ust past the Global Learning Academy on North S Street, tucked away beneath a canopy of trees and snuggled between lush greenery is a modest, one-story brick building. Were it not for the sign proudly centered on the front lawn, it would be easy to mistake this building for a residential lot. It looks like a home and in truth, it is. For hundreds of animals including owls, hawks, eagles, turtles, opossums, raccoons and skunks this is home – if not forever, then just long enough to get back on their feet. For 36 years the Wildlife Sanctuary of Northwest Florida has run their operations out of this small building. A network of indoor/outdoor enclosures houses a wide variety of indigenous species who are either recovering from some sort of trauma or ineligible for rerelease into the wild. A crew comprised of a handful of employees and volunteers care for the animals’ every needs. This dedicated group has made it their mission not only to treat injured animals, but also to tirelessly advocate for them through educational programs and outreach. The Wildlife Sanctuary of Northwest Florida is a non-profit organization with permits from the Florida Fish and Wildlife and the U.S. Fish and Wildlife organizations which allows them to operate on the state and federal level. Additionally, they help put on the State Conference for Wildlife Rehabilitators in south Florida every year. The sanctuary’s motto is “Receive, Rehab, Release,” which is highly appropriate given that it boasts a 70 to 75 percent release rate. That is a very high percentage considering that they take in anywhere between 3,000 to 4,000 animals annually. The types of animals they care for varies greatly from season to season. “There are more species of birds than mammals but we do any native wildlife that are injured or orphaned. The spring and summer are the busiest times for us due to more babies being born in those seasons. Of course, hurricanes, tropical storms and floods create many more problems for animals so we are quite

busy with intakes when the weather is difficult,” said Dorothy Kaufmann, the sanctuary director. But who is the hardest hit? Who always gets the short end of the stick? “Babies... baby rabbits, baby songbirds, baby squirrels, baby opossums, baby skunks, baby turtles, baby armadillos, etc.,” said Kaufmann. The sanctuary works in tandem with veterinarian Dr. Tommy Knight from Westside Animal Hospital who volunteers his time on a case by case basis, but otherwise they treat the smaller, simpler injuries themselves. Suffice to say, this crew has its hands full. Animals come in with a litany of problems ranging from broken bones and trauma to intoxication and bacterial infections “A lot of times it will be the juvenile birds—particularly eagles – that get blown out of a nest with storms and they’ll have fractures or that type of thing. Or they can’t get back into the nest so they go to rehab. Some of them can get toxins feeding on dead prey. Eagles are pretty much scavengers. Sometimes in terms of mating behavior there’s fighting and that sort of thing,” said Dr. Knight. The biggest culprit, according to Kaufmann is us. “Environmental changes and trying to co-exist with people seem to be a challenge. We are all sharing the same space, so we have yards and pets, we have roads and cars, we have boats and fishing gear, we use chemicals that deter pests that sometimes affect other animals, we remove trees and bushes

that are sometimes their habitat. Coexisting seems to be a challenge at times,” she said. The good news is, there’s a lot we can do to help. Donations go a long way to maintain their operations. Tax deductible monetary contributions made through Paypal are one way, but the sanctuary’s website also offers a long list of items that can be donated as well. This list includes things like food for the animals such as berries, vegetables, crickets, and meal worms, and more practical household items such as tissues, paper towels, and latex gloves. Any and all of these things support the cost of the sanctuary’s daily operations and keep all of their animals well cared for. Prevention, however, remains one of the best methods to keep our animal friends out of harm’s way, which is why Kaufmann and her crew go to such great lengths to educate the public. The more we know about how to better coexist with wildlife, the fewer accidents they will face. Furthermore, there are many misconceptions about caring for wildlife that Kaufmann and Dr. Knight would like to clear up. “You can successfully put birds back in their nest. The only birds with a keen sense of smell are vultures, so it’s just an old wives’ tale that momma bird won’t take the baby back if you touch it. You can create a make-shift basket to put baby squirrel back up in the tree even if the nest falls. “Loons on the beach look like a large duck and often sit on the shoreline. They really can’t walk well because their legs sit much closer to the back end of their

