Women Athletes to Community Leaders By Kaitlyn Peacock
Pensacola has its sports darlings, the Blue Wahoos, the Ice Flyers and more recently the UWF Argonauts, but men are not the only ones leading the way in sports. Both the University of West Florida and Pensacola State College lead the way for women’s sports in Pensacola, and they represent the city just as well as the professional teams. In 2012 alone, UWF’s women’s soccer team won the NCAA Division II Championship and PSC’s women’s basketball won the FCSAA/NJCAA Region VIII Championship, both major wins for the local schools. “We’ve been in the forefront of women’s athletics since 1980,” PSC Athletic Director Bill Hamilton said. “Especially here, in Pensacola.” Along with previous wins and awards, both schools had teams advance to their respective championships in 2017, but lost their matches. Even so, the continued representation of Pensacola at the regional, state and nation-wide championships speaks to the quality and commitment of the school teams. UWF has an impressive array of women’s sports, from their team sports like soccer and basketball, to individual sports like swimming, diving, tennis and many others. Meanwhile, PSC has five sports team, three of which are women’s sports; basketball, softball and volleyball. The ratio of women to men’s sports, three to two, is
a unique feature of the school, one that Hamilton was proud to bring attention to and has previously been praised by Title IX officials. Although the athletes are among some of the best in their sports, there is an additional layer to their workload: education. “There’s a three part emphasis that the NCAA puts on division two schools, from athletic

Yelton has a simple coaching philosophy that she tries to instill in all her athletes: “We want our (student athletes) to have a championship mentality for their overall life,” she said. And, along with being champions, Yelton likes to remind them to enjoy their time. “I tell our recruits and athletes, you only get to be a student athlete one time,” she said. “I may be coaching for twenty to thirty more years, but this is their time.” The colleges also provide a unique environment for women
to grow and learn in a changing society. In the wake of #MeToo and other women-empowering social movements, the next generation of women are stepping into a world different from one just a few years ago. The sports teams of both schools help to develop women who will soon become leaders in the changing community. “The children who get to meet some of our athletes, whether they know if they’re an All-American or a National Champion or the last person on the bench, I don’t think that really matters,” Henry said. “They just like to be able to spend time with them and most of our athletes are usually just really open and engaging. When I’ve been on visits around the community with different teams, it opens my eyes a little more to think that, yeah, these are role models for youth in the area.” The development and growth of the students, along with winning games and championships, remains a top priority for the schools. College has always been a major transitional period for students, a place where everyone can stretch their wings and prepare themselves for the wider world, or even create strong bonds in the local community. “The mission is to get them to move on,” Hamilton said. “This cannot be the destination, because if it is, (the student athletes) have picked the wrong place.”

Being a leader and mentor to her athletes was very important, Yelton stressed. Creating trust and being transparent were her ways of getting the students to pay attention and really learn from her, to help her be a better mentor. “You have to be transparent,” she said. “That is our biggest way of helping someone in their life, to let them into your life… Be who you are, but be transparent about who you are. You have to be genuine and honest.” While the students grow and learn, the staff who train them, work with them, watch them grow, have a sense of pride in seeing the leaders coming from their own schools. “Just the way they represent the university,” Henry said. “When we’ve hosted our Hall of Fame banquet, or even when we have our end of the season student athlete-donor dinner awards banquet, you’re so used to seeing them at practices, at games and doing interviews and then to see how they go on in their professional lives and become leaders in their communities … that’s the most enjoyable thing. To see how they mature.” When all is said and done though, Yelton had a very simple and perhaps overlooked philosophy when it comes to athletes, women or men, that can be followed anywhere, no matter who you are. “When one coach or team wins, we all win,” she said.

