there is $64 million for an

Everglades-area reservoir project, $50 million for natural springs restoration, $50 million for repairs to the Herbert Hoover Dike around Lake Okeechobee and $50 million for beachmanagement grants to local governments. The new budget has a $9.9 billion “work program” for the Department of Transportation, including $3.9 billion for the construction of highways and bridges and $1.3 billion for resurfacing and maintenance. More than $454 million is slated to be spent on education construction and maintenance projects in the new academic year. That includes $50 million for maintenance at public schools and $145 million for charter schools. The budget includes $3.25 billion in reserve funding, including $1 billion in unspent general revenue, $1.48 billion in a budget-stabilization fund and $770 million in the Chiles endowment, which is funded by a settlement with tobacco companies.

PUTNAM SAYS FIRM HIRED BY STATE CAUSED WILDFIRE

A firm hired by a state agency to conduct a prescribed burn sparked a weekend wildfire that burned 820 acres and 36 homes in Northwest Florida, Agriculture Commissioner Adam Putnam said June 27. Meanwhile, the Florida Fish and Wildlife Conservation Commission, which hired the firm, announced it had suspended its prescribed-burn program statewide as it investigates the wildfire in Franklin County. Putnam announced that an investigation by his Office of Agricultural Law Enforcement put the cause of the Eastpoint fire on a prescribed burn conducted by Wildland Fire Services, Inc., which had a contract with the Fish and Wildlife Conservation Commission. Putnam’s said investigators had looked into other possible causes, such as lightning, arson or a blaze accidentally started by a person. According to the Fish and Wildlife Conservation Commission, the firm was contracted to conduct a 480-acre prescribed burn in the Apalachicola River Wildlife and Environmental Area on June 18, about a week before what has become known as the Lime Rock wildfire. This prescribed burn – the commission is one of several government agencies that oversee burns on more than 100,000 acres of public lands each year – was separated from the Eastpoint neighborhood by 580 acres of private land. The commission’s inspector general is investigating to determine whether procedures and operations in the prescribed-fire program were followed. Prescribed burns are conducted to help manage forests and, at least in part, to eliminate undergrowth that can serve as fuel for wildfires. “If the multiple ongoing investigations find that any safety protocols were not followed, we will take the proper steps to ensure accountability,” commission

Executive Director Eric Sutton said in a prepared statement. “Our focus remains with the families who were affected by the wildfire, and our agency is committed to working to help this community get back on its feet.” Putnam praised the work of firefighters from multiple agencies who were able to quash what had been rapidly spreading flames that threatened an additional 400 homes. “If they had not responded and evacuated as quickly as they did, there could have been further injuries and potentially loss of life,” Putnam said. Chief Financial Officer Jimmy Patronis on Wednesday announced that the state is offering up to $5,000 per household for emergency living expenses, including housing, clothing, food and pet care. “Residents who lost everything shouldn’t have to wait for government bureaucracy,” Patronis said in a statement. “I’ve directed my staff to get boots on the ground to help those impacted to have an expedited track back to normalcy.” The fire occurred a decade after an ember from a prescribed burn by a separate state agency drifted near Tate’s Hell State Forest in Franklin County and destroyed 835 acres of land owned by the Shuler Limited Partnership. Shuler, which won a Franklin County lawsuit that alleged negligence by the Florida Forest Service for the 2008 blaze, has for the past several years sought passage of a $670,493 “claim” bill because of the damage but has repeatedly failed to win legislative support. A jury awarded $741,496 in damages and $28,997 in costs to Shuler, but the Forest Service only paid $100,000 because of the state’s sovereign-immunity laws. This year the proposal (SB 34), sponsored by Sen. Bill Montford, D-Tallahassee, was approved 36-1 by the Senate, but the House version (HB 6531) was not heard by House committees.

