Washington for its supposed interference in the government’s crackdown on illegal drugs. In the letter, senators cited the supposed 8,000 death toll in connection with the drug war. The Duterte administration, however, repeatedly refuted claims that the killings are statesanctioned. It argued that there are only about 2,500 deaths from “presumed legitimate law enforcement operations,” usually when suspects tried to fight back against the police. Among those who signed the letter were Senators Edward Markey, Tim Kane, Sherrod Brown Ron Wyden, Benjamin Cardin, Jeffrey Merkley, Cory Booker, Richard Durbin, Chris Van Hollen, Al Franken, Amy Klobuchar, and Kirsten Gillibrand. “We urge you to delay your invitation to the White House to Philippine President Rodrigo Duterte until there are major improvements in his government’s human rights records,” the letter read. While maintaining that the Philippines remains a vital U.S. ally, the senators expressed concern that hosting Duterte at the White House while his campaign of “mass atrocities” continue would send the “wrong message” that the U.S. is supporting human rights violations in the
Philippines. They accused that Duterte, under the guise of drug war, “has presided over a brutal campaign of extrajudicial murders that has resulted in the deaths of thousands of drug users and low level drug dealers.” Stressing that “extrajudicial killings are not a form of justice,” they insisted that Duterte “must stop” his “campaign of murder” and instead “adopt a comprehensive public health approach to drug addiction that centers on treatment.” “The United States, for its part, should stand ready to provide assistance and partnership for the development and implementation of these programs,” they said. The senators’ letter came a day after a “leaked” transcript revealed the conversation between Duterte and Trump that occurred during the closing of the 30th Association of Southeast Asian Nations (ASEAN) summit in Manila in April 29. The transcript apparently showed that Trump repeatedly invited Duterte in his office. “If you want to come to the Oval office, I will love to have you in Oval Office. Anytime you want to come,” the U.S. leader told Duterte. Trump further added, “I will be in the Philippines in November, but anytime if you are in
[Washington] DC or anywhere, come see me in the Oval office… Work it out with your staff. Seriously, if you want to come over, just let us know.” Trump also complemented Duterte for doing an “unbelievable” and “great” job on his campaign against illegal drugs, which is notably a complete opposite stance from his predecessor, former U.S. president Barack Obama. “I just wanted to congratulate you because I am hearing of the unbelievable job on the drug problem,” Trump told Duterte during their conversation. “Many countries have the problem, we have a problem, but what a great job you are doing and I just wanted to call and tell you that.” In response, Duterte thanked Trump for his comment, adding, “This is the scourge of my nation now and I have to do something to preserve the Filipino nation.” Most of what the two presidents discussed, however, were already openly disclosed by the Philippine leader in his previous interviews and speeches. While there’s is no confirmation yet about Duterte’s visit to the White House, the two leaders are expected to meet at the upcoming ASEAN Summit in November 2017, hosted by the Philippines.

The leaked phone call transcript which had a “confidential” coversheet was the conversation of Trump and Duterte after the Association of Southeast Asian Nations Leaders’ Summit last April 29. ‘Transcript strictly confidential’ In the transcript memorandum, the Office of American Affairs of the DFA, warned the supposed recipients that they are not authorized to disclose the
contents of the transcript. It said that it may endanger the national security of the two countries. However, the transcript still circulated on Wednesday and was published by international media outfits prompting call for privacy. “Under Philippine law, there is criminal and civil liability attached to the hacking, unauthorized disclosure and use of illegally or inadvertently-obtained confidential government documents,” the DFA said. In the said transcript, Trump said he called Duterte to praise him for his “unbelievable” and “great job in the government’s war on drugs. The two leaders also discussed the ASEAN leaders’ worry on the situation in North Korea and the rockets and warheads in the hands of North Korean President Kim Jong-Un. On the other hand, Trump boasted that he can handle the situation and said the US has
two submarines ready to respond while Duterte asked the US president to keep pressure on Kim. The DFA said that Duterte and Trump “have a a good and warm working relationship.” “We are confident it will continue to be nurtured towards a positive direction for the benefit of the longstanding partnership,” the DFA said. “We also reiterate our support for the denuclearization of the Korean Peninsula and encourage the parties to continuously engage in peaceful dialogue,” it added. While the DFA refused to confirm the veracity of the transcript, The New York Times said it has a source in Washington, a senior administration official, who confirmed that the transcript was accurate. The publication said the official was not authorized “to publicly discuss the call and confirmed it on the condition of anonymity.”

lihood that peace in Mindanao would be achieved, then it is a positive move,” Diokno said, as quoted by The Philippine Star. He went on to say, “The president promised a better, safer, fairer, richer and more beautiful Philippines. He believes peace and order is a precondition to growth.” In a national economic perspective, Diokno noted that the martial law declaration is only “limited” to Mindanao, which he said contributed less than 20 percent” to the country’s gross domestic product (GDP). Several private sectors also expressed support to Duterte’s martial law declaration. “This is terrorism. There are no ifs ands or buts about it,” Perry Pe, Management Association of the Philippines chair of the national issues committee, said in an Inquirer report. “The moment you act on it decisively, that kills it right away. Obviously, what the president did was very good because the market reacted to it very positively,” he added. Bangko Sentral ng Pilipinas Governor Amando M. Tetangco Jr, on the other hand, said that “there may be some transitory or temporary cautiousness” in Duterte’s “decisive” move but “in the end will likely “lead to a positive impact on sentiment.”