Escambia-Santa Rosa Bar Association announces new executive director Jeff Nall The Escambia-Santa Rosa Bar Association announces the recent selection of Jeff Nall as its new executive director. He succeeds Michael Doubek, who is retiring in October. Nall is responsible for working with the association’s officers and council to establish organizational strategic plans and priorities including initiatives to enhance membership, develop non-dues revenue opportunities and offer robust programs and activities. He is also responsible for the daily operations and fiscal management of the association. “Jeff has a wealth of experience and fresh ideas for leading the association into what promises to be a bright future,” Jodi D. Cooke, chair of the executive director search committee, said. “We are very excited to see what the next chapter holds.” Nall earned a bachelor’s degree in Business Administration from the University of Arkansas and a mas-
ter’s degree in Strategic Communication and Leadership from the University of West Florida. He also holds a certificate in Non-Profit Management from the Whitman Center for Public Service and the voluntary professional credentials of Accredited in Public Relations, Certified Public Relations Counselor and Professional Certified Marketer. Nall is actively involved in professional associations, civic organizations and the community. His volunteer leadership roles include having served as state president of the Florida Public Relations Association, a statewide professional organization comprised of public relations practitioners, and president of Pensacola Five Flags Rotary. Andrews Institute receives state appropriation for regenerative medicine research
The Andrews Research & Education Foundation (AREF) at Andrews Institute for Orthopaedics and Sports Medicine recently received a one million dollar grant from the State of Florida to support regenerative medicine research endeavors. The state appropriation was approved in May of 2018 and became available at the start of the fiscal year that began July 1. The funding will support hiring personnel and purchasing equipment for the Andrews Institute Regenerative Medicine Center, a facility built in 2016 to pioneer regenerative medicine treatments. New and ongoing regenerative medicine research studies will continue because of this grant. Regenerative medicine at Andrews Institute refers to the utilization of biology-based treatments aimed at the repair and healing of injured tissues. Currently, this is limited to treatments using tissues from the patients themselves, including blood-based and bone-marrow based treatments as well as stem cells mobilized to the patient’s blood stream. “I feel that the state of Florida supports our vision to provide leadership in testing regenerative medicine treatments and proving their value,” Adam Anz, M.D., orthopaedic surgeon and sports medicine specialist at Andrews Institute, said. “We have a track record of success in these kinds of studies. Our goal is to build evidence to help give patients clear, transparent statements
about regenerative medicine.” While industry support for research studies is critical, the independent funding from the state of Florida will provide Andrews Institute physicians with flexibility to pursue research questions that may not have been supported otherwise. “Industry is motivated, as we are, to help improve treatments for patients, but sometimes industry-funded research is limited by the bottom line,” Dr. Anz said. “However, this state funding gives us the freedom to push research directions and questions.” The contract for the funding will be between AREF and the Florida Department of Health. It will outline required deliverables including hiring personnel, institutional review board (IRB) approvals and patients enrolled in studies. “This funding will help us be a beacon of light in the regenerative medicine fog,” Dr. Anz said. “Currently, regenerative medicine is a foggy place. There are a lot of unknowns and unsupported claims. We need to be a driving force in clearing the fog so that we know what works and what doesn’t work.” The state appropriation will provide necessary funding to maintain and develop the Regenerative Medicine Center at Andrews Institute, and it will support new and ongoing research that will provide clear evidence for use of regenerative medicine procedures effectiveness.
BOCC approves RFP for spec building at I-10 Industrial Park On July 26 the Santa Rosa County board of county commissioners gave staff approval to advertise a request for proposals (RFP) for the construction of a 50,000 sq. ft. spec building in the Northwest Industrial Park at I-10 to attract more industry to the county. “One of the key insights we have learned is that due to lack of quality, large industrial space, many companies/site selectors are not considering Santa Rosa County,” Shannon Ogletree, economic development di-
rector said. “Additional product is needed to separate us from other counties located in northwest Florida, south Alabama, and other areas of the southeast and the construction of a 50,000 sq. ft. facility will be part of that separation factor.” The “Building a Better Santa Rosa County” strategic plan from Garner Economics recommended construction of an industrial shell building, no less than 50,000 sq. ft. and expandable to 100,000 sq. ft. with ceiling height of no less than 32 ft. This design would

