Inflation and labor market indicators suggest that the economy is “in pretty good shape,” but fiscal and other policies are necessary to move the needle on economic growth, Federal Reserve Bank of Philadelphia President Patrick T. Harker said at the La Salle University 16th Annual Economic Outlook.
“After eight-plus long years of recovery, I can say that we’re more or less back to full health,” Harker said. He also said that inflation is on track to meet the Federal Reserve’s two percent target this year or next, and that unemployment is at or below its natural rate. “From an economic modeling standpoint, growth right now is more or less what we should consider normal,” Harker said. “My forecast for 2017 is a touch above two percent.”

The following is the 2016 budget for the County of Chester. This budget reflects the County’s ongoing commitment to provide the best services at the lowest burden to the taxpayer. It demonstrates a continuing process of increased efficiencies and cost reductions achieved through maintaining tight control over expenditures and seeking new, cost-effective methods to deliver the services that are mandated and that its citizens desire.
Implementation Of Chester County’s Revised Strategic Plan
The 2016 budget continues to support the priorities and goals of the Strategic Plan (Plan) originally introduced in 2008 (and updated in 2013 and in 2015) and which is part of the Managing for Results (MFR) integrated management system. Seven years of development and implementation of the Plan have led Chester County to the achievement of a very high percentage of its goals, resulting in a review and re-establishment of some goals in 2015, as well as the addition of a seventh priority – Governance (and related goals).
The Seven Strategic Plan Priorities Are:

Continue to exercise smart financial management and maintain the County’s financial strength while minimizing the property tax burden.
GOVERNANCE
Pursue excellence through exceptional customer service, transparency, accountability, and innovation.
As of the end of the third quarter of 2015, the overall percentage of Chester County activity results that met or exceeded expectations when aligned to the Commissioners’ overall Strategic Plan priorities was 96 percent.
to the realities on the ground, particularly in my own district,” Harker said. “There are pockets here and around the country that have been left out of the rebound.”
To address these economic inequalities, Harker said that investment in human and physical capital is vital. “One of the areas we’ve focused on at the Philadelphia Fed is skills training and alternative routes to education and professional readiness,” Harker said. “The data show that there’s a skills gap. That is, there are jobs out there that can’t be filled because people just don’t have the right training.”
Harker emphasized that the Federal Reserve’s power to spur economic growth is limited. Rather, fiscal and other policies are needed to make substantial changes. “The United States is and has been an economic powerhouse for most of the past century. We’re the world’s largest economy and we have consistently been a source of innovation and invention,” Harker said. “If we want to keep our global edge, it’s time to think about broad policies that look to where we’ll be in the future.”
The County’s financial systems continue to allow for the integration of each department’s Strategic Plan goals into the performance management and performance-based budgeting systems for County departments. The personnel evaluation system directly links the performance expectations of employees to the department’s goals and the County’s goals. This evaluation system provides accountability to achieving the desired goals that are important to the citizens of Chester County.
The budget process for the next year begins in January. Throughout 2015, County department heads and directors addressed the budget process with their own strategic planning goals in place, helping the County review measurable outcomes when discussing potential changes in department budgets, and helping to set the budget for 2016.

The operating budget for 2016 is $438,911,934, an increase of $2,891,106 compared to the current budget as of September 30, 2015. The four funds with dedicated tax millage, General Fund, Parks & Recreation, Library and Debt Service, will require a combined millage of 4.163, the same as 2015. The tax rate for Chester County remains one of the lowest in southeast Pennsylvania.
The Capital Investment Program budget, which is comprised of the Capital Improvement Fund and the Capital Reserve Fund, is $86,950,077.