A Singapore-based political analyst, however, warned that human rights abuses under military rule could be a great blow to the Philippine economy. “If there are signs that martial law in Mindanao is leading to widespread human rights abuses above and beyond what the war on drugs is involved in, then that will be bad for the country and hence for investor confidence in the country,” senior researcher Malcolm Cook of the ISEAS-Yusof Ishak Institute told ANC. Earlier on Wednesday, May 24, Trade Secretary Ramon Lopez claimed that the “isolated incident” in Marawi City, Mindanao “will not, in any way, counter the growth momentum” of the Philippines. On Tuesday, a clash erupted between the government forces and local militants when the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) conducted a joint operation in barangay Basak Malutlut to capture Isnilon Hapilon, who is believed to be the head of IS in Southeast Asia. Defense Secretary Delfin Lorenzana identified the militants as members of the Maute group, which is believed to have pledged allegiance to IS in 2015. WASHINGTON, D.C. — Two paintings of the William A. Jones Memorial Bridge in Manila were turned over to the Richmond County Museum and the family of Congressman William Atkinson Jones on May 12, as part of the celebration of the centennial anniversary of the Philippine Autonomy Act, otherwise known as the Jones Act for Philippine Independence, which was enacted by the 64th Congress of the United States of America on August 29, 1916. The paintings are the works of Manila-based artist Celeste Lecaroz, who adopted the style “spontaneous realism,” which is popularized by the Austrian contemporary artist Voka. “When I set to the task of painting the bridge, I tapped into the significance of Philippines-US relations and what it meant to me. With palette knife on hand I set to paint an image of the Jones Bridge in Manila. What immediately came to mind is bridging the gap, exchange between the two sides,” Ms. Lecaroz said. “But I came to realize eventually that Congressman Jones did more than that. It was more than bridging. It was giving us an alternative path from that of remaining as a colony. So again, it is my honor and pleasure to be leaving the Richmond County Museum and the Jones family a crafted symbol of our strengthened ties as sovereign nations,” she added. The Jones Law, as it was commonly referred to, laid down the framework for a more autonomous government, preparatory to the grant of independence to the Philippines by the United States. Through this law, the Philippines saw the creation of a bicameral legislature, the introduction of a representative electoral process, and the recognition of the fundamental civil and political rights of persons living within the bounds of the Philippine Islands. Ms. Becky Marks, Board Chair, and Mr. David Jett, curator, received the painting on behalf of the Richmond County Museum. “I just want to say how much we appreciate the effort, creativity and thoughtfulness that you all put into this,” said Mr. Jett. We do feel a big responsibility to represent the family,” she said. “At that age of empire building, it was a radical idea to let go of a treasured territory like the Philippine Islands. However, Congressman Jones had a profound belief that the United States had a more important mandate to promote freedom around the world,” she further said. US-Philippines Society, Hank Hendrickson, remarked that the Jones Act capped an intensely dynamic period in the history of relations between the United States and the Philippines, characterized by debates in Washington, D.C. that were cast in moral terms, on what the US should do with the Philippines and other island possessions. “What evolved from those debates was a compromise. Simply put, the US would stay in the Philippines, but on the condition that as it did so, America would work to strengthen Philippine institutions as a basis for modern, twentieth century governance. What Congressman William A. James Otero handed down the sentence to Eminiano “Jun” Reodica Jr., 72, saying that Reodica’s scheme to defraud was “extremely serious” and caused “much disruption, much heartache” to “too many victims to count.” In addition to being sentenced to 10 years in prison, Reodica was ordered to pay $29.7 million restitution. Judge Otero said defendant preyed upon members of the Filipino community as well as numerous federally insured financial institutions in perpetrating the scam that resulted in total losses to both individuals and financial institutions of over $90 million. Reodica, fled the United States in 1988, but he has been in federal custody ever since he was arrested in late 2012 at Los Angeles International Airport during a layover while traveling from Australia to Canada. On the day before he was set to go on trial in October 2015, Reodica pleaded guilty to 26 counts of bank fraud and making false statements to financial institutions. From 1984 through 1988, the fraud scheme victimized at least five banks – Union Bank, First Los Angeles Bank, Manilabank, First Central Bank and Imperial Savings. “The scale of the fraud is virtually unparalleled,” prosecutors wrote in their sentencing memo-