allow for distribution/logistics firms to stack pallets and with proper design, the building would be multi-functional to crossover to different industry sectors. Staff will advertise an RFP for a developer to construct a building of this type, backstopping the lease payment of five to seven years if no tenant is found to occupy the facility. NSA official headlines inaugural Southeast Cybersecurity Conference Experts will collaborate to advance cybersecurity education at the inaugural CAE Southeast Cybersecurity Conference, where NSA National Cryptologic School Provost Diane M. Janosek will deliver the keynote address. The SECC is organized by the University of West Florida Center for Cybersecurity, which is based in Pensacola and serves as the National Center of Academic Excellence Regional Resource Center for the Southeast U.S. The conference is sponsored by the NSA and Department of Homeland Security and will be held on July 26-27 at the Renaissance Orlando at SeaWorld. “Cybersecurity, without a doubt, is critical to our security and economic prosperity. The conference will bring experts together to advance cybersecurity education and enhance opportunities for collaboration. The SECC includes faculty professional development sessions on cybersecurity, collaboration and networking sessions, and CAE designation
application and curricular mapping workshops. generating system because it will be operated more often than other, less efficient units, thereby displacing the use of those units across FPL’s electrical power generation system,” Sellers wrote. “Stated another way, because Unit 7 will be a significantly more efficient electrical power generating unit – meaning that it will produce more electricity per cubic foot of natural gas than FPL’s less efficient units – it will be operated more frequently than FPL’s less efficient units, resulting in reduced consumption of natural gas on a system-wide basis.” Sellers’ recommended order came three days after Department of Environmental Protection Secretary Noah Valenstein signed a final order approving certification of the Seminole
Electric Cooperative plant in Putnam County. Valenstein had the authority to sign the order without the issue going to the governor and Cabinet because the project was not contested before an administrative law judge. Seminole Electric Cooperative, which supplies electricity to cooperatives throughout the state, plans to build a naturalgas plant and tear down one of two smaller coal-fired plants at the Putnam County site. While Valenstein approved the certification, the Public Service Commission’s approval of a determination of need for the Putnam County project drew legal challenges last month. Those challenges are pending at the Florida Supreme Court, according to court dockets.

TALLAHASSEE – Florida moved from worst to first in a new federal survey of job creation released Wednesday. The U.S. Bureau of Labor Statistics reported that Florida had a net gain of 214,372 private-sector jobs in the last three months of 2017. It was the largest net gain of jobs by any state, according to the federal data. It also stood in contrast to the federal agency’s last quarterly report on “business employment dynamics,” which showed Florida leading the nation in net private-sector job losses in the third quarter of 2017, with a decline of about 134,000 jobs. Economists and state officials attributed Florida’ job losses during the third quarter to the impact of Hurricane Irma, which struck the state in September. They predicted Florida’s job growth would likely rebound, which was verified in the new report. The survey measures net job creation over a three-month period by comparing businesses that expand or open against businesses that contract or close. The new report underscored the nature of Florida’s post-hurricane recovery, with the 214,372 net jobs created being the state’s largest quarterly total based on the federal agency’s data dating to 1992. TALLAHASSEE – With Florida’s back-to-school sales tax “holiday” starting Friday, some retailers may face an enthusiasm dip as laptops and other electronics are not on the discount menu. But as giant retailers such as Walmart and Target offer their own wide-ranging discounts, state economists and industry lobbyists don’t foresee much difference from past years as parents and other shoppers are still expected to rush out for a weekend of savings on clothes, footwear and school supplies. “Without technology, I think some of those retailers may not push it as hard. But we still expect it to be popular,” said James Miller of the Florida Retail Federation. “It’s always one of the biggest things we hear about from our members and from the consumers.” The three-day tax holiday, which will run from Friday through Sunday, will allow shoppers to avoid paying state and local sales taxes on most clothes and footwear costing $60 or less and school supplies that cost $15 or less. However, this will be the second time in six years that electronics are not in the offering. Early proposals this year in the Legislature would have offered a 10-day holiday, as requested by Gov. Rick Scott, with taxes lifted on the first $1,000 of the cost of personal computers and related acces-

Florida’s job growth at the end of last year was in line with the nation. The Bureau of Labor Statistics reported a net gain of nearly 1 million private-sector jobs across the country in the fourth quarter of 2017. That compared to an earlier report that showed for the first time since 2010 more jobs were lost in the third quarter of 2017 than were created, with a net loss of some 140,000 jobs. The new report showed 49 states gaining private-sector jobs in the last quarter of 2017. The third-quarter report showed Florida and 26 other states losing jobs. Florida, the nation’s third-largest state, also compared well with its big-state rivals in the new survey. Only California, with the creation of more than 1 million private-sector jobs, outpaced Florida. But the nation’s largest state lagged Florida in net job gains for the quarter, with 134,282, according to the federal data. Texas created over 641,000 jobs in the fourth quarter of 2017, with a net gain of 103,721 jobs. New York had a net gain of more than 26,000 jobs, based on a total of 483,363 new jobs. Alaska was the only state with a net job loss in the fourth quarter of 2017, losing slightly more than 2,000 private-sector jobs, according to the federal data.

