Helping waste clients meet obligations

European and national environmental legislation impose stringent legislative controls over a wide range of industrial and commercial activities. The legislation requires operators of ‘regulated facilities’ to obtain the appropriate permit to operate or discharge substances to air, water or land. The aim of the legislative regime is to protect the environment and to promote best practice in the operation of the regulated facilities.

Assisting Planning and Construction through permitting and licensing

Our teams have many years of experience in supporting planning applications, obtaining environmental permits, and supporting the construction of regulated facilities in the most costeffective way. We work with operators to provide permit compliance by environmental monitoring and reporting services. In addition, our analyses supports validation operational issues by ensuring compliance with waste acceptance procedures and practices.

Client Due Diligence

We prepare permit variations to comply with changing legislational operational practices and to facilitate change of operator through permit transfers. Our environmental monitoring data can also feed into risk assessment and management strategies to ensure compliance with the permit licence. These monitoring services can form the basis of the eventual permit surrender application.

Heathrow Airport Expansion

A ‘first class’ approach to expanding one of the busiest airports in the world

Our Role

Our team was appointed to provide environmental assessment, permitting support for the project as well as landfill remediation and design. The Heathrow Expansion Programme is a £14bn project to construct a third runway and new taxiways linking it to the rest of the airport complex, a new terminal building and satellite, additional stand areas, newairport gateways, carparks and other associated infrastructure. It will involve re-routing the M25, diversion of rivers and substantial earthworks to achieve.

Solution

We provided advice on the remediation of three existing permitted landfill sites located along the line of the proposed new runway and to design and support the permit applications for four new landfills. The new runway is to be constructed on top of three pre-existing landfills posing complex remediation and foundational design issues. The existing leachate and landfill gas control systems needed to be replaced and a new capping system installed.

The four new landflls are being designed to EU/UK standards and need to take account of their close proximity to a working airfield with associated access restrictions. Our Waste team were subcontracted to Jacobs who were appointed as lead earthworks consultant for the project. Our role in this project was multi-disciplinary with our consultants providing a full range of services; earthworks design, site investigation support, hydrogeological risk assessments, stability risk assessments, air quality assessment, design of landfill gas, leachate and odour control systems, environmental monitoring, regulatory compliance and advice on landfill tax.solve outside of the technical parameters.

Brockholes Quarry, Preston

Waste recovery activity in a highly sensitive habitat

Overview

The site operator, Hargreaves North West, engaged Ayesa Engineering to assist with planning and permit applications for the restoration of their 24-hectare quarry in Lancashire. Historically, the quarry was utilized for extracting sand and gravel for the construction industry and is situated within a sensitive groundwater and surface water zone.

The restoration scheme requires approximately 246,000 cubic metres of suitable materials to be imported and placed on-site. Once completed, the reclaimed area will be transformed into a vibrant wet grassland habitat featuring emergent species margins. Additionally, the site will include lakeside fishing lodges, complete with access tracks and parking facilities, enhancing its appeal for recreational use.

Innovation / Value Add

Successfully launching a project is crucial, and our teams excel at bridging gaps among stakeholders. At the outset, we engaged in discussions with the client, local planning authorities, and environmental regulators to define the scope of the application. Our team designed and installed the monitoring boreholes essential for conducting flood risk and hydrogeological assessments, which also contribute to the surface water management plan.

Once Planning Permission and the S106 agreement were secured, we developed a comprehensive Waste Recovery Plan that included environmental site setting and design assessments, an environmental risk assessment, hydrogeological and hydrological risk assessments, and an environmental management system. This application received successful approval from the Environmental Agency.

As operations progress, Ayesa Engineering will continue to monitor ground gas, groundwater, and surface water to evaluate impacts on the sensitive environment, water resources, and ecosystems. This ongoing monitoring is critical, as it lays the foundation for future site closure and permit surrender. Additionally, we will assess waste materials on behalf of the client to ensure their suitability for site restoration.Our involvement will extend through the restoration and closure phases, providing our client with expert guidance to expedite completion and supplying the necessary information to authorities for compliance throughout the entire project lifecycle.

Edwin Richards Quarry Restoration & Infill

Permit variation secured for Edwin Richards quarry

Overview

Edwin Richards Quarry, a former hard rock quarry over 80 metres deep, is situated in an urbanised area west of Birmingham in the Midlands, UK. The site had been partially infilled with municipal waste but was mothballed after a decline in waste inputs due to increased recycling efforts and rising landfill taxes. With over 5 million cubic metres of void space remaining, the unrestored quarry posed ongoing stability and safety hazards.

The site is operated by a multinational utilities company, one of the largest waste management firms in the UK. The Ayesa Engineering team provided expert guidance on re-permitting the site for restoration, leveraging a specific range of nonhazardous wastes. Our efforts helped the company optimise the remaining airspace and unlock the broader development potential of the site.