randum. “Notably, Imperial subsequently failed and went into receivership with the FDIC based on the losses sustained as the result of defendant’s fraud.” Reodica was the president of the Glendora-based Grand Wilshire Group (GWG) of Companies, which operated about two dozen car dealerships, including Grand Chevrolet in Glendora. “Over time, GWG became the second-largest Chevrolet dealership in the United States and the third largest car dealership in the United States,” prosecutors wrote in court documents. “Due to the apparent success of GWG, [then-California] Governor [George] Deukmejian appointed defendant to the board of the California Department of Motor Vehicles, and later ousted him from the board when his fraud was discovered.” GWG had credit agreements with the victim financial institutions under which GWG pledged car contracts as collateral on lines of credit. The agreements required GWG to collect car loan payments from its customers and provide those funds to the financial institutions. Reodica admitted that he would promise the same car contract as collateral to two different banks at the same time. In order to accomplish this part of his scheme, Reodica directed employees to forge customer signatures on car contracts that were then promised to
a second bank. As another part of his scheme, Reodica also repossessed and resold cars without telling the banks. Reodica also admitted concealing from the banks that customers were delinquent on their car loans. In some cases, when the overall delinquency rate exceeded a level acceptable to a bank, Reodica used GWG funds to make car payments, which allowed him to continue using those delinquent contracts as collateral. Reodica also made his employees sign for car loans for cars that they were not really buying so that Reodica could increase the lines of credit he obtained from the banks. As a result of Reodica’s fraud scheme, the Grand Wilshire Group and Grand Chevrolet collapsed into bankruptcy in August 1988, which is when Reodica fled to his native Philippines. When special agents with the FBI arrested him at LAX in November 2012, Reodica was traveling under an Australian passport in the name of “Roberto Coscolluela.” While living in Australia under the name of Coscolluela, he ran a tax preparation and insurance business. Reodica’s activities in these businesses have resulted in allegations of a $7 million fraud in Australia causing him to be dubbed “Brisbane’s Bernie Madoff,” according to government sentencing papers. The Duterte administration should immediately prepare for a so-called “dual response” to counter China’s supposed recent war threat, former Philippine Foreign Affairs Secretary Albert Del Rosario said on Monday, May 22. Last week, Philippine President Rodrigo Duterte bared that Chinese President Xi Jinping had threatened war if Manila insists on its plan to conduct a Reed Bank oil exploration and “forces the issue” of last year’s arbitral ruling. The Reed Bank, also called “Recto Bank,” is internationally recognized as part of the Philippine exclusive economic zone (eeZ) and is located in the South China Sea. China, however, claims it as part of its territory. Last July, an arbitral tribunal in The hague ruled in favor of the Philippines, finding that China’s historic nine-dash line, which claimed almost all the South China Sea, has no historic and legal basis. In Manila, the Philippine National Police (PNP) is closely coordinating with organizers of the concert tour of Grande set on August 21 at the Mall of Asia (MOA) Arena in Pasay City. While there is no specific terror threat for the pop star’s Manila stop, the PNP is initiating involvement in the event’s security so that appropriate security arrangements and assistance can be extended to ensure the safety of concertgoers. Meanwhile on Tuesday, May 23, Pres. Rodrigo Duterte, who’s in Moscow for a four-day state visit to Russia, cut his trip short after declaring martial law in Mindanao. This pilgrimage has been very significant this year as the Catholic Christians celebrate the 100th year of the Blessed Virgin Mary’s apparition in Fatima, Portugal. Being part of the tour group has eased up all the concerns and stresses that go with preparing for all the details of our trip’s itinerary, especially when you are traveling with seniors. There were about 45 of us in the group that met up in Lisbon, Portugal. Lo, and behold! More than a third of the group were Filipinos — and as our tour director said, indeed, Filipinos are among the top travelers on faith-

A tycoon’s philanthropic (of course tax-deductible) foundation offers you a grant of P50,000 (yes, that small, which is proportionate to the amount of EU grants to the size of our economy) which you are told you can use to renovate your house. My husband and I extended our trip to take my in-laws visit the Vatican and see Pope Francis in person in Rome. After visits to churches in Lisbon, we headed north and made a quick stop to Santarem, Portugal to visit the Church of the Eucharistic Holy Miracle. In the evening, we arrived in Fatima, where we stayed for two nights. We visited the shrine made famous by the Virgin Mary’s appearance in 1917 to three shepherd children, which culminated in the revelation of the Three Secrets of Fatima. We joined pilgrims from different parts of the world for Rosary and candlelight procession at the Our Lady of Fatima Basilica.
