Historic Moment for Pensacola’s Newest Ship in the Bay by Kaitlyn Peacock

ut in the haze of Pensacola Bay, a tall white ship breaks through the mist. On its deck, a line of men stand at attention and another group peer toward the shore, readying docking buoys at their feet. The ship is the U.S. Coast Guard Cutter Decisive (WMEC 629) and the 73 crewmembers are getting their first glance of their new home. Decisive has shifted its homeport from Pascagoula, Miss. to Naval Air Station Pensacola as of June 5, and is the first of up to three more cutters scheduled to homeport in Pensacola. They will join the USCGC Cypress (WLB 210), a buoy tender that has been at NASP since 2011.
The ships’ relocation was announced in June 2017 by U.S Rep. Matt Gaetz. In a press release, he stressed the importance of the 210-foot Medium Endurance Class Cutter’s move to Pensacola. “This is incredible news for Pensacola and for all northwest Floridians,” Gaetz said in the release. “Not only is northwest Florida gaining 152 new families, but the safety and security of the Emerald Coast and the Eastern Gulf of Mexico is significantly enhanced.” The ships represent long hours and hard work from people all over the country, including Coast Guard Cmdr. Blake Novak, who was the commanding officer of Decisive during its shift of homeport. As part of the team that began the process of bringing the ships to Pensacola, Novak expressed how proud he was to have been a part of the operation. “One of the reasons I stuck around for another three weeks was to see this through to the end,” he said. Along with the Decisive, NASP is now the homeport of the USCGC Dauntless (WMEC 624), which arrived July 10. More information on
any additional ships will be coming within the next few months. At the dock to welcome Decisive and the crew to their new home was a group of Pensacola and Navy officials, community members, NASP service members and the Navy League, a nonprofit organization that supports U.S. sea services, including the Navy and Coast Guard. Among the crowd was Escambia County District 2 commissioner Doug Underhill, a Navy veteran with 27 years of military service. He expressed the benefits and importance of having these ships in Pensacola. “There is a federal mission that needs to be done and it needs to be done in Pensacola,” he said. “There’s 120 men and women on these ships that will very soon be in our churches, they will be teaching our Sunday schools classes and coaching our baseball teams and soccer teams. This adds to the texture of who we are.” The ships’ arrival is expected to bring a boost to the area economy, as families of crewmembers relocate and Coast Guard operations increase in the local area. Gaetz has ex-
pressed the importance of not only the ships themselves but the people they bring with them to Pensacola. “Our region is home to thousands of families who are here because of the military,” he said. “While I know that moving can be stressful for military families, it is up to us to greet the new members
of our community with open arms, and on behalf of Florida’s First District, I would like to wish them a very warm welcome. “In Florida, our military roots run deep,” Gaetz continued. “The armed forces play a vital role in our community. I am certain that these newest members of our military community will fit right into the warm and welcoming environment of Northwest Florida.” As with cutters of its class, Decisive’s primary mission is counter-drug operations. The ship is marked with the crew’s successful drug interdictions: 19 marijuana busts, nine cocaine busts, five drug boat seizures and one semisubmersible. From NASP, Decisive will continue to patrol the Gulf and South American coasts. Dauntless shares the Decisive’s mission and was involved in an operation part-
nering with the Royal Canadian Navy that seized more than 26 tons of cocaine worth at least $715 million in 2016. The cutters will also be engaged in search-and-rescue operations, maritime law enforcement and other missions around the Gulf of Mexico. For the crew of the Decisive, getting their first glimpse of the Pensacola shoreline was powerful. As they pulled into dock and each Guardsman took his or her first steps ashore, they represented the beginnings of more to come to both Pensacola and the Coast Guard. “For the Coast Guard, this is a big move to come to a facility like this Navy base that has a lot of support,” Novak said. “The support the Navy has here is exceptional and to our people it makes a big difference. I can tell you our crew is very excited to be here.”