Chester County’s real estate prices have remained steady, and the change in Chester County’s tax base has shown modest growth as illustrated in the chart below. During 2015, approximately $331 million of assessed value was added to the tax base.
Chester County receives approximately 42 percent of its operating revenues from the federal and state governments. Funding that comes as a result of federal and state grants is budgeted to increase in 2016 by $2.4 million, which reflects a (conservative) estimate of additional income to be generated by a change in 9-1-1 fees. Managed Behavioral Health is budgeted with a three percent membership growth. Membership grew by nearly 20 percent in the first nine months of 2015 due to Medicaid expansion, and the three percent growth for 2016 is also a conservative estimate.

The main area of expenditures in Chester County’s 2016 budget remains in the Human Services departments (48 percent). Human Services shows an increase over 2015, which is a reflection of the Managed Behavioral Health Medicaid expansion.
Further changes are noted in Judicial (the addition of a Common Pleas Judge and related expenses), Public Safety (the maintenance and administration of the Public Safety Training Campus) and Conservation & Development (investment that reflects Chester County’s comprehensive plan, Landscapes2 and the economic development strategy, VISTA 2025, that supports it), and Corrections.
Expenditures in the areas of General Government, Culture & Recreation, Public Works, and Debt Service remain level compared to the 2015 budget.
The cost of healthcare has been –and remains –a continuing challenge. Through an ongoing review with our health benefit consultants and the development of a successful employee wellness program, the budgeted cost of Chester County’s medical plan increased by just 0.18 percent in 2016.

The 2016 budget also updates the County’s Capital Investment Program. The borrowings continue to reflect the County Commissioners’ (and Chester County citizens’) priority for public safety, including a 2016 estimated capital cost of $11 million, as a portion of the multi-year, $42 million project to fund the new emergency services radio system. Capital costs for the construction of phase three of the Chester County Public Safety Training Campus, the police firing range, will continue into 2016.
The Capital Investment Program also includes $20 million in 2016 for the development of Chester County’s parks and trails, and $16 million for upgrades to County facilities.
Chester County continues to actively manage its debt requirements. Favorable market conditions in March 2015, combined with the reaffirmation of three Triple-A bond ratings resulted in refinancing savings of more than $5.4 million for Chester County government. The County will continue to identify opportunities to refinance existing debt in this low interest rate environment.
In challenging economic periods, it is important for jurisdictions to be prepared for reductions in revenue or unforeseen expenditures.
Chester County’s policy of maintaining a Working Capital Reserve at a minimum ten percent of the subsequent year’s General Fund expenditures was noted in the Triple-A reaffirmations of all three ratings agencies, Moody’s Investors Service, Standard and Poor’s and Fitch Ratings. The 2016 budget reflects efforts to maintain reserves at fiscally prudent levels.
Emergency Services 2016 expenditures are up due to the increase in the operational costs of the Public Safety Training Campus since the completion of the Tactical Village in 2015 (approximately $483K per year.) In addition, maintenance costs are budgeted higher as a result of equipment warranties expiring on the fully configured Computer-Aided-Dispatch (CAD) system.
For 2016, Voter Services’ expenditures are budgeted to increase by $170,000 primarily due to the additional costs which occur in a presidential election year.

Chester County’s economy remains healthy, with economic indicators surpassing federal, state and surrounding county data. The County maintains one of the lowest unemployment rates among the Commonwealth’s 67 counties.
Chester County remains the wealthiest county in Pennsylvania, and one of the wealthiest in the nation based on median family income. The County ranks fifth nationally by the Fourth Economy Index based on demonstrated vision, leadership and recognition in investment, talent, sustainability, place and diversity. According to Newsweek’s 2014 list of America’s Top High Schools, seven schools are located in Chester County.