After Fatima, we had a short stop in Braga, described as one of the oldest Christian cities in the world, and nicknamed “Portuguese Rome.” We visited the Bom Jesus Do Monte Sanctuary, an important pilgrimage site where many devout Catholics have reportedly walked the “Stations of the Cross” for purposes of reflection and penance since 1811. From Braga, we headed North to Santiago de Compostela, which we learned to be one of the top pilgrimage destinations since the Middle Ages. Pilgrims come from different parts of the world and take different routes starting from France, Madrid, Portugal, etc., doing the Camino walk, which may take up to three weeks, with all routes leading to St. James Cathedral. We attended the Pilgrims Mass in the Cathedral, which houses the remains of the apostle St. James beneath the High Altar. The highlight for me was the famous Botafumeiro — the giant swinging metal thurible that burns incense to bless the pilgrims. After our two-night stop in Santiago de Compostela and having watched “The Way” on the bus—the movie was written and directed by Emilio Esteves, starring his father Martin Sheen about a father’s pilgrimage in the “Camino de Santiago—I vowed to walk this pilgrimage with my husband in the near future. We made a one night stop in Burgos,
the historic capital of Old Castille. We visited, prayed, and had mass at the magnificent Burgos Cathedral. En route to Lourdes, France we passed by the beautiful landscape of Northern Spain, including the alps of the south—the Pyrenees Mountains. We stopped in Cabreira, a medieval town on top of a mountain and it snowed in April! The old church and the quaint town was like frozen in time. Thereafter we visited the 17th-century Sanctuary of Loyola, built in honor of San Ignacio de Loyola, founder of the Jesuit religious order. St. Ignatius was born to a rich and noble family and was a knight himself. His neardeath experience made him give up his knight’s sword and lavish lifestyle, and embarked on a pilgrimage himself and offered his life in service to God. Our next stop was Lourdes in France where we stayed for two nights. Lourdes is another popular pilgrimage site for Catholics because this was where the Virgin Mary appeared to St. Bernadette. We went to mass, joined the nightly Rosary and procession, and prayed in the famous Grotto, where the holy water springs from the mountain. It was a very touching and uplifting experience. We also visited the birthplace and home of St. Bernadette. En route back to Spain, we made a stop in Carcassonne, near the FrancePain border. The Fortified Citadel
brought us back to the Middle Ages with all the ramparts, castle walls and drawbridges. Oh, how we enjoyed traditional French food for lunch al fresco in the courtyard! The last leg of the tour was Barcelona, Spain where we stayed for three nights. We enjoyed the city tour, visited Gaudi’s Sagrada Familia, and went up to the pilgrimage site of Montserrat, situated more than 4000 feet above sea level in a picturesque mountain range, said to be composed of striking pink conglomerate sedimentary rocks. Montserrat is the site of the Benedictine Abbey that hosts the Black Virgin. This place is a beautiful serene place where pilgrims walk to, pray, hear mass, reflect. (Montserrat was St. Ignatius’ pilgrimage destination) After our Marian Shrine Pilgrimage tour and the side trip to Rome, I thought we gave a gift to my in-laws. It turned out that in doing so, we also gave a gift to ourselves because of how we have grown in faith, love and dedication to God. I pray you will be blessed with the same experience too. by this administration’s critics are true, then effectively, we will already be in default under the agreement,”a ranking finance department official explained. “A default on such a basis could further create unnecessary political noise and affect investor sentiment and overall confidence in our government,” he pointed out. He added: “This EU-specific provision is unusual in our grant documentations. Other donor countries and institutions do not have such provisions in their grants.” Duterte’s critics, and especially the Yellow Cult, would almost certainly claim this administration simply has become too defensive or sensitive over human rights criticisms in the wake of his war against illegal drugs. Still though, the inappropriateness of such EU grant conditions could be emphasized using a different analogy. If you applied to borrow money from a bank to buy a car, would you agree to a loan condition that it is suspended if ever you’re issued a traffic ticket? However, there is a far-reaching aspect to the Duterte administration’s junking of such EU grants, that make the 250 million euros in EU grants we will be giving up worth the cost.
From the perspective of our country’s modern history, the Duterte administration’s move to reject EU grants that are laden with conditions that interfere with our sovereignty is a historic break from our sorry past, and a strengthening our sovereignty. Biggest ever grant Right at the emergence of an independent Philippines was the biggest ever grant by a foreign nation to our country, which however carried one of the the worst conditions ever imposed on a sovereign republic. This was through the infamous Bell Trade Act passed by the US Congress on July 2, 1946, two days after the Americans let us be an independent state. As a condition for the $800 million grant we needed to rehabilitate our war-ravaged economy, the US required us, using the euphemism “parity rights,” to amend our Constitution to allow US companies to own public utilities and to exploit our natural resources as well as to take in American products duty-free While most of our pro-American elite—the same crowd who are aghast over Duterte’s move on the EU grants—still find nothing wrong with the Bell Trade Act, it opened up our young economy
to powerful US monopoly capitalists that dominated our consumer industries, stunting the development of local industries and pillaging our natural resources. A still-to-be-written economic history is the huge contribution of US mining companies to building up Fort Knox’s inventory of gold by mining and shipping out all of the gold in our country. The Philippine elite—except for a few nationalist industrialists—profited immensely from their collaboration with US companies and as traders for US imports. The elite has managed to disseminate their justification for such American economic dominance so much so that such ideology is taken for economic rationality. Such ideology in this day and age is called “globalization”. The long-term impact really of US “Parity Rights” is that most Filipinos have lost the sense of nationalism. Among many other things, they have become blind to or accepting of the fact that an Indonesian magnate, Anthoni Salim, has violated our Constitution by owning the biggest public utility firms like PLDT and Meralco as well as most expressways. An Indonesian tycoon, quite amazingly, has
gotten parity rights for himself, which Americans got in 1946 only with the twin bribes: our nation’s independence and $800 million. Salim offered nothing. Underdeveloped and crisisprone The kind of economic structure that was the result of parity rights—in which industrialization was blocked because of the massive imports of US goods and through which capital was drained out of the country by US mining companies— kept us underdeveloped and prone to crisis. As a result, we became addicted to loans with conditions purportedly intended to shore up our economy, mainly from the International Monetary Fund (IMF) which had conditions that intruded into our sovereignty as much as the Bell Trade Act did. We have had 23 such IMF loans, from 1962 to 1998, the socalled standby arrangement or extended facility loans, making us one of two countries in the world with the most number of such arrangements, the other one being Haiti. By comparison, how many such facilities have Indonesia and Thailand had, the only two other countries in Asia that got that type of IMF loans? Indonesia had

MILF, MNLF reaffirm commitment to Aquino denies links with Napoles peace process amid Marawi siege by AureA

LANAO DEL SUR - The Moro Islamic Liberation Front and the Moro National Liberation Front reiterated Thursday, May 25 their commitment to the peace process in the wake of the raging strife in Marawi City. The two fronts also condemned the siege since Tuesday, May 23 of several baragays in Marawi City by combined members of the Maute terror group and the Abu Sayyaf. Al-Haj Murad Ibrahim, chairman of the MILF’s central committee, said they condemn the violent attacks in Marawi City by terrorists. “There is no justification for launching an offensive against civilian populace and to destroy infrastructures and institutions serving the public,” he said in a signed press communiqué The Star received on Thursday. The MILF, which splintered from the MNLF in the early 1980s, has a current diplomatic overture with Malacanang, which began on January 7, 1997. “The MILF stands in solidarity with the people of Marawi and Lanao del Sur,” Murad said. He said MILF forces have been directed to help the government thwart attempts by terrorists to derail the peace in the local communities. Murad said the MILF remain committed to the southern peace process, which aims to put a negotiated closure to the now fourdecade Moro issue.