body and the legs bend differently so they can swim better. This often makes them look like they have broken legs. Gently encouraging them back into the water if people are concerned they are hurt is fine but be very careful; they spear fish for a living so the beak is very sharp,” Kaufmann continued. Kaufmann also added that baby birds should never be fed milk or bread. “Never try to feed any bird or mammal if it is cold. It’s best to put the animal in a box and cover it, then transport to a licensed rehabilitator as soon as possible,” she said. Dr. Knight echoed these sentiments and added, “If you find a fawn that’s by itself and people think that it’s abandoned, a lot of times the mother is waiting around. Sometimes it’s best to just leave them alone. But if you come across any birds of prey, it’s best to call the FWC and let them guide you on what to do. Don’t try to handle it yourself. T h e y ’ r e trained. They do a really good job at the Wildlife Sanctuary. They couldn’t do it without the public’s help finding things and notifying them but going through the proper channels is always the best way to handle it.” The Wildlife Sanctuary of Northwest Florida is open seven days a week from 8 am to 5 pm to drop off injured wildlife. Annual Fenner Ride to benefit Big Brothers Big Sisters of Northwest Florida

West Florida Public Libraries Receives $25,000 Donation Friends of West Florida Public Library donated $25,000 to West Florida Public Libraries for youth programs such as Summer Reading Club supplies and educational performers, and STEAM activities such as WFPL’s robotics, science, art, and engineering programs. Friends of West Florida Public Library is a nonprofit organization founded in 1973. Over the past 40-plus years, the Friends have raised more than $2 million to enhance the programs and services at West Florida Public Libraries such as developing library programs, building new library locations and many other activities.

The Friends raise money through their book stores located inside Pensacola Library located at 239 N. Spring St. and Tryon Branch Library located at 1200 Langley Ave. The Friends also host book sale events throughout the year. WSRE and West Florida Public Libraries to Screen ‘The Great American Read’ WSRE and West Florida Public Libraries invite book lovers to gather for an advance screening of PBS’ fall television series, “The Great American Read,” at 6 p.m., Sept. 4 at the Pensacola Library, 239 N. Spring Street. The screening is a free event and offers library patrons the opportunity to be interviewed on camera for an upcoming WSRE program, “What Makes a Great Book.” There will be door prizes and conversation about the books featured on the film, all of which are in the running to be voted “America’s Best-Loved Novel.” “The Great American Read” is an eight-part television and online series designed to spark a national conversation

about reading and the books that have inspired and shaped us. Hosted by Meredith Vieira, the series will air Tuesdays at 7 p.m. from Sept. 11 to Oct. 23 on WSRE. In the TV series, Vieira will take viewers on a journey across the country to uncover the nation’s 100 most-loved novels, the people who love them and their authors. Throughout the summer, Americans have been reading the books and engaging in the national conversation by participating in local events, visiting the interactive website at pbs. org/greatamericanread and voting for their favorite books from the list of 100. The list comes from a national survey of ordinary Americans. Voting

began with the campaign launch May 22, and will conclude with the series finale Oct. 23 when “America’s Best-Loved Novel” is revealed. Annual Japanese Bon Fest

Last year the Japanese Bon Fest was canceled due to a storm in Gulf, but the fest is back for this year. The 12th annual 2018 Bon Fest will be held at Booker T. Washington High School, 6000 College Pkwy, Sept. 1 at noon to 4 p.m. Taiko Drummers will be back from EPCOT Center. This is a Japanese cultural event for all ages.