Our Role

Ayesa Engineering partnered closely with the client’s estates team to develop a strategic master plan for the entire site, assist with their planning application, and prepare the permit variation application for the Environment Agency. Our successful acquisition of the permit variation facilitated a highly efficient infilling methodology, resulting in significant savings in both construction costs and landfill taxes.

Innovation / Value Add

The permit variation application was complex, requiring the preparation of quantitative groundwater and geotechnical risk assessments, along with innovative waste acceptance protocols. Following this, we successfully secured a separate permit for a hazardous soil waste treatment facility on the site. Additionally, Ayesa Engineering has installed new environmental monitoring boreholes and continues to provide ongoing regulatory compliance advice.

Waste Facility Design

A Leader in Waste Facility Design

Activities carried out at waste facilities include disposal, treatment, recycling and energy generation. They are a crucial part of ensuring we sustainably manage the wastes produced by households, commerce and industry. These facilities are varied and include mechanical, thermal, chemical and biological treatment of wastes, soil remediation plants and landfill disposal. Sohar Industrial Waste Treatment Facility (IWHTF), Kuwait

30-year masterplan for one of the largest waste facilities in the world Ayesa

Sohar IWTF (Industrial Waste Treatment Facility) Oman

Overview

Ayesa Engineering was appointed as the lead landfill design engineers responsible for developing and delivering the 30-year masterplan for the Sohar Industrial Waste Handling and Treatment Facility (IWHTF), one of the largest hazardous waste management facilities in the world. This state-ofthe-art treatment facility is designed to manage a variety of wastes, both hazardous and non-hazardous, and serves as a cornerstone of integrated waste management in Oman, catering to the needs of the entire country. Through the comprehensive masterplan, which spans three decades, Ayesa Engineering’s team outlined the most cost-effective, long-term strategies for future landfill development phases.

The project involved the construction of three landfills, providing 18 million cubic metres of void space within a 50-hectare complex. One of the landfill sites is designated for hazardous waste and features two composite liners, while the other two cells utilize single composite liners for non-hazardous and inert wastes. Ayesa Engineering provided detailed designs for the first cells of each landfill and supervised their construction.

Given the scale of the project, extensive earthworks and the design of a development platform involving over 400,000 cubic metres of soil were necessary, requiring meticulous design and geotechnical expertise. The hazardous waste cell features eight geosynthetic layers in the engineered containment lining system, which includes two sets of HDPE/GCL, drainage layers, and protective geotextiles.

Integrated Risk Based Approach

The scope of this Design & Build contract encompassed a comprehensive range of services, including tender support, site investigations, environmental monitoring, and hydrogeological studies. Ayesa Engineering was also responsible for facility master planning, earthworks design, landfill design, and geosynthetics design, along with surface water management design. Additionally, our team provided on-site construction support, including Construction Quality Assurance (CQA), and prepared the operations, environmental monitoring, and closure plans.

Earthworks

Izz Municipal Landfill

Masterplan design for a 20 year, 4.8 million m3 extension to the existing MSW landfill

Overview

Solid waste management is one of the top priorities of the Oman government and Be’ah was established by royal decree to manage and plan the solid waste strategy. As part of their strategy, aging dumpsites were closed and replaced with new large, regional, engineered containment landfills. The Izz Landfill facility services the Al Dakhiliya Governate, some 140km southwest of Muscat with Nizwa as its capital.

Our Role

From 2015-to 2019, Ayesa Engineering worked on behalf of Al Ahlia Environmental Services to provide a masterplan design for a 20 year, 4.8 million m3 extension to the existing MSW landfill and the detailed design for the first two phases of the project. Al Ahlia was contracted to construct these two phases to provide an initial 2 million m3 of sanitary landfill capacity, with associated infrastructure and two new leachate evaporation ponds (4000 m2). Our role included the supervision, quality assurance, and verification of the works and the preparation of the operational, monitoring, and closure plans.

Innovation / Value Add

We also provided the design and specification of the leachate collection, pumping, and treatment systems; the landfill gas management system, environmental monitoring systems and the surface water management plan. In addition, we undertook the design of the additional infrastructure required for both the construction and operational phases of the landfill including 2-way asphalt roads, roundabouts, access ramps, wheel wash, fencing, and storage areas.

Our experts prepared the technical specification and provided construction support to sign off all works to the highest standards. The engineering design included the preliminary / master plan which was pre-approved by Be’ah. This 20-year master plan included best practices for environmental monitoring and operations, as well as procedures and planning for the eventual closure. Throughout the process, our progress was presented to all stakeholders including Be’ah to ensure alignment and collaboration. The site was handed over progressively to the landfill operator as each phase was completed to ensure continuity of service to the local community.