He said the MILF is hoping the martial law President Rodrigo Duterte declared late Tuesday will not in any way infringe all of their interim security agreements with the national government, including the mechanisms of the ceasefire enjoining mutual cooperation in addressing peace and security issues in conflictflashpoint areas. The government and the MILF has a standing ceasefire accord, the July 1997 Agreement on General Cessation of Hostilities, that binds the group, the police and the military to work together in maintaining law and order in hostile areas. The MNLF identified with former Cotabato City Mayor Muslimin Sema, the largest among three factions in the group, also assured on Thursday to keep its commitment to the peace process, which some sectors now fear could be affected by the conflict in Marawi City. The MNLF-Sema group, presently led by former Sulu Gov. Yusoph Jikiri, has long converged with the MILF and is even helping push the peace process forward through its three representatives to the Bangsamoro Transition Commission (BTC). The BTC, chaired by Ghazali Jaafar, is now crafting a draft law needed to replace the ARMM with a more empowered Bangsamoro government based on the MILF’s compact with Malacanang, the March 27, 2014 Comprehensive Agreement on Bangsamoro. Jikiri, in a statement, said they
will continue helping the government address security problems in areas where MNLF members reside. Jikiri also urged for sobriety and cooperation in addressing the conflict in Marawi City. Sema, who is Jikiri’s revolutionary figurehead, said they respect Duterte’s decision to proclaim martial law. “We are expecting the martial law to improve peace and stability in the southern region,” said Sema, who had also served as vice mayor of Cotabato City from 2010 to 2013. The BTC, comprised of 21 members, among them the MILF’s Muhaquer Iqbal, also condemned the violent incidents unfolding in Marawi City. BTC members said in a common statement that the attacks by Maute gunmen in Marawi City is now causing suffering of local residents, something hurting for the commission as an organization. “The commission is saddened by the disturbance of the peace and tranquility of residents in the beleaguered city,” the BTC said in its statement. Jaafar, a ranking member of the MILF’s central committee, was quoted Thursday in radio reports in Cotabato City as saying they will continue working for the attainment of peace in Mindanao by crafting the proposed law needed in putting up a new political outfit that can effectively address domestic security, economic and political woes.
MANILA - Former president Benigno Aquino III denied any links with detained pork barrel scam mastermind Janet Lim-Napoles and questioned the idea of making her a state witness when she had been seen to be in the middle of the scheme to make money out of lawmakers’ funds. Aquino said it was “absurd” to allege that he benefitted from the scam when he was part of the opposition at the time it was reportedly being committed, meaning he was not getting any pork barrel or Priority Development Assistance Fund (PDAF). The scam covered 2003 to 2013 PDAF allocations of lawmakers. Aquino was elected president in 2010. Aquino said those who would believe the allegations against him related to the PDAF scam must “make sure they are wide awake” and “are thinking” because “it will be difficult to walk dreaming with eyes wide open.” He also clarified anew the cir-
cumstances behind the surrender of Napoles at Malacañang in 2013 to belie claims she was given VIP treatment because of alleged ties with his administration. “All the propaganda being done against us in the past are being revived now but the bottom line is, to be direct about it… she would already surrender so the issue was done, there would be no need for us to wait for years before we could capture this Ms. Napoles,” Aquino told journalists in a chance interview during the launching of the book, Politiko 365 in Quezon City. Aquino cited the case of former military general Jovito Palparan Jr., who had expressed his intention to surrender but only to him as president and he did not oblige. “My answer then was, ‘Why would he surrender to me when I was not a law enforcement authority?’ So I turned it down and it took years before Palparan was captured,” Aquino said. Palparan went into hiding after being indicted in 2011 for kidnapping and serious illegal detention
until his arrest in 2014. He was considered one of the high-profile fugitives and a manhunt was launched against him. Aquino said Napoles turned herself in just after the reward for her capture had been authorized. The Department of Justice (DOJ) said it would reinvestigate the pork barrel anomaly and claimed officials higher than senators could be involved. The lawyer of Napoles accused former budget secretary Florencio Abad of “mentoring” his client to perpetrate the crime through fake organizations. Former Negros Oriental representative and Volunteers Against Crime and Corruption member Jacinto Paras also disclosed in a forum in Quezon City recently that Napoles “casually” told him before the 2010 presidential elections that Aquino got commissions from her too. Aquino’s spokesperson, lawyer Abigail Valte, said Paras’ claims were preposterous and that critics of the former president would do anything to link him to the scam.