SunPass Converting to New Centralized Customer Service System, New Pensacola Beach Annual Passes Impacted The Florida Department of Transportation began converting to a new Centralized Customer Service System for SunPass customers June 1. This conversion represents a massive migration of account information and data to an entirely new platform. The Pensacola Beach annual pass is linked with SunPass to provide access over the Bob Sikes Bridge. At this time, customers are unable to register new Pensacola Beach annual passes. As soon as the SunPass issue is resolved by the state, Escambia County will begin to reissue annual passes. County customer service representatives are collecting contact information from individuals wishing to purchase Pensacola Beach annual passes and will contact them once annual pass processing resumes. Note that tolls on the Bob Sikes Bridge continue to operate normally and existing Pensacola Beach annual pass customers should be able to renew their annual pass by visiting the Bob Sikes Customer Service Office at the
SRIA Building or online at pensacolabeachpass.myescambia.com. Customers can still purchase SunPass transponders and activate them through SunPass.com, 1-888-TOLL-FLA or by visiting the Bob Sikes Customer Service Office at the SRIA Building. The SunPass system has accumulated toll charges for customer accounts since the system conversion began June 1. In order to better serve the customer and avoid unintended consequences, individual account charges will be posted gradually over a number of weeks. The posting of toll charges has been withheld until the website and call center are operating more efficiently. Late fees and penalties will not be imposed until the system is providing the benefits and ease of access that customers deserve and expect. The new CCSS provides a single point of contact for SunPass customers and includes a single call center, a new SunPass website, a new SunPass mobile application and three new customer walkin centers in Miami, Tampa and Ocoee.

Clifford the Big Red Dog to “Hit a Home Run for Early Learning” at Blue Wahoos Stadium Families are invited to help “Hit a Home Run for Early Learning” at the WSRE Imagination Station at Blue Wahoos Stadium Aug. 5, starting at 4 p.m. There will be fun children’s activities and appearances by Clifford the Big Red Dog, and each child will receive a free book, while supplies last. The Imagination Station is located outside the stadium near the box office. Clifford will also be inside the stadium in time for a pre-game “Fun Run for Reading” around the bases and to throw a ceremonial first pitch when
the Pensacola Blue Wahoos play the Montgomery Biscuits. “That will be ‘Bark in the Park’ night when Wahoos fans can bring dogs to the game, so we’re bringing every kid’s favorite, larger-than-life, four-legged friend, Clifford,” Jill Hubbs, director of WSRE Educational Content & Services, who will share early childhood education resources with parents during the event, said. The WSRE Imagination Station is a free early learning activity center for parents to engage with their children in hands-on
activities using PBS KIDS educational resources, including computer games, books and toys. Celebrate National Park and Recreation Month Escambia County is celebrating National Park and Recreation Month in July by inviting residents and visitors to get out and explore everything your local parks have to offer, from athletic fields and playgrounds to nature trails and beach accesses. Escambia County Parks and Recreation maintains parks throughout the county for the public to enjoy, with park properties from Century in the north all the way south to Pensacola Beach, west to Perdido Key and scattered in between. An initiative of the National Recreation and Park Association, National Park and Recreation Month aims to highlight recreation opportunities and encourage the public to support local parks and recreation. In celebration of Park and Recreation Month, Escambia County’s Parks and Recreation Department is highlighting one park in each commission district, with several featuring new or recently upgraded amenities: District One – Beulah Regional Park: Located off Mobile Highway near the Escambia County Equestrian Center, this park truly offers something for everyone and is one of the busiest parks in the county. Beulah Regional Park has basketball and tennis courts, dog park, 0.33-mile walking path and a pavilion that can be rented for birthday parties and special events. To rent the pavilion, call 475-5220. District Two – Civitan Park: This twoacre neighborhood park in Warrington is a beautiful waterfront park with a covered pavilion, playground and a fishing pier. 22nd PLT Annual Crystal Awards Pensacola Little Theatre (PLT) proudly hosted its annual awards ceremony on Friday, June 29, 2018 for an evening of recognizing artistic excellence throughout the 2017-2018 season. More than three hundred volunteers gathered to celebrate their hard work and dedication to the local community theatre and celebrate the close of another incredible season. In addition to celebrating the artists, the PLT Guild was celebrated for over 40 years of dedication and service to the organization, including over $250,000 of accumulative donations and fundraising since 1977.
