What Decarbonisation Means in Practice Decarbonisation helps address fuel poverty, measured through the LILEE indicator. Homes rated EPC Band D or below are most affected. The goal is to move properties toward EPC Band C or higher, combining insulation with renewable technologies. For organisations, this requires adopting a whole-house retrofit approach integrated with planned maintenance works.

The Warm Homes Plan The £15 billion Warm Homes Plan, launched in January 2026, aims to upgrade five million homes by 2030. It includes £1.8 billion for social housing and introduces a Warm Homes Agency by April 2027 to regulate installers. The strategy places stronger emphasis on renewable technologies such as heat pumps and solar.
