CEO Update
Hello everyone,
As we close out the financial year and step into a new one, I want to reflect on what we, as a Group, have achieved together, acknowledge what’s been hard, and share what’s coming.
One Group, One Financial Year
This April marks an important milestone: we are aligning the entire group to a single financial year, running 1 April to 31 March. For some of you, this represents a change from how your business has previously operated. It is a deliberate and meaningful step in our journey to operate as one cohesive group — thank you to everyone who has worked to make that transition smooth.
Our Ambition
Our vision is clear: to grow Axis CLC Group into one of the UK’s leading providers of property maintenance and compliance services across essential, social, and
built infrastructure. We do that by bringing together quality companies, combining our collective strengths, and working as one group rather than a collection of separate businesses. Every initiative you’ll read about in this newsletter exists to serve that goal
A Year of Graft — and Real Wins
The final quarter was, frankly, a demanding one. The Q4 push required a huge amount from teams across the group, and I want to say directly: thank you. That effort has not gone unnoticed, and the results are tangible. Our Bid Team has secured some of the largest contracts in the group’s history, setting us up for a strong start to the new financial year. See more here.
Our integration of Concept, acquired in late 2025, is also progressing well. One of the most exciting early developments has been the natural overlap we’ve found in our defence sector relationships — both CLC and Concept have established client relationships with organisations such as Vivid and Amey, and our teams are already working together to build a stronger, combined group offering. This is exactly the kind of synergy we envisaged, and it’s encouraging to see it happening organically. There’s more to come on the acquisitions front too — watch this space.
Staff Survey
The feedback you gave our Staff Survey was frank, honest, and genuinely valuable. It tells us that the volume of change and the weight of workload, particularly in Q4, has been felt across the group. That is entirely understandable and is acknowledged by the full Exec Team.

The New Group Intranet — This replaces our three separate SharePoint sites with a single central hub for news, policies, and guidance. One place. One version of the truth. Easy to find, easy to trust. More here.
Subcontractor PQQ Portal — We are relaunching our group subcontractor portal, significantly improved based on feedback from its first launch. The LSC Portal brings our entire supply chain into one shared platform — allowing us to attract, engage, and retain quality subcontractors across all parts of the group, rather than managing them in three separate, siloed systems. It also makes finding the subcontractors you need faster and simpler. Our subcontractors are a vital part of how we deliver our work, and this is an investment in that relationship.
Building Futures — Our digital transformation programme continues at pace. Phase 1 focuses on integrating CLC onto Microsoft Dynamics, moving us away from manual, time-intensive reporting towards a truly Digital First way of working — with better data, greater transparency for clients, and less administrative burden for our people. Leadership Training — we have secured a £100,000 grant to fund a structured leadership development programme for our operational supervisors and managers — a curriculum built directly from what our staff and clients told us they needed. More here.
A Final Word
The foundations of this group are strong. The people within it are talented, committed, and — I know — sometimes stretched. My role is to make sure we are building something that is genuinely worth that effort. I believe we are, and I look forward to everything we will achieve together in the year ahead.
Concept‘s Integration
Leading national property maintenance specialist Concept Building Services joined Axis CLC in late 2025
Great progress has been made to integrate Concept into Axis CLC, to further strengthen our group’s service offering, widen our customer base and enhance geographic coverage.

What is Building Futures?
Building Futures is a business-wide transformation programme focused on strengthening how Axis and CLC work together with a single, joined-up set of business processes, enabling One Way of Working: the Axis CLC way.
It will deliver improvements across processes, systems, data and how we operate, helping teams work more efficiently and supporting a more sustainable future.

Simon is the Business Lead on the Building Futures programme with a strong focus on CLC who will benefit from phase one of the transformation.

“The opportunity to review and change core business processes in a new ERP does not come around very often. At CLC we have upgraded from BuildIT to Business Central in the last few years, and upgraded our payroll software too, but we have not addressed some key changes that can improve the business, its reporting, efficiency and its results. Building Futures gives us the opportunity to do just that. This move from Business Central to D365 F&O will allow us to improve procurement and accounting functions. We recognise that these changes create more work on teams and there will be pinchpoints in the project as we cope with year end, budgeting and audits as well as what is expected to be the busiest trading period in the company’s history. We also recognise that the benefits of a well managed ERP change project can be enormous: we all want to design and build a better ERP for CLC and the rest of the group.