PERFORMANCE MONEY READY TO FLOW TO UNIVERSITIES By LLOYD DUNKELBERGER THE NEWS SERVICE OF FLORIDA ORLANDO – The Florida Board of Governors on Thursday approved the distribution of $560 million in annual performance funding for 11 state universities, and, as usual, there were winners and losers. Meeting at the University of Central Florida, the university-system board approved $265 million in state performance funds for eight schools, with three schools at the bottom of the performance list getting shut out. The board also endorsed the distribution of $295 million in “institutional” performance funds for 11 schools. Florida Polytechnic University, the state’s newest school, is not eligible yet. The total performance funding is $40 million higher than the $520 million in performance funding in the 20170/2018 academic year. Each year, the Legislature approves a set amount of state performance funding for the university system. In addition to the state funds, the universities match the state money with institutional funds that are part of their recurring budgets. The annual list is based on 10 measurements of performance by each of the institutions, including graduation rates, salaries of recent graduates, retention of students and student costs. This year, due to changes in the performance-funding law, metrics changed from a six-year graduation rate to four

years. Another metric was revised to reward schools that serve large numbers of economically disadvantaged students, reflected by those receiving federal Pell grants. The University of Florida was at the top of the funding list with $110.6 million, including $57.6 million in state performance funding. Last year, UF received just under $104 million. But while UF recently moved into the top 10 schools on the U.S. News & World Report list of public universities, several Board of Governors members sharply questioned school officials about a drop in the four-year graduation rate for 2017 from 67.6 percent to 66 percent. UF Provost Joseph Glover attributed the decline to the inclusion of pharmacy students who are in a six-year rather than a four-year program. Glover and UF President Kent Fuchs said they anticipate the rate rising, with a newly approved accountability plan setting a goal of 68 percent next year and 74 percent for graduates by 2021. The most dramatic improvement in performance came from Florida International University, which ranked eighth among the 11 schools last year. But this year, FIU moved up to second place, gaining an additional $12.5 million in state performance funds, for a total of $73.7 million, up from $58 million last year. “We’ve kind of had a fanatical commitment to student success, which I would say is the key,” FIU President

Mark Rosenberg said. FIU is putting a greater emphasis on advising students and helping them find academic pathways that will allow them to graduate on time, Rosenberg said. The school has also stepped up its efforts to provide financial aid, including initiatives aimed at first-generation college students and students from homeless families, Rosenberg said. FIU was awarded the maximum improvement points in the performance formula for cutting its average cost for students by 6.3 percent over the previous year, for an annual cost of $16,210. Florida State University, the University of South Florida and the University of West Florida tied for third on the performance list, with FSU winning a tiebreaker based on its total of points for improvement and excellence. FSU improved in all 10 performance metrics, including achieving a 68.4 percent four-year graduation rate for its 2017 class, the top rate among all of the schools. FSU’s state performance funding increased by $13 million, for a total of $98.7 million. Losing the tie breaker was costly for the other two schools. The University of South Florida’s state performance funding declined by $7.7 million, for a total of $79.6 million. The University of West Florida’s state funding declined by $10 million, for a total of $23 million. Losing another tie breaker for sixth place on the performance list was costly for New College of Florida. Last year,

the small liberal-arts school earned $2.5 million in state performance funding for the first time. But this year, it moves back to the “bottom three” on the list, meaning it will not receive any state performance money, but it will have $3.9 million in institutional performance funds. Winning the tie breaker moved Florida Gulf Coast University, which was in the bottom three last year, back on to the money list. It will receive $9.3 million in state performance funding, for a total of $22.7 million in the new academic year. Florida A&M University and the University of North Florida were the other two schools that will not receive state performance funding after finishing in the bottom three. But FAMU will have $14.8 million in institutional funding and UNF will have $13.6 million. Board of Governors members said they plan to review the issue of the “bottom three” later this year. And lawmakers in their 2019 session are likely to debate the fact that every year three schools are shut out of state performance funding. Finishing fourth on the performance list, Florida Atlantic University will see a boost of more than $1 million in its state performance funds, for a total of $43.4 million. At fifth place, the University of Central Florida will have an increase of nearly $2 million in state performance funds, for a total of $79.3 million in 2018/2019.

use its resources to join the lawsuit and said Congress must be pushed to end family separations. However, he otherwise doesn’t share the views of White and Moody on the Trump administration policy. Siskin said such a lawsuit likely would drag on too long, and “we need an immediate reaction to this policy which, while perhaps not being intended to be discriminatory, is instead likely the most discriminatory government policy since World War II – disproportionately affecting Latinos,” Siskind said. “Responsibility for insuring that Florida not become involved in what will for decades be viewed as a monstrous policy must fall on our state’s national elected officials – our members of the U.S. House and Senate – who must immediately condemn immigrant child separation in the strongest terms.” Siskind added that Florida’s attorney general needs to lobby state lawmakers to prevent “child detention camps” from being set up in the state.