Located on North Walnut Street, just off State Street, Anson B. Nixon Park is a hidden gem nestled just north of charming downtown Kennett Square. Comprised of 106 acres, the Park was carved out of the historic woodlands of the late 18th through early 20th century Chambers estate. This natural setting includes two ponds, meandering streams, woodlands including a beech grove with specimens dating back over 250 years, and three miles of walking trails.
Since 1967, the Stroud Water Research Center’s internationally acclaimed scientists and educators have been focused on one thing –fresh water. While the research concentrates on streams and rivers –including how they function as a whole and the complex web of life that inhabits them –there’s a much larger story behind their efforts. The health of these freshwater ecosystems is the first line of defense in preserving clean water –and clean water is essential to all life. Only through knowing how healthy streams and rivers work, and what happens when they become polluted, can Stroud’s experts determine how to protect and preserve this vital resource now and for generations to come. The Center’s education department interprets the research of scientists. Their programs are multidisciplinary and oriented to a wide audience. Pennsylvania Free Enterprise Week (PFEW) is an intensive program that educates high school students about the American free enterprise system. Bringing motivated students together with business people from throughout the state, this unique concept in learning has enhanced the lives of nearly 36,000 young adults for thirty-six years.
PFEW hosts over 2,300 students in its internationally acclaimed seven-day journey into the world of business. Participants act as senior management in modern-day companies, facing the same challenges that all American firms do.
Each year, PFEW holds five, one-week sessions in July and August. The week’s focus is to group participants into “management teams” who have inherited imaginary “companies.” These teams, under the guidance of “executives-on-loan,” operate for a computer-simulated three-year period. Each day’s activities include presentations from world-class business people from a list that reads like who’s who in Pennsylvania.
Every student attends PFEW on a fully tax-deductible $575 scholarship. PFEW is an approved organization through the PA Educational Improvement Tax Credit (EITC) program. Information on attendance and program applications can be found on www.pfew.org.
Southern Chester County’s high schools take education seriously, offering programs designed to help students chart a clear course to good careers with the active involvement of local industry and higher education. In addition to being a beautiful health care facility reminiscent of a Tuscan villa, Chester County Hospital has a remarkable history. In 2017, the hospital is celebrating its 125th anniversary.

In 1880, a group of physicians opened the West Chester Dispensary, primarily to provide medical care to the poor and indigent in the area. They rented rooms on W. Market Street in West Chester Borough. But by 1882, the dispensary’s expenses exceeded its income, and the physicians closed the medical facility which was treating about 35 patients each week. Despite the closure, the seed had been planted.
The community had come to appreciate what a local health care facility could mean to its people. Before long, there was renewed activity to establish a hospital. Within ten years, local citizens and physicians successfully joined together to prepare a charter and rules for the organization. The Board of Managers for a new hospital were selected and eight doctors were appointed to provide medical care on a rotating basis. A charter was granted to the founders of the West Chester Hospital on September 13, 1892, making it the first hospital in
Chester County. Land was quickly purchased in the Borough to build a modest facility, which opened as a 10-bed dispensary with two wards in March 1893. That same year, the name was changed to The Chester County Hospital.
Community interest and support was widespread from the beginning, and the hospital expanded quickly to accommodate the growing needs. In the early 1920s, the hospital received a history-changing donation from Pierre S. du Pont, in memory of his personal employee – Lewes A. Mason – from his Longwood estate. Although Mr. Mason died during the 1918 flu pandemic, Mr. du Pont was so appreciative of the good care the physicians from The Chester County Hospital provided that he offered to fund the expansion and modernization of a new hospital building with a $1 million gift. The unique architecture of the hospital was modeled after the Palazzo Pitti in Florence, Italy, a style that Mr. du Pont enjoyed. Thanks to his generosity, the hospital broke ground in 1924, at the location where it resides today, and admitted patients in the fall of 1925. In honor of that moment in our history, a large gold seal was inlayed in the floor of the oldest part of the 1925 hospital. It has become a landmark for visitor wayfinding, a treasured icon among employees, and a symbol of the hospital’s continuing growth.