What’s changing?
At the heart of the programme is the implementation of Microsoft Dynamics 365 (D365), supported by improved and more consistent core processes. This will help to:
• Reduce manual work and duplication
• Improve data quality and visibility, enabling better decision making
• Create a single source of truth across key activities
What’s happened so far?
Over recent months, teams from across the business have worked together to:
• Understand how we operate today
• Identify pain points, duplication and opportunities for improvement
• Agree a clear vision and case for change
• Capture requirements to inform future design, including consistent processes and trusted data
This has created a strong foundation for the next stage of the programme
What’s happening next?
The programme is now moving into the build and test stage for the first phase of the project, where, working closely with KPMG, the agreed design will be brought to life. This phase focuses on moving CLC onto D365, based on the agreed design, and includes:
• Building the solution based on the agreed design
• Preparing and migrating data into the new system
• Testing the solution to make sure it works as intended
• Developing training and support materials
The first phase has a target go live of September 2026
What does this mean for colleagues?
During this phase, activity will mainly focus on CLC. Some colleagues will be more closely involved in design, testing and preparing for the move to D365, while for most operational teams there will be no immediate change to day to day work.

Axis has worked in partnership with Westminster City Council since 2010 delivering multiple concurrent programmes across the London borough. In Paddington and Maida Vale, we’ve repaired and replaced roofs, windows and doors; refreshed all the communal decorations and conducted fire safety works as well as ventilation installations to prevent damp and mould.

Contact House Refurbishment
Colchester Garrison
“Last week I had the privilege to attend the launch of the newly refurbished contact house in Colchester Garrison. This was proudly done in conjunction with Amey and DIO Accommodation and all your CLC team on the ground did a superb job. At a time of pressure on all organisations linked to Defence, workforce challenges, and financial constraints, it is so heartening to see collaboration with our industry partners. At the heart of this is the soldier and their family. The contact house is a vital welfare facility and seeing the transformation was just amazing.
Conservation Refurbishment St George’s Church, Bulford
Concept’s full M&E replacement, extensive roof, stone, and timber repairs, stained-glass conservation, and internal refurbishment works introduced modern, energy-efficient building services while carefully preserving the historic character of this heritage church.

Decarbonisation Programme, Rivers House Blandford Forum
Concept’s scheme introduced low-carbon heating through ASHPS supported by onsite photovoltaic arrays. A major electrical infrastructure upgrade included a new transformer, high-voltage cabling, and a new low-voltage main panel. Our additional installation of new windows and doors improved thermal performance supporting DEFRA’s long-term sustainability goals.

Damp & Mould Remediation Works
West Bromwich
Our Midlands Division supports longstanding client The Riverside Group in Damp and Mould remedial works on approximately 2,500 homes in West Bromwich. In response to Awaab’s Law, we have completed over 500 damp and mould cases here for our client, 100% of cases on time and achieving 100% compliance.




Decarbonisation Works
CLC is progressing well on decarbonisation works at Bradford Royal Infirmary and nearby St Luke’s Hospital, delivering roofing, window upgrades and solar PV. Roofing works are currently 50% complete and we anticipate imminent completion.

Critical Fire Safety Improvements
NHS Estate
CLC partners with NHS Property Services to deliver a major fire safety programme across 550+ healthcare sites in the Midlands, North West and North East. Our programme, conducted in live hospital environments, focuses on improving passive fire protection measures to prevent the spread of fire and smoke, safeguarding patients, staff and visitors.

Roof and Window Restoration South Square, London
Axis’ Roof and Window Restoration Programme included the repair, restoration and redecoration of over 251 heritage timber windows and a full roof renewal programme. Thanks to our heritage expertise and technical capability, we successfully preserved the historic character of the estate and ensured operational continuity of modern office space.

M&E and Refurbishment, FCDO, British Ambassador’s Residence Muscat, Oman
Works in the Ambassador’s residence included full strip out of ventilation and air conditioning systems and the installation of a new VRF air conditioning system and air handling units with heat recovery. Externally Concept replaced doors and windows and installed a new warm roof waterproofing system.