Manna’s The Clover Pick A Bowl, Fill A Bowl event slated for Sept. 7 Join Manna in the fight against hunger at their annual fundraiser, The Clover Pick A Bowl, Fill A Bowl. The event hosted by Pensacola State College will be held Sept. 7, from 6 p.m. to 8 p.m., at the Lou Ross Center. This unique event with an artsy twist features the work of local artists, a silent auction, and the fare of local vendors. More than 400 cyclists from around the region are expected to participate in the annual Fenner Ride in Milton, Oct. 20. The century ride, benefiting Big Brothers Big Sisters of Northwest Florida, begins at Guy Thompson Community Center at 5629 Byrom St., Milton. A portion of the ride will be on the Blackwater State Heritage Trail, selected as one of Florida’s most scenic greenways. The ride routes are broken down into four distances of 18, 40, 62 and 100 miles. Early registration is $45 through Oct. 17, $55 thereafter, and includes a T-shirt, rest stops, limited sag support and a post-ride meal. Registration on the day of the ride begins at 6:30 a.m. at Guy Thomp-

the West Florida Wheelmen. A hit-and-run driver killed Dr. Fenner McConnell, a medical examiner for a four-county district in the Panhandle, in 1998 as he rode his bicycle across Bob Sikes Bridge. Matt Wantz was tragically killed while working in a local bike shop. Big Brothers Big Sisters of Northwest Florida has been the area’s leader in one-to-one mentoring for 29 years by serving children ages 6 to 18. Our mission is to provide children facing adversity with strong and enduring, one-to-one relationships that change their lives for the better, forever. Fall Prevention Expo set for Sept. 21

The Santa Rosa County Fall Prevention Expo 2018 will be held Sept. 21 from 8 a.m. till noon at the Guy Thompson Community Center located at 5629 Byrom Street in Milton. At the Fall Prevention Expo you can take advantage of free health screenings and learn more about how to prevent a fall, which is a major issue facing seniors today. In 2017, 2,271 falls were reported as the reason for injuries in Santa Rosa County, which was more than were due to motor vehicle accidents, violence and poisoning added together (1,782). Of the 2,271 fall related injuries 1,541 involved men and women 65 years of age and older, which is an increase of over 300 accidents compared to 2016 in Santa Rosa County. Falls can be very costly to people, especially seniors when you look at the injury itself along with

the possible medical bills, a hospital stay, and other costs associated with the accident. This is why the 2018 Fall Prevention Expo is so important. An opportunity to learn ways to not only improve your balance from health professionals from Santa Rosa Medical Center, but to also reduce the number of risks in and around your home. Members of the Santa Rosa Medical Center staff also will be conducting free screenings for items like blood pressure, breast self-exam education, diabetes education, smoking cessation, weight management, and other individual health related issues. During this year’s expo, seniors will have the opportunity to visit with a variety of local businesses and community organizations designed to help serve the areas older residents. Some of these groups include “Shine,” which serves

the health insurance need of elders, Legal Services of North Florida, American Red Cross, who will be offering all residents free smoke detectors, the Santa Rosa County Emergency Operations Center, who will be handing out information on how to stay safe during times of disasters, Assisted Living Locators, a free community oriented service to assist seniors in locating the best elder care option’s, information and resources available, as well as many other groups. This year the Fall Prevention Expo is hosted by the Retired Senior Volunteer Program and the City of Milton. IHMC lecture series announced IHMC will host a lecture series which will include Richard Kohler and Evan Kovacs on “The Talk: From the Seafloor to the Stars,” Sept. 5 at 6 p.m. A reception will be held at 5:30 p.m. before the lecture and will be hald at 40 S Alcaniz St. Exploring together for over 30 years, Kohler and Kovacs have documented some of the most historically significant shipwrecks and underwater mysteries around the globe, including the RMS Titanic, the USS Arizona and the Andrea Doria. They have filmed and co-hosted 56 episodes of the History Channel program “Deep Sea Detectives” and numerous other documentary films detailing their exploits in uncovering underwater enigmas and natural wonders. In “Seafloor to the Stars” they detail a decade of exploration on the RMS Titanic and the recent discovery and recovery of the Apollo spacecraft’s F-1 engines. Richie Kohler is an author and shipwreck explorer whose 40 years of diving experiences have taken him to all corners of the globe. These exploits have been detailed in documentary films and in a NY Times best-selling book, Shadow Divers, by Robert Kurson. Kohler hosted fifty-six episodes of the popular History Channel program “Deep Sea Detectives” and numerous other television programs detailing his explorations on some of the most famous shipwrecks in the world, including the Andrea Doria, RMS Titanic, and the HMHS Britannic. Utilizing submersibles and cutting-edge diving equipment, Kohler’s focus in underwater exploration has been on the human aspect of shipwreck tragedies, correcting fractured or missing history and in doing so, providing answers and closure to family members. Locating and identifying lost warships such as the USS Murphy, USS Lagarto, U-215 and U-869 and reaching out to these people has been the real reward in shipwreck exploration. Kohler’s recent work on a forgotten WWII submarine battle helped bring posthumous recognition to American Naval Captain in an award ceremony at the US Pentagon.