Roadmap to Health conducts regular assessments of the health of Chester County residents and uses that information to identify health priorities, develop a community health improvement plan (CHIP), and track progress. The CHIP outlines a common set of goals and opportunities where community partners can focus their collective efforts to make a positive impact on health issues in Chester County. Roadmap to Health works to build stronger community partnerships and implement innovative and effective strategies to improve health.
In the five years since the kick-off of the partnership, significant accomplishments have been made. The five year benchmark also provided the leadership team with an opportunity to reflect on successes, challenge and opportunities.
Moving forward into 2017, you can expect to see a fresh look and feel to Roadmap to Health, including a new website, a new logo, an update to the assessment, a refresh of the CHIP, and a reorganization of the priorities. Throughout the year, Roadmap to Health’s progress and achievements will be featured regularly on the website.
Ultimately, the partnership’s vision is for Chester County to be the healthiest county in the country. By working together, Chester County partners can build and strengthen a culture of wellness for everyone who lives, works, and plays in our community.

The picturesque farms of our region offer much more than exceptionally beautiful landscapes.


In Chester County, the farmlands are viewed as a vital industry creating over $600 million in revenue annually. Additionally:
1,730 operating farms exist in Chester County, most of which are family-owned small businesses.
Chester County produces over half of all mushrooms consumed in the United States.
The county’s agriculture industry contributes over $3 billion to our local economy through sales, employment, taxes, and services.
Working directly with farmers; forming partnerships with key agencies; and collaborating with educators, the Chester County Economic Development Council’s AgConnect Partnership provides resources and opportunities to support and grow agribusinesses of all kinds. It also offers programs developed at the request of the agricultural community and delivers exceptional resources at no-or low-cost to farmers and agriculture-related businesses.
Starting in the fall of 2016, the County began engaging local agricultural industry leaders and service providers to gain better understanding of issues they face, assess trends, and help determine how agriculture can continue to be the county’s number one industry.
The Ag Council, in partnership with the Chester County Planning Commission, has been spearheading agriculture stakeholder meetings as part of the outreach for the county’s comprehensive plan update. With increased awareness from residents and stakeholders alike on the importance of the agricultural industry to the local economy, the County is committed to finding ways to encourage its success.

preservation programs, encouraging our local food system, and the industry overall.”
Vice Chair, Commissioner Kathi Cozzone notes, “By working to preserve prime farmland, one of the most critical elements of this industry and something we can have more specific influence on, our goal is to provide the support needed for agriculture to continue to be an important economic force, as well as part of our County culture for generations to come.”
While support of the industry is critical, it does not capture the entire environment in which the industry operates. There are significant pressures to adapt to regulatory changes (often invoked by consumer interests), survive in a global economy, and run on small margins. Yet, despite these challenges, agriculture remains an economic powerhouse.
According to the 2012 USDA Ag Census, our county’s agricultural industry provides a sales value of over half a billion dollars ($660,000,000). If one takes into account the “multiplier effect” which factors in the value of service industries that support agriculture such as large animal veterinarians, material suppliers, grain processors, as well as post-production enterprises such as transportation, packaging and distribution services, the industry is a major contributor to the local economy.
PHILLIPS MUSHROOM FARMS
STATE OF THE ART FACILITY

For the mushroom industry alone, with sales of approximately $431 million (2017 AMI data), researchers estimated that mushroom farmers contribute over $2 billion to the local economy—this suggests a multiplier of approximately sixfold for that sector (Penn State University economic report, Stefanou, 2008).
The industry also employs many people. “The industry provides both farm and non-farm jobs for many in the county, everything from truckdriving, heating/cooling, research and development, and so on,” says Chris Alonzo, President of Pietro Mushrooms in Kennett, and Chair of the Ag Council. He notes, “People who are not involved in agriculture sometimes forget that we are employers, we are not one-person operations. And the industry provides jobs at all education levels, from high school diplomas to PhD’s.”
County Commissioner Terence Farrell says he has had the opportunity to see the varied skills sets applied, particularly the technology and research aspects, which outsiders rarely get a chance to see. “We visit farms every year. And during the time that we have been doing so, we have seen the prominence of technology and innovation, and realize that without constant reinvestment in equipment and machinery, as well as cutting-edge knowledge, our farmers cannot remain competitive. They do a great job of assessing all of that and running their operations.”
Industry leaders will continue to wrestle with difficult issues and how to best solve them, for the industry will take no less. But a supportive local environment from government officials and agricultural service providers can help, at least in part, so we must all continue working together.