39th Chip Boes Basketball Camp The 39th Chip Boes Championship Basketball Camp, hosted by the City of Pensacola Department of Parks and Recreation Sports Specialty Summer Camp Program, will conduct three fun filled sessions for boys and girls ages 7 to 13 this summer. UWF earns highest score in University’s history in Board of Governors performance metrics

UWF earned the third-highest score in the system with 86 points out of 100 in the Board’s performance-based funding model results from the 201718 academic year, the highest number of points the University has received. “It’s no surprise that UWF has, again, earned a top score in the State University System,” said UWF President Dr. Martha Saunders. “We have worked hard and maintained a relentless focus on excellence that has served us well. I’m proud of the effort.” The University continued to focus its efforts on investing in long-term strategies to not only increase its performance in the selected metrics, but also enhance the overall quality of the education and experience provided by the institution. UWF prides itself in attracting high-performing students from across the country, enrolling three National Merit Scholar finalists in 2017. Under Saunders’ leadership, the University merged and developed two new divisions to strengthen retention and progress to degree initiatives, while continuing to provide access for all students per its mission. Drs. Joffery Gaymon and Kim LeDuff were appointed to oversee the Division of Enrollment and Student Affairs and the Division of Academic Engagement, respectively. “UWF’s continued success this year represents that our faculty and staff are constantly committed to excellence,” said Dr. George Ellenberg, provost and senior vice president. “The quality of our programs and overall student experience continues to be enhanced under President Saunders’ leadership.” The implementation of new Student Success Collaborative software serves as one of the University’s most successful initiatives over the last year, enabling advisors to more closely monitor student progress and offer support services when needed. Additionally, instituting multiple checkpoints throughout the semester has allowed faculty members and advisors to improve lines of
communication and support students who need additional resources, and encourage those who are on track to take advantage of high-impact learning opportunities such as internships, research, study abroad and honors opportunities. Programs serving first-time-in-college students have also proven to be key in the University’s retention efforts. Through the GRIT summer bridge program, Dive Deep First Year Experience, RISE program and programs for special populations, students have access to success coaches to help them get acclimated to University life, as well as the opportunity to learn about free resources that will help them enhance their academic, professional and social experience during their four years at UWF. Additionally, the University physically centralized student support services for easier access, placing academic advisors, career counselors and student accessibility resources in a more central location. Monthly meetings are also held by the Academic Advising Council to bring representatives from each of the University’s five academic colleges and first year advising together to communicate challenges and develop solutions to improve communication with students and faculty. The council also monitors student satisfaction with advising and uses feedback to improve services. Under the performance funding model, the Board of Governors scores each of Florida’s 12 public universities based on 10 metrics designed to incentivize university excellence and improvement. These metrics establish a minimum acceptable level of performance on issues such as graduation and retention rates. The Board, with influence from the governor and Florida State Legislature, selects nine of the metrics, with the last one chosen by each institution’s Board of Trustees. Each university must reach a benchmark number set by the Board of Governors and not score in the bottom three of all State University System institutions in order not to lose their base funding and be eligible for new state funding.

West Florida Public Library to Host Free Jazz Film Series Jazz Pensacola and the West Florida Public Library will present a free “Jazz Film Series” Sundays throughout July at the downtown library, 239 N. SCOTT DECLARES EMERGENCY OVER ALGAE OUTBREAKS
By JIM TURNER THE NEWS SERVICE OF FLORIDA TALLAHASSEE – Gov. Rick Scott on Monday issued an emergency order over the reemergence of toxic algae outbreaks on both coasts, as the regions’ water quality blossoms into a political issue. After touring the Caloosahatchee River Monday morning, Scott imposed the order for Glades, Hendry, Lee, Martin, Okeechobee, Palm Beach and St. Lucie counties “to help combat algal blooms caused by Lake Okeechobee water discharges from the Army Corps of Engineers.” The declaration comes as Democrats blame the outbreaks on past budget cuts and regulatory policies imposed by Scott, a Republican who is trying to unseat U.S. Sen. Bill Nelson. The Everglades Foundation used Scott’s emergency declaration to push for federal support for a planned reservoir, which is intended to move water south of Lake Okeechobee. Monday’s declaration allows the Department of Environmental Protection and the South Florida Water Management District to waive various restrictions and regulations to store water in additional areas south of the lake. “It is my duty to protect Floridians, no matter what it takes,” Scott said in a press release. “Since we are facing more harmful algal blooms from federal water releases, the state is taking a multifaceted approach to protect families.” Scott ordered the Department of Environmental Protection and the Florida
