PSA’s selection of Pensacola for its new facility is only the latest milestone in the region’s effort to capture some of the maintenance, repair and overhaul (MRO) industry. Those efforts have been a collaboration between state and local agencies including the Gov. Rick Scott’s office, the City of Pensacola, the Escambia County School Board, Pensacola State College. Aerospace training programs have in recent years been implemented at the George Stone Technical College and at PSC.

The efforts to gain a foothold in the MRO business in Pensacola extend back to 2013 when Pensacola Mayor Ashton Hayward and Scott Luth ¬– then of the Greater Pensacola Chamber of Commerce – met with executives of VT MAE in Mobile and its parent company, Singapore Technologies Engineering, in Singapore. The deal resulting from those meetings came to fruition last month with the opening of VT MAE’s 1730,000 square-foot facility at the airport and its promise to create 400 jobs. Luth said the aerospace industry has taken notice of Pensacola’s efforts to establish

the programs, we’ve put in the workforce here, and obviously the facilities at the airport are excellent so it’s drawing a lot of attention,” Luth said. Officials hope to continue expanding the MRO industry locally. The City of Pensacola in December submitted a $130 million request to Triumph Gulf Coast to fund the lion’s share of $200 million expansion of VT MAE’s facilities that would, in turn, secure another 1,325 jobs for Pensacola at an average wage of $44,500. The project would include three additional hangars, as well as warehouse and administrative buildings. The Triumph board has voiced support for the city’s proposal but has said it would like to see additional funding partners added to the project.

According to the company’s website, PSA employs more than 3,900 people and operates more than 800 daily flights to nearly 100 destinations.

Efforts to grow Pensacola into a regional hub for aircraft maintenance continue to show success with the announcement that PSA Airlines will open a new maintenance facility at Pensacola International Airport. The announcement comes as VT Mobile Aerospace Engineering Inc., a subsidiary of a Singaporean company, recently began operations at its new $46 million maintenance, repair and overhaul facility at Pensacola International Airport. PSA Airlines, a wholly owned subsidiary of American Airlines, will add between 30 and 35 jobs at the airport to support growing its fleet by about 20 aircraft, the company said. Jobs will include mechanics, managers, inspectors and stores personnel, among others. PSA expects to open its maintenance facility in October 2018. In a news release, PSA said Pensacola was an ideal location for the new facility because of the area’s workforce, military presence and technical schools. PSA has seven other maintenance facilities throughout Ohio, Virginia the Carolinas and Georgia. “The addition of (Pensacola) will enhance PSA’s reliability, provide much needed flexibility in meeting our maintenance program

Local nonprofit seeks business involvement in upcoming job fair for veterans

Triumph Board supports $8.5M for Whiting Aviation Park The Triumph Gulf Coast board of directors gave unanimous support of $8.5 million for infrastructure improvements to Whiting Aviation Park in Santa Rosa County July 18. “The Santa Rosa County Board of County Commissioners and our citizens wish to thank the Triumph Gulf Coast board of directors for their support of our request to help fund the creation of the Whiting Aviation Park,” District 3 Commissioner Don Salter said. “This project will create hundreds of new aviation-related jobs not only for our citizens but for employment throughout the region. As important, Whiting Aviation Park provides for sustained compatible development on a 267-acre parcel on the fence line of NAS Whiting Field, enhances military value and improves the overall efficiency of operations as maintenance of the many aircraft can be performed adjacent to the base, meaning less downtime for the aircraft. This has been one of our county’s number one economic development projects for many years and it would not have been possible without the support of the Triumph Gulf Coast board of directors.” The next step for the Whiting project is agreement on a term sheet that will be brought back to the Triumph board for approval. The site development at Whiting Aviation Park is expected to create over 200 high-paying jobs. This project is built on the investment Santa Rosa County made to purchase