The Transportation Management Association of Chester County (TMACC) is a non-profit corporation headquartered in Malvern. In addition to TMACC, there are six other TMA’s in Pennsylvania that partner with PennDOT and other transportation systems like SEPTA. TMACC’s mission is to activate, foster and facilitate cooperation between the public and private sectors of Chester County to identify, evaluate, and analyze significant transportation issues and to recommend solutions that reduce congestion and improve air quality.
TMACC provides a variety of transportation solutions, like ride share, public transportation, and biking to work, that focus on sustainability to individuals and corporations throughout Chester County. In addition, it provides educational information to its constituents and serves as an information clearinghouse for road closures and delays due to road construction happening in the Greater Philadelphia area. TMACC has branded its public transportation service as CHESCOBUS. The branding includes new bright colors for the buses, coordinating bus stop signs at all stop locations, and updated schedules. CHESCOBUS includes two bus lines, SCCOOT and Coatesville LINK.


The SCCOOT bus, which is Southern Chester County’s only public transportation, provides access to jobs and community services for residents of Oxford, West Grove, Avondale, Toughkenamon, Kennett Square, and to the students of Lincoln University in Oxford. There is also limited service to West Chester, providing access to West Chester University, county governmental agencies and connections to SEPTA bus services.

I’m very proud and honored to be acting as Chairman of the Board for the Chamber this year, having served in this position in 2008.
Southern Chester County continues to thrive. It has become inhabited with large, midsize and small businesses to essentially constitute a place where people continuously want to live and work. In the nine years since last serving in this role, I have not only seen the region grow, but I’ve seen this Chamber grow as well.
Our members constitute influential business leaders and professionals, not-for-profits, institutions, legislative leaders and more. Now located in the former Dansko headquarters building in West Grove, owned by Cabot Kjellerup Realty Trust, the Chamber hosts more than 70 events and programs each year and offers a maximum return on investment that extends beyond your business to the communities we call home in the Southern Chester County Region. For all of 2015, the nation added 2.65 million jobs, capping a two-year, back-to-back gain that was the best since the late 1990s, indicating continued strong momentum. That year ended with increased hiring in November and December. Looking to 2016, a large question that loomed was whether overall growth would remain strong enough for continued hiring or whether global turmoil would weigh down the US economy, thereby affecting small business around the nation.
With this in mind, in January of 2016, Lee took the gavel from Tony Poluch, the 2015 Chairman of the Board. According to Lee, her outlook for the Southern Chester County Chamber during an unsettled national economic picture was positive. There is something special about this Chamber, and Lee felt grateful for being part of its powerful force. This Chamber has a tremendous spirit and energy – and a sincere commitment to the members and the milestones of 2016 were brought to life: the year started with an overwhelming consensus from