Fish and Wildlife Conservation Commission to spend more staff time on water testing. The governor also told the DEP to set up a grant program to help local governments pay for cleanup services. And Scott enlisted the aid of a variety of other agencies to address the toxic waters. The governor directed state health officials to inform Floridians and visitors of the dangers of algal blooms. The public-private agency Visit Florida also will work with local tourism officials to find ways to reduce the impact of the outbreak on the industry, and the Department of Economic Opportunity will assist businesses impacted by the algae outbreak. The Department of Transportation must identify road projects that can help with flood control and redirect waters. Two years ago, Scott made a similar emergency declaration as “guacamolethick” algae blooms spread across the Treasure Coast, spurring the Legislature in 2017 to fund its share of the construction of a roughly $1.6 billion reservoir in the Everglades Agricultural Area. The state expects the federal government to cover half the work. Scott continues to blame the federal government, specifically the U.S. Army Corps of Engineers, for dragging its feet on Everglades restoration and needed repairs to the Herbert Hoover Dike around Lake Okeechobee. Last month, Scott directed state Department of Environmental Protection Secretary Noah Valenstein to issue an emergency order urging the Army Corps of Engineers and the South Flor-
ida Water Management District to take emergency actions to help redirect the flow of water to the south. The district installed temporary pumps in June to speed the southern flow into the Everglades. On Sunday, the Army Corps of Engineers Jacksonville District announced it would temporarily suspend water releases from the lake into the Caloosahatchee Estuaries so a full assessment of system conditions could be undertaken. “As we look at operations in the system, we believe we can pause discharges for a short time to get additional input from staff on available options for moving water,” Jacksonville District Commander Col. Jason Kirk said in a press release. “We want to ensure we are using all available flexibility before we resume discharges east and west.” Releases into the St. Lucie Estuary were halted June 30, and rain over the past two weeks has caused the lake level to rise just over two inches. Runoff from rain that accumulates in the Caloosahatchee and St. Lucie basins continues to pass through downstream structures and the releases could resume later this week, the Army Corps noted. The corps had also announced on Friday that funding is in place to speed repairs to the Herbert Hoover Dike around the lake. The money would allow the repairs to be completed in 2022 rather than 2025. But on Monday, Scott said “simply providing money for a project that should have been completed decades ago is not enough.” “Congress and the federal government need to do more to help families who are facing harmful algal blooms because of the water they are releasing into our communities from Lake Okeechobee,” Scott said. “This includes approving the acceleration of the EAA reservoir that I signed into law last year.” Everglades Foundation CEO Eric Eikenberg used the state of emergency to announce a new effort to urge the White House to back the planned reservoir, which would also require Senate approval. “If we miss this opportunity, the Army Corps goes back to a planning process, which will take three years, which will
be more summers of toxic algae, more summers of closed beaches, impact to tourism jobs, let alone human health,” Eikenberg told reporters during a conference call Monday afternoon. Democrats and conservationists have used the algae outbreaks to deride Scott as an election-year environmentalist. Nelson, who is facing the toughest re-election challenge of his lengthy career in the November match-up with Scott, raised the issue of the algae blooms while in Fort Myers and Stuart on Thursday. During a conference call Friday, the Florida Democratic Party, conservationists and local politicians accused Scott of “going through the motions” in dealing with the blooms. “Whether it was cutting budgets, laying off scientific staff, just completely dismantled environmental agencies … he’s spent years fighting with the EPA over water quality standards,” said Aliki Moncrief, executive director of Florida Conservation Voters. “He signed a bill that killed a septic inspection program. We all know when it comes to these algae blooms that we’re witnessing, a huge part of it is agricultural runoffs from the north of the lake, south of the lake, all around. Another part of it is septic tanks that have not been dealt with. There are sewer overflows in many of the areas that are serving our coasts.” St. Lucie County Commissioner Chris Dzadovsky pointed the finger at the governor for the current problems. After Scott took office in 2011, Dzadovsky said the governor cut nearly $700 million from budgets for water management districts, including 300 positions from the South Florida Water Management District; put a shipyard manager instead of a scientist in charge of the Department of Environmental Protection; and dismantled the Department of Community Affairs, which had regulated development. “Those are the agencies, those are the scientists, those are the people who regulate and keep the materials, the contaminants out of our waterways,” Dzadovsky said during the conference call. “That alone, done in the first year of Rick Scott, you’re now seeing the results --- an increase in phosphorus and nitrogen and other containments in our waterways.”