We are beginning a Proof of Concept exploring predictive analytics using operational data. Concept to the Rescue
When a major fire broke out in the West Wing of Southampton General Hospital, Concept responded at once. Our team was present from 5am for a planned crane lift and, as the incident unfolded just 30 minutes later, we worked alongside NHS staff and emergency services assisting with access routes, providing key building information to fire crews, and carrying out urgent works to secure affected areas. 502 patients were evacuated.
Our support helped the Trust stabilise a fast-moving situation and begin reopening critical areas later that same day. And we continue to support the hospital through its recovery phase.

Neil Watts takes the helm as Tim Hayes retires
After more than 30 years at Axis, Tim Hayes, Managing Director –Responsive Maintenance, retired. Tim has played a central role in transforming the business into a £400m operation, leading the growth of Responsive Maintenance into a nationally recognised service, delivering high-volume repairs, voids, cladding and M&E works for social housing clients.
Alongside Axis Founder John Hayes and Joe Ibrahim, Managing Director – Planned Maintenance, Tim helped shape the company’s culture, standards and long-term success.
Neil Watts, now Managing Director – Responsive Repairs, joins with over 30 years’ sector experience, including leadership roles across contractor and client organisations, most recently at Peabody. Neil began his career as a carpenter, progressing into senior leadership roles overseeing large-scale repairs and maintenance services.

Joe Ibrahim retires and Daren Moseley steps up
After more than 30 years with Axis, Joe Ibrahim, Managing Director of Planned Maintenance, retired. Joe has shaped one of the UK’s most trusted planned maintenance operations.
Starting from painting and decorating contracts, Joe led the division’s growth into a multisector service across housing, healthcare, heritage and blue light clients.
Working closely with Axis Founder John Hayes and Tim Hayes, Managing Director of Responsive Maintenance, Joe helped define Axis’ culture, values and long-term client partnerships.
Daren Moseley, now Managing Director – Planned Maintenance, joined Axis CLC in March 2025 and has spent the past year working alongside Joe to ensure a smooth transition. With extensive experience as a Managing Director and COO across major property services organisations, Daren brings strong expertise in capital works and large-scale delivery.

With Westminster City Council and Amberly Youth Club London Tigers we hosted a construction taster day for young people at our Roundhouse office on the Hallfield Estate. Attended by David Leonard (Apprentice Mentor), Chace Barnett (Apprentice Multi-trader), Vera O’Driscoll (Social Value Manager) and Kate Thomson (Social Impact Coordinator), the workshop offered insight into life as an Axis CLC apprentice and the varied roles we offer. We also demonstrated core trade skills such as painting, wall preparation and safe tool use, and shared what it’s like to work as part of a team and learn from our experts.

CLC, alongside Amey, attended a careers day at Risedale School at Catterick Garrison. Bob Boal, AMEY Divisional Director, reports “We took the opportunity to develop students’ understanding of careers within the sector. Many initially believed that working for Axis CLC required a trade background, however, we were pleased to highlight the diverse range of roles available within the organisation: Quantity Surveying, Human Resources, Finance, and other administrative and professional disciplines. Overall, the event provided a valuable platform to raise awareness of the varied and rewarding career pathways available within our industry.”
A Lifetime of Learning: Celebrating David Leonard’s Legacy
After a 50-year career in construction, David Leonard, our Apprentice Mentor, is retiring, having made a lifelong impact on countless apprentices.
Starting as an apprentice pipefitter and welder in 1972, David has brought our apprentices decades of experience since he joined Axis in 2022.

I had the best apprenticeship ever and I loved the job. And I wanted all our apprentices to have the same experience as I had. If apprentices enjoy their time, then they are more productive. The customer at the end will be more pleased with them, we get better feedback, and they keep improving.

Always with a great smile and a story to tell, David has helped countless apprentices on their careers – and also been highly visible at career fairs, promoting apprenticeship opportunities at Axis CLC. He has helped out on many projects on site, not only supporting our clients but also enhancing our apprentices’ training in a real-life environment.
David will be leaving us on 12 June: Thank you David, we wish you a happy retirement!