There are two primary functions of the Chamber of Commerce. First, it acts as a spokesperson for the business and professional community, and translates the group thinking of its members into action. Second, it also renders a specific project or service that can most effectively be of a benefit to you, the organization members as a whole. As we move forward into 2017, our objectives this year are simple and focused ones.
The first goal is to have a member-centric focus, concentrating on you, our membership, to discover how we can become a better organization to serve you. Who better to direct us as to how we can continue to make this Chamber an organization to better serve you than our existing members? We are adopting a member-centered philosophy which through our various committees, especially the Member Retention Committee, communicate directly with you, our membership, as to what you need and what you desire and how we can better service you.
Our second goal this year is, as it is every year, to grow membership. An organization such as ours must grow in order to continue to provide the best service and opportunities to its membership. One of the basic fundamental business principals out there is that if you are not growing, then you are
the Board to move the Chamber offices to a new location within the organization’s service area. This was both a vote of confidence to the hardworking Chamber staff, and in Peter Kjellerup’s (Cabot Kjellerup Realty Trust) vision to create a business community in the former Dansko building.
The Chamber’s Board approved its first Strategic Plan, based on the outcomes of the 2015 Board Retreat. The Plan’s actions were built on the Board consensus for innovative leadership and out-of-the-box thinking. Some of the initial actions were executed by the Communications Committee, led by committee chairman Trish Evans (Longwood Gardens). The Chamber’s Facebook page was reactivated, as was the Twitter account, and the organization’s press release program greatly expanded allowing for relationships with local media to rekindle. Another significant accomplishment was realized by the Membership Committee. Thanks to the efforts of Geoff Bosley (LGB Properties) and Heather Connolly (Operation Warm), more accurate data exists that describes the business “footprint” in our service area. The Ambassador Committee continued to hone its system of welcoming new
headed for irrelevance. Dynamic organizations such as ours figure out how to reinvent and reinvigorate their membership development and membership retention practices, and pay very close attention to what their members want and need and reassess what they offer.
Our third goal this year is to continue to enhance the Southern Chester County Chamber of Commerce’s image, visibility and presence. I plan to work with our committees and their respective chairman and members to enhance, and hopefully invigorate, our image throughout the region.
I want to thank our leadership –the Board of Directors for their teamwork and united governance of the Chamber; and to the Chamber staff –Cheryl and Melissa –for their continued hard work and dedication.
I want to pose a challenge to our members and ask that you participate in one or several of our various committees. Our committees consist of the Ambassadors Committee, the Communications Committee, the Community & Government Relations Committee and the Membership Committee. So please, I encourage you to reach out and join one, or more than one, of these committees and get involved. Your participation is invaluable in moving our organization forward.