267-acres adjacent to NAS Whiting Field and an understanding with the Navy for “through the fence” accesses for private companies. The total project cost is $17,704,975 with Triumph contributing 48 percent of those costs. Development of Whiting Aviation Park strengthens the region’s aviation cluster with Pensacola International Airport to the west and Crestview’s Bob Sikes Airport to the east. It enhances the region’s growing aviation industry by providing additional industrial space adjacent to an existing airfield, and it supports the regional strategic initiative of expanding the aerospace and defense industry cluster - an industry with a strong outlook for growth. These targeted investments in the aviation and aerospace cluster are expected to drive supply chain companies to co-locate in the region. Florida is currently second in the nation for aviation and aerospace establishments and added more than any other state in the southeast in 2017. Under the terms of Florida’s settlement with BP, the energy company has already deposited $300 million in Triumph Gulf Coast. Further payments of approximately $80 million per year will be made from 2019 through 2033, amounting to a total of $1.5 billion. Applications have been received and are under consideration to benefit all eight disproportionately affected counties. Civil War on Santa Rosa Island: A Day of programs at Fort Pickens Gulf Islands National Seashore announced a special day of programming exploring the lives of soldiers stationed at Fort Pickens during the Civil War. Special programs will be available from 11 a.m. to 7 p.m. Aug. 4 at historic Fort Pickens. With help from longtime living history partner, The Walton Guard, the National Park Service will present musket and artillery demonstrations, civil war music, camp life displays and other ranger programs specifically geared toward the soldiers experience during the Civil War. A pop-up junior ranger tent will be open from 2

p.m. to 4 p.m. just outside the fort. Children can learn about Civil War uniforms and equipment, try on different uniform pieces, and participate in a scavenger hunt. Older children can join the Awkward Brigade, learning how to drill like a Civil War soldier and then write a letter home describing their experience. All programs are free and open to the public. Programs can change or be cancelled without warning, particularly due to weather. There is an entrance fee for the Fort Pickens Area; the historic fort is open daily from 8:30 a.m. to sunset. Built between 1828 and 1833,

Fort Pickens was originally intended to defend the newly formed state of Florida from foreign invasion. Ultimately, it would only see combat during the Civil War though the fort and surrounding batteries, added over the years, remained active until 1947. In 1971, the fort was incorporated into Gulf Islands National Seashore. 90Works, a nonprofit serving the Emerald Coast, is set to host a job fair for veterans, called Deployment to Employment, Sept. 18 from 8 a.m. to 11 a.m. at the Pensacola Wahoo Stadium. “We are excited to bring this event back and are looking forward to expanding the number of vendors and recruiters in attendance in order to provide additional employment opportunities to veterans throughout Northwest Florida,” Executive Director of 90Works Cate Jordan said. In its first year hosting the event at Wahoo’s Stadium, 90Works is working to expand the event, which brought in more than 300 veterans and 60 recruiters in past years by bringing on new businesses as recruiters and vendors. “The mission of the Studer Family of Companies is ‘to improve the quality of life in our community,’ ” Shannon Reeves of the Blue Wahoos Stadium said. “We at the Blue Wahoos Stadium are thrilled for the opportunity to host such an impactful, meaningful event that so closely aligns with that mission.” The Pensacola-based nonprofit is partnering with the Panhandle Warrior Project whose mission aligns closely with what this event will accomplish. The event also has support from local hair stylists throughout the panhandle

as well as the University of West Florida’s Office of Career Development and Community Engagement to prepare attendees for upcoming interviews with fresh haircuts and a resume writing workshop. “This event provides us the opportunity to further our mission in the community,” Jordan said. “Gaining employment is a vital step in achieving self-sufficiency and stability and to reduce poverty and homelessness. Gulf Power celebrates the renewal of conservation partnership with National Fish and Wildlife Foundation Gulf Power is celebrating the five-year renewal of the conservation partnership between Southern Company and the National Fish and Wildlife Foundation (NFWF). For over 15 years, the partnership has funded more than 300 projects restoring, sustaining or enhancing more than 1.7 million acres of wildlife habitat in the Southeast. Through this partnership, Gulf Power has supported nearly 100 conservation projects funded with $5.8 million across Northwest Florida. This investment has benefited thousands of acres of conservation and countless species in the Gulf Power service area. Among the projects: shoreline stabilization on Bayou Grande in Pensacola; native longleaf pine forest restoration from Perdido River to Blackwater River State Forest and east through Apalachicola; recovery efforts of the redcockaded woodpecker, gopher tortoise and indigo snake; and coastal and wetland restoration in South Walton County and elsewhere. “Our work with Southern Company exemplifies the public-private partnership model we employ to generate measurable results for wildlife and habitats across

the country,” Jeff Trandahl, executive director and CEO of NFWF, said. “This enduring partnership – one of the Foundation’s longest-running – reflects Southern Company’s strong commitment to the conservation of natural resources in the local communities it serves.” Over the past 15 years, NFWF has leveraged Southern Company’s contributions to generate more than $126 million for on-the-ground conservation impact. “Gulf Power’s support of environmental stewardship grants have kickstarted or enhanced many community-involved environmental education and restoration projects that otherwise might not have gotten off the ground,” Jeff Cole, Gulf Power Stewardship coordinator, said. “These local level and regional projects benefit the area we live in by enhancing recreational areas and improving air and water quality. It’s important to be a leader by being out investing and participating in the community in which we live, work and recreate.” Many conservation professionals credit Southern Company with being the first major private funder to invest in longleaf restoration