A fellow in the Explorer’s Club, Kohler continues to lead expeditions worldwide in search of lost ships and the mysteries they hold. He has written numerous magazine articles about shipwrecks, deep diving and diver safety and in 2017, published his first book, Mystery of the Last Olympian detailing a decade of work on Titanic’s sister ship Britannic. Over the years he has made numerous presentations at schools, libraries, diving conventions and symposiums promoting diving safety, education and awareness. Evan Kovacs a world class diver, passionate explorer, and perpetual imaginer, began his work with subsea imagery in 2003 while working with the History Channel. He is one of very few people to film – in both 2D and 3D – the RMS Titanic and her sister ship, HMHS Britannic. Over the course of his career, he has participated and led expeditions to survey and film wrecks, caves, and archaeological sites across the United States, to the islands of the South Pacific, the English Channel, the jungles of Mexico and the Dominican Republic, the D-Day beaches of Normandy, the Mediterranean, Thailand, Antarctica. His underwater and topside work can be seen on National Geographic, History Channel, Discovery Channel, PBS NOVA, CBC, NHK, and elsewhere. In 2009, he was nominated for an Emmy in videography for the NOVA program Lost and Found: Legacy of the USS Lagarto and in 2013 was underwater cinematographer and camera engineer on the Apollo 11 Rocket Engine Recovery with Jeff Bezos. Since 2006, he has partnered with the Woods Hole Oceanographic Institution Advanced Imaging and Visualization Lab to build and operate imaging systems for filming both above and below water for broadcast television, archaeological expeditions, and esteemed research institutions around the world. He has filmed around the world with numerous the deep submersibles like Alvin, the Pisces submersibles, Tritons and numerous remotely operated vehicles (ROVs).

More than 23,000 businesses in Escambia County to receive renewal notices Scott Lunsford, Escambia County Tax Collector, announced his office mailed Business Tax Receipt (BTR) renewal notices to 23,700 businesses in Escambia County. Businesses may renew their BTRs anytime between now and Sept. 30 without penalty. E-checks and credit cards can be used for online transactions. “Online renewals and our new Business Tax Express option make renewing and purchasing BTRs easier than ever,” Lunsford said. “Renewing and applying online is easy and secure, and there is no wait time.” “There are many new online options for business owners,” Lunsford continued. “Our goal is to provide multiple options in an ongoing effort to meet and exceed the customer service expectations of the citizens we serve. We understand that our customers’ time is valuable and feel that by offering convenient online options for application, payment and updating, we help alleviate some of the time constraints on them – it’s a win-win for both of us.” Businesses also can make payments by mail or at one of four convenient offices. Additionally, business owners are encouraged to take advantage of the installment plan for tangible personal