The Golf Outing at Radley Run was another success, and Gail Chase, Golf Tournament Chairman, is to be thanked for her leadership. The Fall Luncheon with outstanding speaker and Exelon Power CEO Ron DeGregorio was an event to remember.
We cannot overlook the gargantuan effort it took for Cheryl Kuhn and Melissa Kratz to execute the Chamber’s relocation in June. Everything happened on time and within budget, with the staff handling many details – and so much packing and unpacking – without a complaint.
Several initiatives were quietly underway creating important systems and protocols for our Chamber as we grow including our thanks to Treasurer Michele Cyron for her leadership in creating a monthly debit option for members, enabling them to spread membership dues and event sponsorships over 12 months. Michele worked with past Chairman Joe Waters and our president, further defining accounting protocols.
The great work spearheaded by Daria Payne came to fruition in the form of an Employee Guidebook. Karen Eichman (Eichman Law), Doug Doerfler (Genesis) and John Jaros’ partner George Randolph all shared their exceptional expertise to help create this valuable document.
Last but certainly not least, Board member Erik Gudmundson continued to navigate the development of SCC Young Business Leaders group, through networking events, education and community service opportunities – it is our hope these young professionals will become future Chamber leaders.
In 2013, Matthew D. Tucker assumed his duties as president of the Chamber. At this time, central banks in the U.S., Japan and Europe poured money on their economies, held interest rates low and promised to continue the trend to bring to life a recovery that remained lukewarm almost five years after the worst recession since the Great Depression. Despite contrasting wealth, the overall global economy appeared to be on a surer footing as 2012 came to a close. As 2013 unfolded, the euro zone limped out of recession. In Japan and the U.S., consumers repaired personal balance sheets and resumed spending, although businesses remained wary about committing to new workers or investment.
In Chester County, as of December 2013, we recorded the lowest unemployment rate in the Philadelphia-Camden-Wilmington, Pa.-N.J.Del.-Md. Metropolitan Statistical Area at 4.6 percent. Chester County continued to give their
government high ratings in terms of it being a positive place to raise a family, obtain a good education, and to purchase a home. All of the indicators represented endorsements that our region was able to retain a position of strength in a challenging situation, namely, the economic downturn. The Southern Chester County Chamber membership also maintained its positive position in the region with regard to membership and reached new heights with programming and services.
With the Chamber’s membership numbers and finances holding their own, an experienced executive director in place and strong Board and Executive leadership, Tucker focused his efforts on challenging the membership to participate and to be involved. Opportunities abounded for members: a myriad of networking opportunities, actively engaged committees, as well as new task forces. Programs and services were on the upswing; and a new full color Community Guide & Business Directory was introduced and aided in building awareness about the Chamber and promoting our mission.
Successful signature events, launched late in 2012, began to prove effective. The premier business luncheons held in spring and fall boasted Lieutenant Governor Jim Cawley and Pennsylvania Public Utility Commissioner Robert F. Powelson as keynote speakers in the spring and Director of Longwood Gardens, Paul Redman in the fall. Attendance numbers soared over 200, and importantly, many of the guests were new and not-yet members, a growing trend. A valuable community event for the Chamber, the annual Scholarship Golf Tournament, introduced a new element to the already successful event. The organization’s long history of supporting local youth launched the scholarship dinner, inviting the high school scholarship recipients, their parents and siblings, and high school principles to join the Board for a special dinner. The students were introduced to Chamber members and received much deserved recognition. Additional efforts designed to strengthen programming included the Chamber partnering with other like-minded organizations, working together on the Latino initiative’s Entrepreneurial Business Education program. The eight-week program was offered in Spanish and proved successful with more than 15 attendees.
On another note, with regard to new task forces, Chamber leadership agreed to build an ‘app’. Plans for the new app included a launch at the Annual Dinner, being held in 2014 and would serve as a directory of SCCCC member businesses providing a much-needed community resource, as well as a way for members and guests
to register for Chamber events, and more. “All in all,” said Tucker, “2013 sustained its path to the next level of success as the leading member driven business organization in Southern Chester County.”
In 2012, Christian Cuthbert (Genesis HealthCare) served on the Chamber’s Board of Directors from 2008 to 2013, the Executive Committee from 2011 to 2013, and President in 2012. Cuthbert stepped into his tenure at a time of an historic economic downturn in the nation’s economy. Nationally, there was the banking crisis, the mortgage crisis and housing bubble burst. Stock market volatility, corporate fraud, and healthcare reform all contributed to an uncertain economic climate. Globally were financial crises in Japan, Spain, China, and Greece, trouble with the European Union and the EURO, to name a few.
As unemployment reached historic highs, Southern Chester County fared better than most. In 2012, the national unemployment rate hit eight percent while Chester County was at four percent. The Southern Chester County region continued to see modest economic growth throughout this period. Chester County is special, in that it is the most educated, employed and the wealthiest county in the State of Pennsylvania, which allowed the region to weather these economic storms, as did the Chamber membership, which showed gains in membership year after year.
When Cuthbert took over in 2012, he proposed to move the Chamber forward in a direction that would make the organization more relevant to its core membership, many of whom are small businesses with less than 10 employees. With this demographic, the time these business leaders spent out of the office was limited; it was important to provide resources that made the time away meaningful. To that end, the Chamber focused squarely on member-to-member engagement, through a myriad of networking events aimed at maximizing interaction. The key to any successful Chamber is an engaged and knowledgeable membership, and the Southern Chester County region is blessed to have a business community that is both active and participatory.
One of the most successful networking events in the Chamber’s history – the monthly Network at Noon event, was borne under Cuthbert’s watch. The event was designed and executed by the current Executive Director, Cheryl Kuhn, and has been viewed as the event that defined the 2012 mission of member-to-member engagement. Network at Noon is a luncheon held at a local member venue and typically attracts
upwards of 50 participants per event. Pre-lunch time is allotted for networking; a post-lunch portion is highlighted by a thirty second elevator pitch presented by every attendee. There is a sponsorship opportunity for a member company, with specific time allocated for the sponsor to address the attendees and promote their business.
In any organization, accomplishments are largely driven by access to good information with which it can make sound business decisions.
Under Cuthbert’s watchful eye, the Chamber proved successful in implementing a data integrity program, harnessing the wealth of information generated by its technology initiatives, and providing Board of Directors with timely and meaningful facts and figures that afforded the organization’s leadership the ability to proactively engage in member-focused programming and professional education strategies.
The primary challenge – managing the explosion of information generated by new technology implemented in the previous few years. Thanks to the success of the data integrity program, the organization now possesses salient information generated through the website, an onsite management system, and comprehensive financial systems. The task at hand: how best to leverage these technologies for the benefit of the Chamber and its members. For example, the Chamber now has historical financial and attendance data for signature events, which helps in planning and coordination of future events, and the organization possesses the financial intelligence to forecast its financial position, which allows the Board of Directors the means to manage the Chamber’s finances more efficiently and track and identify members.
It is no secret that the economic times forced many business to take a hard look at budgeting and expenses, consequently, support for nonprofits, no matter how strategically important, are vulnerable to cost cutting. “This impact is doubled from the Chamber’s perspective, for not only does the organization rely on fundraising to sustain itself, it is also functioning under the same economic constraints as the member businesses,” said Cuthbert. “Without a doubt, our Chamber’s success can be traced back to its leaders, the members of the Board and committed volunteers who brought their A-game to the table and held nothing back.” He continued, “We are prepared to take the step and stretch for that next level of success as the leading member driven business organization in Southern Chester County in 2013 and beyond.”
In 2011, the gavel passed to Steven I. Butler, who served on the Executive Committee from 2009 to 2013 and Board of Directors from 2005 to 2013. Butler’s experience with the Chamber spanned the very strong economic climate of 2005 through the recession; he took office as President in the third year of recovery. During