cial documents in referring to the undersea feature,” EO 25 read. Last month, Duterte revealed his plans to rename the area amid reports that Chinese ships were spotted near it. Located along the Pacific Ocean 250 kilometers (155 miles) east of Isabela, the Philippine Rise is believed to be rich in mineral and gas deposits with Manila as its only claimant. The UN Commission on the Limits of the Continental Shelf in 2012 approved the submission of Manila in 2009, acknowledging that the region falls within the continental shelf of the Philippines.

By 2:30 a.m., like clockwork, she arrives at NBC4 Southern California, where she has been the meteorologist for the weekday morning newscast, “Today in lA,” since March. And for the next five hours, it’s nonstop as she prepares then goes on air from 4:30 to 7 a.m. “it’s the adrenaline because i really love what i do,” Mendiola remarked in a recent interview with the Asian Journal, also joking about the power of coffee to keep her energized. “i think that helps me get through the show.” Growing up, the emmy
Award-winning meteorologist recalls watching Al Roker on the “Today” show daily during her social studies class. little did she know that she would later pursue meteorology as well — and even fill in for Roker during the 2016 Christmas season. “i watched him every day as a kid. i got to work for him. how exciting is that? i feel very, very blessed to have done it, and to be the first Asian American to have done it as well — that’s history,” she remarked. Similar to many Filipino Americans, her mother pushed her toward a career in nursing, as “she thought that was a really good way…to make a living one day and to follow in her footsteps.”
“it really wasn’t something i wanted to do because i knew that i didn’t like blood and i didn’t like needles, but i really did like science,” Mendiola added. When she was 12, her mother brought her to a ‘Take Your Daughter to Work Day’ to further convince her into becoming a nurse. The keynote speaker, who was a news anchor, showed a video of the newsroom that she worked in and the various positions available, including a meteorologist. “Back in the day, i really didn’t think about it but i looked at my mom and said, ‘is that something i can do?’ She was like, ‘Well, i’d really want you to be a nurse, but if it’s something you want to do,

then it’s science. i think you could be OK,’” Mendiola said. She continued “being really good at science” and went on to San Francisco State University, where she received a bachelor of arts degree in radio and television. She subsequently completed a meteorology certificate at Mississippi State University. Before moving to NBC4 in 2014, she worked for TV stations in Denver, San Francisco, and Oregon. Mendiola in studio reporting with the Augmented Reality tool “Part of the job is moving around the country from little markets and working your way up. i had to leave home in order to do that and it was hard on the family because being Filipino American, everyone wants to be together…” she said. “it was difficult for me to do that for a while because i’d be away from my family and i couldn’t see them as much.” each market has nurtured her skills as a weather forecaster and has given her a host of experiences covering extreme conditions, from floods to hurricanes. “i remember one time i was able to see the development of a tornado [in Colorado]…it was scary and my mom was like, ‘Don’t do that again.’ i think seeing that helped me with what i’m doing now here in lA,” she recalled. pretty,” she said. however, their work requires analyzing weather patterns and utilizing technology in order to narrate a story for the newscast. “My day starts the day before with planning and getting a good night’s rest, but before that, studying all the computer models,” she shared. “Meteorologists do a lot of work. i studied in school to learn how to read these computer models to tell us the weather patterns and what’s going to happen, and then keep up to date with the news because that relates to weather and telling people what to be prepared for as well.” Given that information for the upcoming day, she mentally forms a script about how to tell the weather story. At her current station, Mendiola takes her segment a step further and gets to integrate tools, such as the NBC4x4Caster (a high-tech Jeep that allows them to produce stationary and mobile weather reporters), the StormRanger 4 (a mobile Doppler weather radar truck that can gather in real-time weather and meteorological information), and augmented reality to enhance the weather stories. These investments are what set NBC4’s broadcast apart from others and help her “tell the story differently,” she said, as the team can go live from any

neighborhood and track the rain directly, for instance. “i like to be at the forefront of things and being able to tell people about it, so it’s really awesome that i’m part of this team at NBC4,” she said. “We’re the first to let you know about your weather, even though there’s this [notion] that Southern California doesn’t have a lot of weather going on.” With summer approaching in the coming weeks, Mendiola emphasized the importance of making sure homes are not at fire risk, as well as staying cool, drinking water, and of course, watching the daily forecast. As for those who want to pursue a career in media, she has this to share: “Filipino or not, i hope that me being on this platform, it shows that you can do anything you really put your mind to. it takes a lot of work but if you continue to work hard for it, you’ll get there.” “i think no matter what you want to do, whether or not it’s television or news, something important — and something i apply every day — is to stay humble because it really puts you in the right mindset for what you’re doing in life. You don’t let your ego get to you and it helps to be grounded and keeps you focused on what’s important.”