property tax payments. By utilizing this plan, business owners with a tangible personal property tax bill of at least $100 can make four quarterly payments instead of one lump sum payment. Each quarterly bill will receive a different discount for early payment, as prescribed by Florida Statutes. The quarterly payments are due by the last day of June, September, December and March. Businesses can apply online until April 30, 2019 for the 2019 installment plan. “The installment program not only helps ease the financial burden on taxpayers by allowing them to spread out the payments, it also provides a discount for making payments on time,” Lunsford said. Customers who do need to visit the offices can join the line online at EscambiaTaxCollector.com and manage their time their way. Citizens select an office location and type of service, receive a message with approximate service time and then continue their regular activities until the service time approaches. Sixteenth annual Vettes at the Beach Join Corvette lovers for a welcome dinner and a weekend of fun in the sun on Pensacola Beach at the Miracle Strip Corvette Club’s 16th annual “Vettes at the Beach” Corvette car show, Sept. 7 through 8. Baths offered by Humane Society Bowser needs a good, long bath and a flea treatment to get through the dog days of summer. The Pensacola Humane Society continues its 2018 doggie bathe-in season Sept. 15, from 9 a.m. to 2 p.m. Bathe-ins offer low-cost dog bathing and flea dips during the warm weather season, and groomings are available on a first come, first served basis. Nail trims will be available for $5 between noon to 2 p.m. during the bathe-in. Events are held the third Saturday of the month until October. The last day will be Oct. 20. STATE COLLEGES POISED TO SEEK FUNDING BOOST By LLOYD DUNKELBERGER NEWS SERVICE OF FLORIDA TALLAHASSEE – Without a tuition increase in more than five years and little growth in state funding, Florida’s state and community colleges are seeking more than $220 million in new money for next academic year. The college system, which includes 28 schools across the state, outlined the funding request this month to the Florida Board of Education. The board is scheduled to vote next month on the budget request, which will be considered during the 2019 legislative session, which starts in March. The largest funding request includes $125 million for “workforce” initiatives aimed at helping students earn degrees in areas related to health care, manufacturing, logistics, aviation, finance and other high-demand professions. Another $87 million will go toward “student success” programs, including increasing the number of academic counselors and tutors on campuses. Some larger colleges now have a ratio of 800 students for each counselor, far above the recommended standard of 450 to 1, according to the proposal. Funding would also be used to improve technology to help guide students in their academic choices, keep them on track and help them graduate on time, according to the proposal. The colleges are asking for a $10 million increase in funding for programs that help students earn industry certificates targeted toward local workforce needs. It would bring funding to a total of $20 million for the certificate program. And the colleges are asking to continue $60 million in performance funding that is distributed to the schools each year based on benchmarks such as graduation and retention rates and salaries earned by graduates. The request totals $292 million for the 2019/2020 academic year, with $222 million in new funding. College leaders say the increase is necessary, given the lack of state funding increases or higher tuition in recent years. This year, the colleges are operating with a $2.02 billion budget, including $1.23 billion in state funding and $792 million in tuition, according to the state Department of Education. But that is a decrease compared to the funding peak in 2016-2017, when state funding was $1.24 billion, and tuition generated $812 million. Another way to look at it is per-student funding, which is $6,296 this year,

down from $6,391 in 2016/2017, or a drop of $95 per student, according to the DOE data. Ava Parker, president of Palm Beach State College and the head of the system’s Council of Presidents, said the budget request is similar to what the colleges asked for in the 2018 legislative session. “Our needs continue to be the same, but they have been exacerbated because they have gone unattended for a while,” Parker said in an interview with The News Service of Florida. “We are doing the best that we can to ensure a quality academic experience … but it’s very difficult for us to meet the needs of our students and their families and the needs of our communities when we don’t have the funding necessary to keep pace,” she said. Parker said the funding crunch has forced colleges to put programs “on the backburner” or to leave waiting lists for programs unaddressed. At her school, Parker said additional funds would allow her to start a longanticipated program for physical-therapy students. “We have had to continuously say no to that because we haven’t had the resources to support it,” she said. Another need is addressing a waiting list for students seeking to enroll in nursing programs, which are also a high-demand workforce need, she said. One factor in the college-system budget is the counter-cyclical nature of the enrollment. When times are bad and jobs are scarce, more students enroll in the colleges, seeking to improve their job skills in a tight employment market. When the job market improves, fewer students enroll or those who enroll may be part-time rather than full-time. Florida’s colleges hit an enrollment peak of about 880,000 full- and parttime students in 2009 and 2010, when the impact of the last major recession was being felt. The current estimate is about 720,000 students in the system. Measured as the number of students representing the equivalent of a full-time student, there are about 321,000 students, down from a peak of 375,292 “full-time equivalents” in the 2010/2011 academic year. The decline in enrollment is one of the factors, in addition to the freeze on rates, in why tuition support has diminished. It is down more than $100 million since 2011/2012, according to the DOE data. Florida also has lower tuition than most other states. The state’s $3,243 in annual tuition and fees ranked 39th among the 50 states and was $327 below the national average.