Butler’s time as president, he focused on managing change within as the Executive Director responsibilities shifted to newly-hired Cheryl Kuhn. He focused on balancing decreased membership levels due to the effects of the recession in 2008. During Butler’s presidency, Kuhn became an integral part of the Chamber and introduced new networking opportunities, including the Network at Noon program. “[Kuhn] has proven herself to be a capable manager and planner,” noted Butler. “Now we are back to wanting to achieve our ongoing vision of growth along with being a ‘player’ in the business economy of Southern Chester County.”
In 2010, Brian Roselli (Allstate - Brian Roselli Agency) took the helm of the Chamber. Roselli focused on the Chamber’s financial goals, rebuilding investments, and diversifying offerings for the Chamber’s member base. Roselli felt that expanding the breadth of opportunities would increase value to members and offer something for everyone. “My job was to make sure we stayed the course,” remarked Roselli. “I am both proud of what we accomplished during that year and grateful for the opportunity afforded to me to head one of the greatest organizations in Southern Chester County.”

rocked with the collapse of the housing market, a collapse of many financial institutions and huge selloff in the stock markets. Unemployment rose and the country entered a deep recession. Our local economy fared well, although many businesses faced significant challenges. Fenstermacher, who served on both the Board of Directors and Executive Committee from 2006 to 2010, faced several obstacles, including struggling membership, increased renewal rates, decreased sponsorships, and an increase in overhead, as well as balancing the Chamber’s decision to hire a full-time executive director and other growth initiatives.
“Despite a challenging membership environment, the Chamber made very positive steps toward utilizing technology to manage and understand the chambers business,” noted Fenstermacher. The implementation of WebLink provided a custom web-based database application that allowed staff to manage membership, accounting tasks and events previously maintained manually. Members could register for events online and pay with a credit card. While the full benefit of the software was not realized in the first couple of years, it provided a strong foundation for the Chamber going forward. Fenstermacher also focused on development of educational programs and networking opportunities to increase the value of the Chamber to its members. p