Concept’s Gatwick office is situated in the original Gatwick airport terminal building, built and opened in 1936, eventually becoming obsolete when the airport gradually expanded to its current site. The Beehive terminal building was then converted to serviced offices in 2008 and is Grade II listed still featuring the original air traffic control tower.

Football’s Coming Home to Hackney
We helped bring football home by refurbishing the pitch at Lewis Place in Hackney in partnership with client Southern Housing.
Our Axis squad fully restored the unusable pitch with new astro-turf, upgraded lighting, new netting and replacement goals, so it once again supports youth teams, grassroots football and inclusive community activities.

We’re delighted to see the work that’s been done to get the pitch back into community use and we’d like to thank both Southern Homes and Axis for their work and dedication.

Axis and L&Q hosted a Black History Month celebration at Lewisham Park Towers Hub, welcoming more than 35 residents. Activities included wellbeing sessions, performances from the Lewisham Park Towers choir and a global food buffet celebrating Caribbean and African cuisine. Debbie Fadare (Resident Liaison Officer) led trivia games and storytelling, while a B32Danze soul dance workshop encouraged residents to celebrate together.
We ended with a talk from Diversity Health & Wellbeing CIC, providing guidance on flu vaccination and supporting informed health choices.

Revival for Rosemary
Axis Resident Liaison Officer Toni Brady, supported by Jasmine Carlow, Scott Taylor, Barry Porter and David Daniels, organised a volunteer day to help an elderly resident whose garden had become overgrown.
Our gardeners cleared debris and removed two carloads of waste, restoring part of the garden so Rosemary and her dog Harry could enjoy the space again.

Futures Forum
Members of our Sustainability team attended the London Clean Air Initiative Green Futures Event, delivered with the Mayor’s Green Skills Academy, Capital City College and Westminster City Council. The event connected students and jobseekers with employers across the sustainability sector, highlighting career pathways in retrofit, apprenticeships and green construction.

Career Confidence
Kate Thomson (Social Impact Coordinator) delivered an employability workshop for volunteers at Lewisham and Greenwich NHS Trust. The session covered CV writing, job applications and interview preparation, helping attendees showcase the experience gained through their volunteer roles. Our Recruitment partners Regen Solutions and MMP Consultancy Ltd also attended, providing practical feedback on CVs and career advice. The workshop helped volunteers build confidence and take practical steps towards future employment.

Gifts of Gaborone
While conducting refurbishment works in Botswana for the FCDO, Concept supported the local community by delivering Christmas gifts to SOS Village in Gaborone.
Ian Dixon presented the gifts as part of the project’s wider social engagement programme alongside refurbishment works delivered by an international project team and local supply chain.

Bramble Boost
Amy Manuel, Communities Lead (North) at e50K, thanked Bob Boal, CLC AMEY Divisional Director, and his team for installing a new safety fence around the pond at Bramble Woods. The improvement ensures the area is safe and compliant, allowing families, volunteers and the wider community to enjoy the space with confidence.

Energy Empowerment
Axis’ Sustainability team hosted an energy advice workshop at L&Q’s Lewisham Park Towers Community Hub, supporting residents to manage rising energy costs. Delivered with South East London Community Energy (SELCE), the session provided practical guidance on understanding energy use and adopting simple energy-saving habits. Residents also received carbon monoxide readers and thermostats to improve safety and efficiency.

Byker Boom
CLC has begun refurbishment of two Grade II listed hobby rooms on the Byker Estate in Newcastle for client Karbon Homes. Works include new timber windows and doors, plumbing upgrades, roller shutters and a full electrical rewire. Karbon Homes was awarded over £98,000 through Historic England’s Heritage at Risk Capital Fund to breathe new life into some of the community spaces in Byker.


The Byker Estate is one of the most important examples of post-war housing design in England – more importantly it is home to so many people. …bringing these Grade II* listed hobby rooms back into active use for residents … shows how thoughtful repair and new uses can strengthen local pride and create opportunities for residents now and in the future.

Festive Community Impact
Axis CLC teams delivered an impressive programme of community support, contributing 380 volunteer hours across 15 events with 75 team members.
Working alongside 14 organisations and charities, including L&Q, Peabody, Westminster City Council, Warwick District Council, Clarion Housing Group and Demelza Charity, we delivered £8,270.07 in donations.
Highlights included supporting Beyond Housing’s foodbank drive, volunteering with Clarion and Foundation 92’s December2Remember campaign, and helping The Hope Hub prepare festive gifts.
Axis CLC also raised over £2,700 for St Helens Young Carers, alongside donations to several community organisations.