And a proposal to extend the tax discount to computers was cut. An estimate from state economists doesn’t indicate the exclusion of computers from the tax holiday will alter the plans of families getting ready for the August start of the school year. The holiday this year is projected to save shoppers $32.7 million, reducing state revenue by $26 million and localgovernment revenue by $6.7 million. In 2017, when laptops were on the discount list, the overall savings stood at $33.4 million. Miller said retailers will push for electronics to be included in any back-toschool discount period considered during the 2019 legislative session. Lawmakers vote annually on the holiday, which has almost come to be an anticipated shopping period. The state has offered the school tax holiday 16 times since 1998. The discount period went away a decade ago during the recession. Since being revived in 2010, it has been held annually. Other than in 2015, when the discount period was extended to 10 days, the holiday has lasted for three days.
SCHOOL ENROLLMENT TO SEE SLOWDOWN IN 2019/2020 By LLOYD DUNKELBERGER THE NEWS SERVICE OF FLORIDA TALLAHASSEE – Enrollment in Florida’s public schools is projected to grow by fewer than 17,000 students in the 2019/2020 academic year under a forecast approved Tuesday by state analysts. The projected increase for 2019/2020 is not as robust as in prior years, in part, because of the expansion of voucher-like scholarship programs that could send more students to private schools. The new forecast shows 2.86 million students attending Florida’s prekindergarten-throughhigh-school system, up from the estimated 2.84
million students who will attend public schools during the 2018/2019 academic year. That reflects a projected increase of 16,943 students, or a 0.6 percent increase in total enrollment. For comparison, K-12 enrollment for the 2018/2019 school year – which will see children return to classes next month – represented an increase over the prior year of some 20,127 students, or a 0.7 percent increase. State analysts meet periodically to project enrollment for future years. Lawmakers use those projections in making budget decisions. A factor in the slowdown of enrollment growth is new laws that
will expand the use of publicly funded scholarships that allow students to attend private schools. Among them is the newly approved Hope scholarship program, which will allow students who are victims of bullying or other violence to transfer to private schools. When fully enacted in the 2019/2020 academic year, analysts project the Hope scholarships could result in a reduction of more than 6,400 students who would otherwise attend public schools. The new laws will also allow businesses for the first time to voluntarily shift sales taxes they normally would pay on commercial leases to help fund two other voucherlike scholarship pro-
grams. The change is expected to initially increase the number of low-income students using Florida Tax Credit scholarships, which historically have been funded by tax credits related to corporate income taxes, insurance premium taxes and several other state taxes. In the longer term, the new sales-tax credits on commercial leases will be used to increase the number of students using Gardiner scholarships, which provide education options and services to disabled students. But while the new forecast showed a slowdown in the 2019/2020 enrollment growth, the annual increase is projected to rise above 27,000 students
in both the 2020/2021 and 2021/2022 academic years. It is projected to drop down to just under 21,000 students in 2022/2023. Another forecast trend shows an increased use of dual-enrollment programs, which allow highschool students to take classes at nearby colleges and universities or to take college-level classes at their schools. A projected 29,818 students are expected to take dual enrollment classes in 2019/2020, a 36 percent increase from the 21,890 students who took those classes in 2016/2017. The forecast shows continued growth in the program, reaching just under 43,000 students by the 2023/2024 academic year.
Analysts attributed the increase in dual enrollment to demographic trends in the K-12 system, with larger classes in middle schools eventually moving into the high schools. For instance, this year’s 206,000 12th-graders will graduate in the spring, with an eighth-grade class of more than 218,000 students moving into high schools next fall, the forecast showed. The K-12 enrollment forecast was approved as part of conference process including the Legislature’s Office of Economic and Demographic Research as well as representatives from the House, Senate, the governor’s office and the Department of Education.
