2. THE DESIGN IS BASED ON SOILS HAVING A UNIFIED SOIL CLASSIFICATION SYSTEM DESIGNATION OF SM OR COARSER AND A FRICTION ANGLE OF 28° OR HIGHER FOR THE RETAINED BACKFILL SOILS.