work, helping catalyze the historic public-private partnership known as America’s Longleaf Restoration Initiative. Vernon Compton, director of the Gulf Coastal Plain Ecosystem Partnership, said the Longleaf Stewardship Fund grants the group of private and public landowners has received are critical to restoring the longleaf pine ecosystem in Northwest Florida, which once dominated in the Southeast. This year’s grant of $300,000 will restore 333 acres of longleaf pine and improve an additional 55,350 acres of existing longleaf habitat, mostly in the Blackwater River State Forest in Santa Rosa County. The grant also funds a gopher tortoise project on Eglin Air Force Base reservation aimed at preventing it from becoming listed under the Endangered Species Act. “This partnership with NFWF is very important to the restoration effort and a critical component of the many success we’re seeing on the ground across the longleaf pine range and habitat improvement,” Compton said. “Thanks to habitat restoration on these sites, they are ready for the keystone species like the gopher tortoise to be reintroduced.”

Escambia County Jail job information fair set for July 27 The Escambia County Corrections - Jail Division is hosting a job information fair from 9 a.m. to 2 p.m. Friday, July 27 at the Escambia County Jail located at 2935 N. L St. in Pensacola. The correctional facility is currently accepting applications for corrections officer trainees, certified corrections officers and medical professionals including: • Corrections Officer Trainee – High school diploma or equivalent, minimum age of 20. No certification is necessary, but applicants must be willing to complete Corrections Basic Recruit School, which will be provided at no cost as outlined in the employment contract. Accepted applicants will receive $13.75 per hour training pay and $15.12 per hour after graduation/state certification. The next course is tentatively set to begin the first week of October. West Florida Public Library to host free Jazz film series Jazz Pensacola and the West Florida Public Library will present a free “Jazz Film Series” Sundays throughout July at the downtown library, 239 N. Spring St. All films begin at 1:30 p.m. and feature a brief introduction and a jazz discussion by Jazz Pensacola members and library staff. In addition, filmgoers can enjoy free refreshments and a Jazz Room exhibit. The last movie is scheduled for July 29, “Paris Blues” Jazz Pensacola co-founder/jazz aficiando Norman Vickers will introduce the first two films. Jazz Pensacola President Fred Domulot, a popular session drummer and long-time music educator, will demonstrate the use of the drum kit and introduce “The Gene Krupa Story.” As an introduction to “Paris Blues,” renowned pianist/vocalist Crystal Joy Albert will perform some jazz tunes and share some personal experiences about her career in Boston, New York, Harlem and Miami. The Jazz Film Series is designed to

increase public awareness of the Jazz Room collection, which began in the 1980s when LPs were transitioning to CDs, Vickers says. Today, the Jazz Room houses a curated selection of approximately 1,200 books, CDs and movies about the history, performance and culture of jazz in its many forms. Other special features of the room include a listening station where patrons can sample a variety of jazz styles, music books with play-along CDs and jazz-related artwork donated by library users. “Eugene Fischer, then director of the library system, expressed an interest in having a jazz collection,” Vickers said. “So, the Jazz Society of Pensacola lent its funds and expertise. The Friends of the West Florida Library graciously offered to match donations of the Jazz Society. SoWal Craft Beer and Spirits Festival announced The summer heat is no match for the SoWal Craft Beer and Spirits Festival benefitting Children’s Volunteer Health Network. The inaugural event will be held on Aug. 3 from noon to 4 p.m. at the Shades Bar and Grill in Inlet Beach, Fla. Cooled tents will set the stage for the outdoors event, with tables that include more than 60 craft beers, ciders, Florida distilled craft spirits, rosé wine and mimosas. TALLAHASSEE – A battle is playing out at the state Supreme Court about whether customers of Florida Power & Light should pay for an environmental clean-up project in MiamiDade County. The Florida Public Service Commission filed a brief Monday urging the Supreme Court to uphold a decision that allows FPL to recover money from customers to deal with a saltwater plume that moved from a power-plant complex into nearby groundwater. The state Office of Public Counsel, which represents consumers in utility issues, took the issue to the Supreme Court, arguing that FPL customers should not get hit with the costs, which a court filing says could total $206 million over 10 years. In the brief Monday, the Public Service Commission said its decision to allow FPL to recover the costs is “reasonable and commonsensical.” It pointed to part of state law that allows electric utilities to pass along costs to consumers for expenses related to environmental regulations --- a part of state law known in the utility industry as the environmental cost recovery clause. The project stems from saltwater moving from a cooling-canal system at FPL’s Turkey Point complex into groundwater. FPL in recent years entered into agreements with the county and the Florida Department of Environmental Protection to fix the problem, and the Public Service Commission brief said the utility should be able to recover the costs because it is comply-