However, the six-year graduation rate for the college transfer students, at 68 percent, is similar to the 72 percent for the non-transfer university students. Madeline Pumariega, chancellor of the college system, said Florida produces more associate degrees than any other state and that 63 percent of Florida high school students who move into post-secondary programs do so at state colleges. Pumariega said there are opportunities for improvement in some areas like the 5,000 students accepted at universities who never enroll. But she also said there are other factors that influence the students’ decisions, including being “place bound” because of financial, family or work obligations and not being able to attend schools distant from their hometowns. She said financial aid and the ages of the students are other factors. The new data showed the average age of the enrolled college transfer student was 25.5 years in 2017, compared to a little over 20 years for the four-year university students. Pumariega also said her
review of her system’s data showed that younger students who earn associate degrees are much more likely to transfer to state universities than older students. She said 84 percent of the students under the age of 25 enrolled at a university, while that percentage is reduced for older students who are “balancing work and life.” Board of Governors members also heard testimony about the University of Central Florida’s DirectConnect program, which is designed to help state college students transfer to UCF. The Orlando school leads the state university system by taking more than 30 percent of the college transfers. A key member of that program is Valencia College, the third-largest school in the state college system. Sandy Shugart, president of Valencia, said his school has worked closely with UCF to develop the transfer program that guarantees college students admission at the university once they earn their associate degrees. The program is enhanced by UCF placing counselors on the Valencia campus to advise students who are part of the program. Shugart said the university system leaders should seek “a variety of solutions” to im-
proving the transfer programs and “not a single, silver-bullet solution.” He also said while the statewide system should set broad policies, it should look to the schools on a regional basis to develop specific programs. “The problem we have to solve in Central Florida is nothing like the problem they have to solve for access in the Panhandle,” he said. Although Florida has tried to bring uniformity to its state college and university courses, Shugart said “the number one inhibitor” for transfer students earning their bachelor’s degrees is the loss of credits when they move to universities. He said there has been “an ever-creeping demand for specialization” in many of the upper-division majors that has impacted the transfer students. He also warned against “simplistic policies” aimed at measuring performance. For instance, he said college transfer students are much more likely to be part-time students at the universities than the four-year students who are more likely to be full-time. Shugart said metrics seeking to measure the time it takes to earn a degree need to be “nuanced” enough to take that factor into account.

defamed by the Diocese of Palm Beach. The priest, John Gallagher, has taken his case to the Florida Supreme Court, which has not decided whether to hear it. Monday’s ruling came in an Alachua County case filed by Gerald Mobley against Springhill Missionary Baptist Church of Gainesville. The church terminated Mobley as a member because of what it described in a letter as “heretical statements,” according to a copy of the letter included in court documents. Mobley said in the documents he had been a church deacon. After a circuit judge dismissed an initial version of the lawsuit, Mobley filed a revised version that alleged slander, libel,
malice and defamation. A judge declined to dismiss the revised lawsuit, leading the church to go to the appeals court. A three-judge panel of the Tallahassee-based court said Monday the circuit judge should not move forward with the lawsuit because of a legal concept known as the “ecclesiastical abstention doctrine,” which prevents civil courts from getting involved in such things as theological controversies, church management and disciplinary issues. “We conclude that resolving any claims in Mobley’s … amended complaint would require a court to intrude into church doctrine in violation of the ecclesiastical abstention doctrine,”
said Monday’s ruling by judges Harvey Jay, Allen Winsor and M. Kemmerly Thomas. “Therefore, the doctrine prevents litigation of this dispute and the lower court lacks jurisdiction to proceed.” The ruling in the Mobley case was based on the same reasoning as the May ruling by the 4th District Court of Appeal in the Gallagher case. The Gallagher lawsuit came after series of events that started with allegations in early 2015 that another priest at Holy Name of Jesus Catholic Church in West Palm Beach had shown child pornography to a 14-year-old boy. The other priest, Joseph Palimattom, was arrested, pleaded guilty and was
ultimately deported to his native India, according to the May appeals-court ruling. After the incident involving the other priest, Gallagher was not offered the job of pastor of Holy Name and was reassigned to another parish, a transfer he did not accept. He alleged that the diocese tried to cover up the child-pornography incident and that he was reassigned for not going along. In response, diocese officials made critical public comments about Gallagher, which spurred him to file the defamation lawsuit. The appeals court blocked the lawsuit, saying judges cannot become entangled in church administrative decisions.