Rick Scott’s term, according to the incoming leaders of the House and Senate. Appearing Friday at the state Republican Party’s “Sunshine Summit” in Kissimmee, incoming House Speaker Jose Oliva and incoming Senate President Bill Galvano outlined their expectations for the next two years, with many of the ideas a continuation of the direction of recent Republican-dominated legislatures. They talked of seeking further reductions in taxes and fees, improving security at ports and schools, upgrading transportation, water and electric infrastructure, expanding health-care options and school choice and providing more career options for students by promoting skilltraining and technology programs. Oliva, a Miami Lakes Republican, said the biggest thing for lawmakers is to mostly “get out of the way.” “Our job is to build roads, to build infrastructures, to

make sure there is a judiciary system for everyone and people’s rights are protected,” Oliva said. Meanwhile, Galvano, a Bradenton Republican, expressed a desire to revisit the commercial lease tax, which will drop from 5.8 percent to 5.7 percent on Jan. 1 as part of a roughly $170 million tax package (HB 7087) that was approved in March. That package goes into effect Sunday with the new fiscal year. “The commercial lease tax is one I think we need to take another hard look at,” Galvano said. The lease tax is imposed on commercial rental properties, and the reduction is expected to account for $12.9 million of the tax package in the coming fiscal year. Galvano said he also wants lawmakers to again consider sales-tax “holidays,” which allowed Floridians to avoid paying taxes on emergency preparation gear at the start of hurricane season and will allow families to avoid paying taxes on back-to-school items during a period in August. After their panel appearance Friday at the Gaylord Palms Resort & Convention Center, Oliva gave his full support to Galvano’s comment on the lease tax, which in 2015 generated $1.5 billion and has been projected by

the state Department of Revenue to grow to $2 billion in 2020. “I’m opposed to all taxes,” Oliva told reporters. The lease tax was lowered from 6 percent to 5.8 percent last year. Under a proposal filed during the 2018 session, the House initially sought to drop the rate to 5 percent, which was projected to save $218 million for businesses. The House later revised its request to 5.5 percent before agreeing to 5.7 percent after lawmakers shifted spending following the Feb. 14 mass shooting at Marjory Stoneman Douglas High School in Parkland. Galvano and Oliva will formally move into their leadership posts after the November elections. In discussing a need for the state to focus on infrastructure improvements, Galvano told reporters he’s following the private investments being made into “livable cities” in the Tampa Bay area, a proposed private highspeed rail system between Tampa and Orlando and an enhanced use of autonomous vehicle programs. “There is a lot that we can look at that is, in my opinion, a role for government, not just trying to cherry-pick certain industries,” Galvano said.

Recipe courtesy of Candice Kumai Prep time: 20 minutes Cook time: 20 minutes Servings: 2 2 cups cooked brown rice or quinoa 3 tablespoons organic red miso paste 3 tablespoons Nature’s Intent Organic Apple Cider Vinegar 1/4 cup rice vinegar 2 tablespoons roasted sesame oil 2 teaspoons honey 2 teaspoons freshly grated ginger 2 tablespoons reduced-sodium tamari or soy sauce 9 cups spiralized carrots 2 cups shelled organic edamame 1 avocado, cubed 2 tablespoons fresh mint (leaves removed from stems) 2 tablespoons ground sesame seeds Cook rice or quinoa according to package directions. In medium mixing bowl, add red miso paste, apple cider vinegar, rice vinegar, roasted sesame oil, honey, ginger and tamari or soy sauce. Whisk well to combine.