ing with environmental regulations. “The consent actions (agreements with Miami-Dade County and the Department of Environmental Protection) impose specific new requirements that apply to FPL in relation to its function as an electric utility, including the abatement or remediation of the hypersaline plume,” Monday’s brief said. “The consent actions are environmental regulations pursuant to (the environmental costs recovery law.) But in a brief filed in May, the Office of Public Counsel described the December decision as requiring customers to “bail out FPL for the decades that the company allowed the hypersaline plume to spread and build up.” “The money at issue will not pay for ‘compliance’ with laws or regulations designed to protect the environment, but instead will explicitly pay for FPL’s noncompliance because the costs are paying for cleaning up the effects of decades of FPL’s past, unlawful pollution,” the Office of Public Counsel argued. The Public Service Commission, which each year considers environmental costs for utilities, voted unanimously Dec. 12 to allow FPL to collect the saltwater-related costs through customer bills. The Office of Public Counsel filed a notice in February that it would appeal to the Supreme Court, which has not indicated when it could hear the case. In the brief Monday, the commission sought to rebut the arguments by the Office of Public Counsel, saying there “is ample record evidence showing that FPL fully cooperated with its environmental regulators.”

SIDES BATTLE OVER ‘HIGH QUALITY’ SCHOOLS REQUIREMENT By JIM SAUNDERS THE NEWS SERVICE OF FLORIDA TALLAHASSEE – When Florida voters went to the polls in 1998, more than 70 percent approved a constitutional amendment that required the state to provide an “uniform, efficient, safe, secure and high quality” system of public schools. But two decades later, the Florida Supreme Court is preparing to wade into a long-running battle about whether the state has adequately carried out the requirement – and whether judges should even decide questions that attorneys for the state describe as a “political thicket.” The state last week filed a 72-page brief asking the Supreme Court to uphold a decision by the First District Court of Appeal that rejected the lawsuit, which has been led by a group called Citizens for Strong Schools. In the brief, the state’s attorneys argued that the issues raised by the plaintiffs are “non-justiciable political questions” that courts should not resolve. But even if the Supreme Court disagrees with that argument, the state’s attorneys contend that Florida has made “dramatic improvements” in student performance, dispelling the notion that it has not provided an adequate education system. “Florida’s school reforms and education policies – most of which were implemented after the 1998 constitutional amendment … – have led to steady and impressive gains in student performance,” the brief said. But in a brief filed last month, attorneys for the plaintiffs argued that the Supreme Court should overturn the 1st District Court of Appeal ruling and send the case back to a circuit judge under an “appropriate standard of review” to determine if the state has met the constitutional requirements. In questioning the quality of education provided in the state, the plaintiffs’

brief pointed to issues such as disparities in student test performances in different counties and by different racial and ethnic groups. “The (1998 constitutional) revision mandates that the state give all children in Florida a chance to obtain a high quality education,” the plaintiffs’ brief said. “Parents allege this is not occurring. But the First DCA (District Court of Appeal) ruled that, regardless, courts have no power to ensure it does. That decision was an abdication of the courts’ core responsibility to act when other branches of government’s acts violate the Constitution.” The 1998 amendment was placed on the ballot by the Florida Constitution Revision Commission, a panel that meets every 20 years to consider revisions to the Constitution. Voters approved the measure at the same time they elected Republican Gov. Jeb Bush, who ushered in major – and often-controversial – changes to the education system that continue to reverberate in 2018. Among other things, Bush and his supporters backed expansion of school choice, high-stakes testing and grading the performances of public schools. The constitutional amendment, in part, said it is a “paramount duty of the state to make adequate provision for the education of all children residing within its borders.” The amendment fleshed that out, in part, by saying adequate provision will be made for a “uniform, efficient, safe, secure, and high quality system” of public schools. Citizens for Strong Schools and the other plaintiffs initially filed the lawsuit in 2009. A Leon County circuit judge ruled in favor of the state in 2016, and the First District Court of Appeal followed suit in December. After the plaintiffs took the issue to the Supreme Court in January, the state argued justices should not take it up. But the Supreme Court decided in April to hear the case. It has not scheduled oral arguments.