But in lieu of an opening statement, Tallahassee attorney Steve Ecenia announced that Magellan Complete Care was voluntarily dismissing its challenges. Details were not immediately available, but a settlement agreement will include a Medicaid award for Magellan, Ecenia told The News Service of Florida. The settlement agreement won’t impact the challenges filed by the AIDS Healthcare Foundation and the South Florida Community Care Network. State lawmakers in 2011 approved an overhaul of the Medicaid program that requires most beneficiaries to enroll in HMOs or other types of managed-care plans. AHCA launched the program in 2013 after signing five-year contracts with health plans across the 11 regions. It began reprocurement efforts in 2017, issuing an invitation to negotiate with managed-care plans that want new five-year contracts. After months of reviews and negotiations AHCA announced the 13 managed care plans it intends to contract with. In aggregate, the five-year contracts are expected to be worth about $90 billion, one top-ranking Medicaid official has said. That number could be low, though, because the program, which provides health care to more than 3.2 million Floridians, has cost the state more than $25 billion annually.

JUSTICES SEND BALLOT FIGHT TO LOWER COURT By JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE – The Florida Supreme Court Aug. 28 sent to a lower court a lawsuit that seeks to prevent six proposed constitutional amendments from going on the November ballot. Justices tried to make clear they were not ruling on the underlying issues in the case, saying in an order that the transfer to Leon County circuit court “should not be construed as an adjudication or comment on the merits of the petition.” But the order, along with a decision against holding oral arguments, means that the Supreme Court will not immediately take up the dispute. Plaintiffs, including former Supreme Court Justice Harry Lee Anstead, filed the case Aug. 14 as a challenge to six proposed constitutional amendments placed on the November ballot by the Florida Constitution Revision Commission. The challenge is based on arguments that the commission improperly tied together unrelated issues in single ballot proposals. Attorney General Pam Bon-

di’s office, however, filed a response last week calling on the Supreme Court to reject the case. Among the arguments raised in the response was that the plaintiffs had not offered a “compelling reason” why the case shouldn’t follow a rule of being filed in circuit court. “That rule serves a broad range of policies conducive to the proper administration of justice,” Bondi’s office argued. “For example, it affords this (Supreme) Court the benefit of at least one carefully con-

sidered lower court decision addressing the same issues; allows for the creation of a fully developed record facilitating this (Supreme) Court’s review of that lower court decision; and ensures that Florida’s highest judicial authority will not be tasked with resolving important questions of law until the issues presented have already been clarified and refined by multiple rounds of adversarial briefing, including briefing supplied by interested non-parties.” The Supreme Court order