Blumberg Institute. Globally, more than 250 million individuals live with chronic hepatitis B infection, which contributes to nearly 800,000 deaths each year, primarily from liver cancer— the second leading cause of cancer deaths worldwide. In the United States alone, an estimated 2 million Americans are chronically infected with hepatitis B, and liver cancer is not only one of the nation’s deadliest cancers, but also the only cancer with rising rates of both incidence and mortality among men and women. Despite the magnitude of hepatitis B, the National Institutes of Health (NIH) funding for hepatitis B is only $49 million per year and has declined almost 16% since 2012. An estimated doubling of current NIH research funding

for hepatitis B and liver cancer are needed to adequately fund the priority projects identified in HBF’s cure research agenda. By applying these scientific projects to existing NIH research funding mechanisms, a “professional judgment budget” was developed, documenting the need for an additional $232 million through 2023 to achieve a cure for hepatitis B. The Hep B Cure Campaign is calling for increased federal investment to accelerate the pace of research for a cure, which will also significantly improve health and economic outcomes. As part of the campaign, Members of Congress and the scientific leadership at the NIH are being briefed by the HBF on the details of the cure research agenda, and hepatitis B advocates are being mobilized to visit legislators in Washington, D.C. during July to commemorate World Hepatitis Day, as well as schedule meetings with Congressional representatives in their home districts. “Increased advocacy is necessary to focus national attention on the urgent need for hepatitis B research, with priority given to finding a cure, if we hope to eliminate hepatitis B,” said Chari Cohen, DrPH, MPH, director of Public Health of the Hepatitis B Foundation. “Together with an already effective vaccine, a cure for hepatitis B would truly make hepatitis B history.” The Hepatitis B Foundation is the nation’s leading nonprofit organization solely dedicated to finding a cure for hepatitis B and improving the quality of life for those affected worldwide through research, education and patient advocacy. After an early dinner, I went to bed and slept like a log, only to be awakened by a very unusual but heavenly dream. My dream brought me beside a huge lake filled with beautiful water lilies and lotus flowers, near a majestic secluded mountain. A grotto of the Blessed Mother was built, adorned with hundreds of lit candles that brightened the entire place. It seems so real that it inspired me to start writing about it, during Mothers’ Day weekend. one weekend, one dream can miraculously change one person’s mental paradigm that made this writer a grateful man. Filipino Cultural School (FCS), based in Cerritos, CA. and other neighboring cities, is a non-profit organization that educates the community at large specifically the youth about the Filipino and Filipino-American culture. One of the main programming for the year is Summer Program geared to the preservation and promotion of the Philippine heritage and culture. FCS has and continues to be open to all.

Log off and enjoy your... From Page 5 life is fast eroding. I regard social networking with a bit of trepidation and suspicion. And frankly, who’s got the time? I am probably one of a vanishing breed, always itching to get out of the virtual world and into the real world of doing things in private, without fanfare: creating, fixing, cooking, gardening, making memories and connecting personally and laughing until my sides are nearly split. By choice, I am generally offline and often unwired on the weekends these days. My personal motto: LOG OFF AND LIVE. There’s so much living yet to do: so many recipes to try, seeds to plant, topiaries to shape, weeds to pull, walls and blank canvasses to paint, places to see, photos to shoot, plays to watch, games to play, puzzles to solve and mysteries to unravel, books to read, people to meet, goals to achieve, skills to learn and courses to take, stuff to give away, stories to write, naps to take and a thousand and one more things to feel, see, touch, taste, hear and soak in before the end game. With all that’s in the past, life still feels like a tabula rasa —lots of living to do, so little time. Sigh. I am picking and choosing from the constant flow of messages in my inbox, only this one below. Some of these forwarded messages are for laughs, others inform while some can make you think harder or even move you to take action. Pet peeves
are those that are pure drivel and chain emails with a punitive clause, like a curse of bad luck, if you fail to forward. For malevolent messages and all the rest of the junk from scammers promising riches, simplify your cyberlife and hit DELETE. DO NOT ENGAGE. Better yet, mark them as SPAM. Sometimes a golden nugget comes through that deserves to be amplified. So simple, it hits you right between the eyes. I searched for the author’s name but like many other pieces flung by anonymous, creative beings in Cyberville, authorship is largely unknown and unclaimed. To the originator of this metaphor then, whoever you are and wherever you may be, please accept a profound THANK YOU, from the rest of us. Here it is. THE HOT CHOCOLATE STORY A group of graduates, well established in their careers, were talking at a reunion and decided to go visit their old university professor, now retired. During their visit, the conversation turned to complaints about stress in their work and lives. Offering his guests hot chocolate, the professor went into the kitchen and returned with a large pot of hot chocolate and an assortment of cups-porcelain, glass, crystal, some plain looking, some expensive, some exquisite -- telling them to help themselves to the hot chocolate.