He has been a member of Positive Healthcare for several years. “It seems like every time something starts going good for a person, the devil goes right in there and knocks it right on out,” he said. “I hope I don’t have to change.” Florida lawmakers in 2011 approved an overhaul of the Medicaid system to require most beneficiaries to enroll in HMOs and other types of managed-care plans. It divided the state into 11 regions and contracted with health plans in each region. Medicaid recipients with serious mental illness, HIV or AIDS have the opportunity to choose a specialty plan, a “standard” managed-care plan, which offers preventive and

acute care services, or a “comprehensive” plan, which covers everything from mental-health services to labor and delivery to long-term care. If they do not choose a plan, they are assigned by the state to the specialty plan. An initial round of contracts stemming from the 2011 Medicaid overhaul expire at end of this year. The state spent more than a year working on reprocurement of the contracts and announced the names of the health plans it would sign agreements with in April. In all, the various contracts are expected to be worth at least $90 billion over five years. But some health-care providers are concerned it won’t be easy for patients, such as those with serious mental illness, to determine which doctors they can use because of the changes in plans. “Many people with mental illness are very concrete in their thinking, and it’s a little bit more difficult for them to understand that it’s not personal that the doctor won’t see them and that it’s the insurance, not them,’’ said Andrea Katz, CEO of Archways, a mental-health provider based in Fort Lauderdale. Katz added that people can begin wondering where they will go and who will help them. “There’s sometimes a bit of an over-reaction, but to them it’s not an over-reaction because it’s how they are feeling because they aren’t sure what they should do,” she said. In a challenge filed in the state Division of Administrative hearings, attorneys for Magellan Prepaid Mental Health Plan accused the state of underestimating the impact the changes will have on Magellan’s 80,000 patients if the contract decisions stand. “Transitioning a large number of individuals with (serious mental illness) to a new plan

will disrupt member continuity of care, decimate the progress that has been made to stabilize the health of these members, and increase cost to the system by having members ‘start all over again,’ ” Magellan attorneys wrote. AHCA announced in April that it would sign specialty contracts with WellCare of Florida to provide coverage for people with serious mental illness across the state. Instead of seeing its Medicaid presence expanded statewide, Magellan found itself being blocked out of Florida’s lucrative Medicaid market. Jay Reeve, president of and chief executive officer of Apalachee Center, which provides mental-health services in Northwest Florida, said his company has good relationships with the current Medicaid health plans and has already been contacted by new plans. But Reeve is concerned with the magnitude of the changes, noting that Medicaid beneficiaries in his area will no longer have access to Magellan and two other Medicaid managed-care plans. Reeve said his center treats upward of 5,000 Medicaid patients annually, and as many as half of them will be forced to change plans. “Anytime you make a change of this magnitude there’s potential for confusion and there a potential for things getting lost in translation a little bit,” he said. WellCare spokesman Charles Talbert touted the company’s success, noting that WellCare has more Medicaid enrollees in its health plans than any other company. “Our selection to expand our Medicaid services in the state is recognition of our proven track record and ability to help our members in Florida live better, healthier lives,” Talbert said in a statement.

million to help the office process an estimated 400 applications that are expected as companies compete for four potentially lucrative medical-marijuana licenses. The office, which is part of the Department of Health, estimates each application will cost $18,354 to process. The office has already approved 14 licenses, with the four new licenses triggered by a provision in state law that allows an increase when the patient registry exceeds 100,000 people.

Lawmakers also approved $1.5 million to pay for ongoing lawsuits against the Office of Medical Marijuana Use. Courtney Coppola, deputy director of the office, said the agency is currently facing 11 lawsuits, and she estimated the office has had “nearly double” that number since 2015. Another $3.4 million approved by lawmakers will help develop a computer software system to track the distribution of medical marijuana “from seed to sale.” The 24-hour, statewide tracking system is required by law, with Coppola saying the office is relying on data from the individual “medical marijuana treatment centers,” which are licensed to grow, process and sell cannabis. She said the new system will provide a uniform means of monitoring the distribution system.

The budget adjustment also included $1.67 million to pay Veritec Solutions for providing patient identification cards and for operating a call center. Another $305,000 will be used to upgrade the patient registry system. Of the amount added Thursday, $5.6 million will be immediately available to the agency, while $7.7 million will be held in reserve until needed. The funding boost came less than a month after the start of the 20182019 fiscal year and after lawmakers only included $935,400 for the Office of Medical Marijuana Use in the state budget. The overall total costs approved Thursday were about $14.2 million, which combines the $935,400 in the budget with the $13.29 million increase. The need for additional money also reflects controversy and criticism that