Tuesday did not explain justices’ reasoning for sending the case to the lower court. The 37-member Constitution Revision Commission meets every 20 years and has unique power to place proposals on the ballot. The commission this spring approved eight amendments for the November ballot, though the proposals have faced a barrage of legal challenges. The case filed Aug. 14 on behalf of Anstead and fellow plaintiff Robert J. Barnas challenged six of the eight proposals and alleges that they violate voters’ First Amendment rights by tying together unrelated issues. The case raises the specter of voters having conflicting views of issues in the same ballot proposal --- for example, on a ballot proposal that combines a ban on offshore oil drilling with a ban on vaping or using electronic cigarettes in workplaces. “This is logrolling and a form of issue gerrymandering that violates the First Amendment right of the voter to vote for or against specific independent and unrelated proposals to amend the Constitution without

paying the price of supporting a measure the voter opposes or opposing a measure the voter supports,” the case said. “This (Supreme) Court has acknowledged that the right to vote is a fundamental right that may not be abridged in the absence of a compelling and narrowly drawn state interest.” But Bondi’s office argued that such arguments don’t have a basis in legal precedents or history. “Moreover, even if the First Amendment included the right petitioners’ claim, the CRC had an entirely rational basis for bundling some of the amendments for inclusion on the 2018 general election ballot,” Bondi’s office argued in the response last week. “According to election officials, long ballots often discourage citizens from voting at all, and if the CRC had listed all the proposed amendments separately, there would appear 25 questions on the ballot this fall. … In other words, the CRC acted reasonably and with the proper intention of minimizing ballot fatigue when it decided to bundle proposed constitutional amendments.”

DOUBLE-DIGIT CUT PROPOSED FOR WORKERS’ COMP RATES By JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE – With the effects of two closely watched legal decisions still playing out, Florida businesses could see a double-digit reduction in workers’ compensation insurance rates in 2019. The National Council on Compensation Insurance, which proposes rates each year for workers’ compensation insurers, made a filing Monday with Florida regulators that calls for an average 13.4 percent rate decrease starting in January. The Florida Office of Insurance Regulation will review the details of the proposal and decide whether to approve the cut or request changes. But if approved, the reduction would follow a 9.5 percent decrease that took effect this year. Bill Herrle, executive director of the National Federation of Independent Business in Florida, called Monday’s proposed rate cut “great news.” “Lower workers’ comp rates equals a direct reduction in small business owners’ expenses, which means big things for growth,” Herrle said in a prepared statement. “Small business owners are reporting record high levels of optimism, according to NFIB’s Small Business Optimism Index, and news like lower workers’ comp rates fuels their confidence.” The Office of Insurance Regulation said Tuesday it will hold a public hearing on the proposal in October.

“As always, OIR will review the filing to ensure the proposed changes are not excessive, inadequate or unfairly discriminatory and evaluate its potential effects on the insurance marketplace and employers, who are required by law to carry this insurance on their employees,” the office said in a statement. In an overview of the filing, the National Council on Compensation Insurance, or NCCI, said the proposed rate decrease is in line with trends in other states. “Consistent improvement in loss experience is the primary driver underlying the filing. More specifically, the long-term decline in claim frequency has continued to more than offset moderate increases in claim severity,” the overview said. “This has resulted in continued downward pressure on the overall average rate level need and is consistent with trends across most NCCI states.” Workers’ compensation rates have long been a controversial issue in Florida. The debate was rooted, in part, in a 2003 overhaul of the workers’ compensation system by then-Gov. Jeb Bush and the Republican-controlled Legislature. Florida businesses at the time faced some of the highest insurance rates in the country. The overhaul, which included strict limits on attorneys’ fees and other changes, ultimately led to a 60 percent drop in insurance rates. But groups such as plaintiffs’ attorneys and labor unions argued the 2003 changes unfairly reduced

benefits for injured workers and effectively took away legal rights. The Florida Supreme Court in 2016 issued two key rulings, including in a case known as Castellanos v. Next Door Company where justices said the limits on attorneys’ fees were unconstitutional. The other case, known as Westphal v. City of St. Petersburg, sided with an injured firefighter in a dispute over benefits. Business groups argued that the Castellanos decision would dramatically increase litigation and drive up costs and urged lawmakers to take up the issue. While lawmakers have not made changes sought by the business groups, insurance regulators in 2016 approved a 14.5 percent rate hike that was heavily based on the Castellanos decision. But in the filing Monday, NCCI said the full effects of the Supreme Court decisions could take years to play out. The filing is based on what are known as “policy years’ 2015 and 2016, and about half of the data used in the filing relates to policies that became effective after the Supreme Court decisions. “NCCI believes the Castellanos and Westphal decisions are now exerting upward pressure on system costs, and they will continue to influence Florida workers compensation insurance rates,” the overview said. “Policy year 2017 will be the first full policy year post-Castellanos; however, the full effects of that decision will not materialize for several years to come.”