Concept’s Southampton office team organised a litter-picking event at Royal Victoria Country Park, clearing waste from parkland and shoreline areas helping protect the environment and improve the experience for visitors, while supporting local environmental efforts.



Creating Community Care Hub


CLC has transformed a portable cabin at Michael Syddall Primary School, Catterick Village into a refurbished before and after-school care facility, supporting local families with essential childcare provision.
Following a request from Headteacher Neil Saunders, the team carried out repairs and upgrades to create a safe, welcoming space for breakfast and after-school clubs.
The project was delivered by Anthony Dye (Site Manager), with support from Michael Tasker (Electrical Qualifying Supervisor), Craig Stevens (Painter and Decorator), Darren Catterick (Heating and Plumbing Engineer), and apprentices Tyler Baker and Bradley Goldring.
Our partners Hudspeth’s Flooring, Howdens Kitchen Supplies, and Huws Gray’s donated key materials including flooring, a water heater and kitchen units. The result is a highquality facility that will benefit pupils, parents and the wider community, demonstrating the value of collaboration in delivering meaningful social impact.
Military Moves Made Merry
CLC’s Catterick office team volunteered with AMEY and E50K to assemble ‘Move You In’ packs for military families. These eco-friendly packs, co-designed by AMEY and E50K, provide sustainable products from small businesses to help families feel welcomed into Service Family Accommodation across England and Wales.

Airborne Aid Adventure

Decarbonisation Compliance Manager
Sue Matthews is taking on the Race to the King, a 50km ultra-hike, to raise funds for the Wiltshire and Bath Air Ambulance, who saved her husband Neil’s life after a cardiac arrest in September 2025. Within 12 minutes of being called, the air ambulance team restarted Neil’s heart and transferred him to Bristol. Sue’s fundraising will help ensure this vital, donation-funded service can continue saving lives.

Marathon for Mind
Social Impact Coordinator Kate Thomson and friends will walk a marathon across the South Downs on 9 May to raise money for mental health charity Mind. The challenge honours their loved ones lost, including Robbie, Sam, and Conor, while raising awareness for mental health.
Gratitude Grows

Macmillan Cancer Support thanked CLC’s Southampton branch for their donations through many years of coffee mornings and bake sales, which help fund vital services for the UK’s 3 million people living with cancer. Contributions support Macmillan nurses, emotional and financial guidance, and wider practical support, enabling families to access care throughout their cancer journey. Around 98% of Macmillan’s funding comes from donations, making community support essential.

The Southampton, Chichester and London Concept offices went above and beyond to support Macmillan by organising a weeklong bake sale. They baked and supplied a wide variety of cakes each day, filling their offices with sweet treats. Colleagues were invited to donate in exchange for a slice, with all contributions going directly to Macmillan Cancer Support. Their effort not only raised over £500 but also brought the team together for a great cause.
Santa Sprint Success

Axis’s Multitrader Andrew Horobin completed a 10k Santa Run from Herne Bay to Swalecliffe, raising £600 for Pilgrims Hospice Canterbury. The event, featuring over 1,100 Santas, raised £40,000 to support patients and families living with terminal illnesses, helping Pilgrims continue their compassionate care services.

CLC Project Co-ordinator Megan Hayhoe will run the Berlin Marathon on 27 September in memory of her dad to raise £1,200 for the Mental Health Foundation, supporting awareness and services.

Concept staff participated in the Girling Jones Golf Extravaganza at Exeter Golf & Country Club, raising funds for Children’s Hospice South West. Activities included a breakfast reception, live music on the course, charity auction, and evening BBQ. Networking and competition combined with fundraising to benefit local families in need.

CLC’s Steven Grice (Quantity Surveyor) and Andy Price (Contracts Manager) volunteered at Little Stars, a Shrewsbury charity supporting families with essential items. The duo sorted clothing, toys, and other donations to ensure distribution to those in need, helping families cope with the rising cost of living