Jameson Road Landfill

20 Years of project management, design and supervision at Jameson Road Landfill

Overview

The Jameson Road facility is a prominent regional landfill in Lancashire, UK, accepting a diverse range of municipal solid waste (MSW), industrial, and commercial wastes. Originally operated by the local council, it is now owned and managed by the multinational utility company SUEZ. For the past 20 years, the Ayesa Engineering UK team has provided comprehensive multidisciplinary construction support, master planning, design, and permitting advice for SUEZ at this site.

The facility required extensive remedial works to meet modern standards, including the design and installation of over 40 hectares of capping and the construction of a significant engineered separation bund to isolate the older sections of the site. Over the course of two decades, the remaining area has been progressively developed with new engineered containment cells constructed to comply with EU Landfill and Groundwater Directives. In addition, advanced landfill gas and leachate management systems have been implemented to ensure environmental protection and regulatory compliance.

Our Role

Ayesa Engineering initially project-managed the remediation of the former council-operated section of the site, overseeing the translocation of 800,000m3 of waste, the construction of a 1-kilometre-long engineered separation bund, and the installation of 40 hectares of geosynthetic capping.

For over two decades, Ayesa Engineering has consistently designed, supervised, and verified the construction of multiple new landfill cells and associated capping works as landfilling has progressed across the remaining 60 hectares of the site. The landfill features a composite mineral clay/HDPE liner and is capped with an LLDPE geomembrane. For each new cell construction and post-infill capping contract, Ayesa Engineering has assisted the operator in procuring the contract and supervising the works. This process begins with detailed design, securing approval from the regulator (UK Environment Agency), preparing the contract specifications, and issuing the tender pack to contractors.

Whinney Hill Landfill

Extensive remediation works to 45m deep hard rock quarry

Overview

The site is a 45-metre-deep hard rock quarry with over 15 million cubic metres of void space. Ayesa Engineering was responsible for designing and project-managing extensive remediation works for the older, former local authority landfill, which accepted municipal solid waste (MSW), industrial, and hazardous wastes. Additionally, Ayesa Engineering designed four new landfill cells.

The remediation efforts included the excavation and translocation of 300,000 cubic metres of waste, as well as the construction of a 40-metre-high engineered separation bund. A risk-based design approach was adopted in compliance with PPC/ EPR regulations and Environment Agency guidance. This comprehensive approach included quantitative assessments of hydrogeology, landfill gas, and stability risks.

Our Role

Ayesa Engineering has served as the lead engineering design consultant on this site for over 20 years, overseeing both Phase 1 remediation works and the Phase 2 development of multiple engineered containment cells. Our team has also provided comprehensive construction contract support, site supervision, and Construction Quality Assurance (CQA) validation for earthworks and containment liner installation.

In 2019, SUEZ commissioned Ayesa Engineering to upgrade the leachate treatment system, beginning with a thorough process design assessment.

To support these design efforts, Ayesa Engineering has conducted extensive hydrogeological and geotechnical investigations, Environmental Impact and Risk Assessments, and provided input for planning applications, along with robust support for Environmental Permitting processes.

Project Focus

Kuwait Contaminated Soil Repository

Comprehensive remediation of oil-contaminated soils

Overview

This project is part of a significant clean-up effort addressing oil-contaminated soils resulting from the 1991 Iraq War. During their retreat from Kuwait, the Iraqi army destroyed hundreds of oil wells, leading to the contamination of over 25 million cubic metres of soil. In response, the United Nations initiated a comprehensive clean-up programme that employed a combination of bioremediation, thermal treatment, and landfilling techniques.

Ayesa Engineering served as the lead design engineers for the construction of a one-million-tonne landfill repository, strategically located in the oilfields south of Kuwait City.

The contract was awarded by the Kuwait Oil Company under the Kuwait Environmental Remediation Programme (KERPS) scheme, structured as a design and build project.

Our Role

Ayesa Engineering provided comprehensive tender support to the Design & Build client, who successfully navigated intense international competition.

Their involvement included a wide range of services, such as site selection studies, design and supervision of borehole investigations, environmental monitoring, hydrogeological and geotechnical studies, earthworks and landfill engineering design, leachate management design, surface water management design, construction supervision, and Construction Quality Assurance (CQA). Additionally, Ayesa Engineering prepared operational, monitoring, and post-closure plans.

The project was carried out in two phases: the first phase focused on constructing the base of the repository, followed by infilling, capping, and restoring the site

Training Courses

Ayesa Engineering can provide a wide range of training courses relating to waste management, environmental assessment, geotechnics and sustainability.

Many of the technical courses are endorsed by the Geological Society and count towards CPD. We are contracted to the UK Environment Agency to provide their staff with training in Advanced Landfill Engineering.