Greek-Style Roasted Sweet Potato Salad Prep time: 15 minutes Cook time: 30 minutes Total time: 45 minutes Servings: 8 Red Wine Dressing: 1/4 cup Filippo Berio Extra-Virgin Olive Oil 2 tablespoons Filippo Berio Red Wine Vinegar 2 tablespoons chopped fresh parsley 1 teaspoon honey 1 clove garlic, minced 1/4 teaspoon salt 1/4 teaspoon pepper Roasted Sweet Potato Salad: 3 tablespoons Filippo Berio Extra-Virgin Olive Oil 1 tablespoon Filippo Berio Red Wine Vinegar 1 teaspoon dried oregano 1/2 teaspoon dried mint 2 cloves garlic, minced 1/2 teaspoon salt

1/4 teaspoon pepper 2 pounds sweet potatoes, sliced into 1/2-inch rounds 1 cup shredded romaine lettuce 1 tomato, chopped 1/3 cup sliced pitted Kalamata olives Heat oven to 400 F. To make Red Wine Dressing: Whisk together olive oil, vinegar, parsley, honey, garlic, salt and pepper. To assemble Roasted Sweet Potato Salad: Whisk together olive oil, vinegar, oregano, mint, garlic, salt and pepper; toss with potatoes until well-coated. Arrange in single layer on parchment paper-lined baking sheet. Roast about 30 minutes, or until golden brown and tender. Arrange sweet potatoes on serving platter. Top with lettuce, tomato and olives; drizzle with dressing. Tips: For traditional Greek flavor, sprinkle with crumbled feta cheese before serving. Alternatively, cut sweet potatoes into wedges.

Honey Dijon Vinaigrette: 2 tablespoons Filippo Berio White Wine Vinegar 1 shallot, minced 1 tablespoon finely chopped fresh tarragon 2 teaspoons Dijon mustard 2 teaspoons honey 1/4 teaspoon salt 1/4 teaspoon pepper 1/4 cup Filippo Berio Extra-Virgin Olive Oil Green Bean, Asparagus and Goat Cheese Salad: 1/2 pound green beans, trimmed and cut into 1-inch pieces

1 tablespoon chopped fresh tarragon (optional) Heat oven to 400 F. Season salmon with salt and pepper; place on parchment paperlined baking sheet. Whisk together vinegar, honey, mustard, garlic and chili pepper flakes; brush over salmon. Bake 18-20 minutes, or until fish just starts to flake easily with fork. Sprinkle with chopped tarragon, if desired. Tips: Substitute maple syrup for honey, if desired. Omit chili flakes and season with freshly ground pepper.

1/2 pound asparagus, trimmed and cut into 1-inch pieces 6 cups baby arugula 1/2 cup crumbled goat cheese 1/4 teaspoon salt 1/4 teaspoon pepper 1/4 cup diced sundried tomatoes in oil 2 tablespoons chopped fresh chives To make Honey Dijon Vinaigrette: Whisk together white wine vinegar, shallot, tarragon, mustard, honey, salt and pepper; whisk in olive oil. To assemble Green Bean, Asparagus and Goat Cheese Salad: In steamer basket, steam green beans and asparagus 3-5 minutes, or until tendercrisp. Rinse under cold water and drain well. Transfer to large bowl; add arugula and goat cheese. Season with salt and pepper. Toss salad with vinaigrette. Garnish with sundried tomatoes and chives. Tip: If desired, omit green beans and double asparagus.