PENSION FUND KEEPS POSITIVE STREAK ALIVE By LLOYD DUNKELBERGER THE NEWS SERVICE OF FLORIDA TALLAHASSEE --- Florida’s $160.4 billion state pension fund showed a preliminary return of 8.99 percent for the fiscal year that ended June 30, marking the ninth straight year the retirement fund has shown a positive gain. Ash Williams, executive director of the State Board of Administration, which oversees the fund that pays retirement benefits for teachers, county workers, law enforcement officers, state workers and higher-education employees, said he expects the final number to be even higher. “Preliminary figures for the Florida Retirement System pension plan project returns for fiscal-year 2017-18 just shy of 9 percent,” Williams said. “Fiscal year-end valuations for our private market assets --- real estate, private equity, etc. --- have not yet been posted, which should further improve the return.” The initial estimate, according to the State Board of Administration, was .71 percent above the various indexes and benchmarks the financial managers use to gauge the performance of the investments, which include domestic and foreign stocks, bonds, real estate, other financial instruments and cash. The nine-year positive run began after the fund plunged more than 19 per-
cent in 2008-09 as Florida was dealing with the impact of the Great Recession. Since then, the fund had two years where the return was less than 1 percent, but there were also five years of double-digit returns, including a 13.77 percent return in 2016-17. Over the last 33 years, the fund has only had five negative years and has had 21 years of double-digit returns. The investment return is important because the fund pays out more than $9 billion in benefits to retirees each year. That is only partially offset by some $3.3 billion in contributions from the government agencies that participate in the fund and from active employees, who have been contributing 3 percent of their annual salaries since 2011. The 8.99 percent return helped the fund grow to $160.4 billion as of June 30, which was $6.8 billion higher than it started last July 1, even after accounting for the benefit payouts offset by the contributions. The investment return is also important for the long-term fiscal health of the fund. As of July 1, 2017, independent consultants calculated that the pension fund could pay 84.3 percent of its future obligations, leaving a $28 billion long-term unfunded liability. The ability to pay more than 80 percent of its future obligations puts the Florida pension fund among the upper

Moody’s Investor Service, which gave Florida a top-level credit rating last month, cited the pension fund as a sign of the state’s fiscal responsibility. “The state has also maintained consistently low debt and pension liabilities that compare well with other Aaarated states,” Moody’s said. The state has been taking other steps to make the pension fund more fiscally sound, although independent advisors say it may not be aggressive enough. For the last four years, the state has lowered the “assumed” rate of return on the pension fund, which impacts the annual contribution amounts. Last fall, the Florida Retirement System Actuarial Assumption Conference lowered the projected rate from 7.6 percent to 7.5 percent. That decision came despite an evaluation from independent financial consultants that suggested a more realistic long-term assumed rate of return would be in the range of 6.6 percent to 6.8 percent. A lower assumed rate of return means the government agencies that participate in the fund have to increase their annual pension contributions. Last year’s reduction in the assumed rate resulted in the government agencies paying an additional $178.5 million in the new budget year, including
$66.4 million from the counties, $54.4 million from the school districts and $31 million from the state agencies. In a December letter to state officials, Milliman, the consulting firm that acts as an independent actuary for the pension fund, noted the 7.5 percent projected return “conflicts” with what the actuaries believe “would constitute a reasonable assumption.” The letter said that if the 7.5 percent assumed rate of return drops to an actual 7.1 or 7 percent over the next 15-year period, it would result in an $8 billion to $12 billion increase in the unfunded liability for the pension system. If the 15-year actual rate of return is close to the 6.8 percent assumed rate suggested by the consultants, the unfunded liability could grow by 75 percent, the letter said. State analysts will meet again this fall to review the assumed rate of return for the pension fund, with the likelihood that the conference will again recommend another reduction in the rate. The state pension system includes more than 630,000 active employees, although about 117,000 are enrolled in a 401(k)-type plan rather than the traditional pension plan. School district employees represent nearly half of the active workers, followed by county workers at 23 percent and state workers at 20 percent.