When they all had a cup of hot chocolate in hand, the professor said: ‘Notice that all the nice looking; expensive cups were taken, leaving behind the plain and cheap ones. While it is normal for you to want only the best for yourselves, that is the source of your problems and stress. The cup that you’re drinking from adds nothing to the quality of the hot chocolate. In most cases it is just more expensive and in some cases even hides what we drink. What all of you really wanted was hot chocolate, not the cup; but you consciously went for the best cups... And then you began eyeing each other’s cups. Now consider this: Life is the hot chocolate; your job, money and position in society are the cups. They are just tools to hold and contain life. The cup you have does not define, nor change the quality of life you have. Sometimes, by concentrating only on the cup, we fail to enjoy the hot chocolate we have. The happiest people don’t have the best of everything… They just make the best of everything that they have. Live simply. Love generously. Care deeply. Speak kindly. The health benefit claims, that it is antiviral, that it lowers cholesterol and regulates blood sugar, are false, and the US Food and Drug Administration has warned producers against misleading marketing. Various firms have faced class action lawsuits over false advertisements that coconut water was “super-hydrating,” nutrientpacked,” and “mega-electrolyte” source. The suit was settled with a US$10 Million award in April 2012. Was coconut water used as IV fluids? During World War II, coconut water was used as intravenous fluids for rehydration when medical fluids was not available during emergencies. It is actually not similar in composition as our plasma. Intravenous coconut water is not accepted as within safe standard of care today and must not be performed at all as it would be malpractice. Drinking it occasionally is the safer way to take
coconut water. Is excessive consumption safe? No, drinking a large amount of coconut water is unsafe. As a matter of fact, coconut water is used in southern districts of Tamil Nadu, India, for senicide of the elderly, a traditional accepted practice performed by family members called thalaikoothal, an involuntary euthanasia for those incapacitated and seriously ill, where “the elderly is made to drink an excessive amount of coconut water, eventually resulting in fever and death.” Besides pulmonary (excess water in the lungs, as in drowning) due to fluid overload, the exact mechanism causing the demise is not clear. Are coconut food products healthy for us? Olive oil is preferred over coconut oil for cooking and overall use. The virgin variety of each is considered better than their regular form. While olive oil is universally recommended as a healthy oil, there is a lot of controversy about coconut oil
because of its high saturated fat content (albeit from non-meat source). The use of virgin coconut oil in cosmetics (skin moisturizer and hair conditioner-shiner, lip balms, etc.) has been proven beneficial, but not as a food or as a cooking ingredient for DAILY consumption. Advocates, including some physicians, think differently. While the controversy lingers, occasional indulgences and in moderation are safe. For many, the great unique appetizing taste of coconut milk (gata) in main courses (red meat/chicken/vegetables) and in desserts is hard to resist. I confess, I am one of them. *** Philip S. Moir Messervy puts it succinctly: “People garden in order to make something to grow; to interact with nature; to share, to find sanctuary, to heal, to honor the earth, to leave a mark. Through gardening, we feel whole!” How true. In the garden, you witness the law of the farm — that you reap what you sow. Spring flowers attract lots of different colorful butterflies, and the forestlike-farm likewise invites different kinds of birds and animals visiting. I believe that the time people invest in the garden have an inverse proportion to the number of hours spent in the hospitals or in doctors’ clinics. Gardeners tend to be a healthier group of people. My fellow members of the Orange County Organic Gardening Club believe that we are not only healthier but happier people because we are closer to the earth. The wonders of nature is that plants can thrive even in polluted pond can bring out beautiful flowers, and in the process purify the dirty water beneath their roots. If God can do that to plants, He can definitely do that also to us, to purify the “polluted waters” around us (often made dirty and polluted by humans themselves).
Yes, we can collectively “clean the swamp,” but it cannot be done by one person alone. It can be accomplished, however, by the majority of us. The immortal challenge by that beloved Camelot and visionary President John F. Kennedy comes to mind: “Ask not what your country can do for you, rather, ask what you can do for your country!” I was a very young idealistic student in 1961 when the JFK dreamed of sending a man when he was in the White House. And yes, he also founded the U.S. Peace Corps, one of his lasting legacies, that is still doing good in many third world countries in the world, like the Philippines, over a half a century later. Speaking about candles in my dream, I remember reading a very inspiring book “Candles in the Dark,” a biography of Fr. Richard Ho Lung, known as the reggae priest who left his former Jesuit Order and founded the MOP (Missionaries of the Poor), a fast growing order that started in the West Indies. To me, he seems to be the male version of Mother (now a Saint) Teresa of Calcutta. Silently, he and his brothers worked patiently, with hardly any resources. But God in His mysterious ways always
sends his MOP enough wealthy benefactors to fund his noble works among the poor. Like St. Francis of Assisi, Fr. Richard works joyfully among the poor where he obviously finds meaning and fulfillment. With just ONE candle that he first lit himself, he has now magnetized hundreds of followers, including Filipinos, to his growing MOP that is headquartered in Jamaica. Indeed they are all bright “candles in the dark” that continue to illuminate the world. However, as long as there are Mother Teresas and Fr. Richards in our world, God will always be with us as He promised. For as long as we believe and follow HIM, who is the Way, the Truth and the Life, we will be okay. All the other things will all come to pass. All our human problems on earth — big or small — will have their end, and what matters most, for us believers, is our life in eternity after death.
